CITY OF WAGGA WAGGA

FIRST PRINTED SATURDAY 8 APRIL 2017

Weekly information from us to you W H E E LY C O O L T H I N G S COMING FOR FOREST HILL Forest Hill will have its own skatepark by the end of June. The new skatepark at Forest Hill Oval will be the city’s sixth, with one at Chambers Park in Tolland, Henwood Park in Kooringal, Bolton Park in Central, Webb Park in Ashmont and William Street in North Wagga. In September 2016, about 20 Forest Hill residents met with City of Wagga Wagga staff to discuss options for the popular park area. A skatepark was the overwhelming favourite choice of equipment for the open space.

All things considered for kerbside waste The City of Wagga Wagga has carefully considered the results of the 2015 Tipping Point survey when preparing the tender documents for the proposed residential kerbside waste collection service. Surveys were sent to every household in 2015 with a reply paid envelope to return it in or option to complete it online. More than 4500 households filled out the survey providing a comprehensive snapshot of community expectations around waste. This was in addition to an online People's Panel consultation and conversations with residents at several public stalls and village meetings. Every respondent made suggestions unique to their circumstances and all were different

to varying degrees. Some people suggested reducing the frequency of green waste collection to monthly in winter months; others wanted it increased to weekly all year round. Commercial Operations Sector Manager Caroline Angel said Council has tried to accommodate all responses, however it is not possible to implement them all as majority support contradict each other. “There was majority support for introducing a weekly food organics and garden organics (FOGO) collection service, majority support for not reducing the general waste pick up to fortnightly, but also majority support for not paying any more for introducing FOGO,” she said. “It is not possible to introduce a weekly FOGO service alongside

Wil Anderson and more to headline '17 comedy fest Wil Anderson, Fiona O’Loughlin and the Doug Anthony All Stars will headline this year’s Wagga Comedy Fest. Since 2015 the festival of all things funny has gone from strength to strength, with comedy fans urged to snap up tickets fast or miss out on seeing this year’s big names. “The Civic Theatre team have been busy programming another cracking line-up of laughs for the third year of the Wagga Comedy Fest,” Civic Theatre Manager Carissa Campbell said. “The headliners are on sale now and the rest of the line-up will be released very soon as well as some new events we’re adding this year.”

It will be the second Wagga Comedy Fest for Fiona O’Loughlin and the Doug Anthony All Stars who both tickled the Riverina’s funny bones in 2015. O’Loughlin, Australia’s queen of comedy, will be bringing her show “A Few of My Favourite Things” to the city. Since the Doug Anthony All Star’s rebirth in 2013, Paul McDermott, Tim Ferguson and Paul ‘Flacco’ Livingston have broken box-office records and claimed the Edinburgh Spirit of the Fringe Award in 2016. Wil Anderson will be bringing his new show Critically Wil to the Wagga Comedy Fest. From his days on Triple J breakfast

radio to his top-rating ABC show Gruen, Anderson is renowned for his dry and often politically incorrect humour. “The first two years of the Wagga Comedy Fest have been really well-supported by comedy lovers and 2017 is set to be another big year,” Ms Campbell said. “With three headliners of this calibre I would encourage everyone to buy their tickets as soon as possible or they might miss out.” To book your tickets to see Fiona O’Loughlin, the Doug Anthony All Stars and Wil Anderson, head to civictheatre.com.au. NE W S K AT E PA RK RE A D Y T O ROL L From front Forest Hill resident and mum of three boys Alisha Peters was at the meeting last year and is looking forward to the park upgrades coming to her neighbourhood. “We currently travel to Kooringal for the boys to use the skatepark, so having one just up the road will be very convenient. No doubt the boys will want to use their scooters even more once it’s complete,” Mrs Peters said. “There are plenty of families in Forest Hill that will surely make the most of these new park upgrades.” The new skatepark will be modular style, which, when compared to concrete skate parks, provide greater variety in design and are made from flexible and impact-absorbing materials, which can help reduce injuries. The skatepark is one part of a $300,000 overhaul of the Forest Hill Oval. Other improvements include a new barbecue area complete with barbecue, shelter, concrete base and table settings, relocation of existing playground closer to amenities, new bike racks, multi-use exercise equipment, replacement of basketball backboards and netball ring, new footpaths, bubblers, bins, landscaping and more. City of Wagga Wagga’s Recreation Officer Peter Cook said the upgrades aim to add to the liveability and family-friendly appeal of Forest Hill.

