Chris Lewis wins re-election as Essex MP

The voters in the riding of Essex as well as nationally decided to stay the course Monday night.

The Liberal Party and leader Justin Trudeau was projected to win another minority government nationally and Conservative Chris Lewis retained his seat locally. Lewis, first elected in 2019, defeated six challengers with the closest rival being NDP candidate

Tracey Ramsey.

Ramsey had served as Essex MP from 2015-19 before losing the seat to Lewis.

Preliminary results as of Tuesday morning saw Lewis with 27,688 votes for 41 per cent of the overall total. Ramsey had 21,428 votes, good for 31.8 per cent.

Liberal candidate Audrey Festeryga had 10,408 votes (15.4 per cent) while People’s Party of Canada candidate Beth Charron-Rowberry had 6,778 (10 per cent) when we went to press. A total of 254 of 255 polls were

Green Party candidate Nancy Pancheshan had 839 votes. Christian Heritage Party (CHP) candidate Jeremy Palko had 180 votes while independent candidate Andrew George had 168 votes.

Voter turnout was 64.1 per cent, not including electors who registered on election day, according to Election Canada’s website.

Conservatives hold Essex riding, NDP finishes second

Lewis was scheduled to have a Zoom call with reporters Monday night but that was postponed due to “unforeseen circumstances of a personal nature.”

He released a statement through his campaign manager Richard Tapping around midnight.

“In October 2019, the people of Essex put their trust in me. It was a huge responsibility I did not take lightly; an honour which I am incredibly proud of but have never taken for granted,” Lewis wrote. “This was a hard-fought campaign. There were many, many important issues to address. People want leadership and action. I worked hard to stay above the fray; to provide

a clear message of hope and a plan for Essex to thrive. I also tried to model a different way to do politics free of personal attacks and to take my message to the people directly.”

Lewis thanked voters “for putting your trust in me and for the honour to serve you again as the Member of Parliament for Essex.” Special thanks to my amazing team who worked long hours to support my re-election campaign. You know who you are, and you know what you mean to me. I can never thank you enough for your dedication to me and to our shared commitment to the people of Essex.”

The re-elected MP also recognized his party Leader, Erin O’Toole, who he stated “put together a comprehensive plan for Canada’s Economic Recovery.

“I know that Erin will roll-up his sleeves and do his very best to ensure the greatest outcome for Canadians in his role as Leader of the Official Opposition,” said Lewis.

Lewis also extended a hand to the other candidates in the Essex riding.

“I also want to commend the candidates from the other parties for putting their name forward. It is not an easy thing to do,” Lewis stated. “I know the long hours and the sacrifice it takes.”

Bringing the people of the riding of Essex together was listed in the written statement as one of Lewis’ goals going forward.

“My goal is certainly our economic future, but another big priority is to do my part to end divisive politics and bring unity back to Essex. My commitment is

to serve each and every one of you with the same passion and compassion as I did in my first term. I look forward to hearing from and working with you,” Lewis stated. “Together, we can leave the world a better place than we found it.”

Ramsey was disappointed yet gracious with the final result when reached by phone at her Amherstburg campaign office.

“It definitely was not the result we were hoping for,” she said. “We respect the voters and this is where we’re at right now.”

Asked what the keys to the race were, Ramsey was unsure as of late Monday night.

“I think it’s difficult to say,” she said.

“It’s very difficult to say what the keys were in the race. We did our best.”

Ramsey said they talked about issues the NDP believes are important to local voters and the residents of Essex “decided to go the other way.” She said there is an anti-Trudeau feeling locally

and she believes that may have contributed to the area’s result.

“We were always very hopeful with the understanding there is a Conservative base here and always has been,” she said. “We put our best foot forward and this is where we find ourselves.”

Ramsey said she will continue her work as co-chair of the Windsor chapter of the Ontario Health Coalition and as a national organizer with Unifor. She added she will “continue to be someone who stands up for others when there are issues that matter to us.”

“I will always believe in our community,” she added.

As for her political future, Ramsey simply commented on Monday’s result stating “I would say it’s clear the voters wanted someone here other than myself and I just respect that.”

Ramsey thanked her team and the many volunteers as well as the community members “who opened the door to us and had conversations.”

Steady crowds support return of Festival of Hawks at Holiday Beach Conservation Area

The weather was good and so were the crowds at the Festival of Hawks last weekend.

The event made its return last Saturday at Holiday Beach Conservation Area with members of the public participating in banding demonstrations, bird releases, various discussions on the types of birds that migrate overhead, native plant sales and nature hikes.

Two sold out “owl prowls” were held during the evening.

The Festival of Hawks is presented by the Essex Region Conservation Authority (ERCA) in partnership with the Holiday Beach Migration Observatory (HBMO).

HBMO president Paul Pratt said he saw a five-yearold boy watch as an osprey swooped down and took a fish from the water. It was an in-person nature lesson for the youngster, he noted.

“This is better than TV,” said Pratt, with a smile.

