County of Essex wants more help for small businesses

By Ron Giofu The County of Essex is calling on upper levels of government to step up and provide further financial assistance to help small businesses.

Warden Gary McNamara made an appeal during his remarks at last Wednesday night’s meeting of Essex County council. He also referenced a letter that the County of Essex has sent to the premier’s office

requesting such aid.

“I’m especially concerned for the small businesses of Windsor-Essex,” said McNamara. “They are once again struggling to keep their doors open due to the ongoing burden of public health restrictions which are costing them money and customers. This region has been especially hit hard because of the pandemic which has for two years prevented the usually steady flow of U.S. customers from crossing the border.”

McNamara said they are grateful that the province has announced that eligible businesses were able to apply for up to $10,000 to help with the modified Stage 2 restrictions. However, “we all know it’s not enough,” he said, adding that correspondence has been sent to Premier Doug Ford asking for additional assistance for businesses.

previous heritage bylaw and to have the notices issued to concurrently re-designated to make the designation specific to the portion of the property containing the heritage building.

The project at 72 Murray St., represented by the ownership group’s architect Settimo Vilardi, had its site plan approved by town council. Council members gushed about this development as well.

“I think this is a wonderful project,” said Prue. “Thank you for doing this. This is tremendous. I can’t think of a better use for this building.”

Councillor Don McArthur was similarly pleased with the project.

“This looks an absolutely fantastic project in the downtown that is bursting to life,” said McArthur.

McArthur noted many people are still wanting to see hotel space and said the boutique hotel aspect was something that caught his eye. He asked how many rooms there are and Valardi pointed out there will be eight rooms on the second floor that will be accessible through codes that will be sent to people who reserve the rooms.

The rooms will also have different themes, though those themes have not yet been decided upon.

Construction is planned to begin in the spring, he added.

“This is a great development for the Town of Amherstburg,” added Mayor Aldo DiCarlo. “We’ve been waiting for this for a long time.”

DiCarlo told Vilardi that people see a development so well done, the question becomes “how soon can it get done.”

In a separate motion, town council also declared another recently restored property as heritage. A heritage designation was given to 65-67 Richmond St., owned by Richard and Colleen Peddie, with that being the location of the River Bookshop.

Two local projects clear hurdles after council moves them forward

A pair of local projects have been moved forward by Amherstburg town council.

Town council removed some hurdles for projects at 247 Brock St. and at 72 Murray St. The former sees the former St. Anthony School and House Youth Centre building being transformed into “The Lofts at St. Anthony” while the latter project sees the former 2-Way Automotive building at the corner of Murray St. and Ramsay St. transformed into a building with retail and a boutique hotel.

The Brock St. development, owned by Terry Jones Realty Inc., was represented by the Rosati Group and planner Jackie Lassaline from Lassaline Planning Consultants Inc. with Lassaline noting they recently appeared before the town’s heritage committee.

Lassaline pointed out the committee approved an option for a revamped elevator and elevator shaft building, with that building being approximately 16 per cent smaller than what was presented in the past, meaning it is just shy of three feet shorter and almost five-feet narrower than what was originally presented. The option the committee approved also had charcoal finishes to the exterior.

“I think it’s a very nice option,” Lassaline commented.

Councillor Michael Prue was enthusiastic about what he saw.

“I think it’s absolutely stupendous, remarkable,” said Prue.

Prue questioned the proponents about the process and whether others restoring heritage buildings should go through it. Lassaline responded that they had thorough discussions with the heritage committee, council and staff, adding “staff were very helpful.”

By Ron Giofu The Liberal candidate for the riding of Essex is working to turn the area red later this year.

Manpreet Brar, a community leader and advocate, is running under the Liberal banner in the June 2 provincial election and is trying to bring the riding back into Liberal hands, something that it hasn’t been since Bruce Crozier was the area’s representative.

“I have been a resident of LaSalle since 1997,” she said. “I have been living here with my husband and two children.”

Brar noted her son is pursuing a career in electrical engineering while her daughter is going for a degree in medicine. She noted her father is both a veteran and a farmer.

“I enjoy my time volunteering and being involved in the community here,” she stated.

Brar added that, since 1998, she has worked for an energy company that has over 2.2 million customers and that she has been in “various global leadership positions.” She added she has been working on a grassroots level with the Liberal Party since 1993 and has been involved with elections as a volunteer and a strategist.

“Essex is based on wholesome values and a sense of community,” said Brar. “I am running because I want to make a difference and be a strong voice in Queen’s Park.”

the issue and said the mental health and social skills of children has been hurt due to school closures and how the pandemic has been handled.

“Our children deserve so much better,” she said.

Liberals would have rapid tests in schools and make COVID-19 vaccines a required inoculation for students.

There would also be a public education campaign and rapid tests in schools as well as greater availability of HEPA filters and N-95 masks for students and staff. The party would also implement an “education rescue plan” with smaller class sizes capped at 20 students, prioritize in-person learning and closing the learning gaps.

“Parents are really worried about their children’s lives being disrupted and about lockdowns,” she said.

Small businesses have struggled throughout the pandemic and Brar said a better plan is needed. She

believes the Liberals have that plan and that pleas to help keep schools open and to make necessary investments have been ignored.

