Help shape city's future
Community feedback needed on draft budgets and plans The City of Wagga Wagga has placed a total operating expenditure budget of more than $118M on public exhibition.
The community is invited to give their feedback on the Draft Combined Delivery Program and Operational Plan (DPOP) 2016/17 and Long Term Financial Plan (LTFP) 2016/26 until 26 May. As well as a draft operating
budget of $118M, more than $51M in new capital works and $13.6M in recurrent capital works are planned for completion in 2016/17. “The coming 12 months will be an important time for Wagga Wagga as Council looks to undertake major projects that will define the future growth of our city,” General Manager Alan Eldridge said. “Along with the many vital programs and services that have been identified for 2016/17, Council will be focusing on the continued
implementation of its Fit for the Future action plan, the growth of Bomen Business Park, developing the multi-purpose stadium and increasing the city’s flood protection. “We will also be focusing on Council’s strategic planning framework and key planning documents. A sound framework is fundamental to ensuring we continue to be sustainable and efficient in years to come.” Other projects highlighted in the
new capital works list include new playgrounds, a refurbishment of the Civic Theatre foyer and auditorium, and the Riverside – Hampden Bridge legacy project. Included in the recurrent capital works is $1.5M for the road reseal program and nearly $3M for the road rehabilitation program. The draft budget for 2016/17 to 2019/20 is balanced, which has been achieved through significant changes to both operational and capital budgets.
A proposed reduction of fees for the Activities on Footpath Policy also forms part of the draft plans. The reduction is in line with a Council resolution from the 29 February Ordinary Meeting, which includes no per chair charge, a reduction in application fees and other changes. Community members can view the draft plans and give their feedback on funding priorities, projects and operations online at wagga.nsw.gov.au/yoursay.

Funding deadline extended for Bomen project
Mayor of the City of Wagga Wagga Councillor Rod Kendall has welcomed a move by the State to take a “whole of government approach” to the future growth of Bomen Business Park. Cr Kendall and General Manager Alan Eldridge met with NSW Treasurer Gladys Berejiklian and representatives from the Premier’s office in Sydney on 22 April to discuss a State Government commitment to the proposed Bomen Enabling Roads and RiFL Hub program. Member for Wagga Wagga Daryl Maguire also attended the meeting, at which the Treasurer noted the Premier Mike Baird
wanted to meet with Council, but was unavailable and thought it was vital the meeting took place as soon as possible. Without a State Government funding commitment to the project by the end of April, Wagga would lose $14.5M from the Federal Department of Infrastructure and Regional Development. Following the meeting, Council now has until the end of the financial year. “On behalf of Council and the Wagga community, I’d like to thank the Treasurer for her time,” Cr Kendall said. “In the meeting, the Treasurer confirmed the State and Federal Governments had
discussed relaxing the timeline for funding and an agreement has been reached to extend the deadline until 30 June. “This will allow Council to find out if its Fixing Country Roads application has been successful. “The Treasurer will also meet with Premier Mike Baird and Minister for Roads, Maritime and Freight Duncan Gay to discuss a whole of government approach to this important infrastructure project.” “The Treasurer’s understanding of the project and her acknowledgment that Council has been frustrated by the inability to find a
funding source has given me a high level of confidence that the State Government will commit.” The proposed Bomen Enabling Roads and RiFL Hub form a program of works worth approximately $70M. This program would see the construction of major rail and road infrastructure and a freight terminal on 95 hectares of land at the Bomen Business Park. The Federal Government and State Government funding will allow the construction of enabling road infrastructure, which will help create the Wagga Wagga High Productivity Freight Route.

