Statement of Commitment to Aboriginal Australians Council acknowledges and respects that Aboriginal Australians were the first people of this land and the Wiradjuri people were the first regional custodians of the Wagga Wagga Local Government Area. This recognition includes acceptance of the rights and responsibilities of Aboriginal Australians to participate in decision making. Introduction
Mayor’s Foreword Globally and locally a healthy and sustainable environment is integral to achieving community wellbeing, quality lifestyle options and creating a strong connection between people and the place in which they live. The natural environment provides the essential elements all communities need to remain healthy, like water and soil and also gives people the opportunity to enjoy all that biodiversity has to offer. The built environment is fundamental to economic prosperity, social cohesion and community well-being. It is essential to have the right mix of residential and commercial development, retail areas, social services and recreation, cultural and environmentally focused precincts. At Wagga Wagga City Council we are committed to working with the community to create a place which is sustainable; economically, environmentally and socially. A place where people are proud to live, work, play and visit.
The development of the Strategy has been a collaborative effort with participation from community members, key stakeholder groups, Government Departments, as well as Councillors and Council staff. Introduction
Wagga Wagga Local Government Area Nestled on the banks of the magnificent Murrumibidgee River in the heart of Wirradjuri Country in Southern NSW, Wagga Wagga is a dynamic and cosmopolitan regional city, centrally located between Sydney, Melbourne and Canberra. The Wagga Wagga Local Government Area (WWLGA) is home to 60,000 residents, of which 90% live in the city of Wagga Wagga. The WWLGA occupies 4,866 sq km and inlcudes the rural villages of Collingullie, Currawarna, Galore, Humula, Ladysmith, Mangoplah, Oura, Tarcutta, and Uranquinty, which provide strong community links to the surrounding farmland. The city of Wagga Wagga, the largest in regional NSW is known for its quality industrial, commercial, education and defence facilities together with its rich arts community and sporting culture. The nine villages of the WWLGA offer a rural community lifestyle in close proximity to the vibrant regional city of Wagga Wagga. In the South and East of the WWLGA the farmland extends through undulating hills, becoming steeper in the far South-East. Native vegetation in the East of the WWLGA is Box-Gum woodlands and Eucalypt forests. The North and West of the WWLGA has low rolling rises and native vegetation of open Box-Gum and Callitris woodlands. Most native vegetation in the WWLGA is classified into one of the three major Endangered Ecological Communities and there are more than fifty threatened plants and animal species living in the region.

Introduction
Ecologically Sustainable Development Wagga Wagga City Council is committed to the principles of Ecologically Sustainable Development (ESD). The Local Government Act of 1993 defines ESD as the effective integration of environmental, economic and social considerations in the decision-making process. ESD can be achieved through implementing the following principles: 1. The precautionary principle - where there are threats to serious or irreversible environmental damage, a lack of scientific certainty should not be used as a reason for postponing measures to prevent environmental degradation. In the application of the precautionary principle, public and private decisions should be guided by: careful evaluation to avoid, wherever practical, serious or irreversible damage to the environment, and an assessment of the risk weighted consequences of various options. The precautionary principle requires decision making to give the environment the benefit of the doubt.
3. Conservation of biological diversity and ecological integrity should be a fundamental consideration. 4. Improved valuation, pricing and incentive mechanisms - environmental factors should be included in the valuation of assets and services, particularly for the following: polluter pays (those who generate pollution and waste should bear the cost of containment, avoidance or abatement); the users of goods and services should pay prices based on the full cycle costs of providing the goods and services, including the use of natural resources and assets and the ultimate disposal of waste; and environmental goals should be pursued in the most cost effective way by establishing incentive structures, including market mechanisms which maximise benefits or minimise costs in the development of local solutions and responses to environmental problems.
2. Intergenerational equity - the present generation should ensure the health, diversity and productivity of the environment are maintained or enhanced for the benefit of future generations (that is all generations may use or expect to benefit from the nations resources).

