New structure focused on accountability and service delivery “Working as one for the community” is the central theme behind the City of Wagga Wagga’s new organisational structure. The new structure will take effect on 3 October, with the five current Directorates and General Manager’s section removed

and four new Sectors created – Governance, Community, Financial and Commercial. “Services, facilities and projects that have a social benefit fall under the Community Sector, while the Commercial Sector is about taking a more business-like approach to our operations,” General Manager Alan Eldridge said. “The Governance Sector will ensure organisational accountability and the Financial Sector is to integrate financial

accountability and planning across the organisation. “This is a more collaborative approach than the traditional Directorate model, is less bureaucratic and makes accountability and planning a priority across Council.” Following its adoption at the July Ordinary Council meeting on Monday evening, staff have been informed of how the new structure will work and any impact on their role.

Twenty positions have been effected by the change, five of which were already vacant. There will be a total reduction of 10 full time equivalent (FTE) positions overall, with options for impacted staff including redundancy, suitable redeployment and applying for newly created positions. “Change is always challenging, but this change is necessary and is focused on how we operate as an organisation and serve our community,” Mr Eldridge said.

“The impact on frontline staff has been minimal, so service delivery will not be affected. “The past year has been a challenging period for Council and we’re now moving forward. “Once the structure is operational, we will start looking more closely at our processes to further improve how we deliver services.”

Three-year extension for medical recruitment partnership More than 100 medical specialists now call Wagga Wagga home thanks to the efforts of the Riverina Medical Specialist Recruitment & Retention Committee. The hard work and dedication of this committee will continue for another three years after a new Heads of Agreement was signed between the Committee and the

City of Wagga Wagga this week. Council has financially supported the committee since its establishment in 2004, when it was known as the Wagga Wagga Medical Specialist Recruitment & Retention Committee. In this time the committee, represented by six members

from Wagga and regional public and private health networks and a Council representative, has attracted more than 100 resident medical specialists to Wagga and 17 medical sub-specialists who visit the city on a regular basis. The committee’s main focus is to recruit quality, locally resident medical specialists to Wagga and

the region, for the benefit of the whole community. Key priorities for the committee during the new three-year agreement includes the recruitment of resident specialists to the following areas: ear nose throat surgery, endovascular/ vascular surgery, gastroenterology, nephrology, neurology, obstetrics

and gynaecology, paediatric psychiatry and radiology. The cost of the committee is shared between Regional Imaging Riverina and Calvary Riverina Hospital, plus Council’s contribution. The new agreement will see Council provide $10,000 annually until 2018/19.

SPRING INTO WORKSHOP

Creative writers, creative thinkers or kids that want to learn something new, are invited to take part in the Spring: into the world of picture book making workshops. The children’s workshops are designed by Wagga author and illustrator Caroline Candusso and focus on how everyday objects and thoughts can be turned into creative, fun stories. Ms Candusso will share and guide young artists through the making of their own picture book, covering how to capture an original storyline and drawings – there’ll be fun had with pencils, crayons, pens, textas and paints The workshops are in celebration of the first anniversary of Ms Candusso’s debut picture book Spring – The Book. Spring: into the world of picture book making will be run as two workshops over two weekends. The first workshop, for four to eight-year-olds, will be held on Saturday 3 September from 1.30pm to 4pm. The second workshop, for nine to 12 year olds, will run on Saturday 10 September from 1.30pm to 4pm. Each workshop costs $20 per child and all materials are provided. FUNDING FLOWS FOR COMMUNITY GROUPS Sixty-six community groups, individuals and organisations have received a boost with the announcement of Council’s 2016/17 Annual Grants Program recipients. The grants program provides an annual funding opportunity for the Wagga Wagga Local Government area and aims to support local community-based groups, with a total of $175,000 on offer across six categories. Interest in the program continued to grow with a 19 per cent increase in applications. “Council is supporting a wide variety of projects this financial year including $2000 for a creative arts workshop

VANDALS DAMAGE RAWLINGS PARK Council are calling on community members to come forward with any information following another incident of senseless destruction at Rawlings Park (pictured). In recent weeks, the sports ground has been the target of hoon drivers who have ploughed through log barriers and broken steel gates in order to cause extensive damage to Rawlings Park fields 2-3. “This is particularly disappointing given we are in the middle of the winter sports season,” Manager Strategic Parks Operations David Walker said. “Council staff and sporting groups are already battling the higher than average rainfall this winter, so for someone to wilfully damage Rawlings Park is extremely disappointing. “In the short term we are looking at temporary bollards with the aim of installing steel cable fencing once conditions improve as it is currently too wet to undertake works. “In the meantime, we need the community to be our eyes and ears and help catch these vandals.” Council has reported the matter to police and asks residents to contact Crime Stoppers on 1800 333 000 or the Wagga Wagga Local Area Command with any information. Interim repairs have been undertaken to the playing surface and broken fencing.