Projection artwork reaches new heights See the true beauty of Wagga Wagga as never experienced before thanks to two of the city’s creative gurus and Council’s Annual Grants Program. Award-winning photographer James Farley and visual effects artist Andrew Hagan have teamed up to showcase our region with cutting-edge imaging technology. Enlighten takes you into the sky, letting you see familiar places from new perspectives and experience the grandeur of our city. The projection artwork was made possible through Council’s Annual Grants Program 2015/16. Applications are now open for the 2016/17 grants program, with $175,000 in funding available for community projects.
Grants are available in six categories: Community Health & Wellbeing - Community Programs & Projects, Community Health & Wellbeing - Recreational Facilities, Connected Rural & Urban Communities - Neighbourhood & Rural Villages, Connected Rural & Urban Communities Rural Halls, Arts and Culture, Local Heritage, Events, and Natural Environment. Application forms and grants guidelines are available at the workshop, the Civic Centre and online at www.wagga. nsw.gov.au/grants. The projection can be viewed on the lagoon side of the Civic Centre from 6pm each night until 4 May.
Continued from front page Mrs Stewart started with WWRFDC in 1991 after trying to find reliable, suitable care for her own children. Once she started, she never looked back. “A friend of mine was doing Family Day Care and she invited me around to see how it all worked. It didn’t take me long to realise that I wanted to be involved. I love the kids and get so much joy from being around them each day,” Mrs Stewart said. In the past 25 years Mrs Stewart has helped care for hundreds of Wagga children and their families and seen the organisation transition. However, Mrs Stewart said the core values and beliefs of Family Day Care have always remained the same. “Parents are always telling me they choose Family Day Care for the family-type environment it provides. The groups we care for are small, which means we can help nurture and provide more personalised care for each child,” she said. Last year WWRFDC celebrated their 40th year providing care to Riverina families. The centre supports
45 self-employed Family Day Care business operators to deliver education and care to small groups of children in the homes of educators. “WWRFDC wouldn’t be the organisation it is today without the fantastic support and dedication of our experienced co-ordination staff and educators,” Family Day Care Service Manager Kym Stewart said. “National Family Day Care Week is our chance to recognise and promote the important role family day care educators play in our communities. This year it is extra special for WWRFDC marking Lynne and Sandra’s special 25-year milestone.” A reception for Mrs Stewart and Mrs Rees will be held at the Wagga Wagga Civic Theatre on Thursday 5 May from 7pm. WWRFDC will also celebrate National Family Day Care Week, Monday 1 May to Saturday 7 May, by hosting an artist in residence programme with children and educators. The programme concludes with an art show at the Playsession Park Botanic Gardens on Friday 6 May from 10am to noon.
Director Planning and Regulatory Services investigation delayed An investigation into the City of Wagga Wagga’s Director Planning and Regulatory Services will not be completed by the end of April. Mr Andrew Crakanthorp was placed on paid special leave from 1 February

New swimming pool laws in place New State Government swimming pool regulations are now in place for residents thinking of selling or leasing a property with a swimming pool. Under the legislation, properties sold or rented with a swimming pool must now have either a relevant occupation certificate, certificate of compliance or a certificate of noncompliance issued from the NSW Swimming Pool Register. The change follows a comprehensive review of the State Government’s Swimming Pools Act in 2012, the creation of the register and the increase of non-compliance penalties to $5500. “The registration and compliance program introduced by the State Government is aimed at preventing further tragedies in backyard pools,” City of Wagga Wagga’s Manager Development Services Colby Farmer said. “If you’ve got a pool at your property, download a checklist from swimmingpoolregister.nsw.gov.au
and look at the steps you can take to make you’re your pool is compliant. “If you are thinking of selling or leasing a property with a pool, contact Council early in the process to arrange a pool inspection.” A swimming pool compliance inspection is undertaken by Council officers and a swimming pool compliance certificate issued for a fee of $150. Let your creativity flow on one of Wagga's biggest blank canvases
There’s a blank canvas, eight metres high and 85 metres wide, in Wagga being primed for a new, creative artwork. A reservoir on top of one of the city’s iconic landmarks, Willans Hill, will soon be home to Wagga’s largest mural project. The project is a joint venture between Riverina Water County Council (RWCC) and the City of Wagga Wagga. “This mural commission is an exciting project for Riverina Water and is a first for us,” RWCC General Manager Graeme Haley said. “This mural will add another

layer of interest to an already popular destination for residents and visitors alike. “Wagga has great art in public spaces and we are proud to partner with Council to deliver another vibrant artwork for the city.” Expressions of interest are currently being called for the large-scale artwork, which, being on the side of a reservoir, needs to embody a water theme.