Birding at Holiday Beach has been “great” this year, he said, with a lot of warblers, raptors and hummingbirds this year. Pratt called Amherstburg the “tip of Ontario” and birds are “funnelled” through the area as they head south.

The Festival of Hawks was not held last year due to the ongoing COVID-19 pandemic, HBMO member Corey Balkwill noted, and faced obstacles in 2019 due to a strong storm one of the weekends. This year’s event was only one day.

“It’s a very much scaled down event compared to past years,” said Pratt.

Balkwill stated the Festival of Hawks “has been going on for years” and it is always weather-dependent.

“It’s one of the good outings that is going on during COVID,” said Balkwill. “It’s COVID friendly.”

It’s been a “pretty average” year for birding, he added, though noted his involvement is more at the banding end of what the HBMO offers.

The event draws a wide range of people, some who are avid birders, to families with children who just want to be out doing something.

“We get a little bit of everything,” said Balkwill.

“We get people with very expensive equipment because it’s a popular spot to come, to kids just looking for something to do. We welcome everyone.”

Noella Dare of LaSalle and her brother Paul Maire of Windsor said they were going to come to Holiday Beach anyway to view some warblers but learned the Festival of Hawks was on. Dare said they came out in the spring as well.

“I like the openness of the place. There’s a lot to see,” she said, adding that “oh, heck yes” they plan on returning.

Murali Balasubvamangam and his wife drove all the way in from Pittsburgh to go to Holiday Beach and Point Pelee National Park in Leamington. They said it was their first time attending.

“We’re loving it,” he said. “This is a beautiful place.”

The couple plan on returning in the spring, adding they became bird lovers during the COVID-19 pandemic and put bird feeders in their yard.

Town council adopts vaccination policy for municipality

By Ron Giofu A COVID-19 vaccination policy has been approved by the Town of Amherstburg.

Town council approved the policy at a special meeting last Thursday night.

Under the policy, town employees have until Sept. 30 to receive a first dose and have to be fully vaccinated by Nov. 15. Those who do not have a legitimate medical or religious reason not to be vaccinated may be subject to disciplinary action up to and including dismissal.

Those employees who have not received a first dose of the vaccine by Sept. 30 would be subject to an unpaid leave of absence.

Those with one dose by Sept. 30 would be subject to twice per week testing, Mayor Aldo DiCarlo stated, until they are fully vaccinated.

Employees who cannot be vaccinated due to a legitimate medical reason or require an accommodation under the Ontario Human Rights Code (OHRC) have until Sept. 30 to state that to the town.

Town council approved the policy in a 6-0 vote last Thursday night with Mayor Aldo DiCarlo, Deputy Mayor Leo Meloche and councillors Marc Renaud, Patricia Simone, Michael Prue, and Don McArthur voting in favour during a recorded vote. Councillor Peter Courtney was not in attendance.

The policy is described as one thatthat aligns with vaccination policies implemented at the County of Essex, the Municipality of Leamington, Town of Kingsville, City of Windsor, and Town of Tecumseh.

The mandatory vaccination policy applies to all Town of Amherstburg employees, members of council, members of Committees of Council, and will also include students, contractors, volunteers, and volunteer firefighters.

As of the date of this paper (Sept. 22), residents of Ontario will need to be fully vaccinated against COVID-19 and provide proof of vaccination along with a photo ID to access certain public facilities such as restaurants and bars with the exception of take-out, delivery and outdoor patios, nightclubs, meeting and event spaces, gyms, fitness and recreational facilities, sporting events, casinos and gaming establishments including bingo halls as well as concerts, music festivals, theatres and cinemas.

Online voting underway for ACF’s second annual “Believe in Amherstburg” initiatives

By Ron Giofu Seven organizations are vying for funding from the Amherstburg Community Foundation (ACF) under the group’s second annual “Believe in Amherstburg” initiative.

The ACF has now moved to the online voting stage for “Believe in Amherstburg” with voting having begun Sept. 15. People can vote daily for however many of the seven projects as they wish.

Voting concludes Oct. 6 at 11:59 p.m.

Organizations that are requesting funding in 2021 include the Rose Hill and St. John the Baptist Cemeteries as they are looking to create a large pollinator garden and “Welcome to Amherstburg” sign at the corner of Meloche Road and Alma St. Royal Canadian Legion Br. 157 is hoping for assistance for a multi-year project that will see them make accessibility improvements at their Dalhousie St. branch. The Park House Museum is also looking at accessibility improvements as they hope to replace their wheelchair ramp.

The Fort Malden Guild of Arts and Crafts, which operates the Gibson Gallery, is hoping for funds to help them pay for a recent renovation project that included repairs and upgrades to the foundation of the Richmond St. art gallery. Amherstburg Community Services (ACS) is seeking funding to help launch new programming such as Monday Movie Matinées, Baker’s Dozen Baking Group, Friday Fun Day, cooking classes and Crafter’s Corner.

The Bryerswood Youth Camp Optimist Club has sought funding for their efforts to buy and restore the former Girl Guide camp on Texas Road and would specifically use “Believe in Amherstburg” funds to install solar-powered signage at the camp entrance and directional signage for north and southbound traffic on Howard Ave. A 100th anniversary celebration for General Amherst High School is also wanting funds with those designated for a new community garden at the new public high school.

