New bike jump and pump track for Tarcutta Anticipation is high as Wagga Wagga City Council helps construct a bike jump and pump track in Tarcutta’s Paddy Osborne Park. The eagerly awaited track is the result of a collaboration between Council and the Tarcutta Progress Association, who were successful in applying to the NSW Government ClubGRANTS program to help fund the $127,000 track’s creation. Tarcutta Progress Association Treasurer Kathy

Peel applied for the grant funding after residents overwhelmingly responded in favour of a bike track when asked what they would like to see in the town. Attracting visitors to Tarcutta was also on Mrs Peel’s agenda. “As we are the halfway point for Sydney and Melbourne, we have a lot of families stopping in the park, allowing their children out for a run,” Mrs Peel said. “Having the track would add another level of incentives for families to pinpoint Tarcutta as a stopping point in their travels or even an incentive for those families or adults who like to try out pump tracks around the region. “Having an amazing asset like this track; it's more than just a track, it's something

else for local children to enjoy for generations to come, it's for passing families or even visiting families. It will help support our little community.” Parks & Recreation Assets Officer Rob Owers said the desire for a track in Tarcutta had been noted in Council’s development of the Recreation, Open Space and Community Strategy 2040. “The Tarcutta community let us know they wanted recreational spaces for their young people, so this track is a result of that feedback,” Mr Owers said. The design of the track was also a team effort, with Mr Owers and Tarcutta community members working together to achieve the final layout.

“We wanted to make sure a whole range of ages would be able to ride the track,” Mr Owers said. "The outside 140-metre track is a hot mix pump line with rollers, berms and table-top jumps that nearly anyone can ride, from a three-year-old to an adult, and is perfect for skateboarders, scooters, and all kinds of bikes. It has a bit of slope so it’s easy to get some speed up. “Down the middle we’re going to have two dirt jump lines, one easier and one harder, with a series of table-top jumps up to 1200 mm high. Both have a berm that will turn them into a slip lane, so riders can safely slipstream back onto the outside track. We’ve also got cool little berms that help you generate pace to get

up the hill, which makes the uphill section fun. “We think it’s a great track and we can’t wait to see everyone give it a go.” Mrs Peel said the creation of the bike track means a lot

to the Tarcutta community. “This amazing track has given the community hope and so much excitement,” Mrs Peel said. Continued inside

Council rolls out second cycling survey

The second community cycling survey has been released this week, with Council keen to hear residents’ opinions on cycling and Wagga Wagga’s new cycling infrastructure. The survey is a result of Council’s continuing partnership with Murrumbidgee Local Health District (MLHD), The University of Sydney, iMOVE Australia and Transport for NSW in assessing the community health and wellbeing impacts of the city-wide cycling infrastructure rollout. Strategic Asset Planner (Parks and Recreation) Ben Creighton said results from the anonymous 10-minute survey will help Council understand if and how residents’ behaviours have changed. “We’re interested to find out if people are using the pathways to cycle, walk or run, how their habits may have changed in the last 12 months, and whether more people are jumping on the bike with their kids on the

around the city, with one third saying they had used the new paths for cycling and walking, and a further third indicating they intended to use them in the next six months,” Dr Thomas said. “While many respondents were confident cyclists themselves, only one third perceived that cycling around the city was safe, so we’re interested to see if that perception has changed since the expansion of Council’s active travel network.” Dr Thomas said the community’s responses to the second survey would provide valuable information for the research project which is funded by iMOVE Australia. “Wagga Wagga is the only place we are aware of that has rolled out city-wide infrastructure to this extent in such a short time frame, so the community is in quite a unique situation,” Dr Thomas said. “We’re investigating whether a major infrastructure rollout like Wagga Wagga’s, which rapidly increases accessibility across the city, has a bigger impact on community perceptions of safety and active travel behaviour compared to a piece-by-piece approach to building cycleways.” Survey results will be analysed by The University of Sydney. weekend, or leaving their car at home to cycle to work. “We’re keen to hear from cyclists and non-cyclists alike because we’re also interested in why some people might be hesitant to start riding and see if there’s something we can do to address that.” The initial survey, issued in February 2021, received 695 responses providing valuable information about cycling behaviours and knowledge, as well as peoples’ perception and use of the new active travel network. Senior Research Fellow Dr Margaret Thomas, who has been working together with Council and MLHD on the project, said the 2021 survey showed that nearly 9 in 10 respondents had access to a working bicycle and almost two thirds were currently riding. “Most respondents were aware of cycleways and walkways

