HAVE YOUR SAY Community input needed on draft budget Wagga Wagga City Council is calling on all of the community to help create a vision for the city’s future by having their say on the draft budget.

The Delivery Program and Operational Plan (DPOP) 2015-16 and Long Term

Financial Plan (LTFP) 20152025 are on public exhibition now until 26 May. Included is a total operating expenditure budget of $108 million for 2015/16, along with capital renewals of $15M and new capital expenditure of $36M. The budgets for both 2015/16 and 2016/17 years are balanced, with a surplus position forecast for 2017/18 and 2018/19. This position has been achieved with significant

changes to both the operational and capital budgets including savings over a 10-year period of $21.9M in salaries, $5.6M in utility costs and $2.6M in operational budgets. The savings have helped Council overcome unfavourable adjustments to revenue sources, including a three-year freeze on the indexation of the Federal Government’s Financial Assistance Grant ($9.4M) and predicted

reduction of return on investment of $1.4M over the 10-year period. Significant changes have been made to both operational and capital budgets since the review of the 2014/24 LTFP. The DPOP outlines Council’s commitment over the term of the current elected Council, identifying specific projects and budgets over a four-year period as well as identifying specific operations, services and

projects to be delivered during the 2015/2016 financial year. “In preparing the DPOP, Council has made decisions in adjusting its operations and ensuring it is progressing towards meeting the benchmarks required under the State Government’s ‘Fit For the Future’ reform package,” Director Corporate Services Craig Richardson said. “At the time of the release of the benchmarks, Wagga

Wagga met three of the seven benchmarks set by the State Government, but after further review we now meet four benchmarks. “Council is in the process of developing an action plan to identify how it will work towards meeting all of the benchmarks.” Both the draft DPOP and LTFP are available at wagga.nsw.gov.au or from Council’s Customer Service Centre. Submissions close on Tuesday 26 May.

Traxion enters voluntary administration

Wagga Wagga City Council was informed late on Wednesday that Traxion has entered voluntary administration. Traxion was selected as Council’s preferred proponent to develop the Riverina Intermodal Freight and Logistics (RiFL) open access hub in June 2014. While under administration, Traxion continues to trade. Council spoke with Traxion and its administrator, HLB Mann Judd, and were advised the company’s operating businesses have been impacted by the slowdown in the mining sector amongst other factors. Council’s Director Commercial and Economic Development Dr Peter Adams said the fundamentals of expanding Bomen Business Park and the RiFL freight hub are still strong. “Staff are working with Traxion and

the administrator in relation to the freight hub project,” Dr Adams said. “Council’s investment so far has been in creating broader economic growth opportunities through infrastructure design, land options and acquisitions, commercial analysis and securing government funding. “Council has no financial exposure to the company. “The key project elements remain the same – the project is strong, businesses are keen to see it delivered, the Federal Government is keen to see it delivered and it’s a key component for inland rail. “The project is at a stage where it is well advanced, with interest expressed by the local, national and international business community. “Council will now work its way through this challenge as we continue to create economic growth and value for the region.”

Pressing matters at the Gallery There’s a new piece of equipment at the Wagga Wagga Art Gallery and it’s sure to make a lasting “impression” on the community’s kids. The Australian Decorative and Fine Arts Society Riverina (ADFAS) has donated a new printing press to the Gallery, which will be used for its educational program KaPOW! Kids and Print Outreach Workshops. KaPOW! draws on the Gallery’s nationally significant collections, the Margaret Carnegie Print Collection and the National Art Glass Collection, for the hands-on workshops tailored to each participating school.

