Lake Albert water supply: proposed agreement Wagga Wagga City Council has been seeking a permanent solution to the level and quality of water in Lake Albert. This week marked a milestone in providing a permanent solution to the issue. See full story on page 3.
Riverside Stage 2 playground Wagga Wagga City Council is seeking the community’s help in choosing the design of a new, regionally significant playground.
Council has received four concept designs from playground suppliers for the large-scale playground to be constructed as part of Riverside Stage 2. The overall $9.93M project is being funded by NSW Government’s Restart NSW ($5M), the Federal Government’s Local Roads & Community Infrastructure Fund ($3.08M) and Wagga Wagga City Council ($1.85M). Council’s Strategic Assets Planner Parks and Recreation Ben Creighton said a $2M portion of the Federal funding will go towards delivering a ‘regionally significant” playground for the city.
“As part of Riverside Stage 2 we will be constructing an all-abilities play space that will be unique for a regional centre,” Mr Creighton said. “It is uncommon to see a playground of this scale outside metropolitan areas, in terms of the number of pieces and the type of equipment that will be installed as part of the playground. “All four concept designs received by Council include a mix of standard playground equipment, while each also feature some bespoke elements, which would be a first for this city. “We expect the playground will become a major drawcard, bringing people to the Riverside precinct from across the city and broader region.” During the detailed planning phase of the project, the inclusion of a water play park in the concept design was extensively investigated. Director Regional Activation Michael Keys
said these investigations concluded that it would not be practical due to several factors. “Council worked closely with contractors to develop options to create a major community facility that is unique and will attract visitors from across the whole region and beyond. Underlying this is the need to be practical in terms of installation and ongoing cost and maintenance,” Mr. Keys said. “Water play parks require day-to-day maintenance and ongoing treatment and testing to ensure water quality, creating significant on-going costs. The complication of being in a flood area increases the installation and ongoing maintenance costs. “In light of this we have determined that the best outcome from an operational point-ofview would be to incorporate a water play park into the design concept for the Bolton Park Precinct Masterplan. “We already have the infrastructure for water treatment, maintenance and testing in the Bolton Park precinct, and experienced staff

located at the Oasis Regional Aquatic Centre who can manage those tasks.” The design concept for the Bolton Park Precinct Masterplan process is expected to be put before Council in late March. The Wagga Wagga community now has the chance to choose one of the four Riverside playground concept designs as their own preferred concept. “A survey with images and details on each option will be on the Riverside page of Council’s website for the next two weeks,” Mr Creighton said. “We are encouraging residents to go online and view these designs and tell us which concept they like the most and why. “These are really exciting concepts and we want to give the community the opportunity to give us their feedback.” Vote for your favourite at wagga.nsw.gov. au/riverside. Voting ends at 5pm, Friday 19 February 2021.
Register now for Clean Up Australia Day
Wagga Wagga City Council is encouraging residents to register now for Clean Up Australia Day to ensure their clean up kits arrive in time. With 20 sites registered in 2020, Council is hoping even more people will be motivated to don their gloves and join the cause. Environmental Education Officer Alice Kent said taking a day out to do something for the environment
had hidden benefits for participants themselves. “It’s an opportunity to disconnect from technology, get out in the fresh air and reconnect with nature and each other,” Ms Kent said. “It’s always a fun day; you can get chatting with other people or have a peaceful, mindful experience making the place you’ve chosen more pristine with every piece of rubbish you collect.
“You’ll be making the environment safer for us to enjoy and nicer to look at – and knowing you’re helping all the native animals that live in the area is a great feeling.” For safety reasons, roadsides cannot be registered as a 3-metre exclusion zone is required between the road and volunteers. Most local roads are not wide enough
to meet this requirement. Also, due to COVID-19 restrictions, individual cleanup activities will be limited to teams of 10 people. “Council needs to approve each clean-up site chosen and our first priority is to keep all our participants safe,” Ms Kent said. “There are lots of places other than roadsides that need our care and attention. If you see a roadside that
needs cleaning up, just let Council know through a general enquiry at wagga. nsw.gov.au/servicerequests or call 1300 292 442 and we’ll take care of it for you.” Ms Kent encouraged everyone to register for Clean Up Australia Day before 19 February at the very latest. “Registering now also means you’ve got a good chance of selecting the part
of your neighbourhood you want to clean up.” To get involved, visit cleanup.org.au, register a park or reserve you care about, and invite some helpers to join you on the day. You’ll be sent a clean-up kit with everything you need to conduct a safe event. Clean Up Australia Day is on Sunday 7 March 2021. Register now at cleanup. org.au
Meals on Wheels thanks Council volunteers for their help Wagga Wagga Meals on Wheels has recognised the contribution of council staff who volunteered to assist the organisation in the early days of the COVID-19 pandemic in 2020. Over 9 weeks from early April 2020, the 5 volunteers took turns delivering food to Meals on Wheels clients. On Monday, they were presented with a Certificate of Appreciation from Wagga Wagga Meals on Wheels President John Craig. “Most of our regular delivery volunteers were aged over 70 and could no longer do the deliveries,” Mr Craig said. “Through collaboration
with Council and the very generous offers from staff to do volunteer work in the community, we were able to continue providing the service. “It was a fantastic operation, not only from the point of view of us having people there, but I think it also gave you [the volunteers] a new perspective on the community in which you live so we hope that you enjoyed it as well.” The volunteers who helped Meals on Wheels were among 128 Council staff who put their hands up to help local welfare agencies. Vegetation Management Officer Matthew McGrath said the period gave Council staff another opportunity to serve the
community. “It was a different experience and gave me a bit more awareness and compassion for the community as well,” Mr McGrath said. Mayor of the City of Wagga Wagga Councillor Greg Conkey OAM said he was proud of the response of Council staff. “When the call went out to Council staff members to assist welfare agencies during the COVID-19 crisis last year, 128 quickly offered to help out,” Cr Conkey said. “I’m proud of Council staff for stepping up to help our incredible community service agencies and help ensure food security for those in need during the COVID-19 shutdown.”

