Pipeline to secure lake’s future Lake Albert’s longterm water security was guaranteed this week when Council and the NSW Government signed a Memorandum of Understanding for a Special Purpose Access water licence. The significant outcome after a long period of negotiations with the Minister for Water Melinda Pavey, who was in Wagga Wagga on Wednesday to announce the agreement, means Council can now move forward with a plan to design and build a pipeline from the Murrumbidgee River to the lake. Wagga Cr Greg Conkey OAM said 31 March 2021 would be remembered as a historic day in the city – a day which secured the future of a facility which provides enormous economic and lifestyle benefits to residents and visitors alike. He also confirmed Council has made a submission to the Federal Government seeking initial funding for the pipeline. Additional funding has also been sought for further improvements specific to the lake precinct such as shoreline remediation, upgrades to the weir system and various other improvement works. “It is a great day for Wagga Wagga,” Cr Conkey said. “The agreement provides certainty for the lake’s water security – the only way we were going to get that certainty is from the river. We can no longer rely on

rainfall because of drought and changes to the catchment over a number of years.” Cr Conkey recognised the efforts of Minister Pavey and her staff, the support of State and Federal government representatives, Councillors and also Council staff, particularly General Manager Peter Thompson, who led negotiations with the Minister. Ms Pavey also recognised Council’s “attention to detail” in its submission and she committed to providing Wagga Wagga with the opportunity to secure the lake’s future. “Wagga Wagga is a great community. A city this size deserves a lake – a recreational showpiece,” Ms Pavey said. Cr Conkey said the agreement is the result of more than 12 months of advocacy and strategy. “In general terms, we are
transferring five gigalitres of our water to the Government for the river and in return Wagga Wagga City Council will have authority to draw 1.8 gigalitres of water from
the river to store in the lake,” he said. Water access will be restricted between the months of October and March.

Visitors to the Wagga Zoo & Aviary will have more opportunities for a close encounter of the cuddly kind with one of its residents as it opens its gates seven days a week for Easter and the school holidays. Kieran, a young swamp wallaby, is now joining star attraction Russell the wombat at the meet and greet sessions, held twice daily at the wombat enclosure. Zoo curator Wendy McNamara said six-and-a-half month old Kieran was bred and born at the zoo to Poppy and Oak. “We’ve been hand-raising Kieran for the past few weeks, feeding him bottles of specially prepared formula every four hours,” Ms McNamara said. “He has spurts of energy, hopping around his enclosure, but he’s still growing and generally spends a fair amount of the day tucked up in his fake pouch." It will return to its usual operating hours of Thursday to Monday, from 19 April 2021, as Council continues its upgrade works at the zoo. Manager Parks & Strategic Operations Henry Pavitt said with the new external security fencing completed, the focus has shifted to upgrading internal fencing and improving enclosures. “We’ve recently finished putting in new turf, irrigation systems and draining the red kangaroos’ enclosure and are now doing the same for the grey kangaroos,” Mr Pavitt said. “We’re also continuing works on constructing the free-flight aviary and will be installing a platform in the duck pond." The zoo’s opening hours are 9am to 4pm, with no entry after 3.45pm.

Wagga Wagga City Council will hold two On the Road 65+ workshops for older road users in April, as part of the FRESH 2021 program. The workshops are for drivers over the age of 65 years and will focus on how ageing affects their ability to stay safe on our roads, whether as a pedestrian, cyclist, motorist, or even when using a mobility scooter or public transport. Council’s Road Safety Officer Emma Reynolds said as the country’s population ages, there are now more older licence holders than ever before. The first workshop, Top 10 Misunderstood Road Rules NSW, will be held on Friday 9 April. It provides participants with a refresher on a number of important road rules, many of which have changed since some of us last sat for a driving test. It will be followed on Friday 23 April by the Old(er) Road Users workshop. The two workshops are free and will be held at the Senior’s Community Centre in Tarcutta Street on 9 and 23 April from 10am. Cycling complex takes shape Two key features at Wagga Wagga’s new Multisport Cycling Complex are taking shape at the Pomingalarna site just three months into the construction phase of the $9.2 million project. Bulk earthworks on the new velodrome and uniquely designed steelwork on the community centre’s roofline provide a significant overview of the size and scale of the project which is on time and on budget for completion at the end of this year. Wagga Wagga City Council Director Regional Activation Michael Keys said the project demonstrates a strong working relationship with the community to achieve a facility which will be a regional asset. He said 40 per cent of the project was now complete and the community could look forward to enjoying the benefits of the centre from a sporting, recreational, tourism and economic perspective. “Council has worked closely with stakeholders to make this project a reality,” Mr Keys said.
“From an operational perspective we have worked closely with the cycling groups to ensure we meet standards, but just as important is our cultural commitment to the site and recognising the local significance of Pomingalarna. “Our consultation with the First Nations Wiradjuri Women’s Group has been a strong and rewarding relationship which has allowed us to design and build a facility which recognises and respects the cultural significance of the site. “The region can look forward to a top-class facility which will have the capability to host local, state, national and international events, but also cater to recreational cyclists at the mountain bike tracks, and the jump and pump tracks.” All light towers were installed this week. Work on roofing and cladding of the main building will be the next stage before internal fit-out starts. This will be followed by a levelling grader arriving on site to trim the velodrome before the pavement is laid. The project is jointly funded by a grant from NSW Government’s Regional Sports Infrastructure fund ($7 million) and Council ($2.2 million).

The Riverina’s newest Outback Lifesavers were all smiles after graduating from the first-ever inland waterways safety program in Wagga Wagga on 28 March. The Outback Lifesaver program ran as a 10-week pilot initiative in partnership with Wagga Wagga City Council and Royal Life Saving New South Wales (RLSNSW). More than 100 children aged between 8 and 13 years engaged in weekly sessions at Wagga Wagga Beach where they were instructed in various activities focused on safety at the Murrumbidgee River.

Educators from the Oasis Regional Aquatic Centre and volunteer parents and carers committed to delivering the RLSNSW program. Mayor of the City of Wagga Wagga Cr Greg Conkey OAM congratulated all involved in bringing the program to fruition, and said he hoped to see it rolled out again in Wagga Wagga and other inland regions. RLSNSW Riverina Regional Manager Mick Dasey said the program was a success with the youngsters learning basic water safety and resuscitation skills in a fun and team environment.

Part of Wagga Wagga Art Gallery will be closed for three months after Easter for the installation of a climate control system which will enable the gallery to accept a greater range of touring shows and individual works from the country’s major art institutions. From Monday 12 April to mid-July, access to the main gallery, upstairs gallery and shop will be restricted while a new heating, ventilation and air-conditioning (HVAC) system is installed in the Margaret Carnegie Gallery. Art Gallery Director Dr Lee-Anne Hall said over that period, the focus will shift to the National Art Glass Gallery and E3 art space at the north-east corner of the Civic Centre building. “We will activate these spaces in a range of ways,” Dr Hall said. “There will be plenty of events and exhibitions for people to enjoy before and during the temporary closure. “Over Easter and the first week of the school holidays, you can still come down

The National Art Glass Gallery will also feature exhibitions from its collections, along with artist talks and live music sessions on Sundays throughout May and June, and visiting shows such as Tom Moore’s Abundant Wonder, which opens on 7 May. In April, the E3 Art Space will host several FRESH 2021 events, followed by five backto-back exhibitions by local artists from May through to July. The gallery received $192,000 in funding through the NSW Government Infrastructure Grants Program (Clubgrants Category 3) for Stage 1 of the refurbishment project.