Back by popular demand, Council will be holding to composting workshops this month. If you have considered starting an organic recycling system in your household, but aren’t sure how to get started, then the free workshops as

part of International Composting Awareness Week will teach you the basics. You will learn about worm farming, bokashi buckets and compost tumblers to help you decide what system would best suit your household. Each participating household will take home a system of

Family Day Care fun in the Gardens Wagga Wagga Regional Family Day Care (WWRFDC) has two reasons to celebrate next week. An open day will be held on Tuesday 5 May to help mark National Family Day Care Week, which coincides with WWRFDC’s 40th anniversary celebrations. Charles Sturt University’s adjunct Senior Lecturer in English David Gilbey marked the unveiling of a new public artwork at Wagga Wagga Regional Airport with a special poem. The artwork, Flight, was launched on Monday 27 April, with the artists Susan Milne and Greg Stonehouse and Wagga Wagga Writers Writers representatives, including Mr Gilbey, in attendance. Dragonfly, By David Gilbey This morning is a poem, ‘Autumn, Wagga Wagga’: season of mist and mellow fruitfulness?... a living sonnet, a bold ballad, an ode full of wry humour – a free-verse praise song, a Riverina anthem. It’s a witty Shakespearean comedy

bringing councillors, artists, community members out from their daily, complex lives to this airport, these wings, for this public launching. Its lines are shaped by the flooding Murrumbidgee, the red and smoky waves of bushfire, deadlines, budgets, meetings… and politics, Green, Red and Blue; consciousness of the environment, wanting justice and equity within State and Federal constraints. We are the poem’s phrases: citizens, writers, designers, administrators – we enact its syllables against a

backdrop of Wagga’s public and commercial history. It has its gods and icons. They dance across the airport empyrean to the CBD: pirouetting through Ashmont, Turvey Park, Gumly Gumly; holding hands with Kapooka, the University, Equex... Its core is this shining work, blue, silver, solid, fluid, part river, part bird, gliding across the land about to take off to the skies. Our lives frame and echo this generous, optimistic celebration. We are the makers, we expand the horizons, we are this country.

Meet Red

This week’s pet of the week is a female cattle dog about two years old named Red. Red is friendly and would suit a family with a big backyard as she has plenty of energy. You can adopt Red from the Glenfield Road Animal Shelter for $ 314.45, which includes microchipping, lifetime registration, vaccination, desexing, worming and a heart worm test. If you would like to meet Red or any of the other animals at the shelter please visit between 1pm and 4.15pm Monday to Saturday.

Tip of the week: Wagga Wagga City Council has six offleash areas for the community’s dog owners to have suitable exercise and play facilities for their animals. By following the rules and guidelines, the use of the off leash areas can be an enjoyable time for both owners and dogs. Got a great idea for an event in Wagga?

Have you got a big idea that will bring visitors to Wagga Wagga? Applications for Council’s Annual Grants Program 201516 are open until the end of the month, with the Events category offering funding from $500 to $2000 to help new ideas get off the ground or grow existing events. Preference is given to applications that will market the city outside of the local government area, such as

bringing an event to Wagga. The category also aims to help fund events that attract visitors to the city and increase the length of their stays. Strong applications will take advantage of Council resources, such as the Visitor Information Centre’s accommodation booking services, and have funding from additional sources. The Wagga Wagga Dragon Boat Challenge has received funding through the program for

the past two years. The challenge, which is a partnership between Dragon Boat NSW and the Bidgee Dragons, is open to anyone interested in trying dragon boating. It also encourages visitors to come and see the action at Lake Albert and spend time in Wagga. SOIL EROSION AND SEDIMENT CONTROL

Under the Protection of the Environment Operations Act it is illegal to pollute, or cause or permit the pollution of waters. Under the Act, ‘water pollution’ includes introducing litter, wash water, soil, debris, detergent, paint, cement slurry, building materials etc into waters or placing such material where it is likely to be washed or blown into waters, or the stormwater system or percolate into groundwater. It is the builders’ and developers’ responsibility to keep building sites clean and stop erosion and building materials from entering stormwater drains.

Wagga Wagga City Council & NSW EPA are piloting a Household Asbestos Disposal Scheme offering free disposal of bonded asbestos from across the Local Government Area. You only have until the end of June to make the most of this scheme!