“We need immediate inaction on COVID-19 to protect Ontarians and prevent closures,” said Brar.

Seniors face significant delays into getting into longterm care homes, Brar also stated, and said she knows of some cases of people paying as much as $60,000 to put a parent into a private facility.

“That is not acceptable,” she said.

Liberals will also give an $8,000 rebate towards the purchase of electric vehicles and $1,500 towards charging equipment, with Brar noting Ford’s cuts to electric vehicle rebates in 2018. She added the Liberals have a plan to give rebates on the purchase of winter tires to help keep the roads safter.

Brar said when public health conditions permitted, she has knocked on over 10,000 doors in the community.

She said she is accessible and approachable and wants to bring everyone’s voice to Queen’s Park.

“I am open to suggestions as well,” said Brar. “I am going to be the voice of the common person here.”

Acting medical officer of health calls for new measures to help gauge “burden of disease”

By Ron Giofu The Windsor-Essex County Health Unit met virtually last Thursday afternoon with the acting medical officer of health stating further metrics are needed to properly gauge how COVID-19 is impacting the community.

Dr. Shanker Nesathurai, acting medical officer of health, said there has been “a significant transition to how we acknowledge the burden of disease” at this point in the pandemic.

“In short, I don’t think we can articulate if the burden of disease is less or greater today than the last time the board met,” Dr. Nesathurai.

Dr. Nesathurai said the reason for that is because they don’t have access to testing the way they had before.

“Testing is a wonderful convenience metric, meaning the number of people who have the disease can be ascertained by the number of people who have a positive test,” he said.

With the shift in the availability of testing resources, WECHU have to use other parametres to gauge the burden of disease, he indicated.

“At this point, I would say we cannot conclude whether it is any worse or any less than it was a month ago,” he added. “There are certain facts we can use to help guide our decision-making.”

The number of deaths from COVID-19 is a factor, he indicated, and that many of the deaths are those not all people “in the twilight of their life.”

“Many are premature deaths. These are people, save for COVID, who would have lived many more years,” said Dr. Nesathurai. “The majority of the deaths are from people who are unvaccinated and the remainder of the deaths for the most part are people who are vaccinated but have significant medical illness. An example of that is someone who had a kidney transplant who perhaps were doing quite well until they developed COVID.” Dr. Nesathurai warned that “every person who is admitted to the hospital with COVID means that other essential services cannot be provided.” He noted that the province directed hospitals to cancel scheduled surgeries in preparation for the Omicron variant.

“We still have significant burden of disease in the community,” he told the board of health during the virtual meeting.

A “suite of metrics” need to be developed to further measure the burden of disease, Dr. Nesathurai continued, with those metrics possibly including the number of outbreaks, the number of deaths, the number of hospitalizations, and wastewater data.

“It goes without saying in public health practice that whenever we evaluate a problem, we have to first decide what our goals are and then measure the baseline,” he said. “And then we institute a series of policies or interventions and then evaluate what the effect of those measures are on the baseline data. Only with that can we actually have effective public health practice.”

Dr. Nesathurai added he is hopeful the province will develop a group of measures to evaluate the burden of disease. He said as there is relaxation of public health measures, the burden of disease is tied to the public health measures.

In Amherstburg, WECHU is hosting a third COVID-19 pop-up clinic at the Libro Centre this Friday. It will be held from 10 a.m.-3 p.m. with people interested in getting a first, second or third dose able to enter the door nearest the football field and come in without an appointment.

Another member of town administration is moving on, but there are some coming in as well.

The latest staff member to depart the town’s ranks is manager of planning services Frank Garardo. Garardo, who joined the town in 2019, announced his departure Jan. 14 and Mayor Aldo DiCarlo said he is moving on to Windsor. Garardo joins a list of about a dozen staff members that have left the town’s ranks for one reason or another since mid-August.

DiCarlo indicated it was for the same reasons as many of the other departures, with that being compensation.

“People have different reasons for switching jobs. A lot of times it is compensation,” he said.

In most cases, employees who announced they are leaving gave “reasonable notice” and that has allowed interim CAO Tony Haddad to get interim people in place. DiCarlo believed Haddad has been “quite successful” in getting interim people in place until permanent replacements can be found.

“The (filling of) permanent positions are coming along quite well,” the mayor maintained.

While noting the town is sorry to see Garardo leave, DiCarlo said progress is being made on filling some of the other positions. A new director of corporate services/treasurer has been hired, he

stated, as well as a new manager of human resources and a new manager of recreation services. No names have been disclosed at the present time.

Two of the confirmed new hires are coming in from other municipalities, he said, while the other person is coming from a “public service job.”

“We are probably very close to another three,” he said. “We can’t announce them yet to be fair to the new employees.”

Their names will be out soon enough, he said, as will the three other positions that are close to being filled, as the town doesn’t want to “surprise” the new staff members’ current employers by releasing information too quickly.

“The bad news is we lost another staff member,” said DiCarlo. “The good news is that more people are being hired.”

The search for a new, permanent chief administrative officer (CAO) is also progressing, according to the mayor.

