EARTHMOVING: Heavy machinery forming the new roadway as part of the Eunony Bridge Road deviation project.

Roadworks to open up Bomen begin Heavy earthmoving machinery is hard at work on a new 1.8km road designed to assist with the movement of freight to and from the Bomen Industrial Area.

Scheduled to be completed by the end of June 2015, the $6.1M Eunony Bridge Road deviation project was one of the key proposals to come out of the Bomen Strategic Master Plan. The northern end of Eunony Bridge Road will be closed in the process, shutting down a potentially dangerous T-intersection with Oura Road and allowing Eunony Bridge Road to connect directly with Byrnes Road and through to the Bomen Business Park. As a result of extensive community and industry consultation, the new road and roundabout has been designed to enable the anticipated movement of B-Triple trucks through the region in the future. Council is currently working with the NSW State

Government to ensure that the ageing Eunony Bridge is also upgraded to facilitate the passage of heavy vehicles from the Sturt Highway to the Bomen Business Park. Currently, heavy vehicles travelling from the Sturt Highway to the Bomen Business Park either have to take a much longer route through Wagga Wagga and back around the Olympic Highway, or negotiate two tight turns via Eunony Bridge Road and Oura Road before getting on to Byrnes Road. “This is an exciting project that is considered integral to encouraging the development and future growth of the Bomen Business Park,” Wagga Wagga City Council’s Director of Infrastructure Services Heinz Kausche said. “By eliminating mechanically intensive T-intersection turns, this new section of road will make it safer for heavy vehicles travelling between the Sturt Highway and the Bomen Business Park.” The project is jointly funded with Council’s $3.6M contribution supported by a $2.5M NSW Government Grant. “There are many benefits of this road

deviation for companies that are looking at investing in the Bomen Business Park,” Director of Commercial and Economic Development Peter Adams said. “The reduction in travel time, fuel consumption and engine stress for commercial freight vehicles are all direct benefits of the project. Enabling infrastructure such as this will improve the financial viability of existing and future businesses that rely on road transport for the supply and receipt of goods.” Council staff are already working hard to ensure that the road is completed by the end of June 2015. The road works will affect traffic in the area over the coming months, and the community will be kept informed about detours. “Noting the increase in the movement of vehicles associated with the construction works and the changes to traffic conditions, the community are asked to be vigilant and take extra care when travelling in the vicinity of the site,” Wagga Wagga City Council’s Director of Infrastructure Services Heinz Kausche added.

Councillor Column WWCC has been dealing with a number of huge issues over the past 12 months that have had an enormous impact on the city’s future.

The Hampden Bridge demolition had been on Council’s agenda for some time and has had many emotional comments from the public, based on whether to keep and maintain the bridge or to demolish it. A number of Councillors would have liked the bridge to have been maintained for future generations, however having gone through a very vigorous public consultation process and inspections from bridge experts,

the decision was made to have it removed. An important part of our history has been removed and must be preserved in a way that future generations can understand the history and why this decision was made. Another project is the remediation of the old Gas Works site in Tarcutta Street, which was another potential ongoing burden to ratepayers The Wokolena Raceway development is another big

councillor.hiscock@wagga.nsw.gov.au issue that had the attention of motoring enthusiasts, who see this development as a long-time coming and as being of huge benefit to the city. It is hard to argue against that view. This is one of the big ticket items our city needs to complement our other major events, which already attract thousands of people to Wagga Wagga each year. This project also attracted the attention of the farming community at Wokolena and

to achieve progressive and well-balanced outcomes for the community, while being mindful of the social, environmental and economic impacts of our decisions. Council has achieved many things during the 2013/14 year, including completing four-and-a-half years of major flood recovery works worth $47.6M and providing planners and developers the certainty they need by adopting the 2013–2043 Spatial Plan and identifying its priorities To view the 2013/14 Annual Report, log on www.wagga. nsw.gov.au/annualreport14. Hard copies will be available in the near future from Council’s Customer Service Centre.

WAGGA might not have the snow, but the Civic Centre will be overflowing with Christmas cheer throughout the next month. Wagga Wagga City Council turned on its Christmas lights for the first time on Friday night and they will be on display between 8pm and 11pm over the holiday period. Going beyond just decking the halls, the Christmas tree at the front of Council and decorations around the Civic Centre forecourt and Historic Council Chambers will help the city get into the festive spirit. There are also “A Very Wagga Christmas” banners in Fitzmaurice Street, along with a Christmas ball display to be set up on top of the Civic Theatre. One of the major drawcards will be the Christmas projection onto the Council building, which will start on Monday, December 1. The display can be viewed from the Wollundry Lagoon area and will also run from 8pm to 11pm over the holiday period.

Library Action Day

If you love your library, then come and show your support as Wagga Wagga City Library takes part in the statewide Day of Action on Friday, December 5. The day aims to highlight community concern about declining State Government funding, which is threatening the future of public libraries throughout NSW in the lead up to the state election in March. Mayor of the City of Wagga Wagga Councillor Rod Kendall will read a story at Storytime to demonstrate Council’s support and the importance of the library to its 24,627 members, plus countless visitors who access the free wifi and electronic services. Storytime will be held at 10am on Friday and the Day of Action will also feature balloons, cake and postcards, which can be used to write a message supporting the Library to Member for Wagga Wagga Daryl Maguire, or your local member in other areas. NSW has the lowest per capita rate of library funding of all states at just seven cents in the dollar. This has decreased from 23 cents in 1980, leaving local government to fill the gap. Since 1980, state funding has increased from $1.67 per capita to $3.63. During the same period, local government has increased its share from $5.43 per capita to $47.23. The NSW public library network needs an initial funding increase of $3.5M to survive, with indexation to follow. This equates to less than one cent per person, per day. Without urgent action by the state government there will be further cuts to collections, services, opening hours and staff hours.

research behind the scenes. In the end it was another controversial and important item on the agenda that we as Councillors had to deal with. We can only hope we can keep making the right decisions so that our city keeps moving forward and becoming a better place.

This week’s events:

Council releases Annual Report The Wagga Wagga City Council 2013/14 Annual Report has been completed and is now available. This week Council News starts a four-week series of snapshots of our 2013/14 achievements and future plans linked to the Community Strategic Plan, Ruby & Oliver. Council’s Annual Report is an important communication tool that provides the opportunity to highlight programs and achievements for the 2013/14 financial year. The items documented throughout the Annual Report are the outcomes of the projects and services the community has requested Council deliver, facilitate and plan for to make Wagga Wagga the type of city in which you want to live, work and play. Council has worked hard

the village of Oura. This is understandable as they see this as being an intrusion to their farm operations and — to a certain extent — their lifestyle. However there are about 80 stringent conditions attached to this application which protect the interests of farmers and to also meet the necessary requirements set out by state legislation. The debate on Wokolena Raceway involved two council meetings and a great deal of
