Planning portal to go ‘live’ in July In three weeks’ time, all development applications within the Wagga Wagga Local Government Area (LGA) must be lodged through the NSW Planning Portal, in line with State Government legislation. The Planning Portal has been developed as the central electronic platform for all councils across NSW to receive applications. The mandatory change comes into effect on 1 July 2021 and applies to all individuals, organisations or industry professionals, from home builders, to certifiers, project developers and government agencies. Manager Development Assessment and Building Certification Paul O’Brien said Council is currently in a training phase to ensure its internal processes are ready for the change. “For the broader community, it means hardcopy applications, even
if it’s just for a one-off project such as a new shed or pergola, will no longer be accepted at Council’s Customer Service Centre from 1 July,“ Mr O'Brien said. Applicants will be required to arrange an account through the Planning Portal. The NSW Government’s amended requirements apply to the lodgement of Development Applications (DA), Modification to Consent, Construction Certificates (CC) and Complying Development Certificates (CDC). For information on how to register for a Planning Portal account, Quick Reference Guides, fact sheets, and links to other resources, visit planningportal.nsw.gov.au/ support/applicant-resource For further assistance, email planning.apps@planning.nsw.gov.au or contact Service NSW on 1300 305 695.

A R TI S T S U N V E IL N E W Local high school students RI V E R SIDE A R T WORK given insight into Council

A group of high school students took time out from their studies last week to discover what a career in local government might be like. Students from The Riverina Anglican College in Wagga Wagga and Trinity Anglican College in Albury-Wodonga spent a day with Wagga Wagga City Council, touring the city's cultural facilities including the Civic Theatre, Museum of the Riverina
and National Art Glass Gallery. Council team members discussed the many roles and projects within Council, and shared their own career experiences in strategic planning, youth development and parks. The career day was organised by the Association of Independent Schools of NSW – Riverina Careers Hub.
CAREERS DAY: Manager Parks & Strategic Operations Henry Pavitt, Youth Development Officer Vanessa Jennings, and Senior Strategic Planner Crystal Atkinson shared their experiences working in local government with students from The Riverina Anglican College in Wagga Wagga and Trinity Anglican College in Albury-Wodonga.
OUR FUTURE: Young leaders from seven local high schools attended a Mayoral breakfast this week to discuss local issues and ideas with Councillors. It was an informative morning with a number of youth initiatives brought to the table. Schools represented were Mount Austin, Wagga Wagga, The Riverina Anglican College, Kooringal, Mater Dei, Kildare and Christian College.
An artwork created by professional Wiradjuri artists Owen Lyons and Teisha Robinson will feature prominently beside the Riverside basketball court which is set to undergo a major upgrade. The artwork will be reproduced on a vinyl wrap and installed on a modified shipping container, to be located alongside two new 3x3 basketball courts, and to be utilised at competitions and other events at the Wagga Beach precinct during the year. The new courts will be built to Olympic standard in place of the current full-size asphalt court and feature the Federation Internationale de Basketball Amateur (FIBA) approved rubber playing surface. Council’s Director Community Janice Summerhayes said the involvement of First Nations youth gave the project a community-wide feel. “The significance of the river, culturally and to country, is highlighted in the design along with young people’s thoughts of respect and equity,” Ms Summerhayes said. “This space provides our youth with a place where they can engage in sport, reflect on the design and have real social connection.“ The artists have worked extensively with Wiradjuri and First Nations youth at local high schools discussing Wiradjuri symbols which reflect respect and unity in the community. The high schools involved were Kooringal High School, Mater Dei Catholic College, Kildare Catholic College, Mount Austin High School and the Indie School Wagga Wagga. Students worked on designs and their concepts were
incorporated in the final artwork. “The artwork is just beautiful and will bring meaning and vibrance to the project, providing a sense of community and coming together,” Ms Summerhayes said. “Having the artwork in place at the court continues a lifelong message to all of equity and respect in sport, in the community and with each other, all the time.“ Artists Teisha Robinson and Owen Lyons collaborated to create the work. It was the first time they had worked together, bringing their own concepts to the project and integrating those with a range of elements relevant to the area. “The river features prominently as this is a spiritual place where Aboriginal people can go to reflect. There‘s the wildlife and the flora … it means a great deal to us,” Mr Lyons said. Ms Robinson said working with the high school groups was a memorable part of the project. “I loved connecting with the kids,” Ms Robinson said. “They had some great ideas and being able to bring those to life in the artwork, while keeping a focus on equity and respect, was rewarding for me.” This project has been part of theDVproject:2650 which has worked towards primary prevention of domestic violence by creating a respectful and inclusive community for everyone. It is expected the courts, and the artwork-enhanced shipping container, will be finished in time for this year’s 3x3 tournament in November-December.
V IL L AGE S’ ST UDE N TS DIS COV E R GR EAT IDEA S AT POLYGLOT THEATR E
School kids in four of the rural villages in the Wagga Wagga Local Government Area were encouraged to freely explore their imaginations and uncover great ideas at a day of discovery with Polyglot Theatre Company. Each year Council coordinates outreach programs that ensure rural village communities have access to social and creative cultural experiences. K-6 students at Humula, Tarcutta, Ladysmith and Uranquinty public schools were this year treated to the Thoughtaculture workshop, which unravelled a day of imagination and play to help cultivate creative thinking. Council’s Cultural Officer Narelle Vogel said the workshop program was a great success and left students feeling
empowered to work collaboratively on ideas as vast as their imaginations allowed. Ms Vogel said Thoughtaculture is a celebration of the process of gaining knowledge which sparked students’ creativity as they worked together to gain a greater understanding of the limitless potential in their ideas. “It was a safe and supportive environment for students to freely explore their imaginations, and to learn how to take an idea and grow it into something that adds to their world to be enjoyed and appreciated by those around them,” Ms Vogel said. “It included group discussion, drawing and reflection, and individual creative thinking and making.”

COUNCILLOR COLUMN
This year is going very quickly, hard to believe it’s nearly halfway over. In the recent weeks you would have seen or read some media regarding attendance records for me at council committee meetings. Firstly, I would like to
say that I take my role as a Councillor and community leader very serious. I ran to make a difference to the community, I believe I have. I stood down from my committee to make a stand to show that change is needed. I raised this last year in council about my lack of attendance for committees with no media coverage. It’s a
real shame it took two other councillors to get the media attention to help with their election campaigns to try to defame myself. Diversity is what is needed on committees. Diversity isn’t just gender. Diversity is age, race, sex religion etc. In a recent survey completed by Council on my request, the results
0400 712 880 | councillor.koschel@wagga.nsw.gov.au
were eye opening. Our committees are made of 70% over 45 years old, only 3% under 25 years old, 75% married, only 6% single, 0% Aboriginal or Torres Straight Islander, 97% English speaking, 25% retired, majority earning over $100,000 per year, 60% with no carer responsibilities. How is this true representation of our community?
Then the majority of councillors, not me, decided to do nothing with the results. They were happy with these results and current representation. Without making a stand for change nothing will happen. So, what do I do to help the community if I don’t sit on a committee? Exactly what I do now. Work
individually with groups, families, and residents to make change. One of my biggest projects was the introduction of the Marveloo at Bolton Park. This provided an adult laydown changing station in Wagga for all to access. This came on the back of myself working with organisations and families in Wagga with local council to
implement. This didn’t come off the back of a committee but on the back of true representation and action. Thanks again for all you support and please continue to reach out with anything I can help with.
Councillor Tim Koschel