“We put topspin on projects people are already working on,” said ACF president Chris Gibb.

Gibb said a call was put out for grant applications earlier this year. Community groups were asked to cap their donation requests at $7,500 but Gibb said some groups did not request the full amount and the board could fund extra amounts for projects, if it so chooses.

“The board of the community foundation vetted (the applications) to make sure they align with our vision and mission statement,” he said.

The projects that were selected are what are currently in the voting stage. The online voting helps guide the ACF to see what projects the community wants with the board making the final decision.

“We’re getting a huge amount of participation,” he said. “It shows how passionate people are to help local service organizations.”

The ACF strives to keep the money that is donated to them within Amherstburg, Gibb added.

“They are all local,” said Gibb, of the seven organizations. “We’re trying to ensure every dollar raised by the Amherstburg Community Foundation is spent locally.”

Voting is done by going online to www.amherstburgfoundation.org/believe and clicking on the “Believe in Amherstburg” tab. Gibb added people can go to that same website if they want to make a donation.

“If you want to help Amherstburg and help groups that help Amherstburg, you can donate to the ACF,” he said.

Tax receipts are issued for every donation over $20. If people would prefer to donate by cheque, they can address it payable to the Amherstburg Community Foundation and drop it off at the River Bookshop.

“It’s a nice way to get a little more bang for your buck,” said Gibb.

Town to spend $3 million on new pumping station and forcemain for Boblo Island

Amherstburg town council has agreed to spend $3 million on a new pumping station and forcemain for Boblo Island.

Council opted to enter into an agreement with Amico Infrastructure on a $3 million fixed price agreement to design and construct the forcemain and pumping station “based on approved design criteria and timing.” The approved motion also calls for “a capital expenditure not to exceed $3,052,800 including HST be approved as a first charge to the 2022 budget for the reconstruction of the Boblo Island pump station and forcemain.”

The motion passed in a 5-1 vote with Mayor Aldo DiCarlo, Deputy Mayor Leo Meloche and councillors Patricia Simone, Don McArthur and Marc Renaud voting in favour. Councillor Michael Prue voted against. Councillor Peter Courtney was absent.

By passing the motion, council rejected another option that would have treated the project as “a standard capital project” with engineering requests for proposals, a detailed design, request for tenders and construction. That option called for a capital expenditure of $50,000 be approved in 2021 and a capital expenditure not to exceed $3,002,800 including net HST be approved as a first charge to the 2022 budget for reconstruction of the Boblo Island pump station and forcemain.

Prue said he was unaware of any other project of that magnitude and cost being sole-sourced and didn’t believe that is what the public would want town council to do. Tendering the work would be safer for the taxpayers, he added, believing the town is making a mistake by not tendering.

“We have a policy that says we shall tender,” said Prue. “Politically, this is not a wise decision. The public expects us to be fair to the taxpayers and contractors. I don’t see how we can do this. If we sole-source this and anything goes wrong, this council is going to wear it for a long time.”

Deputy Mayor Leo Meloche believed the policy stated that they shall consider a tender but council has the option not to do that if it sees fit. Treasurer Justin Rousseau’s interpretation saw him state council’s policy is to go through the process but the town has the right to waive its own policy.

Meloche said he had the same concerns as Prue but referenced a report from manager of engineering Todd Hewitt indicating the current sewage plant on Boblo Island is past its prime.

“I see considerable risk if there is a failure,” said Meloche. “I see considerable cost.”

Hewitt said “band aid” solutions will no longer work and said the plant needs to be decommissioned sooner rather than later. He said the current facility is at the end of its useful life. He noted he disagreed with a presentation from Amico representatives earlier in the meeting that it had five years left, noting he hopes the plant lasts as long as it takes to build a pumping station and forcemain to the mainland.

Hewitt added the agreement with Amico would have language stipulating no more than $3 million be spent by the town and that the municipality would not be responsible if there are any unforeseen issues that come up during construction.

He added that it would be difficult to estimate costs if the project were to go to the open market but Prue expressed the chance a lower bid could come in, adding Amico themselves could still put in a tender.

“Not completing this project in a timely manner places the Town at risk with respect to the Boblo Island STP. It is in a deteriorated state and due to the age of the equipment is at risk for failure. If this equipment experiences a catastrophic failure the Town would be unable to meet our effluent requirements and would be at the mercy of the MECP with respect to how we would deal with the sewage on the island,” Hewitt stated in his report. “The project is also critical to future development on Boblo Island. Without the project, development would need to be

reduced and the Town would be forgoing valuable tax base and water/wastewater rate contributions.”

Renaud said the town has an obligation to provide sewage systems to island residents and favoured the option that passed as it guaranteed a fixed cost. Rousseau said it will be funded through wastewater rates and development charges.

Renaud added the town hasn’t been successful in getting favourable tender results for recent projects.

