This time we are calling all kids to help us build a brand new inclusive playground for Bolton Park, and it’s already proved popular with plenty of children having a go at the Little Big Day Out event. The multi-stage Bolton Park Inclusive Playground Project will see a brand new playground built alongside new amenities and facilities next to the existing skate park. Council’s Strategic Asset Planner (Parks and Recreation), Ben Creighton, said this project draws on universal design principles that ensure access for people of all abilities. “This new playground will replace the existing Bolton Park Playground,” he said. “We have $85,000 set aside for play equipment, now all we need is for Wagga’s kids to use the Funbobulator to help us design it.” The Funbobulator gives children a list of play equipment to pick from … the catch is they have to squeeze it within the allocated budget! Grab mum or dad to use the Funbobulator before it closes on Friday 23 October.

Next step for RiFL Hub
Genesee and Wyoming Australia selected for freight project negotiations Council has selected Genesee and Wyoming Australia Pty Ltd as the new preferred proponent for the Riverina Intermodal Freight and Logistics (RiFL) Hub.
Genesee and Wyoming Australia is a subsidiary of Genesee & Wyoming Incorporated, a $5.7 billion global rail company with operations in Australia, the United States, Canada, Europe and the United Kingdom.
“The RiFL Hub has always been about Council partnering with all levels of government and the private sector to provide regional business access to a competitive freight solution that will open up commercial opportunities to the nation and the world,” Mayor of the City of Wagga Wagga Councillor Rod Kendall said. “Council took positive steps on Monday night to enable the planning and construction of new road infrastructure at Bomen, which in the future, will eliminate the level rail crossing at Dampier Street and improve truck productivity. “Essentially, the road infrastructure is proposed to be Stage One of

the RiFL Hub Program, and we are hopeful of securing NSW Government support towards this critical infrastructure. Stage Two will happen concurrently and involves Genesee and Wyoming Australia. “We look forward to working with Genesee and Wyoming Australia in exploring the RiFL Hub with a view of commencing development when terms have been agreed and subject to viability.” The terms of an exclusivity agreement will now be negotiated with Genesee and Wyoming Australia. Both parties propose to enter into a period of disclosure and
negotiation (on an exclusive basis) to determine whether the RiFL Hub component of the development is commercially viable. If so, the contractual and legal terms of the contracts to deliver the RiFL Hub will form part of the negotiations. “Genesee & Wyoming was pleased to be announced as the preferred proponent and welcomed the opportunity to partner with the Council to finalise the investment case for such a key regional transport project,” Genesee & Wyoming Australia Managing Director Greg Pauline said. “This is a key economic
opportunity for the Riverina and we look forward to working closely in partnership with the Council to build a robust case to bring its intermodal objectives to fruition. “Importantly, Wagga has been included as part of the strategic route for the now Federal and State Government-backed Inland Rail project and this will further assist the business case for the RiFL Hub.” Both Stages of the RiFL Hub Program (Stage One – Bomen Enabling Roads and RiFL Hub facilitation works, Stage Two – Rail infrastructure and Terminals), will be considered further by Council before construction begins.

There was a line up for the Planning Permit Pursuit treasure hunt and parents were taking advantage of the Chill Out Zone. Little Big Day Out was established in 2003 as an opportunity to showcase Council’s services to the community. The free annual community event is celebrated in the second week of the spring school holidays and in the Civic Precinct and Wollundry Amphitheatre space.
Director to farewell Council in April
Director Infrastructure Services Heinz Kausche has indicated he will not be requesting a contract renewal when his current agreement expires in April 2016. Mr Kausche began at Wagga Wagga City Council in March 2007 as Manager Waste and Stormwater, and in April 2011 was appointed to the position of Director on a five-year contract. All Local Government senior staff contracts require the incumbents to provide advice before their contract expires as to whether or not they are seeking reappointment, with that process finalised six months from the expiry date. “Mr Kausche’s five-year contract as Director Infrastructure Services ends on 8 April 2016,” Acting General Manager Janice Summerhayes said. “He has formally advised me that he will not be requesting a new