Report card from City Centre Survey released The results of the Wagga Wagga City Centre Survey are in, with community feedback identifying what is working and what can be improved as the city continues to grow and develop. As part of the City Centre Master Plan project, Wagga Wagga City Council partnered with Place Score, an expert team of social researchers, to conduct a survey of our residents and businesses in 2021 to find out what kind of city centre they want. Almost 800 people participated in the City Centre Survey, which focused on the city’s economic hub, particularly the blocks along Baylis and Fitzmaurice streets. Council’s Manager City Strategy Chris Barrett said overall, when compared against other CBDs across Australia, Wagga Wagga ranked well in several areas. “There was a lot of positive feedback, with the highest rated attributes associated with the ease of being able to walk around our city centre, the general cleanliness of the precinct, and the sense of safety,” Mr Barrett said. “The improvements identified included the requirement for more spaces for different daytime and night-time activities and events, maintenance of street furniture, vegetation and natural environment, outdoor dining and carparking. “This suggests that the community is not looking for a complete revamp of the city centre’s design or structure, but rather would like to see smaller changes which will have a

higher community benefit – bringing vibrancy and activity to the centre.” The survey’s results provide the base data and information that will shape the brief for the City Centre Master Plan project. The proposed master plan will help ensure new development and design supports and encourages activity in the city centre. When completed, it will inform changes to Council’s planning controls including land use, density, height restrictions and urban design. “Wagga Wagga is growing, and the city centre needs to keep up to be able to cater for the growing demands that we expect over coming decades,” Mr Barrett said. “The CBD is the heart of the city. To attract people to move here and to invest in the city centre by bringing in new businesses and services, it is important to make it a place where residents want to come to visit, play, work and live. “The next step will be to create a brief for a future City Centre Master Plan, identify where we need to be from the feedback and establish the best way to get there. That will be undertaken over coming months.” Further community consultation will be conducted mid-year, with the draft City Centre Master Plan expected to be developed by the end of the year. Applications for the 2022/23 program open Monday 7 March, with a total of $202,000 available across 10 categories: Community Programs and Projects; Recreational Facilities; Neighbourhood and Rural Villages; Rural Halls; Arts, Culture and Creative Industries; Local Heritage; Events; Natural Environment; Youth Led Initiatives; and Small Business. The Annual Grants Program is part of Council’s commitment to developing a vibrant and diverse community in line with the goals of the Community Strategic Plan 2040. Mayor of the City of Wagga Wagga Councillor Dallas Tout said it is a popular initiative which signals Council’s significant support for community-led events, new ideas, programs and the local business community. “This program supports a diverse range of projects that directly benefit our community,” Cr Tout said. “It’s one of many ways Council can support our community at a grassroots level, whether you live in a city suburb, a village or in a rural area. “It is always encouraging to see a strong response to the program, and I look forward to seeing these projects come to fruition over the next year. “The grants cover a wide range of projects and initiatives which reinforces how diverse, inclusive and progressive our community is, and forms part of our commitment to helping foster a strong and vibrant community.” Each year, Council invites organisations, groups, individuals, and small businesses in the Wagga Wagga

Local Government Area to apply for the community grants. The 2021/22 program supported 62 projects, including: Ladysmith Playgroup – $5000 in the Neighbourhood and Rural Villages category for a project called Creative Youth Connections, facilitating local theatre and performing arts company Oddball as Artist in Residence at the Ladysmith Playgroup. Euberta Public Hall – $8023 in the Rural Halls category to install concrete paving and widen the supper room door to improve access for people with restricted mobility. Director Community Janice Summerhayes said the program continues to evolve each year to ensure Council is meeting the needs of our community. “Through the annual grants program, Council can support a wide range of services and activities that build community capacity, foster social networks and information exchange, and build on existing community strengths,” Ms Summerhayes said. “We will be holding a community consultation session. I encourage anyone interested in applying for a grant to attend and learn more about the application process and discuss their project ideas and plans with our grants officers.” The consultation session will be held in the Council Meeting Room at the Civic Centre on Thursday 24 March between 10am and 12pm. FUSION22: Multicultural festival bringing the best beats + eats to Wagga Wagga in April Wagga Wagga’s premier outdoor celebration of live music, food and culture is set to be one of the biggest yet. Headlining FUSION22 are Alice Skye, Horns of Leroy (pictured) featuring Thando, Parvyn and Chitra. These unique Australian artists will bring an eclectic mix of sounds and styles to the Victory Memorial Gardens stage on Saturday 9 April. Wagga Wagga City Council’s Director Community Janice Summerhayes said an exciting and diverse line-up has been organised with some of the country’s most creative and talented performers. “Along with our headliners, there will be a mix of other entertainment including our talented local community performers and roving performers,” Ms Summerhayes said. “There will also be a live sculpture