Amico CEO Dominic Amicone believed the project could be done 8-12 months quicker by going with the option council chose, telling elected officials that he could see construction work starting next summer “but it’s in the hands of the approval authorities.” Hewitt estimated it could be early 2023 by going the other route.

Amicone added that they were willing to work with the town regardless of what option council chose, but said “we’re accepting a lot of risk for not a lot of benefit.”

Councillor Patricia Simone voiced concern about the town’s exposure to potential litigation from contractors who wanted to bid on the project, but Rousseau said it was his belief that any policy could be deviated from.

Councillor Don McArthur added he believed Prue made good points but when all facts were considered, the option council chose was the best one for taxpayers.

He believed it “maximized benefits and minimized risks” and that risks include the current sewage system on the island failing and resulting in sewage having to be trucked to the mainland.

Residents in the waterfront areas of the former Malden Township are already questioning the move. Tim Gray, a resident of Willow Beach, indicated that homeowners in that area as well as other waterfront communities are wondering about the ramifications of the deal and exploring their options. A fan of the tendering process JUST A THOUGHT

I have to say that I am a fan of the tendering process.

That’s why I was a bit surprised only Councillor Michael Prue voted against the motion to sole-source the pump sta- Ron Giofu tion and forcemain project for Boblo Island. It’s not that I don’t want residents of Boblo to have functioning sewage infrastructure, all residents should have that regardless of where they live, but I would have thought more members of council would have defended the process itself.

I appreciate time is of the essence in this case, but the process to tender out projects of any size is vital in a municipality particularly of one this size.

The more I think about the waiving of the procurement process for the temporary location of the skateboard park, the less I like it. It wasn’t a lot of money in the grand scheme of things, but I just can’t wrap my head around what the rush was to get it completed.

I should point out this isn’t the only council that has done this. I recall the issue several councils ago where the garbage collection was simply awarded and not tendered. I remain hopeful such practices are few and far between going forward.

In the case of the most recent issue, at least one positive is that there is a fixed cost and the town can focus in on financing “only” $3 million regardless of what the final price tag ends up being.

**** Well, the federal election has come to a close. What was a relatively short campaign probably didn’t seem like it, at least not for me, as it seemed to drag out.

Locally, we have Chris Lewis from the Conservative Party of Canada as our Member of Parliament while the Liberal Party once again holds a minority government in Ottawa.

It wouldn’t shock me, or likely a whole lot of other folks, if there was another federal election within the next 18 months. Heck, that is even being speculated by some of the parties.

If that ends up being the case, what was the point of this one?

Those who support the Liberal government would say it was a chance to endorse what they’ve done and allow them to have a mandate to proceed further.

But those in opposition, meaning the Official Opposition and other parties, had a chance to get rid of the party they wanted out of there despite criticizing the timing of the election.

This election could have waited, in my opinion, but at least it’s over and done with. Based on the results, my initial reaction was that it was a complete waste of time and money. The results are relatively close to the 2019 results so, as I sit here fatigued writing this on a Tuesday morning after the election, I can’t wrap my head around what, if anything was actually accomplished.

There are already two elections planned for 2022 with the provincial election being June 2, 2022 and the municipal election scheduled for Oct. 24, 2022. We don’t need another federal election in the neigbhourhood of either of those two dates.

Area was Huron and ancient A recent article mentioned that “Amherstburg in the western end of Ontario in Three Fires Confederacy territory…”. Actually, the area is in Huron territory of the Wyandot Nation of Anderdon, whose presence is shown by: • the Wyandot cemetery at Front Road North and County Road 10, • Assumption Parish originally known as “Mission of Our Lady of the Assumption among the Hurons”, and • Huron Church road next to Assumption church.

The Wyandot nation was part of the Wendat Confederacy and not the Three Fires Confederacy, which was an Anishinaabe Alliance of the Chippewa (Ojibway), Ottawa (Odawa), and Potawatomi nations. The eventual Huron Reserve occupied the lands north of Alma Street to Lasalle (River Canard).

Pre-dating these nations were the Mound Builders, a mysterious, ancient race who built mounds for ceremonial and burial purposes dating from 3000 BC. Their strong presence was felt in Ohio with a civilization last known as the Mississipian in the 1500s. Aboriginal nations knew little about them. Local mounds have disappeared due to development. Brand revealed for downtown Amherstburg hotel proposed by Amico

The brand for the new hotel proposed by Amico has been revealed.

Hampton Inn and Suites by Hilton was announced as the hotel operator for the new development to be built on the southeast corner of Dalhousie St. and Gore St. during a special meeting of Amherstburg town council last Thursday night. Cindy Prince, vice president of properties with Amico, made the announcement before discussions on two regularly scheduled agenda items dealing with the Boblo Island – one regarding street lighting and another involving a pump station and forcemain – began.

Prince said there were a lot of brands interested in coming to Amherstburg but Amico decided on going with Hilton.

“We felt Amherstburg deserved the best,” said Prince.

“We are in the process of finalizing our partnership with Hilton.”

Amico worked extensively with the town’s heritage committee, she said, and arrived at a design that was suitable to both Hilton and the town. She added Amico has also been through the Hilton design process which is “very rigorous.”