“We’re getting really close,” said DiCarlo. “We’re getting down to the final interviews.”

After the new CAO is hired, there will have to be a period where that person gives notice to their current employers before they are able to begin their new duties in Amherstburg. He added the new CAO could start within the next couple of months.

“If all goes well, late-February or early March, maybe, which was pretty close to what we had predicted,” he said, of the timing of the new hire.

Economic development officer would be burden to taxpayers The operation of our town, paying for infrastructure and staffing requirements, keeping our service and delivery levels constant, increasing our reserves, keeping our tax increases responsible is going to be very challenging. The position of an economic development officer would add a financial burden to the taxpayers of our community that is not needed.

We have seen from recent history in Windsor-Essex County that economic development officers accomplished very little, and that their salaries were not justified. Any would be investor can easily access our demographics, our education and skill sets, the type of salaries and wages paid, and the type of investment properties available. We have many economic development officers in our community called professional real estate sales agents. These professionals can

market and move any property and bring development far easier than an economic development officer.

The advisory committee should reach out to this group to form a roundtable of agents that can give their recommendations for consideration. We also have a community group called Thrive who through well researched White Papers aim to move Amherstburg forward. This volunteer group of caring professionals and residents have been met with some resistance and disrespect by some council members.

If council moves to hire a development officer, they will be told what already is being given to them for free.

To build your community you need to protect and promote your history and heritage buildings. You need to promote health and well-being such as the

successful global phenomena called Open Air events. You need to rezone heavy industrial land to avoid loud polluting industries that threaten your community.

You need to promote sports tourism by creating Amherstburg-run tournaments.

Hockey, baseball, soccer, golf, table tennis, chess, the possibilities are endless.

You need to tap into the unlimited resources of baby-boomers who are retiring and could act as good will ambassadors for Amherstburg if they are given some teeth and a reason.

You can address affordable housing by eliminating development charges for developers who shoulder all the risk, and pay for everything. Streets, sewers, lights, everything at no cost to the town.

County sends letter to Premier’s office seeking more help for small businesses Continued from Page 1

“The County of Essex has written the premier and encouraged him to boost the supports available to help small businesses survive and we want the province to give small businesses immediate access to the portal for grants and subsidies,” McNamara stated.

The warden also said the County of Essex is urging the federal and provincial governments to work together to reinstate the commercial rent assistance program.

“We are also calling on the province to provide financial assistance for businesses implementing vaccine certificate protocols such as adopting the use of QR code readers and adding staff to check vaccine passports,” said McNamara.

McNamara added that small businesses need the extra help as do the people that work for them.

“Small businesses and their employees in Windsor-Essex certainly need a lifeline and their survival ensures a better future for our region,” the warden stated. “If there is a wave of closures due to nothing other than this grueling pandemic, it will be a tragedy. We cannot let that happen, so I urge residents to give these businesses a boost with your patronage. Every little bit helps.”

The county’s letter, which was part of the agenda package for last Wednesday’s virtual meeting, contained much of what McNamara stated at the meeting. The

letter also called for the government to expedite the rollout of the Ontario Small Business Support Grant and to consider boosting the supports available under that program as well as implementing additional support programs for small businesses.

“We agree with Vic Fedeli, Minister of Economic Development, Job Creation and Trade that ‘small businesses, job creators and the entrepreneurial spirit are the backbone of Ontario’s economy’ and encourage you to consider providing additional supports to struggling businesses in Essex-Windsor,” the letter, co-signed by McNamara and county CAO Mike Galloway, states.

“The rise of the Omicron variant has had a devastating impact on local businesses, who were already struggling two years into this pandemic. Not only must these businesses deal with closures, capacity restrictions and the cost of implementing vaccine certificate protocols, but also with members of the public who are reluctant to shop local as they perceive it safer and more convenient to shop online.”

The letter also stated: “Even before Omicron, nearly two-thirds of small businesses across Canada had not seen sales return to normal levels. And, of this group, nearly a quarter report their business may fail within the next six months.

The need for significant and immediate financial help is critical.” It concludes by stating “(r)apid action and significant

support is needed to avoid a wave of small business closures in Essex-Windsor and we urge you to push both privately and publicly for these measures.”

The province pointed out programs to help small businesses in a press release issued last Thursday which also included plans for easing restrictions.

To support businesses required to close or reduce capacity due to the public health measures put in place to blunt the spread of the Omicron variant, the provincial government has launched the Ontario Business Costs Rebate Program .Through the new program, the government says it will provide eligible businesses with a rebate payment of up to 100 per cent for property tax and energy costs they incur while subject to these restrictions. Applications for the program opened Jan. 18.

The government is also introducing a new COVID-19 Small Business Relief Grant that will give businesses subject to closure under the modified Step Two of the Roadmap to Reopen a $10,000 grant. The money will flow to eligible businesses in February. In addition, the government is also improving cash flows for Ontario businesses by making up to $7.5 billion available through a six-month interest- and penalty-free period for Ontario businesses to make payments for most provincially administered taxes. This penalty and interestfree period started Jan. 1. This supports

businesses now and provides the flexibility they will need for long-term planning.