Integrated Strategic Planning The Strategy is integrated with Council’s Mission, to “contribute to a vibrant and growing community by providing excellence in leadership, and delivery of ‘best value’ infrastructure and services, supporting quality living in an improving sustainable environment” (Wagga Wagga City Council Management Plan 2008 2012). The Strategy development integrated community engagement and benchmarking research with a review of existing key documents. Community members and organisations, stakeholders, Council management and elected Councillors shared their local knowledge to identify important environmental themes and project ideas, other sustainability strategies developed by Local Government were researched and key strategic documents which impact on the WWLGA were reviewed. The Wagga Wagga City Council Community Strategic Plan 2008 - 2018 - Our City, Our Tomorrow includes goals which relate to the key performance areas of Environmental, Social, Economic, and Governance. Environmental sustainability contributes to and is impacted by each of Council’s key performance area goals. The Wagga Wagga Environmental Sustainability Strategy aim and objectives have been developed in response to the outcomes of the research and are integrated with the Community Strategic Plan’s goals. The aim highlights the important role environmental sustainability plays in place making and the objectives are aligned with the State of the Environment themes of water, waste, climate change, energy use, air quality, biodiversity, land and heritage. Importantly the objectives also reflect the integration of environmental sustainability with Social, Economic and Governance considerations.

Environmental Sustainability Aim The Strategy aims to improve the sustainability of the local environment, balance the needs of the built and natural environments and ensure development strengthens the connection between the community and the natural environment to create a sense of place and enhance community well-being.

Introduction
Strategy Measurement and Evaluation The Strategy implementation will be managed by Wagga Wagga City Council. Council will work with State and Federal Government, key stakeholders, research organisations, industry and community groups to implement the initiatives of the Strategy. The `Implementation Plan’ section of the Strategy documents the current funding status of each initiative. Most initiatives are funded, either by Council or grant funding. The initiatives which are currently unfunded will be developed to form applications to source grant funding or become part of Council’s City Partnership Program. The implementation of the Strategy will be monitored through the development of key performance indicators in Council’s Management Planning and Reporting process. Action Plans will be developed to include detailed key performance indicators for each initiative during the implementation of the Strategy. Council actively participates in a number of benchmarking frameworks inclusive of National and State associations which ensure the organisation is working to best practice targets which are benchmarked to other government and industry members. The State of the Environment Report, which is produced annually will evaluate the implementation of the Strategy and will be linked to the initiatives. The Strategy is a living document which will be reviewed and updated during its implementation. The `Implementation Plan’ section of the Strategy will be updated annually to reflect any funding changes and new partnership opportunities.

Water
Water Water is essential for life. Not only is all life on Earth based on carbon and water, but by flowing across, through and under the landscape, water also connects patterns and processes of various kinds and ensures the survival of all species, including people. Inland waters are therefore an essential part of this world. Water has many values—aesthetic, cultural, natural and economic—and like many ‘common property’ resources, it is managed by a variety of means for a variety of ends. Inland waters are heavily used and, as the human population grows, are under threat from pollution and overuse.