Times have been a bit rough for us Councillors over the last few days with plenty of criticism directed
at us from members of the public regarding the much publicised Douglas Aerospace hangar project and some other issues. I would suggest that the scrutiny by the broader public is justified, in fact it is in the public interest to constantly scrutinise the performance of the elected body. But please recognise that
we Councillors are people out of the community that were elected by you to make decisions on behalf of the community. Because we all don’t think the same we don’t always get it right. Being a Councillor today is a very demanding and complex responsibility wrestling with the hundreds of issues that we have to deal

For example, we are obligated to attend two Council meetings a month and also to attend numerous workshops to go through many complex items of business and these workshops can go through to 9pm or 10pm. We all also spend a great deal of time doing official business at the
many community events that take place every week. None of us complain about the workload and it is disappointing to be criticised, but we all understand that this is part of the job and the public will judge us all before the next election in 12 months’ time. I would also invite members of the public to consider
standing at the next election to try and bring what you consider to be stability and common sense to the table. The next time you are at a family gathering or at the pub, ask the person next to you to name the 11 Councillors – you may get a shock.

Projection lights up Civic Centre The Civic Centre is being illuminated each night with a local artist’s creation. In early September, internationally acclaimed Australian artist Craig Walsh led a five-day master class in the art of projection for local artists as part of the WaggaWorks Public Art Plan 2014-2016.
Four participants were selected to commission projections under Walsh’s mentorship, with the first artist being Wagga’s Andrew Hagan. His work Watches is being projected onto the Civic Centre from 6.30pm to 10.30pm until 12 October. “Watches attempts to capture and reflect
upon the historical and contemporary perceptions of an increased surveillance culture within our communities by transforming the Wagga Wagga Civic Centre in a large open-space ‘control panel',” Hagan said. The projection is viewable from the Wollundry Lagoon side of the Civic Precinct.

WWI sea battles come to life at the museum
Previously unseen footage, artefacts and journals from Australia’s fledgling navy is currently on show at the Museum of the Riverina. While some of the land battles garner more recognition today, War at Sea: The Navy during
WWI is showcasing such feats as the daring Aussie submarine AE2 that traversed the mines of the Dardanelles Strait. You can also learn about HMAS Sydney’s victory over the German raider Emden. The mast from HMAS Sydney now towers above
the Victory Memorial Gardens, complete with a battle scar halfway up from a German shell. The exhibition is on show at the Historic Council Chambers site until 22 November and is suitable for all ages with lots to see, read and touch.
Wagga primed to take advantage of NBN: study A new study by Bernard Salt has found access to fast broadband will see the rise of entrepreneurialism and innovation in regional hubs outside Australia’s capital cities. The seven cities behind the Evocities project – Albury, Armidale, Bathurst, Dubbo, Orange, Tamworth and Wagga Wagga – welcomed the report, which explored how universal access to fast broadband could shape the future Aussie workforce and liberate employees from the confines of set working hours or places. “The construction of the National Broadband Network is changing the way we do business,” Evocities spokesperson and Mayor of Dubbo Councillor Mathew Dickerson said. “Access to fast broadband in regional areas means Evocity relocators can be based locally to
enjoy all the fantastic lifestyle benefits on offer in our Evocities (like Wagga), while still being able to market and operate their business globally.” Wagga Wagga City Council’s Director Commercial and Economic Development Peter Adams said the city is well prepared to take advantage of the NBN, with more than 250 businesses participating in the Digital Enterprise Program over the past two years. “The high quality training delivered by TAFE, Riverina Institute is creating long-term benefits to our local economy,” Dr Adams said. “The program prepares businesses for the changing economy, building capacity in the cities soft infrastructure, required to support and compliment developments in hard infrastructure such as roads and bridges.”
