SHELTER SUCCESS: Elka the dog has been welcomed into the Wood family home by (from left) Reuben, 9, Jasper, 7, Tom, 5, and Annie, 3.

Happy fur-ever after for Elka The Wood family had never owned a dog before but, when they decided on the right time, they went straight to the Glenfield Road Animal Shelter. “It just makes sense. We didn’t want the problems that can come with purebreds and when you adopt an animal from the

shelter they are already micro-chipped and up to date with all of their vaccines,” Lina Wood said. With four children, it was important that their new pet was kid friendly, and nine-month-old Elka ticked all the boxes. Continued inside

Strong Foundations. Sustainable Tomorrow.

Cr Kendall encouraged residents who can’t make it to Snapshot to take some time to read Council’s 2014/15 Annual Report “Strong Foundations, Sustainable Tomorrow”. “The Annual Report is an important document that measures Council’s performance against the Community Strategic Plan and the Combined Delivery Program and Operational Plan,” he said. “The theme for the 2014/15 report ‘Strong Foundations, Sustainable Tomorrow’ highlights how Council is planning for our community’s future to ensure Wagga continues to be a great place to live, work and play.”

In the past financial year, Council has successfully completed and delivered on 86 per cent of the services and projects published in the Combined Delivery Program and Operational Plan 2014/15. Some of these projects include CCTV, upgrade of the Glenfield Road Animal Shelter, the demolition of Hampden Bridge and more than $15M in road rehabilitation works. Wagga Wagga City Council's 2014/15 Annual Report “Strong Foundations, Sustainable Tomorrow” is available online now at wagga.nsw.gov.au/annualreport. Service review to begin General Manager Alan Eldridge has commissioned an in-depth service review of Council’s Infrastructure Services directorate. Industry experts Freestyle Project Solutions will undertake the service review, with the key personnel involved having knowledge of the local area and experience with local government and major projects. With Infrastructure Services in a state of transition following Director Heinz Kausche’s resignation, Mr Eldridge said now was the perfect time for the service review. “As an organisation, we have a responsibility to our community to look at the way we do business and ensure we are operating efficiently. “The outcomes of this review could mean not only significant savings for ratepayers, but improvements to service delivery.” Mr Eldridge described the service review as an investment that will be returned through the potential efficiencies the review will deliver. The service review will begin on 30 November.

SELL-OUT SHOW: The cast of Legally Blonde The Musical.

Legally Blonde The Musical: from the director Legally Blonde is one of those shows that make you remember why you got into theatre in the first place. Being surrounded by so many young, enthusiastic and talented people reminds me of what it was like when I was just starting out. It is so exciting turning up to rehearsal, being given an official script and a role that is all yours. Then when it comes to performance time and you walk into the theatre for the first time and it seems so big and it has so many seats and you can’t believe that all these people you don’t know are going to get to see what you

have been working on for all these months. I saw that sense of wonder and excitement in the cast of this show from the very beginning. We had a real mix of people – experienced performers, people who hadn’t acted since school, people who are usually in the background or singing offstage, and a lot of keen young people who had never performed in a musical before. I think for the cast, the experience of Legally Blonde will be all about the friendships they have made and the shared memories of the show. For me,

it is seeing the growth in the young people over the months. The audition room can be a scary place and many of them walked in very timid and nervous. They have come out of this experience as confident and skilled performers and have grown offstage as well. They have always been a positive and supportive group of people and I really think people do their best work when they know they are supported. The resulting show was more spectacular than I could have imagined and as the Legally Blonde team grew with the addition of the

dedicated crew, who were local high school students volunteering their time, the show just got better and better. The Civic Theatre community production has always been a showcase for the many talented people we have in this region. I am proud that this year audiences got to see what new talent is out there. It feels like an exciting time with so many young creative people wanting to perform, create and give back to their community. I can’t wait to see what they do next. Carissa Campbell

Elka a shelter success story for Wood family From front page “Elka’s a boxer cross with lots of energy and the kids love her. A couple of them were scared of dogs before we got her and were a bit anxious about the new addition to the family, but they’ve really warmed to her,” Bill Wood said. “She’s great natured and we have to take her for lots of walks and spend lots of time playing with her in the backyard, so we all find ourselves spending more time outside.” It’s been a few months since Elka joined the Wood family and they have no regrets, just a few words of advice for anyone thinking of adopting an animal from the shelter. “Make sure you pick a dog that’s right for your household and that you make the time to care for them. In Elka’s case she needs plenty of walks,” said Mr Wood.

Weekly mowing report IN BLOOM: Rosemary Simpson takes a look at the rose garden honouring her late husband David Lloyd Jones at the Botanic Gardens with Mayor Rod Kendall.

David Jones' legacy blooms in gardens In 1955, Wagga Wagga was home to the first David Jones store outside of Sydney and a recent donation will ensure that legacy continues to blossom. Following the death of David Lloyd Jones at age 30 in 1961, the Wagga store manager arranged and paid for the construction of a memorial rose garden at the Botanic Gardens. Mr Jones’ widow Rosemary Simpson and multiple generations of the family visited the city this week to donate dozens of new rose bushes and a plaque to the memorial gardens. “It’s very special, because this was the first David

Jones outside of Sydney and the manager of the store thought it was a very appropriate thing to commemorate my late husband,” Mrs Simpson said. “It’s a beautiful garden. It commemorates the man, as well as the store.” Mayor of the City of Wagga Wagga Councillor Rod Kendall said Council was contacted by the Jones family last year to talk about revamping the gardens. “I know they’re absolutely thrilled that they played a role in the creation of the botanic gardens itself at the time and now they’re playing a part in its future,” he said. OPERATION OF BOARDING HOUSES

Within the Wagga Wagga Local Government Area there is a range of accommodation types. Included in these accommodation types are premises that Council considers to be boarding houses. Boarding houses are buildings, including dwellings, where lodgings are let out on a per room basis (as opposed to a single lease over a dwelling) for periods of three (3) or more months. Development consent is required to operate a boarding house. In recent times Council has received complaints that there are boarding houses in the city operating in dwellings without consent. As people may not have been aware for the need for consent, Council is currently holding an amnesty period, where people can selfreport their unapproved boarding houses and lodge a Development Application to seek consent. During this amnesty period Council will waive all Development Application fees associated with an application for a boarding house. The amnesty period is for 12 months commencing February 2015 and will end on 29 February 2016. At the end of the amnesty period Council will commence actively pursuing boarding houses operating without consent, which may result in fines for operators of such premises. If you have any queries in relation to this program, please do not hesitate to contact Council’s Planning and Regulatory Services Directorate on 1300 292 442.