More information on the easing of restrictions is found on Page 5.

One of the local small businesses that has been impacted has been Wolfhead Distillery. Danielle Moldovan, who handles marketing and events for the Howard Ave. craft distillery, said they had to close the restaurant portion of the business during the current round of provincial restrictions and, even before the current guidelines were instituted, still had Christmas parties cancelled due to capacity limits.

“Our staff had to be laid off,” she said, estimating there are at least ten people on the restaurant side of the business impacted.

The wait staff rely on tips to make money, she added, and noted they all have bills to pay and families to support. She indicated they are looking at different options on how to proceed when restrictions relax.

“There’s a lot of unknowns,” said Moldovan.

Take-out hasn’t been an option in recent weeks, she added, as their location makes it more difficult to attract people so it is more cost-efficient for the restaurant to stay closed rather than call in staff and fire up equipment. She added they hope people come back and support them once restrictions loosen.

Government restrictions being “cautiously and gradually” eased by province

By Ron Giofu The Ontario government, in consultation with the Chief Medical Officer of Health, released details of steps to cautiously and gradually ease public health measures, starting Jan. 31.

“The evidence tells us that the measures we put in place to blunt transmission of Omicron are working,” said Premier Doug Ford. “We can be confident that the worst is behind us and that we are now in a position to cautiously and gradually ease public health measures. While February will continue to present its own challenges, given current trends these are challenges we are confident we can manage.”

As a result of the additional public health measures enacted on January 5, 2022, the province states it is beginning to see signs of stabilization in key public health and health system indicators. Per cent positivity has fallen and new admissions to hospital have started to stabilize with length of stay shortening considerably, according to the Ontario government.

In the absence of concerning trends in public health and health care indicators, Ontario will follow a cautious and phased approach to lifting public health measures, with 21 days between each step, the government states.

Effective Jan. 31 at 12:01 a.m. Ontario will begin the process of gradually easing restrictions, while maintaining protective measures, including but not limited to increasing social gathering limits to 10 people indoors and 25 people outdoors and increasing or maintaining capacity limits at 50 per cent in indoor public settings, including but not limited to restaurants, bars and other food or drink establishments without dance facilities; retailers (including grocery stores and pharmacies); shopping malls; non-spectator areas of sports and recreational fitness facilities including gyms; cinemas, meeting and event spaces; recreational amenities and amusement parks, including water parks; museums, galleries, aquariums, zoos and similar attractions; and casinos, bingo halls and other gaming establishments; religious services, rites, or ceremonies.

The province will also be allowing spectator areas of facilities such as sporting events, concert venues and theatres to operate at 50 per cent seated capacity or 500 people, whichever is less.

Enhanced proof of vaccination, and other requirements would continue to apply in existing settings, the province states.

Effective February 21, 2022, Ontario will lift public health measures, including increasing social gathering limits to 25 people indoors and 100 people outdoors; removing capacity limits in indoor public settings where proof of vaccination is required, including but not limited to restaurants, indoor sports and recreational facilities, cinemas, as well as other settings that choose to opt-in to proof of vaccination requirements; permitting spectator capacity at sporting events, concert venues, and theatres at 50 per cent capacity; limiting capacity in most remaining indoor public settings where proof of vaccination is not required to the number of people that can maintain two metres of physical distance; indoor religious services, rites or ceremonies limited to the number that can maintain two metres of physical distance, with no limit if proof of vaccination is required; increasing indoor capacity limits to 25 per cent in the remaining higher-risk settings where proof of vaccination is required, including nightclubs, wedding receptions or event spaces where there is dancing.

Enhanced proof of vaccination, and other requirements would continue to apply in existing settings.

Effective March 14, Ontario will take additional steps to ease public health measures, including lifting capacity limits in all indoor public settings. Proof of vaccination will be maintained in existing settings in addition to other regular measures. The province also plans on lifting remaining capacity limits on religious services, rites, or ceremonies and to increase social gathering limits to 50 people indoors with no limits for outdoor gatherings.

To manage COVID-19 over the long-term, local and regional responses by public health units may be deployed based on local context and conditions, the province says.

In a related note, Ontario Liberals are calling on Ford to require booster shots for vaccine certificates. The measure is being proposed as a way to make sure today’s reopening announcement doesn’t result in another lockdown.

“Ontarians have been doing our part to fight COVID-19 and we deserve a plan to beat the fifth wave so we can safely return to doing the things we all love,” stated Ontario Liberal Leader Steven Del Duca. “That’s why we are calling on Doug Ford to make the booster shot a requirement for vaccine certificates.”

Ontario Liberals said in a press release they are also repeating their calls for more support to struggling small businesses, which continue to face restrictions that have been brutal for the livelihoods of so many entrepreneurs.

“I’m happy that 5.7 million Ontarians have made the responsible decision to

receive their booster, but it isn’t enough to ensure a safe long-term reopening,” added Del Duca. “So let’s make third doses a requirement in indoor public settings, support our struggling entrepreneurs, and get as many people vaccinated as possible so we can end the fifth wave and return to doing the things we love.”

New Democrats are calling for paid sick days for all, restored access to COVID testing, and an expansion of the vaccine certificate program to include places like LCBOs and cannabis shops.

