Wagga Wagga City Council’s Visitor Economy and Events Coordinator Fiona Hamilton said she couldn’t have asked for a better first event. “The feedback has been overwhelmingly positive and it shows these smaller events like Lost Lanes and Fitz Live can have a big impact on the community and businesses,” she said. Budget adopted for growing city Wagga Wagga City Council has this week adopted an overall budget of more than $218.1M for 2018/19. Included in the overall figure is a total operating expenditure budget of $128.5M and a capital expenditure program of $89.6M, to fund significant projects including the Active Travel Plan, Eunony Bridge replacement, and Stage 2 Levee Bank upgrades. Included in this figure is $26.3M worth of potential projects which still require further investigation, additional funding and Council approval. Council adopted the Combined Delivery Program and Operational Plan

2018/2019, the Fees and Charges for the financial year 2018/2019 and the Long Term Financial Plan 2018/2028 at the 25 June Council meeting. Other major projects featured in the Combined Delivery Program and Operational Plan 2018/2019 include the multi-purpose stadium at the Wagga Wagga Exhibition Centre, upgrade works to Wagga Wagga Airport, the Riverside project and major upgrades at the Museum of the Riverina. “We continue to experience an unprecedented period of growth in Wagga Wagga, which has been reflected by our continued commitment to key projects such as the levee bank upgrade and the Eunony Bridge upgrade,” Mayor of the City of Wagga Wagga Councillor Greg Conkey OAM said.

“This year we continue with the rollout and construction of these multi-year projects, which also includes the community-based Active Travel Plan.” The documents were adopted at Monday night’s Council Meeting after being on exhibition for public comment. A number of submissions were received from community groups with specific requests for funding. At the meeting Councillors resolved to defer any decision on the funding requests received under submission, pending a Councillor workshop. This year’s budget also includes over $2.1M in contributions, grants and donations provided by Council to the community. The new suite of documents will be available online at wagga.nsw.gov.au/ipr.

MAJOR PROJECTS FOR 2018/19

A number of important projects that will provide vital facilities for Wagga Wagga and create economic opportunities will be completed or get underway this financial year. Along with the many programs and services identified in the 2018/19 Combined Delivery Program and Operational Plan, Wagga Wagga City Council will be focused on: • The implementation of the Active Travel Plan • The upgrade of Eunony Bridge • Stage 2 works get underway on the Levee Bank upgrade project • The completion of the multi-purpose stadium at Equex • Important upgrades at Wagga Wagga Airport


Main City Levee upgrade moving forward Works to complete Stage 1 of the Main City Levee will begin at Copland Street within the coming weeks, weather dependant. The contract for the remaining $1.14M of Stage 1 works was awarded to local company Burgess Earthmoving at the 11 June Council meeting. Council’s General Manger Peter Thompson said the initial Stage 1 contractor, Central West Civil, had completed its component of the project and Burgess Earthmoving will undertake the remaining work. “This is a good outcome for the community,” he said. “While it means the

completion of Stage 1 has been delayed, it ensures the works are at a high standard and we are still within the budget for the project. “The initial contractor had issues meeting the necessary compaction standards for the levee. That work is now up to standard and they are nearing completion of the Flowerdale downstream spillway. “Burgess Earthmoving will now complete Stage 1 of the Main City Levee upgrade from Copland Street, including the spillway, through to the Monumental Cemetery.” With Stage 1 of the Main City Levee upgrade moving

ahead, progress is also being made on Stage 2. Stage 2 will involve just under two kilometres of sheet piling, extension of the concrete retaining wall at Cadell Place and specialised work around the Hampden Bridge to incorporate the site’s heritage. “The tender package for Stage 2 was released on Friday, 29 June,” Mr Thompson said. “The tender process will take eight weeks and construction will take 12 months once the successful tender is endorsed. “We are hopeful the project will be finished by 2020.”

Twelve repaired solar lights were reinstalled at the Lake Albert pathway on Friday 29 June. An infestation of ants found their way into 32 of the solar lights, eating away at silicone seals and causing moisture to get inside the units. A number of the lights are currently being repaired and “ant-proofed” under warranty by the supplier. Council has received 12 repaired lights so far and has reinstalled them in areas where there are the biggest gaps between functioning lights. Weather-proof bait stations were also installed on the light poles to try and mitigate any future issues from the ants. The lights were installed in March 2017 as part of a community project delivered by Committee 4 Wagga, with assistance provided by Wagga Wagga City Council. Each of the 104 light poles were sponsored by community members, groups or organisations.

and put the spotlight on what a great city we live in. Not only are these micro-festivals a great way to trial a theme for an event, they create opportunities for businesses to get involved. Gone are the days of events and festivals happening

Knights Meats, Thirsty Crow, Cadell Place and The Prince of Wales Motor Inn all worked with Council to commission artists and plenty of local businesses had food and drinks on offer. It was fantastic to see a

huge line up of local performers entertaining the crowds. Big festivals can be amazing, but there really is something special about bringing community together in the depths of winter to meet, laugh and share a meal and drink in a space right in the

heart of our city. With such a great turnout, it’s pretty clear that here in Wagga, we love a micro-festival. Bring on Lost Lanes 2019, I can’t wait to see what’s on offer.

cleaning the sculpture and renewing some of the internal components. The Eternal Flame is currently being manually ignited until the works are complete and it may be unlit at times.

