Council News is a new initiative of Wagga Wagga City Council aimed at providing the community with a ‘one stop shop’ for Council news, public notices, job ads and information on a weekly basis.

“The main aim for Council when taking on this new initiative was to increase the community’s

ability to access the wide range of information generated by Council while effectively managing our overall annual expenditure on advertising,” said Mayor Rod Kendall.

Each week, Council News will contain the latest decisions and deliberations of Council, news and information on the programs, services and projects available to the community as well as jobs, development application notifications, tenders and public notices.

“Council News is about taking a whole new approach to keeping our community up to date,” said Mayor Kendall.

All Council’s are legally required to advertise items such as tenders, development consent items, road regulations and public notices in their local newspaper.

A crucial part of Council’s community engagement objectives is ensuring increased

and consistent information is delivered direct from Council to local residents in a timely and cost effective manner.

Communication occurring between Council and the community via traditional media, websites, social media and community meetings all plays a part in increasing the amount of information delivered direct from Council to local residents.

For its part, Council News will appear each week in The Weekend Advertiser, and Riverina Leader.

Cost cutting budget adopted Council adopted a total budget for 2014/15 of $161,475,571 at last week’s Council Meeting, including a $55M capital works component.

19 submissions were received during the public exhibition period for the 2014/15 draft Combined Delivery Program and Operational Plan and Long Term Financial Plan, resulting in amendments regarding levee funding and waste fees.

The budget includes a 2.3% increase to rates across the Local Government Area.

The adopted budget was balanced through a preference for reducing costs instead of significant increases in rates, fees and charges.

Sort waste and pay less Going to the tip just got cheaper for the majority of residential users.

The per tonne rate of sorted waste taken to Gregadoo Waste Management Centre has been reduced from $75.90 to $49.50 in an attempt to encourage people to sort their waste and reduce, reuse and recycle.

“Council is encouraging people to sort their rubbish to help reduce unnecessary waste being placed in the cell and taking up valuable airspace,” Manager Waste and Stormwater Services Geoff Veneris said.

“Residents can sort their waste

prior to coming to Gregadoo, or can sort it when they arrive at the undercover transfer station.

“Every item that doesn’t go into the waste cell helps Council prolong the life of the cell and ensures the costs for providing such services to the community are minimised.”

Council offers free disposal of cardboard, polystyrene, televisions and computers at Gregadoo Waste Management Centre every day.

Council adopted its 2014/15 Fees and Charges at the 30 June Council meeting which also included increases to unsorted domestic, commercial and builders waste.

Budget challenges In order to provide a balanced budget for 2014/15 Wagga Wagga City Council has made reductions to operational budgets, resulting in a reduction to certain services.

Wagga Wagga City Council’s Director Corporate Services Craig Richardson, said Council’s commitment to delivering a variety of projects and services for the growing community continues to be an ongoing challenge on a limited income base.

“Council cannot afford to maintain services, programs and facilities at existing cost and service levels in an environment where capped growth in rates are surpassed by rising costs for electricity, gas, water, employee award costs and State Government charges,” Mr Richardson explained.

“On top of rising costs, a survey undertaken

by Local Government NSW estimated the annual cumulative cost shift from the State Government to Wagga Wagga City Council in 2012/13 to be $3.37 million a year.

“The Federal Budget announcement in May that the Commonwealth will pause indexation of Financial Assistance Grants to Local Councils for the next three years will result in a reduction in income of approximately $300,000 in 2014/15 and this will require Council to make further budget reductions during the year.

“Just like any household Council has to look where it can make cuts to save on expenditure or how it can do things differently to generate savings and reduce costs.”

Welcome to the first edition of the ‘Councillor Column’. The aim of this column is to provide Councillors with the opportunity to communicate

directly with the community regarding issues before Council on a weekly basis.

My fellow councillors and myself share a passion for local government as a means of service to our local communitities to ensure continued growth and development.

At the Council meeting held on Monday the 30th June a number of important agenda items were discussed:

In response to communication from the North Wagga community regarding concerns about the safety of the existing school crossing, Wagga Wagga City Council in collaboration with RMS and North Wagga Public school have achieved a swift and safe outcome.

A new crossing is nearing completion, a great result for all concerned.

The Combined Delivery

councillor.tout@wagga.nsw.gov.au Program and Operational Plan was adopted. This forms the basis of the planning and reporting framework that Wagga Wagga City Council use to achieve it’s vision for the community across all areas.

This year represents a major milestone in the management of the finances Wagga Wagga City Council. A large amount of work by Councillors and staff has been

undertaken to strengthen the budget process. This was largely in response to feedback received from the community in regard to their vision for the future.

This work has resulted in adopting fully funded and balanced budgets for the next four financial years.

The new process has placed Council in a more financially sustainable and secure position for the immediate future taking into account

Projects for growth and renewal in 2014/15

Projects adopted as part of the Delivery Plan include: Construction of Sewer Pump Stations at Bomen, Forest Hill and Mangoplah Drainage infrastructure to service the new Estella western and southern subdivision Construction of a new waste cell at the Gregadoo Waste Management Centre and additional improvements to current infrastructure Livestock Marketing Centre infrastructure and facility improvements Upgrade of the Civic conditioning and seating

Update of the existing Car Parking Study and identification of affordable priority projects for inclusion in Council’s next review of the Long Term Financial Plan In addition to new projects, three large projects will continue.

The Indoor Multi Purpose Stadium, a partnership project with the Police and Community Youth Club (PCYC) and Wagga Wagga Netball, is planned to

commence during the 2014/15 year.

The $10.8M Multi Purpose Stadium will include two facilities, one located at the Bolton Park Indoor stadium which will incorporate the two existing indoor courts as well as additional space allocated for PCYC operations.

A second facility will be located at the Exhibition Centre and will include the construction of a new three court indoor stadium.

Both facilities will meet the region’s growing population and demand for indoor facilities and meet the demand for event space.

The Riverina Intermodal Freight and Logistics Hub Project (RiFL Hub) is also proceeding to negotiations with a preferred proponent from the Expressions of Interest process.

The project has been developed with the goal of increasing productivity, economic growth and the competitiveness of business throughout the region, and to enable the continued growth in jobs and population of the Wagga Wagga LGA and the entire Riverina region.

Council will also now formally request additional funding support from the State Government towards the development of enabling infrastructure.

In addition, the detailed investigation and design of the levee upgrade project will be completed in the 2014/15 financial year.

Council is committed to funding one third of the cost of the levee upgrade and will submit an application to the NSW Office of Environment & Heritage for the remaining two thirds of the estimated project cost.

Soil erosion on building sites is a major source of sediment pollution in our waterways Under the POEO Act it is illegal to pollute water. Under the Act, ‘water pollution’ includes introducing wash water, soil, debris into waters or placing material where it could enter the stormwater system.

Be aware of your responsibilities to keep building sites clean and stop erosion and building materials from entering stormwater drains.

To avoid heavy fines of up to $1,500, follow these steps: • Have one stable entry and exit point for vehicles • Minimise the amount of land disturbed during construction • Locate stockpiles away from the road, paths, drainage lines and watercourses • Remove accidental spills on the road or gutter • Don’t allow washdown water from cleaning tools and equipment down stormwater drains • Minimise on-site vehicle activity during wet weather or when the site is muddy • Ensure sediment fencing is installed and maintained around the site.
