Creating a new home for local wildlife

It’s full steam ahead for the Narrung Wetland project, with bulk earthworks currently under way. Wagga Wagga City Council, with funding partners Riverina Local Land Services and the NSW Environmental Trust, is redeveloping the disused ponds of the Narrung Street Sewerage Treatment Plant into wetland area, recreating the area as a new community asset. Mayor of the City of Wagga Wagga Councillor Rod Kendall said the project will create an aquatic, passive reaction facility with a range of benefits for the wider community. “This area will be returned to public

for passive recreation, but more importantly it’s going to be returned to the wildlife and migratory and water birds,” he said. “It’s an extra tourist destination for Wagga and it’s an educational destination for school kids where they will have the opportunity to learn about our natural environment. “And it’s a great thing for our local Wiradjuri people to see this area returned to its natural environment and allow them to come and educate young Indigenous people on the traditional role of the land and that relationship.” Continued page 2

Lockhart and Temora shire councils have partnered with My AppVenture, joining Wagga Wagga, Coolamon and Junee as locations covered by the app. My AppVenture is a live, dynamic iPhone and Android app currently in development with an expected official launch in July. The app enables visitors to choose their own “AppVenture” and will be used as a marketing tool to promote visitation to the region. Attractions and events in Lockhart and Temora will now have the opportunity to be listed on the app. The app will be heavily promoted to visitors and locals through a variety of mediums, including participating councils’ Visitor Information Centres, social media and websites. Local businesses, events and tourism operators from participating councils’ local government areas have the opportunity to participate in

Play your part in making uni games a success The 2015 Eastern University Games (EUG) are rapidly approaching and organisers need your help to make the event a success. EUG organisers are looking for a number of volunteers and officials for the games, which will see Wagga Wagga welcome more than 3000 student athletes to the city from July 5 to 9. The students from 16 universities in NSW and the ACT will compete in 16 diverse sports, with the EUG acting as a qualifying competition for the 2015 Australian University Games. Up to 80 volunteers are needed from the Wagga community for a broad range of tasks, while there are also a number of paid umpire/referee positions available. “The games are expected to generate more than $2 million in visitor expenditure and showcase the best of Wagga’s tourism and sporting facilities,” Wagga Wagga City Council’s Manager Events Sally Nolan said. “EUG organisers are looking

for volunteers to assist with everything from time keeping to medal ceremonies and even media and marketing. “By volunteering you not only help ensure the games are a success, it’s also a great opportunity to get invaluable experience for anyone interested in a career in events, the media, marketing and other areas.” Referees/umpires must be qualified at the minimum standard as per the relevant sport’s rules, which include basketball, football, futsal, hockey, netball, Oz Tag, touch and volleyball. Use funds to get creative From artistic workshops to cultural performances, Council’s Annual Grants Program can help get your creative project off the ground. Funding ranges from $500 to $3000 for innovative applications that address the community’s cultural needs. Arts and is a broad category, with projects ranging from newspaper digitisation to a short film gaining funding in the 2014-15 grants program. Centacare South West NSW was successful in gaining $3000 to present a series of dance, drumming and singing workshops for youth, predominantly of migrant and refugee backgrounds over six months. Both the Parish of Wagga Wagga Arts Fund and the Ladysmith Memorial Hall used the grants program to commission local artist John Wood to create an “art seat” at each site. Other successful applications last year focused on choirs, poetry and children’s programs. Applications for Council’s grants program close at the end of the month with a total of $175,000 available across six categories. SOIL EROSION AND SEDIMENT CONTROL

Under the Protection of the Environment Operations Act it is illegal to pollute, or cause or permit the pollution of waters. Under the Act, ‘water pollution’ includes introducing litter, wash water, soil, debris, detergent, paint, cement slurry, building materials etc into waters or placing such material where it is likely to be washed or blown into waters, or the stormwater system or percolate into groundwater. It is the builders’ and developers’ responsibility to keep building sites clean and stop erosion and building materials from entering stormwater drains.

Wagga Wagga City Council has developed an improvement proposal to demonstrate how it plans on meeting all seven of the Fit For the Future benchmarks set by the Office of Local Government. Fit for the Future is the NSW Government’s reform package for Local Government, and requires each Council to assess its current situation and to develop an action plan for the future. The Director of Corporate Service, Craig Richardson, says so far Council has met four of the benchmarks. He says the main areas to work on relate to the level of existing expenditure on infrastructure maintenance and renewal, primarily on road related assets. “Council has budgeted to spend $7.6M on maintenance and $8.5M on the renewal of roads, bridges, drains, footpaths and kerb & gutter assets in 2015/16,” he said. “This level of expenditure is considered to be too low relative to the size of Council’s road network (in excess of 2,100 km) and relative to the annual depreciation expense in excess of $10M.” Mr Richardson says Council is committed to a number of ways to improve. “These include conducting detailed operational and efficiency (service) reviews across the organisation, capping employee salary costs and maintaining assets at the appropriate levels

Wagga Wagga City Council will mark National Sorry Day at an official ceremony on Tuesday 26 May at 11am. National Sorry Day is an event to express regret over the historical mistreatment of Aboriginal and Torres Strait Islander people. The day provides a chance for people to come together in the healing process for the Stolen Generation who were forcibly removed from their family and communities. Held annually since 1998, National Sorry Day was born out of a key recommendation made by the National Inquiry into the Separation of Aboriginal and Torres Strait Islander children from their families in the Bringing Them Home Report that was tabled in Federal Parliament on 26 May 1997. The annual Sorry Day commemorations have helped to remind and raise awareness among

WWCC is seeking comments from interested waste sector organisations (consultants, contractors and/or operators) in regard to the proposed new Kerbside and Solid Waste Services project. Council will be seeking to commence a new kerbside waste contract in April 2017 and are seeking detailed information in respect to interest from contractors/operators, available technologies, efficiencies and opportunities for Councils solid waste services, particularly in respect to scope and contract delivery options. WWCC has yet to form its final view as to the detailed scope of the proposed commercial arrangements and services it will be seeking, the terms under which the services will be offered, the technical details and contract periods. Another matter very close to my heart is the declining state funding for NSW libraries. This continues to be a critical issue for NSW Councils. There is already evidence of service reductions in a number of libraries across the state and our area, a deterioration that no community wants to see. Although there has been no improvement in the level of recurrent funding provided by the State Government to libraries across the state, the pre-election funding policy announced by the Labor Party on 19 March 2015 will hopefully influence the upcoming

state budget allocation for libraries. This policy announcement demonstrates that the NSW Public Libraries Association Library Funding Campaign has met its key target of influencing political policy on library funding. NSW libraries need significant and ongoing increases in recurrent funding to assist NSW Councils not only to maintain the current level of collections, services and programs provided by their libraries, but also to improve them. The continued lobbying and support of community members will help to ensure that the increased state funding that the 368 libraries across NSW so badly need to survive will become a reality.