S P O T L I G H T O N WO M E N S H A K I N G U P S T E R E O T Y PE S Among Council’s more than 400 full-time staff are two women employed in roles in traditionally male-dominated sectors. Sharni Hands works at the Gregadoo Waste Management Centre as a labourer with responsibility for ground maintenance and Tegan Muirhead is an apprentice mechanic at Council’s Alan Turner Depot. Tegan said the three-year apprenticeship includes four days a week at the depot assisting with the maintenance of Council’s 2000 items of plant inventory and one day a week at TAFE NSW where she is completing a Certificate III in Heavy Commercial Vehicle Mechanical Technology. Tegan’s interest in working with machinery stemmed from her upbringing on the family farm in Merriwagga where she frequently spent time tinkering with farm machinery in the workshop with her dad and more driving the combine harvester during the recent wheat harvest. “There are several mechanic courses at TAFE but I chose to become qualified as a heavy commercial vehicle mechanic because it allows me to work on a huge range of machinery, from lawn movers, to vehicles, large Council plant such as graders and everything in between,” she said. Tegan is the only female in her course at TAFE NSW and the only female mechanic of the six employed at the depot. “The apprenticeship is handson, I’m challenged and learning every day because I’m offered a range of tasks to try,” she said. “My colleagues are supportive and encourage me to broaden my skills by not only observing work, but actually doing it.

“I like the environment, its easy going and I’m accepted for my ability and really feel like part of the team. Last month I replaced an old engine on an Avant loader with a new one, and I got my HR truck licence; they were both big accomplishments.” When she’s not at work Tegan can be found, fascinator on head, treading the boards in Fashions on the Field at country race meetings (she won at Griffith in 2017) or riding her horse; she competes in state and national dressage competitions. Workshop facility Manager Paul Wallace said Tegan has been a positive addition to the mechanic team. “She is definitely the first mechanic at the depot who has requested a day off to compete in Fashions on the Field,” he said. Sharni Hands started a full time position at the Waste Centre in February and is one of two women working at the facility. She said she has completed a Certificate III of Horticulture at TAFE NSW, has recently enrolled in a Diploma of Horticulture and is undertaking further training offered by Council.

“I’ve previously worked in the Council’s Parks and Gardens team and also casually at the waste centre; this full-time job is welcome as it offers safe and secure employment,” she said. “Like any role, there are challenges and plenty to learn. I’ve also realised how important it is that residents exercise caution when dumping their garbage. Things like batteries and gas bottles don’t belong in general waste – they should be separated – due to the risk of fire.” “There are no barriers to employment as a woman at the waste centre. If you have qualifications, if you like machinery, and if you are willing to have a go, you have a chance at a job here,” she said. Manager People and Culture, Fiona Piltz said everybody can apply for positions at Council, regardless of gender. “I’d encourage more women to consider non-traditional roles and to pursue their passion,” she said. “Council’s Workplace Diversity Strategy promotes diversity and inclusiveness, builds respect and recognises the true potential of all our employees.”

Footpaths under construction in four more Wagga suburbs Wagga Wagga City Council’s $1M footpath upgrade works are continuing, with residents set to enjoy new footpaths and better connectivity in streets in Lake Albert, Kooringal, Mount Austin and Glenfield. New footpaths in Lansdowne Avenue and Angel Street in Lake Albert, and Ziegler Avenue in Kooringal are under construction. Works in Walteela/Manoora Avenue and Jack Avenue in Mount Austin will begin after the completion of Ziegler Avenue. This week tenders were awarded for the construction of Stage 2 of the Footpath

If you’re taking your pooch for a stroll but forgot to take something to clean up after them, then you’re in luck. Two new bag dispensers have been installed at Lake Albert near Bosley Park and at Wagga Beach. The dispensers and a number of replenishment bags were funded by the Wagga Wagga Tidy Town Sustainable Community Committee, who saw the need for more of the dispensers near the lake and beach areas. Dog walkers are reminded the penalty for not picking up after their dog is a $275 fine.

Connectivity Network which involves new footpaths in Yentoo Drive, Glenfield. Council is working with the contractor to confirm a start date. Residents are now enjoying the benefits of recently constructed new footpaths in Nardoo and Mima Streets in Glenfield, and Fernleigh Road in Turvey Park, Raye and Ramus streets in Tolland, and Fernleigh Road from Hely Avenue to Glenfield Road. “We would like to thank residents for their patience as Council delivers a number of new footpaths across the city in order to create a more accessible and better connected footpath network,”

Director, Commercial Operations Caroline Angel said. As per Council’s recently updated engineering guidelines, new footpaths will be 1.5 metres wide to allow sufficient space for pedestrians and/or permitted wheeled devices, such as mobility scooters or prams, to pass sideby-side. Where necessary pram ramps will also be installed. The completed and planned works align with important documents within Council’s planning framework, including the Disability Inclusion Action Plan 2017 – 2021 and the Community Strategic Plan 2040 – Wagga View.

Plans to make Wagga Wagga a more sustainable and energy efficient city are forging ahead with the endorsement of five pledge items as part of the Cities Power Partnership Program. The pledge items will ultimately lead to more solar panels on Council buildings, more electric vehicles on local roads and the roll out of more energy efficient street lighting. Mayor of the City of Wagga Wagga Councillor Greg Conkey OAM said collectively the pledge items will deliver cost savings and positive

environmental outcomes for the community. “I’m a strong advocate for reducing our energy usage and looking to greener options at our Council facilities,” he said. “These pledge items mean we have completed phase two of our

responsibilities under the Cities Power Partnership Program, and I’m looking forward to seeing these ideas turn into action.” The Cities Power Partnership Program is an initiative of the Climate Council.

Aim: To exhibit the planning proposal to amend the Wagga Wagga Local Environmental Plan 2010 (LEP) to reduce the minimum lot size provisions from 8 hectares to 4 hectares.