“We all want the cycle of shutdowns and re-openings to stop. We also desperately need non-emergency surgeries to resume,” said Horwath. “That’s why any reopening now must come with other protection measures. I want at least 10 permanent paid sick days for all, so people with COVID symptoms can always afford to stay home and avoid infecting others. I am calling for access to COVID testing to be restored. And I’m calling for vaccine passports to be required in non-essential retail, LCBOs and cannabis stores.”

Horwath said she’s troubled by the lack of information being released.

“For people whose surgery has been cancelled more than once, and for parents, teachers and education workers it’s frustrating not knowing what data this decision is based on, and shocking that there is no plan to help them,” said Horwath. “Doug Ford says it’s the Chief Medical Officer of Health’s call. The Chief Medical Officer of Health says it’s Doug Ford’s call. Who the heck is calling the shots — and are any of their choices based on public health, or are they just based on politics? Ford should be transparent and release the data, and the advice, this decision was based on.”

“What makes a building is the staff that is moving into it. I can tell you from experience the staff at both Western Secondary School and General Amherst High School are amazing,” said DeBruyne.

DeBruyne was the principal at Western before coming to General Amherst five years ago.

Guidance departments from both current schools outlined how to pick courses, with current students being able to use the online “My Blueprint” system. New students at local feeder schools including Anderdon Public School, Amherstburg Public School and Malden Central Public School were scheduled to receive either virtual or in-person visits detailing how they could register with interested students from non-feeder schools invited to call 519-736-2149 ext. 30400 to obtain details. Students in the MAPS and STEPS programs were slated to get further assistance on how to apply using a paper method.

New high school promoted during virtual open house The new public high school is scheduled to open in Amherstburg in the fall and staff were trying to generate excitement for it during a virtual open house last week.

North Star High School is scheduled to open this September and the open house was designed to let incoming and current students and parents get an idea of what will be offered at the new school. The words “state-of-the-art” were used frequently by staff members during the virtual event as teachers went over the various programs that will be offered at North Star High School.

“We’re excited about our new build,” said Melissa DeBruyne, the current principal at General Amherst High School who will keep those duties at the new high school.

The point of the virtual open house was to show students and parents what they can expect at the school and one of the things DeBruyne highlighted was the staff from both General Amherst and Western Secondary School.

North Star’s programs hyped at open house

Matthew Baggio, a guidance counsellor at Western, said the courses being offered at North Star High School offer “great opportunities for all students.”

Tech shops and courses were a highlight, with DeBruyne noting there are six tech shops planned for the new high school. She said that is the most of any school within the Greater Essex County District School Board. Jamie Legault, a tech teacher at Western, noted those include transportation, construction, manufacturing, technical design, communication technology and cosmetology.

“This is an awesome opportunity for students,” said Legault. “This is an awesome opportunity for teachers.”

Glen Holden, who teaches in the tech department at General Amherst, said they are thankful to Integrity Tool and Mold for a donation that will help the manufacturing shop have state-of-the-art equipment. The new equipment at the school will help students learn in a hand-on environment.

Geography, history, business, English, mathematics, music, art, drama, learning supports and the MAPS and STEPS programs were also highlighted. MAPS stands for My Achievement Pathway to Success with learning support teachers on hand to aid students while STEPS will feature such amenities as a sensory room, kitchen and laundry facilities to assist students and other equipment to help students who need that program acquire necessary life skills.

Art teacher Samantha Thomas, a current Western teacher, said opportunities will exist for current Western students as courses like music and drama are not offered at Western at the present time.

The culinary program at the new school was also promoted, with teacher Joe Ciliberto calling it “an amazing program” that will be in charge of creating the food for the cafeteria.

“The culinary program at North Star is going to be unlike anywhere else in the province,” he said. “When you guys see the kitchen, it’s going to blow you away.”

A hair and aesthetics program will be offered in the cosmetology room at the front of the school with teacher Courtney Bastien noting courses will also include customer service and business building skills.

“We designed (the room) so people have easy access at the front of the building,” said DeBruyne. “We are looking forward to the community partnership.”

Jeff Larson, a science teacher at General Amherst, touted the space that his department will have with “absolutely huge” labs and new equipment and furniture.

“I think the students will really, really enjoy it,” he said.

Physical education department head Greg Scott also noted the increased size in that area with large gymnasiums. There will be three gymnasiums at the new school and he said the school is working with the town for use of Centennial Park until the playing field next

to the school is ready. DeBruyne also pointed out large bleachers have been approved for the new school.

Residents asked about a track in the question-andanswer portion and while no one offered an answer, renderings show that a future track has been planned for.

A question about what happens to artifacts and trophies currently displayed at General Amherst was answered by a statement promoting the school’s 100th anniversary celebrations May 14 and the inclusion of “decade rooms.”

“I love the enthusiasm,” added Ange Safranyos, the current principal at Western. “We are going to have lots of programs for the new school.”

Essex Region Conservation Authority holds AGM, re-elects chair and vice-chair

The Essex Region Conservation Authority (ERCA) held its annual general meeting (AGM) last week and reviewed its accomplishments over the past year.

