Apartment buildings proposed for Sandwich St. N. By Ron Giofu

Amherstburg town council heard from Piroli Construction and their planner, Storey Samways Ltd., on designs and the concept of a pair of apartment buildings at the intersection of Sandwich St. North and Brunner Ave., just north of the Fraserville subdivision. The concepts came before council at a virtual meeting last Wednesday night with a more formal planning meeting scheduled for March 28 at 4 p.m. Rezoning still has to take place before the project can proceed.

A pair of six-storey apartments are proposed for the corner of Sandwich St. North and Brunner Ave. with Amherstburg town council getting a look at it last Wednesday night. The 6.4-hectare site will, if all necessary approvals are gained, contain two U-shaped apartment buildings known as the Riverview Apartments with 114 units apiece. The buildings are being proposed by Piroli Construction, who were represented by president Rob Piroli, legal counsel Robert Millson and David French, a planner from Storey Samways Ltd. out of Chatham. French outlined other apartment developments that Piroli Construction has built, including buildings in Windsor, Leamington and Chatham. If approved, the Amherstburg buildings would be built in two phases with the first building to go up nearest the corner of Sandwich St. N. and Brunner Ave. The second would be constructed north of that, along Front Road N. and would come with its own planning documents, including a site plan, at a later date, French said. A 2006 decision by the Ontario Municipal Board (OMB) would have allowed for a general commercial development but French said that also allows for apartment towers up to eight storeys in the Sandwich St. corridor. However, the zoning bylaw currently does not list residential as a permitted use so the proponents have applied for a rezoning of the lands. Piroli Construction acquired the land in 2021. The proponents stated the Essex

County Official Plan states the development would be occurring in a “primary settlement area” and implements policies relating to housing intensification and brownfield development. “Both of these sites will only have access from Sandwich St. North,” said French. “No access will be proposed onto Brunner, which is a local road.” A meeting was held with the public Nov. 16, the proponents added, with their planning justification report concluding the development would provide an “efficient use of land” with little to no infrastructure improvements needed, provide a housing option for which there is a “demonstrated projected market,” maintain the original goals set out in the 2006 OMB settlement including no impact on planned function of the commercial core, no adverse impact on residential use and will implement the “northern gateway policy role.” “It will, in fact, add substantial assessment to the tax base,” added French. Deputy Mayor Leo Meloche questioned why the development doesn’t call for eight storeys per building rather than six stories, noting there is “a big demand” for residential units. Meloche also wanted to know if consideration was given to having one common entrance off of Sandwich St. North rather than two separate entrances, which are proposed. “Although eight storeys are allowed under the Official Plan, we felt it was quite a sensitive issue to the neighbours when we had our Nov. 16 meeting of having an intrusion of a high-rise building coming into their community,” said Piroli.