“It’s been a bit of a long process,” she said. “We would start with a proposal and then the heritage committee would give us good input in terms of how it would complement the heritage features that exist in town currently. We would make those changes, bring them back to Hilton, Hilton would tell us now we need to make other changes. It’s been very much a back-and-forth process.”

Prince stated a rendering of the hotel that was shown at the meeting met with the approval of Hilton.

and patio area. Prince added there will also be 76 parking spots including three barrier free spots.

There is still work to do before shovels hit the ground, she continued, as Prince stated legal work with both the town and Hilton has to be completed. The finalization of detailed construction drawings and the approval of the site plan still has to be accomplished. A minor variance regarding a buffer zone near an adjoining property also has to be finalized, Prince indicated.

Mayor Aldo DiCarlo asked when ground could be broken on the project, with Prince indicating it could be by the spring of 2022. Prince told town council last Thursday evening that Amico CEO Dominic Amicone has tasked them with ensuring construction starts next

spring.

Councillor Patricia Simone thanked Amico for working with the heritage committee on the matter. Simone is the council liaison to the committee.

Prince told the River Town Times in January they had hoped to break ground this year. In that same story, Prince estimated the value of the hotel project at approximately $15 million.

The hotel announcement was originally made in the fall of 2018, just prior to the municipal election. It was one of two hotel announcements made just prior to the election, however plans for the other hotel that would have been built near the Libro Centre were dropped earlier this year.

Town moves ahead with Notice to Designate 247 Brock as heritage

A well-known building in Amherstburg will be the subject of a heritage designation process but those developing the property have concerns.

The property, formerly the long-time home of The House Youth Centre and St. Anthony’s School, dates back to 1911 and the current plan – according to a letter from the Rosati Group who is undertaking the work – is to convert the building into condominiums.

The letter states they are looking at concepts but also on feasibility, budgets and heritage impacts with none of these being finalized or approved.

Vince Rosati, Tony Rosati and Denis Gauthier from The Rosati Group, property owner Terry Jones and Jackie Lassaline from Lassaline Planning Consultants represented the proponents. Lassaline said they were requesting a deferral of consideration of the bylaw to designate.

“There is no intent to demolish. There’s no harm being done to the building,” said Lassaline. “We’re very much at the beginning of the design stage, the design concepts, to create a beautiful development everyone can be proud of. We’re still at a very early level in that concept stage.”

Lassaline said they are still putting together components and, as they do, those components have an impact on other components of the project. She said they want to work with staff to address all the “minutia” the project entails along the way.

“We don’t want to have to come back to council at this early stage of the design to ask for council’s consideration on every aspect of the building,” she said.

Lassaline believed she can work with heritage planner Clint Robertson to resolve the issues pertaining to the project and to bring a concept plan to council.

“We want to emphasize we want to support the designation. That’s not the issue. We’re all about the heritage preservation,” she said. “We’re hoping council holds off on bringing the designation forward and the timeframe under the Heritage Act.” The proponents want a delay of the process, but Lassaline noted they do support the designation.

Tony Rosati said they were working through concepts to get something that can be approved by Robertson and the town’s heritage committee. He said there was a walk-through in August and they want a plan “that works well for everyone.”

“We’re just not ready yet. We’re not ready to get the ball rolling yet,” he said of a heritage designation.

Council wants heritage designation for Bathurst St. property despite concerns from the owner

Amherstburg town council has directed administration to get the ball rolling on the process to designate a Bathurst St. home as heritage, but the owner has objections to the designation.

Town council passed a motion to go forward with the intent to designate 275-77 Bathurst St. as a heritage property, with owner Joe Shaw having 30 days to appeal and demonstrate why it shouldn’t be designated. The appeal is also expected to include costs of how much it would be for Shaw to repair the home.

According to documentation put forth by administration, including heritage planner Clint Robertson, the home was originally built in 1854-55 with an addition put on in 1885.

The home “is valued for its association with Captain Robert J. Hackett (c.

1827-1879) a prominent commander of schooners and steamers on the Great Lakes and Detroit River, who built it as his home, and owned it until 1856. This early history of the house recalls Amherstburg’s once-strong maritime activity and identity.”

Shaw said the home, now a triplex, has been in his family for approximately 60 years with him owning it for about 30 years. He said he wants to demolish the current home and replace it with semi-detached homes similar to what was built on Park St., just south of the subject property.

Stating he has a lot of respect for heritage in Amherstburg, Shaw indicated keeping this home shouldn’t be one of them due to the amount of work needed to restore it.

“It’s in need of extensive renovations,” he said. “From a business standpoint, it’s just not feasible.”

Robertson said he did a site visit and believed the home to be “in surprisingly good condition.”

“I found the home to be remarkably sound,” said Robertson.

While upgrades were needed, Robertson said he believed the home is in good condition overall. He added it is one of the 47 oldest buildings in Amherstburg.

“It is a significant property,” he said.

Robertson stated in his report to town council that the “subject property contributes to the heritage character of the area and could be an integral part of any future heritage conservation district.