The board also elected its chair and vice-chair for 2022 and they are a pair of familiar faces.

Tania Jobin, a councillor from Tecumseh, was acclaimed as chair. It will be her second year as chair with elections now being held annually instead of every other year.

Jobin acknowledged the past year and her first in the chair’s position. She noted that at last year’s AGM, ERCA could not predict what kind of 2021 it would be “but, as always, we continued to adapt and provide seamless service to those we serve.”

Among the “notable highlights” Jobin pointed out from 2021, she spoke of the number of people that went to local conservation areas and trails over the past year to improve their physical and mental well-being.

“It certainly reinforced these natural assets as essential to the landscape of our communities,” she said.

Jobin also said she was proud to celebrate the opening of the heritage and conservation centre at John R. Park Homestead “which will provide legacy of accessible and equitable experiential learning and will serve as a tourism hub.”

Jobin added she “was most impressed by ERCA’s digital transformation to improve service and reduce risks” and by the leadership demonstrated in developing a transition plan.

“This impressive model was adopted by several other authorities across the province,” she said.

The members of the ERCA board were thanked by Jobin for their dedication, commitment and support.

“One of the most important elements of this board is our relationships – with each other, with all levels of government, our volunteers and many others,” said Jobin. “I am pleased we had the opportunity to strengthen our relationships and continue our important watershed work to ensure the sustainability of the communities we all serve.”

Jobin added during last Thursday night’s AGM she was “very grateful” to return for another year as chair.

“There’s no question that a healthy economy, healthy citizens and a healthy environment are linked together,” she said. “The decisions we make will ultimately affect our children, our grandchildren, and our great-grandchildren as we strive to create a future of environmental sustainability for this region.”

Kieran McKenzie, a Windsor city councillor, will return as ERCA’s vice chair.

McKenzie is also a former ERCA board chair.

Jobin noted the Essex Region Conservation Authority receives its funding through grants, levies and revenues generated from fees for services. Municipal general levies are received quarterly and as billed for special direct benefitting projects, said Jobin.

Also as part of the AGM, a video was shown outlining what ERCA highlighted as its accomplishments.

That video is still available on ERCA’s YouTube channel.

One of the Amherstburg-related accomplishments that was pointed out was the development of the Enbridge Natural Playground at Holiday Beach Conservation Area.

Staff milestones recognized as part of the virtual annual general meeting were outreach and partnerships co-ordinator Gina Pannunzio (five years), IT support technician Bryan Schmidt (15 years), agricultural technician Michael Dick (15 years), and director of conservation services Kevin Money (20 years).

“Thanks to all of you for your dedicated service,” Jobin told the staff members.

Amherstburg firefighters extinguish a barn fire last Friday morning. It was at a barn in the 6900 block of Concession 6 North. It contained several exotic animals, including a kangaroo, snakes and tortoises.

Barn fire claims lives of exotic animals, causes about $150,000 in damage

By Ron Giofu A barn fire in Amherstburg last Friday caused about $150,000 damage and also resulted in the unfortunate loss of several animals.

The animals are said to include a kangaroo, tortoises, snakes, rabbits and chickens and belong to a business known for travelling through the area and educating people about such animals.

Amherstburg fire chief Bruce Mon-

tone said a few animals including a few chickens were able to escape but the others perished.

The call came into the fire department around 9:07 a.m. Friday. It was in the 6900 block of Concession 6 North.

“It was fully involved when we arrived,” said Montone. “We had Station #2 as the initial responder. Station #3 backed them up. Later on, because it was cold and we were rotating crews, Station #1 became involved. We put them at Station #2 for coverage.”

Montone said that is standard procedure in terms of how the town is covered during a fire call.

The fire caused about $150,000 in damage, he estimated, as they were informed the value of the animals was about $50,000 while the barn itself was about $100,000.

“It wasn’t a huge farmer’s barn,” he said. “It was a smaller structure.”

Without a definitive answer as to what caused the fire, the cause will be listed as undetermined.

Aside from the animals, there were no injuries.

Amherstburg fire crews were on scene until just after 12 noon.

“It’s certainly sad,” Montone said of the loss of the animals. “Obviously, these people are very attached to their animals. They put in a lot of time nurturing them and that type of thing.

I’m sure they are feeling a loss at this point.”

Don was born on October 16, 1932 and grew up on a small family farm outside of Windsor, Ontario. He pursued a Tool & Die Making diploma from SKD Manufacturing in Amherstburg during the day and a diploma in Electronics and Television Engineering from the Electronics Institute in Detroit in the evening. Shortly after earning both diplomas, the need to earn a living provided the motivation for Don and two partners to join forces under the name CenterLine Tool & Mould just before Christmas in 1955. Their success led to the incorporation of CenterLine (Windsor) Limited just over one year later, on January 28, 1957.

Don worked tirelessly to dream-up innovations that would ensure CenterLine’s customers had a competitive advantage. He knew that successful customers could pay their bills and would provide future opportunities.

