BRIDGE UPGRADE: Wagga City Council Senior Project Manager Silas Darby says the upgraded Eunony Bridge will have the capacity to carry longer vehicles with larger load limits, opening up new opportunities at the developing Riverina Intermodal Freight and Logistics hub at Bomen. The upgrade to the bridge deck will start on Friday 14 February and will result in the full closure of the bridge for 5.5 months.

Bridge strength fit for the future The upgrade of Eunony Bridge in Wagga Wagga will deliver a structure stronger and wider to carry long and heavy vehicles not yet legally rated on New South Wales roads.

Work on the $10.6M strengthening and widening of the bridge will start next Friday 14 February resulting in the full closure of the bridge for 22 weeks until 1 August, weather permitting. Wagga City Council Senior Project Manager Silas Darby said the bridge will conform to an Australian standard known as SM1600. “This is a design load that is used in Australia when designing new bridges,” Mr

Darby said. “It is a very heavy load that no road registered vehicle currently achieves. We’re talking about heavy vehicles that are more than 36 metres long and can carry load limits of more than 100 tonnes. “Currently the Eunony Bridge is narrow and load limited. It cannot cater for the increased size of trucks that may want to access the Riverina Intermodal Freight and Logistics Hub (RiFL) which is being developed. “The new widening and strengthening works will enable the load limit to be lifted so that the required vehicles can travel across the bridge.” Mr Darby said the upgrade would ensure Eunony Bridge continues to serve as a key access point to the northern suburbs for many decades to come. “The new structures will have a design life of 100 years,” he said. “There’s at least another 50 plus years life

in the existing structures, such as piles, pier columns, abutments and headstocks, which were tested last year.” The bridge is approximately 100 metres long and will be 10.6 metres wide. The deck will be replaced in five, 20-metre sections and will be approximately 500mm higher. “Our testing last year informed us this is a very well constructed bridge, and that has worked greatly in our favour,” Mr Darby said. “The new deck will be stronger and wider and that will ensure the bridge’s future under heavier loads for many years to come.” Council Director Commercial Operations Caroline Angel said the bridge closure will mean changed traffic conditions and alternate routes for residents and business operators accessing and leaving the North Wagga and Bomen areas. “People will need to plan extra time for their journey to and from these areas,” Ms Angel said.

“We understand this is going to affect a number of motorists, heavy transport operators, businesses and residents – it is a vital piece of infrastructure for the city and the full closure is necessary to carry out these works. “Council thanks the community for its patience and understanding as this project is undertaken.” Ms Angel said traffic increases through the centre of Wagga along the Sturt Highway will be one of the effects of the works. Most of that traffic will divert along the Olympic Highway and across the Gobbagombalin Bridge to access Bomen from the west. Late last year engineers carried out concrete strength and soil tests to assist with the final design of the upgraded bridge deck. Council has received $9.8M in Federal and State government funding towards the project.

Unique events a major attraction for Wagga Do you have a great idea for an event? Wagga Wagga City Council would love to hear all about it. Applications for round two of Council’s Major Events, Festivals and Films sponsorship are now open. Visitor Economy & Events Coordinator Fiona Hamilton is looking forward to supporting local event organisers in bringing events to life that deliver strong social and economic returns for the city. “We definitely want those new, innovative and emerging events. Something that hasn’t been done before to give our community a fresh experience,” Ms Hamilton said. Events and festivals can benefit our community in a variety of ways, particularly in terms of liveability, destination awareness and economic benefit. “Liveability is about making Wagga a great place to live, bringing the community together, and helping to attract new residents.

MAJOR EVENT: Wagga Wagga's inaugural Mardi Gras in 2019.

Vacancies

“Hosting events is also a great way to put Wagga in people’s minds as a place to visit. The more visitors we attract, the greater the economic benefit to our community.” One aspect of hosting events and festivals that can be easily overlooked is the legacy they can create. “For example, with Lost Lanes we created a series of beautiful murals. Even after the event, the murals are still there for us to enjoy. Whether its improvement to infrastructure, increased participation or the upskilling of event staff, events can help showcase our city and its experiences to a national and sometimes international audience resulting in increased tourism in the longer term,” Ms Hamilton said. “Liveability, visitors and economic benefits aside, events are simply a wonderful way to bring us together and support our local businesses. “It’s the community connecting, that’s really important. People love events. Life would be pretty

boring if we didn’t have them! It’s about getting us out of our houses and having a great time.” Council’s events sponsorship has helped all kinds of events come to life – previous beneficiaries include the Wagga Wagga Food and Wine Festival, Wagga Wagga Mardi Gras and the Riverina Truck Show and Kids Convoy. If you have a great idea, but you’ve never organised an event before or would like to upskill, Wagga Wagga City Council is holding an Event Bootcamp in March with CEO of TILMA Group Linda Tillman. For more information, visit eventbrite.com. au and search ‘Event Bootcamp’. Council’s Major Events, Festivals and Films sponsorship is funding from $3,000 to $25,000 per event. Round two sponsorship is available for events being held in the Wagga Local Government Area between 1 July 2020–31 December 2020. Applications close Sunday, 15 March 2020. Local businesses have been given advice about how they could be involved in two multibillion projects set to employ thousands of people across the Riverina. More than 40 organisations were represented at a workshop to learn about commercial opportunities during construction of Snowy Hydro 2.0 and the Inland Rail network. Wagga City Council Director Regional Activation Michael Keys said the economic benefits of two significant projects would impact the region over the next decade. “The scope of Snowy Hydro 2.0 and Inland Rail in terms of employment and economic opportunities for regional businesses cannot be understated,” Mr Keys said. “It means thousands of direct and indirect jobs and millions of dollars in investment going directly into local economies.” Representatives from both projects, and other agencies, addressed business operators to outline requirements and expectations of commercial operators. Ben Hughes, Advisor for Snowy 2.0, said approximately 2000 workers will be onsite at the peak of construction for what he described as “one of the most complex engineering projects in the world”. The $5.1B project will require a seven-year build. Mr Hughes said tunnelling experts will be one of the hardest positions to fill, as major projects in Sydney and Melbourne are also currently utilising those