“Loss of the property would diminish this concentration and negatively impact the concentration needed and desirable to create a potential future heritage conservation district in the area,” Robertson’s report continued.

“The incremental loss of such heritage properties sets a negative precedent in diminishing the heritage character of the area and concentrations of heritage resources.”

Deputy Mayor Leo Meloche said he drove past the home and didn’t see any glaring problems.

“Again, strictly from the road, it looks to be in reasonable shape,” he said.

Shaw said it takes more than just a drive-by to see the issues. He didn’t have an exact estimate at the Sept. 13 meeting, he estimated repairs and upgrades to cost “hundreds of thousands” of dollars.

“There’s many issues in the home itself,” said Shaw. “There’s so many things that need repair, including the foundation.”

Emphasizing it doesn’t make sense from a financial standpoint to restore the home, Shaw believed the cost would be “outrageous.” Robertson noted a rebate program where 40 per cent of the property taxes could be used for upgrades but Shaw indicated that would be “a drop in the bucket” in what it would take to repair it.

Amherstburg town council is proceeding with a notice to designate the home at 275-77 Bathurst St. as heritage with owner Joe Shaw now having 30 days to appeal. Shaw said the home is not feasible to repair and he has expressed a desire to build new semi-detached homes at the site.

“It’s not falling down but it’s a very old home,” said Shaw, adding there are no level walls or floors in the house. “I don’t know where the money is going to come (to repair it) but it can’t come from me to get it where it needs to be.”

Meloche was concerned about the rebate program not being “robust enough” for people like Shaw. He also was interest in having the building department more involved to give homes a full assessment.

Councillor Michael Prue noted the home is one of ten 19th Century homes on the block and worried the town could set a precedent if they were to allow it to be demolished.

“If we allow this, what’s to stop the other nine homes from being torn down?” Prue asked.

By agreeing to start the designation process, Prue indicated it gives Shaw the 30-day window to compile cost estimates and other materials to make his

case.

Shaw responded by noting he also owns the home at 291 Bathurst St. and said that home is not under consideration to be torn down.

“I’m not a guy trying to rip down heritage homes,” he said. “This one isn’t even close to that. Not every case is the same.”

Councillor Peter Courtney said he didn’t see a case to salvage the building, noting Shaw wouldn’t tear down a building that had three tenants in it and was in good shape to boot.

Councillor Don McArthur backed the decision to seek a heritage designation, noting that Robertson was hired because council recognizes the heritage attributes of the town. He believes the designation “sends a message that heritage matters in Amherstburg.”

“I think when it comes to economic development, heritage is our future,” said McArthur.

Admirals return to ice, preparing for 2021-22 season

By Ron Giofu After approximately 560 days away, the Amherstburg Admirals are back in game action.

The Admirals are preparing for the 2021-22 Provincial Junior Hockey League (PJHL) Stobbs Division season and pre-season action has begun.

The Admirals hosted the Essex 73's Sunday night and despite a 5-1 loss, Admirals head coach Paul Bortignon was satisfied with what he saw.

The local Jr. C hockey team had to shake off some rust against a team that has been skating together longer, but Bortignon said he was happy with what they saw.

“I think for the first time on the ice this week, I think we did a good job,” he said.

Bortignon said putting the roster together this year will likely take longer than usual. They still want to take a look at some newer players they have signed.

“Unlike other years, I think we'll go down to the final exhibition game on the 28th in Essex,” he said.

There are still things to work out, including issues around COVID-19 and vaccination protocols, but “we'll get there,” said Bortignon.

Matteo Frattaroli had Amherstburg's lone goal Sunday night.

Team captain Reid Stieler made similar comments as his coach, noting they are working to get back in the swing of things.

“We are all a little rusty,” said Stieler. “We all miss it a lot. Obviously, you want to win every game you're in, but we are working to get back into game shape.”

Stieler said he is confident in this year's team. He said every team lost players and also has to deal with COVID-19 guidelines so they believe the league is up for grabs this season.

“I think it's going to be a good year,” he said. “I think if there is one year we can do it, this would be the year. It would be a heck of a story for us and for Amherstburg.”

The Admirals host the Lakeshore Canadiens this Sunday at 7 p.m. for a pre-season game. The regular season opens Oct. 3 at home versus the Wheatley Sharks, also at 7 p.m.

News briefs The Town of Amherstburg had a staff member leave its administration last week.

Mayor Aldo DiCarlo confirmed that manager of human resources Michelle Rose has left, with her final day being last Friday. He said he wished her well after learning of her decision but deferred all comments about her departure to her.

A pair of messages left for Rose were not returned when this issue of the River Town Times went to press.

ERCA warns of possible flooding The Essex Region Conservation Authority issued a flood watch for

the Essex Region. ERCA said there is a concern for the accumulation of standing water in low lying areas throughout the Essex Region, especially adjacent to and within floodplain areas of all major waterways and shoreline areas. This flood watch remains in effect until 10 a.m. Thursday.