His efforts provided the foundation for many globally recognized companies, while providing livelihoods, opportunities, and careers for thousands within the Windsor community and beyond. His values and the culture he fostered remain the cornerstone upon which CenterLine continues to prosper as a multinational manufacturer of automotive welding machinery and automation. Don was especially proud that generations of employee families and some of his grandchildren are active in the business. He was comforted with the knowledge his six children are responsible stewards of the company that he founded.

Don was a generous supporter of many projects in the local community and an active participant and ardent supporter of local and international professional organizations and activities. While his contributions were generally given anonymously, he was the appreciative beneficiary of several awards and citations. More than anything, he treasured the comradery and friendships these activities afforded him.

Roman DeAngelis, who is from Belle River but has many family members including grandparents who live in Amherstburg, is a Canadian race car driver currently competing in the IMSA Sports Car championships for the Aston Martin/The Heart of Racing team. The 20-year-old explained that his love of racing has been going on for several years.

“I started racing go-carts when I was about nine,” he said. “I’ve been (racing) for about eleven years.”

DeAngelis has moved up to where he is driving cars for the Aston Martin/The Heart of Racing team, a team he joined a few years ago.

According to his website www.romandeangelis. com, “Victory in his first-ever kart race at the age of 9 years old has propelled this phenom up the motorsport ladder. He quickly became a Canadian National Karting Champion before a quick stop in Formula 1600 which ended in Rookie of the Year honours with multiple event wins. In 2017, at the young age of 16, Roman hit the track in the Porsche GT3 Cup Challenge Gold Class in Canada and the US with Mark Motors racing. Not only was he the youngest driver in GT3 Cup history he also became the youngest champion winning the Porsche GT3

Cup Challenge Canada Gold Class Championship. He almost doubled as Champion finishing runner up in the US series.”

His bio also states “2018 saw him with a massive win at the IMSA Prototype Challenge Roar Before the Rolex 24 which he backed up with back to back runner-up championship finishes in the GT3 Cup Series in both Canada and the US after having moved up to the pinnacle Platinum class.”

The 2019 season started with a third-place finish in the Rolex 24 at Daytona piloting the Audi R8 LMS in the GT Daytona category, his bio added.

“Roman followed up that prestigious event with complete domination in the Porsche GT3 Cup Challenge Platinum division in both the US and Canada. Roman again broke records and rewrote history in the GT3 series winning 18 of 24 races entered and claiming both the Canadian and US Championships, the only driver to ever do so in the series history,” it added. “ In 2020, Roman joined The Heart Of Racing Team to compete in the IMSA WeatherTech GTD Championship in their #23 car. The team got progressively better throughout the year and finished with a season best second place finish at the Mobil 1 Twelve Hours of Sebring. In 2021 Roman was back again in the #23 car and now joined by new teammate Ross Gunn. The duo put together an amazing season which saw them capture three race wins, the IMSA Sprint Cup championship and a third

place finish in the overall GTD championship. Roman and the team earned their victories at the Detroit Grand Prix, Northeast Grand Prix and a season capping win at Petit Le Mans.”

DeAngelis told the River Town Times his father is a racing fan and he would watch races with him.

“Watching the races with him got me involved and passionate for it,” said DeAngelis.

DeAngelis said there is a lot of work that occurs behind the scenes and he enjoys the professionalism of the sport as well as the speeds themselves. He feels he is in a good position in his racing career and hopes that continues for many years to come.

Also a student at the University of Windsor, DeAngelis said it is not new to him to juggle both school and racing.

“It’s not easy, but it’s manageable,” he said.

He studies mechanical engineering, something he hopes will be an asset during his racing career.

The Aston Martin/The Heart of Racing team is also involved with the Seattle Children’s Hospital and helps fundraise for them. DeAngelis hopes to do his part to help raise money to help children there.

“The more we can help them, the better,” he said.

Being in Amherstburg is not a new feeling, noting his father grew up here.

“I spent a lot of my childhood in Amherstburg,” said DeAngelis. “I’ve always been there in that town.”

Still lots of unknowns for Admirals as PJHL season resumes

By Fred Groves The Integrity Amherstburg Admirals are preparing to return to play but when and just how the rest of the regular Provincial Junior Hockey League season will unfold, remains unknown as of press time.

“We had a PJHL meeting on Saturday and they are still determining,” said Admirals’ General Manager Greg Crain.

The season came to a halt earlier this month when the provincial government announced COVID-19 restrictions which meant the closure of all recreational facilities including the Libro Centre in Amherstburg.

Just as the season came to a postponement, the Admirals had their best game of the season, a 2-1 win over the Essex 73’s back on Jan. 4 and in fact, had won four of their last five games.

When the already shortened 2021-22 season resumes in early February, it will be a full-month or more for some teams without even being on the ice.

“There are concerns about players jumping onto the ice without a practice,” notes Crain.

This season was delayed at the start and the PJHL opted to have a reduced 32game regular-season schedule down from 40. The Admirals have already played 25 games, the most of any of the nine teams in the West Stobbs division.

Crain thinks that the next game for the Admirals could be in Lakeshore against the undefeated Canadiens and Amherstburg fans should anticipate that game for Friday, Feb. 4.

“We haven’t seen the latest schedule. There is a bit of an unknown but we will be on the ice on Jan. 31,” Crain stated.

