Zoo staff found a welcome surprise on Monday morning when they arrived at work. On Sunday night, the zoo’s donkey Jenny gave birth to her second foal. “We were expecting Jenny to have her foal at the end of April and were a bit shocked to find he had been born on Sunday night,” Zoo Curator Kira McBeath said. “Both Jenny and her baby boy are doing well, and he is a very cute addition to the zoo.” The four-legged bundle of joy is yet to be named, and the zoo is asking the community for help. Kerbside service starts 2 April Council has successfully appointed a contractor to process Wagga’s food organics and garden organics (FOGO) material, to start from Monday 2 April. The contract is a short-term arrangement to provide the service while Council negotiates a long-term arrangement with around 10 interested contractors. At the February Council Meeting, Council resolved to reject all tenders for the acceptance and processing of FOGO material
and enter direct negotiations with potential processors. Council’s General Manager Peter Thompson said the short-term contract means the FOGO material from Wagga Wagga will be processed into high quality compost from the beginning of the new collection contract that starts on Easter Monday. “The short-term contract is initially for four weeks and then on a week-to-week basis if necessary while the negotiations to find a longterm FOGO processor are finalised,” he said. “FOGO material will be going to a composting business for processing from day one so I encourage the community to separate their waste into their FOGO, recycling and general waste bins.
“Both staff and industry representatives have been working together to finalise a short-term contract, which suited both the community needs and industry requirements. “I would like to thank staff for their efforts and the co-operation we have received from the industry in relation to the issue. Processing contractors have been providing us with information on their contracting requirements on short timeframes. Their efforts in this regard are acknowledged and appreciated.” Under the new kerbside waste service starting 2 April, the green-lid FOGO bin will be collected weekly, while the red-lid general waste bin and yellow-lid recycling bin will be collected on alternating fortnights. Then on Sunday, a Picnic in the Park will take place from
11am to 3pm. Pack up a picnic lunch and head on down to the gardens to enjoy music, dancers and miniature railway rides for two dollars. New kerbside service starts 2 April, FOGO processor in place From front page JJ Richards and Sons Pty Ltd will empty all bins each week and recycling will continue to be processed by Kurrajong Recyclers. The FOGO material will be transported by local company Rodney’s Transport to the Carrathool-based processor Worm Tech Pty Ltd. While a short-term FOGO processor has been secured, Mr Thompson said negotiations to determine the long-term processor of up to seven years plus extension options are progressing. “We’re working towards the longterm processing contract. We have around 10 companies that have expressed an interest in the contract. We are following a process, which ensures every company is treated fairly and equitably in relation to how they price the contract and offer the service. “Given we are now negotiating
directly with contractors we have asked representatives from the organics management are of the EPA to supervise our opening of the contract submissions to provide an added layer of probity and external scrutiny to the process. The EPA have generously offered their time, for which we are grateful.” The new kerbside waste service starts on 2 April, with residents laying down their old bins on the nature strip so they can be collected and recycled into new plastic products. The removal of the old bins is scheduled to take up until 20 April and Council will provide regular updates throughout the process. More than 6500 old bins have already been collected. CIVIC THE ATRE’S $7 0 0,0 0 0 UPGR ADE UNVEILED The curtain has been raised on the new-look Civic Theatre, with the community facility’s $700,000 refurbishment all but complete. Over the past three months, the theatre has been transformed with new auditorium seating and carpet; new paint, carpet and furniture for the foyers; a permanent wheelchair lift so performers of all abilities can more easily take to the stage; an accessible backstage toilet; and new balcony furniture. The installation of a new retractable roof on the balcony will be completed in May. Mayor of the City of Wagga Wagga Councillor Greg Conkey OAM said the theatre had hosted more than 500,000 patrons across 1700-plus shows since its last major works in 2000. “The Civic Theatre is one of our city’s most significant cultural facilities, whether it’s the diverse range of shows and performances offered each year or through its fostering of local talent,” he said. “A lot of planning has gone into this project and the end result is a new look, new seating with a better alignment and accessibility improvements that make our theatre one of the most inclusive in regional NSW.” The Civic Theatre’s $700,000 upgrade was funded through a Create NSW capital infrastructure grant of $60,000 and the remainder coming from Council’s Section 94

Over the next few months, visitors to the gardens will begin to notice a range of improvement works taking place as a part of the garden’s 50th Anniversary. At the March Council meeting on Monday, Council revolved to proceed with more than $278,000 worth of works including the redevelopment of the donkey
enclosure, replacement of the security fencing at the Parks Depot, refurbishment of the Tree Chapel, stage one replacement of security fencing of the Botanic Gardens Zoo and new information signage. A budget of $20,000 was also approved for the Botanic Gardens 50th anniversary celebrations, which will be rolled out from August and will conclude with a garden festival in October.

On Wednesday night the first performance at the new-look venue was Music in the Evening featuring the Australian Army Band Kapooka. Council adopts revised floodplain study and plan Wagga Wagga City Council has resolved to adopt the Wagga Wagga Revised Floodplain Risk Management Study and Plan. The Draft Wagga Wagga Revised Floodplain Risk Management Study and Plan was amended following submissions received during the public exhibition period that ran from 24 October to 6 December 2017. During the public exhibition period, Council received 439
submissions, including: • 397 submissions - proforma • 29 submissions - individual • 13 submissions – online “We would like to thank everyone who went to the effort of attending a drop-in session to learn more about the study and plan and everyone who took the time to make a submission,” Mayor of City of Wagga Wagga Councillor Greg Conkey OAM said.
“This is one of Council’s most important documents and we look forward to progressing with the recommended floodplain risk management measures.” The Wagga Wagga Revised Floodplain Risk Management Study includes a full assessment of the existing flood risk in the catchment, including flood hazard across the study area, overfloor flooding of residential, commercial and industrial properties, identification of
known flooding issues and hotspots, and emergency response during a flood event. The study also assesses various measures aimed at managing this flood risk against a range of criteria, and from this assessment the Revised Floodplain Risk Management Plan recommends risk management measures. Council will now make an application under the NSW Government’s Floodplain Management Program to
undertake a North Wagga Flood Mitigation Options Feasibility Study. The feasibility study will investigate and compare the Voluntary House Raising & Voluntary Purchase Scheme, with the North Wagga Levee Upgrade to a 5 per cent AEP level of protection. It will also assess the feasibility of a combined approach of both the levee upgrade and the voluntary house raising and purchasing.

Wagga Wagga City Council’s annual resealing program will get back under way after the Easter long weekend. During this year’s program, more than 270,000sqm of roads are being resealed as part of the $1.5M works. The reseal program is rolled out each year during the warmer months
and is a preventative road maintenance technique. There will be changed traffic conditions during the works and motorists should also be aware of loose stones while the surface interlocks, which takes two to three weeks. A street sweeper will return to all resealing sites after this period to remove any remaining loose stone.
