Three staff members no longer with town, mayor confirms By Ron Giofu

The trio of senior managers with the Town of Amherstburg that were escorted from town properties have been disclosed but the public still seeks answers as to why. The three people – CAO John Miceli, director of corporate services Cheryl Horrobin and director of planning and development services Nicole Rubli – were informed late last week they were no longer employed by the Town of Amherstburg, according to Mayor Aldo DiCarlo. Miceli had been with the town since October 2014, while Horrobin came on board in February 2018. Rubli spent 12 years with the town, and began her new role as a director in April of this year. She had been the manager of licensing and enforcement prior to that. DiCarlo said how to proceed on filling the positions on a full-time basis has yet to be decided by council. “It’s obviously a multi-step process,” he said. “I fully expect to have another meeting with council on how to proceed forward.” The three senior staff members were asked to leave the Amherstburg Municipal Building and the Libro Centre Aug. 9. DiCarlo has maintained that had nothing to do with the cancellation of that evening’s town council meeting, stating it “wasn’t a heavy agenda” to begin with. The Windsor Police Service – Amherstburg Detachment were called in to assist in having the staff members leave, but DiCarlo has emphasized there were no arrests and stated the matter wasn’t criminal in nature. While rumours are still flying, the mayor wasn’t confirming why the three are no longer with the municipality. He confirmed their identities late last week. Town council had a lengthy in-camera meeting the evening of Aug. 16. “Unfortunately, it’s still a personnel matter,” he said last Friday morning. “Council made a decision based on what it believes is best for the town and its residents.” While DiCarlo stated he understands members of the public want to know more, “council has a fiduciary responsibility to mitigate any future litigation.” He added council was “put in a very difficult position” and that it was “a very difficult decision” to arrive at. “Unfortuately, this is where we are now,” he said.
