NE W G A R D E N A C U T T IN G HE D GE ID E A Council gardeners have transformed a disused space at the Botanic Gardens into a new grevillea garden for locals and visitors to enjoy. Located in the native flora section near the main car park, the new site features landscaped garden beds with rock edging, footpaths and a decorative wishing well; and ties in with the existing paths and gardens. More than five different species of grevilleas can be found in the gardens, from Old Gold to Lemon Supreme and Little Drummer Boy. Some eucalyptus varieties also feature, including Summer Beauty, Flowering Gum and Summer Glory. The gardeners were assisted by two work experience students to complete the works. The grevillea garden is an added addition to the Botanic Gardens, which already features an established camellia, cactus and succulent, native flora and rose garden.

BOMEN ROADS MILESTONE
Byrnes Road realignment open to traffic as project nears completion The first section of the $40M Bomen Enabling Roads project is open to traffic. The 1.4km Byrnes Road realignment opened on Friday to north and south bound traffic travelling between Wagga Wagga and Junee. East Bomen Road has also reopened. Built east of the existing roadway, the new alignment road is wider to better cater for heavy vehicle traffic and connects
one of the two new concrete roundabouts included in the Bomen Enabling Roads project. A temporary speed limit of 60km/h will apply through this section for works being undertaken on the nearby road underpass. “For the past nine months machinery has been excavating and cutting out the new roadways,” Director Commercial Operations Caroline Angel said. “Opening the Byrnes Road realignment road is the first milestone of delivering this project to the Wagga Wagga community.

Timelines for the project are tracking well, with the opening of this section on time. “The Bomen Enabling Roads project is one of the largest infrastructure projects undertaken by Council in the city’s history. “Through significant investment in enabling road, and rail infrastructure through the proposed Riverina Intermodal Freight & Logistics (RiFL) Hub, Wagga Wagga City Council will unlock new industrial land for development, making Bomen and Wagga Wagga the ideal location for a range of industries to invest in, in particular, large scale industries.”
BOMEN ENABLING ROADS: WHAT'S NEXT?
• The western road, which will be the new entry into Bomen, off Byrnes Road, is expected to be open at the end of August – weather permitting. • This road requires the completion of the new road underpass before becoming open to traffic. • The opening of the underpass will also coincide with the closure of the Dampier Street level crossing.

LMC EXPANSION WORKS UPDATE:
H E N W O O D PA R K A M E N I T I E S BLOCK UPGRADE COMPLETE Kooringal residents and Henwood Park users would have noticed some changes to their neighbourhood park recently. There’s a whole new toilet block, complete with three cubicles, bubbler and dog water bowl and 234 metres of new concrete footpath.
Improving accessibility was a key part of the park upgrade. The new concrete pathway allows an easy and safe route and connects The Boulevarde's southern carpark, play equipment, new toilets and skatepark. The works were
part of Wagga Wagga City Council’s ongoing program to upgrade community amenities on parks and sportsgrounds. The next project to be delivered under the program in the 2017/18 year is an upgrade of the Bolton Park amenities block.
STREAMLINED PROCESS FOR P L A N N I N G A P P L I C AT I O N S
Approval times for some simple development applications will be reduced with changes made to streamline the planning approval process. Under the changes Wagga Wagga City Council staff will now be able to determine Development Applications (DAs) for developments that have a numerical variation of 10 per cent or more, for example extending a shed by more than 10 per cent. Manager City Strategy Tristan Kell said some developments will still be reported to Council for consideration. “These include any multi-dwelling developments or any DA that receives 10 or more submissions,” he said. “In addition, if one or more submissions are received for DAs that have a numerical variation of 10 per cent or more, the DA will still be
reported to Council for consideration. “The changes provide more confidence and consistency with Council’s planning process for straightforward development applications.” Mayor of the City of Wagga Wagga Councillor Greg Conkey OAM said the changes are a win for homeowners and industry. “This new process will cut the processing time for simple DAs such as sheds, car ports and residential extensions by 30 to 40 days, while still ensuring significant or contentious DAs are considered by the elected body of Council,” he said. “These shorter approval timeframes and reduced red tape will increase confidence within the local construction industry, which has positive flow on effects for the local economy.”

Livestock Marketing Centre is beefed up The selling capacity at Wagga Wagga City Council’s Livestock Marketing Centre (LMC) continues to grow, with additional expansion works receiving the green light. At the June Ordinary Meeting Council approved $600,000 worth of works to construct a new internal road at the facility. The new 400-metre length of road will be built along the LMC’s eastern boundary. This will replace the existing road, which will be used to build new sheep pens at the facility in the future. It is expected this expansion will increase the sheep hold capacity by up to 20 per cent. Expansion works totalling $2.7M are currently underway at the LMC to increase the cattle numbers the facility can hold. The cattle yard expansion will increase the hold capacity from 2700 cattle to 5500.
Additional pedestrian safety measures, including a new elevated walkway, is also included in this project – due for completion later this year. The new internal road works will coincide with the current expansion works as well as with works being undertaken on the new LMC heavy vehicle access point in the north-eastern corner, associated with the Bomen Enabling Roads project. The current and future expansions projects align with the LMC’s adopted master plan, which identified that in order for the LMC to continue to be an effective saleyard, the site must provide sufficient pens and auction infrastructure to support throughput. “Business has gone from strength to strength over the last several years and all industry indicators suggest this will be a
continuing trend in to the future,” Livestock Marketing Centre Manager Paul Martin said. “The LMC has had another record year for all stakeholders involved with 2016/17 livestock sale values estimated to again exceed $400 million. “With works already being undertaken at the LMC, an opportunity was recognised to align this road project/ realignment with these two major projects currently being undertaken.” The road project will be funded with $160,000 from the current LMC expansion project works and $440,000 from the LMC reserve. Works on the new road will start this month. No major interruptions to internal traffic flow are expected from the works.
ROAD CLOSED FOR LINE MARKING
A section of Bourke/Docker streets will be closed to northbound traffic this Sunday 9 July for line marking works. Roads and Maritime Services has requested Council completes the line marking before it commissions traffic lights (due in the next two weeks) at the intersection of Docker Street and Brookong Avenue. The traffic lights have been installed as part of the State Government’s hospital redevelopment.

