Rating Structure - Based on a 1.8% Rate Pegging limited increase as determined by the Independent Pricing & Regulatory Tribunal (IPART) for 2016/17, Rates are levied against properties in accordance with their classification as defined in the Local Government Act. Properties are classified as Residential, Business or Farmland based on their dominant use. The calculation of the rateable amount for each property is determined by multiplying the valuation by the Ad valorem amount. Where this calculation results in an amount less than the Minimum Rate, the Minimum Rate applies. The NSW Land & Property Management Authority (Valuer General’s office) completed a revaluation of all rateable properties in the Local Government area in 2013. This was undertaken as part of a three year revaluation cycle.

The rate categories and sub-categories for the purposes of the levying of the 2016/17 rates are as follows: Area and Applicable Rate Type Wagga Wagga and Forest Hill Residential - City and Suburbs Business - City and Suburbs Villages of: San Isidore, Gumly Gumly, Tarcutta, Humula, Uranquinty, Mangoplah, Oura, Currawarna, Ladysmith, Galore, Collingullie and North Wagga Residential - Villages Business - Villages Farmland rates will be levied on all rateable land, which, in the Council’s opinion, qualifies as “Farmland” as defined in Section 515 of the Local Government Act 1993.

Special

RATE VARIATION (SRV) To fund upgrade to levee system. Council has applied to IPART for a Special Rate Variation (SRV) of 5.63% for 2016/17 retained for a 5 year period to raise $7.75M strictly for the purpose of funding its one-third share of an upgrade to its existing levee system, which includes the Main City levee and the North Wagga levee at an estimated cost of $23.3M. At the end of the five (5) year SRV period Councilâ&#x20AC;&#x2122;s rates will be adjusted down to the rates path which would be applicable if the SRV had not been applied. This upgrade will bring the Main City levee up to a 1 in 100 year level of flood protection at an estimated cost of $14.6M, and the North Wagga levee up to a 1 in 20 year level of flood protection at an estimated cost of $8.7M. The rate peg cap for 2016/17 announced in December 2015 was 1.8% - therefore Councilâ&#x20AC;&#x2122;s 2016/17 SRV application is for a total SRV rate increase of 5.63%, comprising: 3.83% Levee Upgrade component 1.80% Rate Cap component For transparency purposes Council proposes to create a special rate consisting of six (6) new rating charges for a five (5) year term only in addition to the existing rating structure:

The proposed SRV rate (levee upgrade component) has a flat rate no minimum charge to spread the cost of the levee upgrade on the basis of land value i.e. those property owners with the lowest land value will be impacted the least by the proposed SRV. In order to remove some of the burden on local farmers in the Wagga Wagga Local Government Area who have suffered significant financial hardship due to drought conditions over the past decade, Council has elected to apply the special variation (Levee Upgrade component) percentage increase for the farmland category at 50%, with the remaining categories adjusted to compensate

For the purposes of the Revenue and Pricing Policy the definition of Multi-Unit developments (Non Strata) involves the development of twenty or more residential units on a site at a higher density than general housing development. Waste Management Service Charge - Vacant Land To be applied to each parcel of undeveloped rateable land within the waste collection service areas of Wagga Wagga, Gumly Gumly, Forest Hill, Tarcutta Mangoplah, North Wagga, Oura and Ladysmith - $31.00 Kerbside Waste Management - Impound Return Fee To be applied to customers who have had their bins impounded for misuse and request the services back - $26.50. The estimated yield from Waste Management Services (Domestic $6.9M (net of pension rebate $204K rebate) /Commercial Kerbside $569K )and this income will be applied towards providing waste management services within the Council area..

Commercial Waste Management Charge - Urban Commercial To be applied to all developed commercial properties within Councilâ&#x20AC;&#x2122;s waste collection service areas of Wagga Wagga, Gumly Gumly, Forest Hill, Tarcutta, Mangoplah, North Wagga, Oura and Ladysmith $303.00. Each additional service $194.00 A recycle bin service may be available subject to council and contractor approval at a cost of $101.00 per bin per year.

charges. With increasing demands on the limited water resources of NSW, it is vital that these resources are managed in an efficient and sustainable manner. Best-practice management is essential for efficient and sustainable management of water resources and the environment. It enables a Local Water Utility (LWU) to achieve sustainable water supply and sewerage businesses and comply with the Australian Government’s National Competition Policy (NCP) and National Water Initiative (NWI). LWUs that achieve the outcomes required by these guidelines will have demonstrated best-practice management of these businesses. Best-practice management involves a triple bottom line focus that provides a balanced view of the long-term sustainability of NSW water utilities. Triple bottom line accounting (social, environmental and economic) involves consideration of a LWU’s business plan together with its social and environmental management practices. Best-practice management of water supply and sewerage involves the following 6 criteria: • Strategic Business Planning • Pricing (including Developer Charges, Liquid Trade Waste Policy and Approvals) • Water Conservation • Drought Management • Performance Reporting • Integrated Water Cycle Management Best-practice sewerage pricing involves a uniform annual sewerage bill for residential customers. For non-residential customers an appropriate sewer usage charge is required for the estimated volume discharged to the sewerage system, together with an access charge based on meter size and applied per each and every meter connection

The volume based charge and access charges are detailed below: Residential Properties (Developed) Annual residential sewer charge of $474.00 (4.5% increase over 2015/16 charge ) per dwelling unit. Multiple residence properties are charged $474.00 per residence. Vacant Properties Vacant land (including Residential and Non-Residential properties) which can be connected to the sewer system will be charged an annual sewer charge of $474.00 Non-Residential Two Part Tariff Best Practice Sewer Charging From July 1 2012, Council introduced two part tariff sewer charging for Non-Residential customers. Non-Residential customers include commercial, industrial, schools, small community properties, hospitals etc The Non-Residential Sewer Charge will comprise an Access Charge based on the water meter size of each connection used on the property (see schedule below) and a consumption charge of $2.00 per kl which is reduced proportionally by the applicable discharge factor for the Non Residential customer. In accordance with best practice non-residential sewer guidelines the minimum non-residential sewer charge must not be less than the residential charge for 2016/2017 i.e. $474.00.

Trade Waste Regulation Guidelines Council is required to apply these charges to reflect the costs of providing the services and comply with the NSW Independent Pricing and Regulatory Tribunal’s (IPART) Pricing Principles for Local Water Authorities (1996). Poposed Fees Council may charge a fee for any service it provides. The purpose of raising these fees is to recover, or assist the Council in recovering, the cost of providing these services. Council proposes to charge the fees shown in the following pages during the 2015/2016 financial year. These fees will be charged to all Council’s clients that avail themselves of Council’s goods and services. The particular pricing policy Council applies to the various fees is as follows: (a) these items are priced at the figure stipulated by legislation as applicable to this activity; (b) these items are priced at the maximum recommended by the Local Government Association; (c) these items are priced so as to return a total cost recovery for the activities provided; (d) these items are priced to cover the cost of the item plus normal commercial mark-ups; (e) these items are priced at below the cost of providing this activity as Council considers that full cost recovery would deprive the members of the community of the ability to participate/enjoy these activities. The pricing policy identifier (A, B, C, etc.) appears beside the various fees shown in Council’s list of fees to be charged in 2015/2016.