Waste
Waste People generate large volumes of waste in the course of their daily activities. This can occur in solid, liquid or gaseous forms and can come from households, businesses and industry. Some of this waste is recovered via reuse or recycling, and the remainder is disposed of into landfills. Material that is not recovered is, in effect, a wasted resource and may cause environmental harm. Litter is unsightly, and can cause injury to both humans and wildlife, contaminate soil and water, or start a bushfire. Landfilled waste takes up space, and can result in soil and water contamination and the generation of methane. While the process of incinerating waste reduces the amount of material going to landfill, it results in the emission of a range of pollutants to the atmosphere. Climate, Air and Energy The state of the atmosphere is a key measure of the health of the environment. Climate affects all animals and plants as well as the economic, social and physical wellbeing of our society. The composition of the atmosphere dictates air quality, which affects human health and aesthetic values, as well as ecological systems. As with most environmental issues, pressures on the atmosphere are closely linked to human population and activity. The type and scale of activities carried out and the amount of energy consumed (leading to greenhouse gas emissions) contributes significantly to global warming and the depletion of the ozone layer. Biodiversity
Biodiversity Biodiversity reflects 300 million years of evolution separated from the rest of the world, 60 000 years of human occupation, and the impacts of the past 200 years. Biodiversity, together with non-living components of ecosystems such as soil and water, generates the processes and delivers the services that enable humans and all higher life forms to exist. Ethical principles dictate that all species have a right to exist, and that future generations have the right to enjoy a similar quality of life and choices as present generations. We gain aesthetic and cultural benefits, such as a sense of place and identity and spiritual connections, from landscapes rich in biodiversity, and its role in functioning ecosystems support much of our economic prosperity directly and indirectly. Land
Land Land is an essential resource that drives the economy while at the same time being a critical component of the natural environment. Good landuse planning can help sustain ecological systems and biodiversity while still permitting residential development, recreational open space and sustainable agriculture and industry. The WWLGA is quite unique in that it encompasses the City of Wagga Wagga itself, the surrounding villages of Collingullie, Currawarna, Galore, Humula, Ladysmith, Mangoplah, Oura, Tarcutta and Uranquinty as well as a large rural area. Heritage
Heritage Heritage is the important qualities, customs, traditions and beliefs that are shared by a large group of people and passed from generation to generation. It includes Aboriginal and non-Aboriginal heritage, and encompasses the surrounding landscape layered with places and associated objects, and tells the story of who we are, what we have done, and our relationship to the environment. We have shaped that landscape and it has shaped us and how we have lived, and formed our cultural identity. To Aboriginal people, the environment itself is a cultural artefact, having been created by ancestral beings; Aboriginal story and ceremony in language; the Dreaming, maintains the country and a group's identity with that country. To other Australians, heritage places are landscapes or buildings of historical or intrinsic value. Awareness of and attachment to this heritage motivates us to protect, conserve and celebrate it. Pressures on this heritage result from inadequate understanding, lack of legislation and protection programmes, lack of skills and resources, and developments that impinge on its integrity. Sustainable Wagga Wagga Sustainability is most simply defined as ‘living today so as not to compromise the needs of future generations’. To have a sustainable future for the Wagga Wagga LGA there needs to be a balance between the needs of the environment, the economy and society. If we change one of the elements of sustainability without recognising its connection to the other two, problems can occur. Every environmental issue is a local environmental issue, and needs leadership from a local level. Local Government is the sphere of government that is closest to the people and environment. Every issue, whether it is Social, Economic or Governance related has a distinct impact on Local Government and its environmental roles, responsibilities and capacity, both now and in the future. Strategy Methodology Council takes a holistic approach to strategic planning. This was suggested by the NSW Government through its planning reform initiative `Plan FIRST’ and the Department of Local Government 2006 options paper `Planning a Sustainable Future’. The principle of integrated planning acknowledges that all Council business impacts on the local environment and that ecologically sustainable development is fundamental to a healthy community (Wagga Wagga City Council, Community Social Plan). The Environmental Sustainability Strategy development was based on this principle. The Community Strategic Plan was developed based on the 2006 community survey and input from rural villages meetings and various Council committees. The Community Social Plan and the Local Environment Plan are also based on extensive community consultation processes in 2007 and 2009 respectively. The Environmental Sustainability Strategy is integrated with all three of these key Council plans and therefore the community research which was used to develop them. Research for the Strategy included a review of other Local Government environmental plans and strategies and a ‘best practice’ model case study of City of Sydney. Strategy Methodology
A systematic approach was used to gather information from the community, key environmental stakeholder groups, State Government Departments and Council during the Strategy development. A community survey was conducted with more than one hundred responses received. The survey was available at selected Council facilities, on the Council website and was distributed to a cross section of community groups in the WWLGA. The following key stakeholder groups from across the WWLGA participated in Environmental Sustainability Workshops: Climate Rescue of Wagga Wagga Erin Earth Management Committee Sustainable Wagga Wagga Group Wagga Wagga Urban Landcare Kyambea Landcare Tarcutta Valley Landcare RH Blake and Company farmer’s network. The workshops were conducted as part of the key stakeholder group’s meeting and were for the most part an hour in duration. The workshop was designed around three simple questions: 1. What is working well for the local environment? 2. What are the major environmental issues for the WWLGA? 3. What are some possible solutions to these issues?

Meetings were conducted with representatives from Charles Sturt University, the NSW Roads and Traffic Authority, Department of Environment and Climate Change, NSW Maritime and the NSW Department of Primary Industries. Information was also sent to State Government Agencies via the Regional Natural Resources and Economic Development Cluster. Wagga Wagga City Council Councillors and Executive Team members participated in Strategic Environmental Sustainability Workshops, where environmental issues were examined and solutions proposed. Council’s Executive Team also conducted a Sustainability Health Check of internal management practices, corporate systems, strategic planning processes, Council leadership and change promotion. Council established a cross-directorate Environmental Sustainability Steering Committee to assist with the development of the Strategy and to ensure the initiatives reflect the entire organisation. The `Implementation Plan’ was developed to provide an indication of the Lead Council Division, Potential Partners and current funding status of each initiative. It also shows the link to other key documents, and an estimated timeframe for implementation.