There is still uncertainty if all the scheduled games will be played. While the Canadiens will finish first, playoff matchups cannot be figured out with an imbalance of games already played. Mooretown has only played 19 of their 32 games and in the battle for the final post-season spot, Wallaceburg and Dresden are tied with eight points each, but Dresden has played three more games to date.

This is the third straight season that the COVID-19 pandemic has plagued the PJHL. In 2019-20, it stopped right in the middle of playoffs, there was no hockey at all last year and 2021-22, as mentioned, not only started late but was delayed another month.

ERCA presents annual “Conservation Awards” to seven organizations and people in the region

By Ron Giofu As has become tradition with the Essex Region Conservation Authority (ERCA), they handed out some awards as part of their annual general meeting.

Seven organizations and individuals were honoured with Essex Region Conservation Awards “for their efforts in making the Windsor/Essex/Pelee Island region more environmentally sustainable,” ERCA said. The annual general meeting was held virtually last Tuesday night.

“It’s very inspiring to have the opportunity to celebrate so many organizations and individuals who have made an incredible impact on the environment,” said Tania Jobin, who was re-acclaimed as ERCA’s Chair earlier in the night. “Even through the ongoing impacts of the pandemic, various stages of lockdowns and reopening, there have been significant accomplishments in conservation, and we are most thankful to all of these award recipients for their dedication.”

Cooper’s Hawk Vineyards won the Conservation Farm Award for the implementation of many conservation farm practices, including shelterbelts, planting 7,000 trees, creating a three-acre wetland, a field tile outlet, and using by-products from wine making as a soil amendment. The award is jointly presented with the Essex Soil & Crop Improvement Association.

Tom O’Brien, founder and president of the winery, said they were proud to win the award.

“When I was approached by Tim (Byrne, ERCA CAO), I was totally taken aback,” said O’Brien, in a video that was played at the virtual meeting. “We take conservation very seriously here because it’s part of what we all believe in. We grow things from the Earth and we take care of the Earth.”

Cara Braun was presented the Youth Award. She is a Leamington District Secondary School student and the school’s “Minister of the Environment,” who helped found the Windsor-Essex Youth Climate Council, organized a school strike for climate, kept the school’s Ecoteam engaged through virtual meetings, serves as a member of ERCA’s How-To Crew, and is creating a crosscurricular climate education program.

“I have always been passionate about the environment and in the past year, I have been fortunate to have so many chances to participate in local conservation efforts,” Braun said in the video. “I’m really grateful for all of these opportunities and for everyone I’ve been able to work with and learn from.”

Braun added any support she has received really means a lot to her.

Healthy Headwaters Lab earned the Education Award.

ERCA stated “these multi-disciplinary students who, under the leadership of Dr. Catherine Febria, work closely with decision makers to restore freshwater ecosystems to full health and vitality. They focus on a variety of headwater ecosystems such as drains, wetlands, streams and interfaces between surface and groundwater, and align the values of science, society and holistic restoration through partnerships, research, Indigenous collaborations and role in the local community.”

“This is very much a team effort,” said Febria. She added they had many partners that helped them and encouraged people who just learned about the group to join them as they “try to use science to help restore our freshwater ecosystems for the benefit of future generations.”

SuNaAnRu Green Earth captured the Volunteer Award for this family’s significant contributions to tree plantings, shoreline cleanups, seed collection, facilitating native plant exchanges, nurturing seedlings and creating pollinator habitat. As well as leading by example to improve biodiversity, they positively influence others to participate in stewardship initiatives by promoting conservation broadly through social media.

“We are grateful to receive the 2021 Volunteer Award from ERCA,” Sumeet Hehr said. “We believe community engagement is vital in the ecological restoration process.”

Bill Roesel earned one of the Environmental Achievement awards for “his lifelong dedication to protecting and restoring the region’s environment. Retired from his position as City of Windsor manager of forestry and horticulture, Bill serves as the President of the Friends of

Roesel said in the video that when he moved to the area in 1992, he learned there were a number of individuals and groups interested in protecting the region’s natural areas. He said in the past 20-25 years, there has been an increase in acquisition, preservation and restoration of natural areas in the region.

“Let’s hope this trend continues as we move forward,” he said.

The second Environmental Achievement award went to Enbridge Gas Inc. “for its longstanding support of environmental education, significant investments in tree planting locally and province-wide, and extraordinary duty of care in protecting natural heritage and hazards during the replacement of the 64km Windsor Line.” En-

Brian Chauvin is the manager of operations in the southwest region for Enbridge Gas. He said it was an honour to accept the award on behalf of his colleagues.

“We hold the commitment to our customers, communities and customers in the highest regard and we aim to demonstrate that in all that we do,” said Chauvin.

Aaron Zimmer won the Dennis Chase Staff Award for what ERCA states is his positivity, kindness, creativity, flexibility and professionalism. “He eagerly brings fresh ideas and new perspectives to engage people in conservation through his work as ERCA’s Multimedia Specialist.”

Zimmer said in the video that the praise he received was “overwhelming.” He added he feels lucky to work with people who care about what they are doing and was thankful to receive the award.