“It was important we had residents’ feedback and input on this project, as these are the people who will be getting the most enjoyment out of the facilities. “It’s also about thinking for the future. Forest Hill is growing, we want to make sure there are great facilities available for current residents as well as for all future families that choose to call Forest Hill home.” Works have already started on some of the upgrades, including earthworks on the skatepark. All works are expected to be complete by the end of June. The Forest Hill Oval works have been fully funded through Section 94 and Section 94a contributions.

QUINTY SKATE PARK UPDATE Plans to develop a skate park in Uranquinty are progressing well. In October 2016 the Council approved $50,000 in funding towards a skate park for the village. The City of Wagga Wagga continues to work with the Quinty Skate Park Committee to help source additional funds to deliver the project. The two parties will also meet in the coming months to further progress this exciting project.

The community will have greater opportunity to engage with Councillors following the endorsement of regular Public Forums and Public Access Sessions. The forum and session will be held one week prior to the scheduled Ordinary Council meeting from 5.30pm. The Public Access Session will allow community members to address Councillors on any matter within the City of Wagga Wagga’s responsibility. The purpose of the session is to provide an additional forum for community members to have access to

Councillors to speak on matters outside the agenda of the Council meeting. The Public Forum - Development Assessment and Policy will be held following the Public Access Session. It provides an additional form of communication and consultation about development applications scheduled for the next Ordinary Council Meeting, or a Council policy or plan currently on public exhibition. Councillors will rotate chairing the forum, which won’t be held if there are no development

applications before Council at the coming meeting or no policies or plans on public exhibition. The first session and forum will be held from 5.30pm on Tuesday 18 April at the Council Meeting Room. Community members interested in speaking must lodge an application by 10am on the day of the meeting and speakers will have five minutes to discuss their topic. MILESTONE: Signing the Framework Agreement for the proposed RiFL Hub are (from left) City of Wagga Wagga's Acting General Manager Robert Knight, Mayor Greg Conkey and GWA Director Corporate Development Tav Martin.

Framework Agreement signed: Milestone for proposed RiFL Hub The Riverina Intermodal Freight and Logistics (RiFL) Hub has taken an important step forward this week with the City of Wagga Wagga and Genesee & Wyoming Australia (GWA) signing a Framework Agreement. The Framework Agreement establishes a sound legal and commercial platform between the parties for Stage 2 of the RiFL Hub Project. Stage 2 includes the construction of a new intermodal freight terminal at Bomen Business Park. “This is an important milestone towards making the RiFL Hub a reality,” Mayor of the City of Wagga Wagga Councillor Greg Conkey OAM said. “The RiFL Hub Project has the ability to transform our local economy and the signing of the Framework Agreement is the culmination of many months of hard work.

“We look forward to continuing to work with GWA on this exciting infrastructure project.” Council resolved to sign the Framework Agreement at an Extraordinary Council Meeting on Monday night. “GWA welcomes the certainty that the Framework Agreement provides at a critical stage in the development of Stage 2 of the RiFL Hub Project,” GWA Acting Managing Director Dave Brown said. “With this important milestone achieved, GWA looks forward to advancing the development work required to position the RiFL Hub to be a commercial and economic success, including detailed engagement with customers. “We look forward to working closely with the City of Wagga Wagga on the next phase of Stage 2.”

It is anticipated that Council will make a final decision on its support for the project when the Project Delivery Deed is tabled before Council later in the year. The City of Wagga Wagga will also undertake an economic appraisal to confirm the RiFL Hub Project delivers positive economic benefits to the region. Stage 1 of the RiFL Project is currently underway through the Bomen Enabling Roads project, which has been progressing well and will create a high productivity freight route between the Sturt and Olympic Highways. Stage 2 of the project involves the construction of an intermodal terminal facility at Bomen Business Park and new rail infrastructure which will connect the terminal to the ARTC mainline allowing for freight movement to and from Sydney and Melbourne.

This project is a project about the future of Wagga Wagga, the region and the state. No doubt there will be critics who don’t share that vision, but is important that Council not only gives attention to immediate needs but also plans for this city’s future growth and job creation opportunities. In very many ways the Integrated Traffic study is a similar project. Council and the community are

looking at our future vision of this city and its amenity. From that vision we will adopt short-term strategies and projects as well as longer term projects and strategies that will improve the function and liveability of this city. We are indeed living in exciting times.