Seeking a permanent solution for Lake Albert
From page 1. Wagga Wagga City Council has been seeking a permanent solution to the level and quality of water in Lake Albert. This week marked a milestone in providing a permanent solution to the issue. General Manager Peter Thompson and Mayor of the City of Wagga Wagga Cr Greg Conkey OAM attended a meeting with Minister for Water, Property and Housing the Hon Melinda Jane Pavey MP as well as senior government staff and local representatives the Hon Wes Fang MLC, and Member for Wagga Wagga Dr Joe McGirr MP to discuss a proposal from Council. It was agreed that the NSW Department of Planning, Industry and Environment (DPIE) will work with Wagga Wagga City Council to prepare a draft agreement that will be presented back to Minister Pavey at the end of February. Under the proposal Council will agree to release 5000 megalitres of water into the river system each year. In return, Council may pump up to 2000 megalitres of water from a different point on the river to top up the lake at the end of winter or in early spring

if needed. The total capacity of Lake Albert is 4000 megalitres. This high-quality consistent flow of water is owned by the residents of Wagga Wagga, and Council currently pays a yearly fee to put the water into the river system. Council has proposed to continue releasing the water into the river, rather than finding an alternative use for the water, such as selling it to irrigators. Pumping from a different location will reduce the infrastructure required to ensure a consistent flow of water to Lake Albert. Currently, only those holding a water licence can pump water from the river. The proposed agreement would enable Council to pump the allocated water without a water licence and guarantee the river system a minimum of 3000 megalitres of high-quality water every year. This new proposal does away with the need for inconsistent rainfall events to naturally fill the lake and removes uncertainty around economic progress related to the lake and surrounds. NSW Nationals MLC Wes Fang said that while several issues had been identified that needed

addressing, the meeting with Minister Pavey was productive. “DPIE-Water and Wagga City Council will now work together to bring back to Minister Pavey a joint proposal for consideration by the end of the month,” Mr Fang said. “Both the NSW Government and Wagga City Council will work together on this issue in a way that meets the expectations of the local community.” Cr Conkey acknowledged the support the city has received, both from the Deputy Premier John Barilaro, and NSW Nationals MLC Wes Fang. “We are very grateful for the support they have shown the city. There is recognition that the solution offered by Wagga Wagga City Council is very promising, and that the future of the lake is tied to the economic prosperity of the area. “To have them lending their support to our proposal has really helped our effort to bring the NSW Government to the table.” Cr Conkey also acknowledged that Minister Pavey was aware of the social and economic significance of the lake to residents of Wagga Wagga.

COUNCILLOR COLUMN
After the year we had last year it is great to see the pace at which projects are progressing across our city. Last month we saw the official beginning of work at the Riverina Intermodal Freight and Logistics (RiFL) site in
Bomen. This project has been 15 years in the making and is an example of how all levels of government can work in partnership along with industry. RiFL will provide direct access for industry to Inland Rail, ensuring that Wagga is connected to the world. The RiFL Hub is a core feature of the existing Bomen Business Park, which is also the focus
of the recently released draft Special Activation Precinct (SAP) master plan. The SAP has focussed on key Council initiatives from the previous ten years. The enabling roads, which were constructed in 2017 and completed last year with the upgrade of Eunony Bridge now provide access direct to Bomen for Heavy Vehicles from the East and the North with no

need to traverse through our city. The delivery of these projects has provided confidence to industry and State Government to support the RiFL Hub, which will be delivered by Council and operated by Visy Logistics. Another great project that is seeing progress is the Active Travel Plan (ATP) which many will have seen rolling out
across the city. The cycling network will link the outer suburbs with the central business area. The addition of end-oftrip facilities, beginning construction next week, will help provide a healthy alternative to those wishing to cycle or walk to work. The ATP will enhance the liveability of the city and encourage tourism. We also heard
great news this week following a meeting between Council representatives and the NSW Government regarding a solution permanent solution for the low water levels at Lake Albert. This is great progress with the NSW Government committing to developing a joint proposal for consideration by the Minister by the end of this month.
These are exciting times for Wagga Wagga. These projects will deliver significant benefits to the city and strengthen the regional economy. They will also provide benefits for current and future residents and their families for years to come.
Councillor Kerry Pascoe
Behind the wheel? Focus on your driving, not your phone FOMO – the Fear of Missing Out – is putting lives at risk on our roads every day. More than 90 per cent of Australians use a smart phone, which enable users to do so much more than just make phone calls. Wagga Wagga City Council’s Road Safety Officer Emma Reynolds said while driving, it can be tempting for motorists to do other things, such as making phone calls or checking messages. “It’s probably fair to say that most drivers know it’s not safe to use a phone while driving but sadly many make the choice do it anyway,” Ms Reynolds said.

Staff have reviewed this proposal and determined that it is consistent with the provisions of Council’s Park Naming Policy (POL-055). The objectives of this policy are to ensure open space areas within the Local Government Area are appropriately named and follow guidelines set by the NSW Geographical Names Board. The proposed name meets the following provisions within the policy: • Names with a historical background relevant to the area are encouraged. • Names may perpetuate eminent persons. The proposed naming also reflects the policy as it has been proposed posthumously. Staff are supportive of the proposed name change as it recognises a person who is synonymous with the sport of athletics, having contributed significantly to the construction of the athletics facility as well as having a long involvement in the development of
young athletes in Wagga Wagga. Letters from the two athletics clubs and a newspaper article from 1988 have been provided in support of the proposal.