People are encouraged to take extra caution to avoid areas where flooding is occurring as well as rivers, streams, and shoreline areas during significant rainfall and wind events. Standing water can also present its own unseen hazards. Children, pets, and livestock should be kept away from flowing or standing water and shoreline areas.

Playoffs loom for Amherstburg Cardinals senior team

By Ron Giofu The regular season is over and the playoffs are here for the Amherstburg Cardinals senior men’s baseball team.

The Cardinals finished the regular season 2-13 and have to hit the road for all of their playoff action as they are done for the season playing in Amherstburg. Their final regular season game was Sunday afternoon, a 6-3 defeat at the hands of the Essex Diamondbacks.

Amherstburg got all three of their runs in the bottom of the seventh inning Sunday afternoon. Dom Malfara had two hits for the Cardinals while starting pitcher Shawn Galasso had a solid three

innings on the mound.

The week started last Tuesday night at the Libro Centre with an 11-2 loss to the Tecumseh Thunder senior team.

Brock Beaudoin’s two-run home run off the scoreboard in right field accounted for Amherstburg’s two runs with the Thunder countering with all 11 of their runs in the top of the second inning, including a two-run homer of their own.

Amherstburg’s Nick Price said the Cardinals were missing several players but knew they were matched up against a talented team that hit well.

The game ended in the fourth inning as storms started rolling into the area.

The umpires called the game at that point with the teams agreeing it will go into the record books.

“We got the game in,” said Price.

“We’ll move on.”

The senior Cardinals played in Essex Thursday night against the Essex Diamondbacks senior team. The Cardinals had a 10-5 lead after the top of the fourth inning, scoring six in that inning, but Essex scored three in the fourth and three in the fifth to win 11-10.

“It was a great game,” said John Freer, who played in his first game of the year with the Cardinals. “It’s been a few years since I played and I went one-for-

four with a run scored and stolen base.”

Freer said he was invited to come out to play by Price, a fellow alumni of LaSalle Turtle Club, and gave a “shout out” to Price and Mac Ouellette. Freer credited Ouellette, a player/coach, for taking himself out of the game and giving other players opportunities.

It was approximately eight years since he started in a game, Freer added.

The Cardinals now head towards the Essex County Senior League playoff tournament. The double-elimination tournament starts tonight (Wednesday) versus the Woodslee Orioles starting at 6:15 p.m.

Amherstburg Freedom Museum celebrates OTF funding for technological upgrades

The Amherstburg Freedom Museum took the time to celebrate and say thank you for their recent round of Ontario Trillium Foundation (OTF) funding.

The museum received $23,700 over nine months in OTF funding under the foundation’s “Resilient Communities Fund” for technological upgrades. According to OTF representative Cindy Crump, the funding is to help the museum “rebuild and recover from the impacts of COVID-19 by purchasing materials and services for website design, digital media storage, fundraising access, protective equipment and hiring a content producer for safe service delivery.”

“I am honoured to see the impact of your grant,” said Crump. “It’s one thing to read about grantees’ projects and it’s something else entirely to be here with you to see how everything is coming together.”

Essex MPP Taras Natyshak was also on hand and said he has seen the work that happens at the Amherstburg Freedom Museum. He noted the work has tremendous value and he thanked the museum for the efforts they put in. Natyshak stated not only has the museum perservered through the COVID-19 pandemic, but it has continued with its important work.

“This isn’t just a museum,” said Natyshak. “It gives us hope from the stories you tell.”

The museum not only gives hope, but Natyshak added they are also in the fight against social injustice.

“You have given us hope, you have given us love and you have given us fellowship that we need,” said Natyshak.

Monty Logan, president of the Amherstburg Freedom Museum’s board of directors, pointed out the museum is a community-based, non-profit museum that tells local stories of the Underground Railroad and the story of African-Canadians’ journey and contributions.

The improvements include a new website, which is found at www.amherstburgfreedom.org, with other technological updates including virtual tour capabilities, enhanced online content, access to a virtual fundraising platform and the purchase of equipment to allow the museum to better connect with audiences and provide an alternative source of revenue generation.

Logan indicated silent auction items for museum events will now be able to be done all online should a person not be able to attend an event in-person.

“This grant will also allow and ensure that the museum will be able to continue to offer our educational programming showcasing our collections, historic properties and permanent galleries, all of which focus on presenting and preserving the history of the Underground Railroad in Canada and the legacies of those freedom seekers and their descendants who built their lives in Essex County during and after this time period.”

The museum is grateful not only for the current OTF funding, he added, but for past grants as well. Other projects funded through OTF grants have included a new roof on the Nazrey AME Church and the courtyard in front of the museum.

The Ontario Trillium Foundation is an agency of the Government of Ontario and one of the largest grant-making foundations in Canada. It awards over 600 grants to non-profit organizations annually.

Third school naming committee meeting fails to come up with a name

By Ron Giofu The third meeting of the Amherstburg School Naming Committee meeting failed to come up with a name for the new high school, but did stir up some controversy.

The meeting was held virtually last Tuesday afternoon and the nearly two-hour session didn’t see a final recommendation come forth. The committee is a subcommittee of the Greater Essex County District School Board.