Technical data to be analysed for city’s transport strategy The Wagga Wagga Integrated Transport Strategy (WWITS) will not be complete until later this year to allow more time for the technical data to be thoroughly analysed. WWITS was originally scheduled to be finalised this month, with the extra time also allowing it to be informed by the new Community Strategic Plan “Wagga View – Our Future in Focus”. “WWITS isn’t a document being developed in isolation – it needs to be informed by the community holistically through Wagga View and in line with the review of Council’s planning framework,” General Manager Alan Eldridge said. “While delaying the project isn’t ideal, it’s vital we invest as much time as necessary to develop

the strategy as it will inform important parts of our transport infrastructure for the coming decades.” WWITS is currently threequarters complete, with the final steps including further data analysis and integration with Wagga View consultation. Mr Eldridge in April announced a landmark review of Council’s entire planning framework, the first major step of which was the extensive Wagga View community consultation across four weeks in May and June. Thousands of wishes, thoughts and ideas were submitted during the consultation and these will help create a clear picture of what residents and industry want for Wagga’s future. All ideas will help form the

new Community Strategic Plan, which then informs all Council documents and strategies such as the Local Environmental Plan (LEP), Development Control Plan (DCP) and WWITS. “Concerns over issues such as parking and traffic are in my eyes a positive as it’s a sign that our community is growing,” Mayor of the City of Wagga Wagga Councillor Rod Kendall said. “Understanding Wagga’s transport needs goes hand in hand with planning for our residential growth and development. “Through WWITS, Wagga View and the review of the planning framework we are making sure Council, industry and the community are ready for that growth.”

S U C C E S S F U L Y E A R F O R E V O C I T I E S : M AY O R Evocities is celebrating another successful year with 400 households relocating and injecting an estimated $38 million into the economies of the seven Evocities in 2015/16. The Evocities campaign encourages metropolitan residents to make a change to one of seven regional cities - Albury, Armidale, Bathurst, Dubbo, Orange, Tamworth and Wagga Wagga. In research commissioned by Evocities, it was found that a household moving to an Evocity helps to directly boost the economy of their new city by an average of $95,000 annually. Mayor of the City of Wagga Wagga Councillor Rod Kendall said with the median house price hitting the $1 million mark in Sydney and $700,000 in Melbourne, the campaign had resonated most with metropolitan residents who were fed up with the high cost of living in capital cities. “The hot button issue for Evocities this year was clearly the housing affordability crisis in

Sydney and Melbourne,” he said. “New career opportunities also continued to be an exciting lure with 7040 local jobs promoted and over 350,000 visits to the Evojobs platform. “This generated a further 94,108 visits to evocities.com.au with 81 per cent of traffic to the website coming from Sydney.” “Through the website we received 1041 enquiries about moving to an Evocity and we subsequently had 400 households relocate.” Evocities launched in September 2010 with the message that a move to an Evocity offers a wide range of opportunities exist for personal and professional growth. Since the campaign’s launch in 2010, Evocities has attracted more than 423,496 visits to Evocities.com.au and more than 1.7 million visits to evojobs.com.au and had over 2775 households move to one of the seven cities. RELATIVE REPLACES ICONIC BUNYA PINE It may take a number of years to match the majesty of its predecessor, but a new tree is standing tall in the Victory Memorial Gardens. Following the removal of an iconic bunya pine last year due to safety concerns, a replacement tree was

planted last week by Council staff. The new tree – a Queensland kauri pine – is known to grow well in the region and is a relative of the bunya pine. The original bunya pine developed a severe lean and had to be fenced off in the months leading up to its removal.

A separate line has been included to show a temporary special rate variation (SRV) of 5.63%, approved by the Independent Pricing and Regulatory Tribunal in May this year. The one-off variation will be maintained for five years and used to cover Council’s onethird share ($7.75M) towards strengthening the Main City and North Wagga levee systems. Rates for all categories, except the Farmland category, will increase by 5.8%. The Farmland category will increase by 3.7%. The combined effect of these percentages equals the 5.63% overall increase. These figures include the 1.8% rate peg for the 2016/17 year available to all Councils. Director Corporate Services Craig Richardson said the special variation amount will differ for each rate payer depending on property valuation. “For the average residential property in Wagga (land value $121,000) the levee upgrade component of their rates equates to about $40 a year. For the average Wagga business property (land value $447,000) it will be about $260 a year. For the average farmland property (land value $636,000) it will be about $46 a year,” Mr Richardson said. Rates notices were mailed out at the start of July with a flyer further explaining the SRV.