Stage one construction for levee upgrade a step closer Construction of one of the city’s most important pieces of infrastructure is another step closer. At the June Ordinary Meeting, Council approved staff to enter into discussions with a preferred tenderer to build stage one of the Main City levee upgrade. Pending the outcome of these discussions, a tender will be awarded and a start date for construction determined.
The report to the June meeting also provided Councillors with a comprehensive update on the recent tender evaluation process for stage one of the levee construction. Stage one consists of two levee sections – Flowerdale to Wiradjuri Bridge, and, Kooringal/Copland Street roundabout to Wagga Wagga Monumental Cemetery. The second stage is Wiradjuri Bridge to Kooringal/Copland Street roundabout.
“The decision by Councillors for staff to proceed with negotiations is a giant leap forward in delivering this high profile and highly important project to the Wagga Wagga community,” Mayor of the City of Wagga Wagga Councillor Greg Conkey OAM said. “The levee upgrade will be delivered at a cost of $23M, which is being funded by all levels of government, and will offer a greater level of assurance to Wagga Wagga
residents and businesses. “Pending discussions with the preferred tenderer, residents should start to see works on the levee banks by spring.” In addition to the stage one construction, a review of the city’s Floodplain Risk Management Study and Plan is also underway, with new documentation expected to be complete and adopted by the end of the year.

Wagga Wagga City Council would like to reassure residents that it is not proposing a route for a southern heavy vehicle bypass. General Manager Robert Knight said recent reports in local media appear to have led to some distress among residents to the south of Wagga that such a bypass will be built through their properties. “The draft Wagga Wagga Integrated Transport Strategy and Implementation Plan 2040 (WWITS 2040) calls for an investigation into an alternate vehicle route from the Sturt Highway to the Olympic Highway,” he said. “If this recommendation is adopted such an investigation would be led by the NSW Government; and Council would ensure that we play a key role as an important stakeholder and that it involves consultation with the community. “A southern bypass route has been talked about
for a long time and the Riverina Murray Regional Plan outlines that Council investigate heavy vehicle bypasses in strategic documents." Mr Knight added the draft WWITS 2040 also recommends an investigation into preserving a Wagga corridor in conjunction with RMS and Transport for NSW. “It is critical that we plan for Wagga Wagga’s continued growth and protect corridors to improve freight efficiency and reduce heavy vehicle traffic in the city,” he said. “WWITS 2040 has been developed following a very extensive community consultation process and the draft was recently on public exhibition for six weeks, two weeks longer than the usual period for such documents. “All submissions will now be carefully considered before a final report is presented to the elected Council in August.”
EXPRESSIONS OF INTEREST OPEN FOR NEW YEAR'S EVE 2017 EVENT Can you help light up the night on New Year’s Eve? Expressions of Interest are now open for businesses, groups and organisations to organise and deliver one of the city’s biggest events. Wagga Live has attracted crowds of more than 10,000 people since it began in 2013, however, organiser Committee 4 Wagga has advised Council it is no longer in a position to manage the popular New Year’s Eve event. It was resolved at the June Ordinary Council Meeting to seek Expressions of Interest
for the 2017 event, with up to $45,000 in funding available for the successful applicant. “This is a fantastic opportunity for businesses, groups and organisations to put together a great family-friendly event to help see in 2018,” Council’s Director Community Janice Summerhayes said. “Committee 4 Wagga’s New Year’s Eve event has had a successful four years, but there are endless options going forward. “It could be a similar event to Wagga Live, it could be free or ticketed or it could be
completely different – we’re looking forward to what Expressions of Interest we receive. “There is a tight timeframe with New Year’s Eve less than six months away, so Council is assisting with up to $45,000 to help ensure the successful applicant can put on the best event possible.” Expressions of interest are open now until 5pm, Wednesday 19 July. Nearly 700 community members watched the June Ordinary Meeting, an increase of about 200 from the first livestream in May. Council is currently undertaking a six-month livestream trial, which has so far attracted plenty of interest with residents able to watch the monthly
meeting live or replay it afterwards. You can watch the replay at wagga.nsw. gov.au/watchlive. The livestreaming trial also follows on from the introduction of a Public Access Session and Public Forum – Development Assessment and Policy,

Expressions of Interest are sought from interested persons to serve on the Airport Advisory Committee. Three (3) vacancies exist on the Committee and applications are now invited from persons interested in contributing to the work of this committee in voluntary positions that attracts no remuneration. The Committee will meet on a quarterly or as agreed basis. Applications are invited and will be received up to 5pm on Friday, 14 July 2017, from interested residents of the Wagga Wagga Local Government area to serve on the Committee. TEMPORARY ROAD CLOSURES IN TRAIL STREET – FROM GURWOOD STREET INTERSECTION TO KINCAID STREET INTERSECTION
Notice is hereby given under Roads Act 1993 Part 8 Division 4 of the temporary works on: Road: Trail Street between Gurwood Street and Kincaid Street, with road closures affecting North bound traffic, pedestrians access will also be controlled. Date: From Monday 10 July 2017 Works duration: 7am-5pm running for the day. Reason: Pruning of these trees occurs every 2-3 years and is part of WWCC pruning program; pruning is required to reduce the foliage, and allow an uninhibited traffic flow throughout the city.
