Decision deferred on possible parkland sale

A decision whether to sell two acres of the remaining 12 acres of H. Murray Smith Centennial Park has been deferred. Amherstburg town council heard from the proponent for a four-storey, 177-unit assisted living facility that is looking at the northwest corner of the park but council also heard from citizens vehemently opposed to selling any parkland. With the proposed development now public, town council members opted to delay the decision with the aim of garnering more input from the community. Council voted 6-0 to defer agenda item 15.5, which would have declared the two acres surplus and directed interim CAO Tony Haddad to enter into an agreement of purchase and sale. Mayor Aldo DiCarlo declared a conflict of interest and didn’t participate in the debate. Dr. Peter Nord, representing Stillbrook Accessible Retirement Living, said he is looking to develop the first of his proposed non-profit facilities in Amherstburg. The price point would be $3,200 per month for residents including meals and associated services, Nord added, noting Stillbrook is working with Amico and Hotel-Dieu Grace Healthcare. “We’ve got a lot of local partners that would like to see this happen,” he said. “We have a lot of provincial partners that would like to see this happen.” Nord noted there could be as many as 20-30 jobs, should the development proceed. Councillor Don McArthur asked why this wasn’t done elsewhere and Nord said the COVID-19 pandemic has been a factor. He also noted there was a proposal for the former Grace Hospital site in Windsor but the city chose another proponent. Nord acknowledged the land is worth in the area of $1.9 million now but asked that it be sold for the
original appraised value of $900,000. He also asked the town to waive development charges and building fees, as well as for a height variance. Councillor Michael Prue confirmed with Nord the value of the development is in the range of $30-$40 million and questioned the need for the lower land cost and fee and development charge waivers. He estimated that could amount in about $2.2 million in lost revenue for the town. He also asked Nord who he worked with in Amherstburg before the matter came to council. “You must have had people saying, ‘keep going, keep going,” said Prue, with Nord responding he worked with “the previous CAO.” Councillor Peter Courtney questioned how the relationship with Amherstburg came about and Nord said he worked with Amico and Hotel-Dieu Grace Healthcare and after working on the proposed Grace Hospital project, he was then suggested to try Amherstburg.