Inland Rail’s Jason Manttan expects the $9B transport project to employ a total of 16,000 people along the entire length of the rail line until completion in 2025. He estimated $500M would be invested in the Riverina Murray region, with a potential for 6070 per cent of that money to stay in the local economy. Other speakers included Klaus Baumgartner, ICN Gateway, John Elgin, Business Enterprise Centre, and Nicola James from AusIndustry. SNOWY 2.0 Snowy Hydro operates the Snowy Mountains Scheme, along with other power assets across NSW, Victoria and South Australia. Snowy 2.0 will significantly expand the Scheme to meet future energy needs in a changing and increasingly

lower emissions economy. INLAND RAIL Inland Rail is a once-in-ageneration project that will enhance supply chains and complete the backbone of the national freight network. It will provide a transit time of 24 hours or less for freight trains between Melbourne and Brisbane via regional Victoria, NSW and Queensland. Inland Rail will transform the way we move freight around the country, connect regional Australia to markets more efficiently, drive substantial cost savings for producers and consumers, and deliver significant economic benefits. Comprising 13 individual projects and spanning more than 1,700 km, Inland Rail is the largest freight rail infrastructure project in Australia and one of the most significant infrastructure projects in the world.

A community ceremony at the Wollundry Lagoon Amphitheatre in Wagga Wagga on Thursday will mark the 12th anniversary of the National Apology to Australia’s First Nations Peoples. Mayor of the City of Wagga Wagga Councillor Greg Conkey OAM said the Apology was a significant and historic moment for all Australians. “There are many people across this country, and of course right here in the Riverina, who have been personally affected by the policies that resulted in the Stolen Generation,” Cr Conkey said. “Apology Day 2020 recognises the Apology to Australia’s Indigenous Peoples and those whose lives have been impacted by past government policies, and the pain this has caused.” Cr Conkey said it was fitting to hold the event at the Wollundry Lagoon Amphitheatre next to the Civic Theatre. He said the Wollundry Lagoon continues to be used for ceremony and intergenerational transmission of Wiradjuri cultural knowledge.

Workshops planned in 2020 elections lead-up People with a passion for their community will have the chance to learn more about local government in the lead-up to the 2020 elections at three information seminars later this year. Wagga City Council General Manager Peter Thompson said anyone interested in running for Council at the 12 September election should consider registering for the seminars. Mr Thompson said the seminars will give community members an opportunity to gain a better understanding of the role and responsibilities of an elected member of Council and provide them with the information they will need to make a considered decision. One of the three free workshops on 4 April is aimed at women candidates and is a step towards achieving Australian Local Government Women’s Association’s (ALGWA) objectives of reaching a gender balanced Council that represents the diversity of the community. “Wagga City Council recognises the importance of equality between women and men as a fundamental aspect of a just, inclusive and diverse community,” Mr Thompson said. “We are committed to promoting equal opportunities for the full participation of women and men in all aspects of public and political life. “Council works hard to promote

and achieve gender equity, because it is important to have gender balanced councils that reflect the diversity of our community and to challenge traditional gender roles and stereotypes in a decision-making environment.” The workshop will be presented by a number of current women councillors, including NSW ALGWA President Cr Cass Coleman. The second seminar on 22 April will be run by Local Government NSW, which will give a detailed brief to potential candidates. The final seminar on 5 May will feature guest author Ruth McGowan OAM. Ms McGowan wrote “Get Elected” – the first national campaign guide on running for office at either a local, state or federal level. The three seminars and workshops will be held at the Civic Centre in Wagga on the following days: Saturday, 4 April 2020, 9.30am2.30pm: ALGWA “Women in Council” Workshop. COUNCILLOR COLUMN being the facilitation of expansion, growth and stability of our region, not social and political agendas. We have now entered the last period before Local Government elections in September this year. I have unfortunately seen and experienced the rot and disfunction that is created when party politics enters the LOCAL Government sphere. We have all seen the chaos and lack of true local representation

With the start of a new year we fortunately have an enormous amount of projects and developments to wade through and ratify, enabling the growth of our city and wider region. These opportunities are dependant upon the delivery of fundamental services that are core to Local Government. This

at councils throughout metropolitan areas with the political parties pushing their ideological agendas at the expense of their respective communities. The political parties and their members use the councils as a springboard to further their political careers and ideologies. Our own two Labor councillors refer to themselves as just that, ‘your LABOR councillor’, not ‘your LOCAL, councillor’.

0459 988 402 | councillor.funnell@wagga.nsw.gov.au In our own area, the Labor Party entry has simply devalued the process of Local Government, which is meant to be a narrative based on the issues that directly impact and support, what the majority of citizens consider to be the provision of basic services to their constituents. Meanwhile, the vitriolic Left consider people that reference to roads, rates and rubbish as outdated and uninformed. My

experience has been that this is the role, in principle, what the majority of citizens want. We obviously do more than that, however the reference to the 3Rs sums it up. Local Government is meant to be local community based, not a hyper politicisation of issues, or social and ideologically driven agendas to fit a broader narrative of the Labor Party. There is no place for party politics at Local Government,

that goes for all parties. I am informed unfortunately, that we will see a National Party ticket, branded or unbranded, at the next election due to the Labor infiltration of WWCC. This is the result of the politicisation by Labor, and you the constituents, end up the losers.
