Fate of fire halls to be decided upon
Wednesday, August 11, 2021
By Ron Giofu Will Amherstburg have two fire stations in the future or will the town stick with three? That is a decision facing Amherstburg town council and fire chief Bruce Montone has a report before them presenting elected officials with two options on how to proceed. The report was on Monday night’s council meeting but that meeting was cancelled. A new meeting date was not announced as of press time. The three current stations are aging, he noted, and showing the signs of age. Montone said station #3 in Malden Centre is too small for modern fire trucks while other stations are starting to deteriorate as well. “We will ultimately need a decision,” said Montone. “Are we going to operate out of two locations or are we going to offer services out of three?” Montone said the process is about asset renewal and he is awaiting direction from council on how to proceed. “I can’t move forward on this until they tell me what they want,” said Montone. “If we need to replace them, now is the time.” Mayor Aldo DiCarlo said the town faces “long standing issues” relating to the fire halls. He said there is no option to stay as is and still move forward. “We’ve got some very old stations and equipment and we need to repace it,” he said. “As the evaluation processes neared completion and the analysis of existing service levels were completed a better understanding of the fire service’s existing capability to provide operational services was realized. It then became abundantly clear to staff that changes were required in order to improve initial response capabilities

of the service; however, the capability to provide even the lowest level of effective response for concurrent emergencies or major incidents involving high or extreme risk properties presents a significant threat to the Town,” stated Montone, in his report. “During the evaluation of response capabilities in various parts of the Town it was found that there were deficiencies in the ability of the town to provide 15 firefighters in nine minutes and ten firefighters in ten minutes coverage targets in specific areas of the Town.” Montone stated the Amherstburg fire department has studied various redeployment and station relocation scenarios to try and mitigate the risk. A one-station model was ruled inadequate from a level of service perspective while a four-station model was “more than adequate” from a service level but the costs to provide that model were “unreasonable.”

“Several scenarios were investigated and mapped out to evaluate a three-station model in optimal locations based on the geographical make up of the town, giving consideration for risks, location of firefighters and future growth as established in the Town’s Official Plan. A threestation model was considered the most expensive option and includes construction of two new fire stations, a major upgrade to the third station and the need for twenty additional volunteer firefighters,” Montone stated. Montone added a two-station consolidation model would utilize the current number of volunteer firefighters “with no related increases to staff or vehicles. This seems to present the least expensive option of those considered, with the lowest operating cost and as fire stations when newly built, are expected to last 40-plus years.” Continued on Page 6