Committee members were questioning why their previous recommendations of Amherstburg District High School and Amherstburg High School did not go to a regular public school board meeting. There were also concerns over the inclusion of four guest speakers last Tuesday, with some committee members stating they had no idea there would be guest speakers until the meeting began.

Committee chair Ron LeClair, the trustee for Amherstburg and LaSalle, pointed out the two names with Amherstburg in them were chosen in June but he had the matter pulled from a June board meeting agenda as his discussions with other board members demonstrated to him there was not enough trustees that would back those recommendations.

“It didn’t make it to the floor,” said LeClair. “It became quite clear there is not enough support for the name of Amherstburg.”

LeClair added there have been the discoveries of over 1,500 students at former residential school sites across Canada and that there is pressure to change the current name of General Amherst High School. He said the new school is moving away from the General Amherst name to one “that doesn’t cause physical harm or emotional harm to anybody.” He said he reached out to the guest speakers to bring both a First Nations and African-Canadian perspectives. Speakers included Rick MacMillan, Maurice Switzer, Louise Cervini and Leslie McCurdy.

Switzer stated he researched General Amherst High School and found the school’s rich athletic and academic history.

“You have a lot to be proud of,” he said.

Switzer said “naming lasts” and stated he comes from a cultural background where buildings aren’t named for people.

“That doesn’t mean you are erasing history,” he said.

Cervini said the name should be one that makes all people be proud of where they go. She agreed General Amherst High School has “amazing programming” and student populations but believed it was time for a new name to allow all to feel included.

The new public high school in Amherstburg is still under construction but also still unnamed. A third meeting of the Amherstburg School Naming Committee failed to resolve the issue last Tuesday with the dividing issue being whether or not to include the town’s name in the school’s name.

“You want to think about what our story is going forward,” she said.

MacMillan said he has lived in Windsor for 30 years and knows there is a lot of history in Amherstburg. He said there is no attempt to lose history but the new name has to represent the entire area and “has to be inclusive.”

McCurdy believed “the name Amherstburg is painful for some” due to Jeffrey Amherst’s alleged efforts to have infected blankets given to Indigenous Peoples in the 1700’s. She said the new name should be something that brings people together, suggesting “Unity High School” has a nice ring to it.

Committee member Tramaine Whited said she was not in support of the recommendations at the last meeting and believed it is time for reconciliation. She said she is proud to live in Amherstburg but that it is time for a new name for the school going forward.

“Why not be better Canadians and humans?” she asked. “You can make new traditions.”

Committee member Gale Simko-Hatfield, a trustee from Windsor, said the consensus of the committee last time was for Amherstburg District High School or Amherstburg High School.

“Every other high school in the county are all named after the name of the community,” said Simko-Hatfield.

“They want to be considered in the same vain.”

Simko-Hatfield said she was trying to be respectful of all opinions but questioned whether the committee was

going to tell residents they should be ashamed of their town’ name being included in the new school.

Ross Scott, a retired teacher who is also part of the committee, expressed anger over the recent development in the school naming debate.

“We are completely dumbfounded with what the process is (at Tuesday’s meeting),” he said.

Scott said there were committee members that had “no idea” there would be guest speakers and suggested they would have found some of their own had they known.

“I had no idea we were going to get a history lesson,” said Scott.

Scott accused LeClair of having his own agenda and wanted to know why it wasn’t brought to a public board meeting “so we can see who hates Amherstburg.”

“I’m proud of Amherstburg and the majority of people love Amherstburg,” he said.

“I don’t have an agenda here,” said LeClair. “I’m focused on getting a new name for the school in Amherstburg.”

LeClair said he wouldn’t support General Amherst in the school’s name but never said that he wouldn’t support Amherstburg. He added the board is following similar processes as other areas of the region, noting the naming of a Windsor school also saw no support for an originally suggested name.

Committee member Tina Sharman asked if the board of trustees could just pick their own name, what was the point in the committee?

“If the trustees are going to make the final decision, why are we bothering?” she asked.

Amy Reaume, another committee member, said she was “disheartened” with the entire process. She said there is pride in the name “Amherstburg” and she joined other committee members in supporting the idea that students can learn from the past. She wanted Amherstburg to be part of the name and that there was community pride associated with it.

LeClair noted the committee members could still submit a name with Amherstburg in it, but suggested members send in other names that could be forwarded as well.

Later in the week, it was learned LeClair was seeking to step down as committee chair as he believes is the target of “false accusations” of a personal agenda.”

“I intend on staying on the committee as a member,” he said. “However, given some of the comments directed at me regarding having an agenda, I wanted to remove myself as a distraction from the work that needs to be done. I have requested the Chair of the Board to appoint a new committee chair.”

New farmers’ market opens in McGregor

A new market has opened in McGregor with the aim of offering local and Ontario products.

The Farm House Market has opened at 7601 Middle Side Road (County Road 10), just east of Howard Ave. Owner and operator Elisa Quaggiotto stated she finished her business degree in April and while the COVID-19 pandemic led to difficulties in her finding a full-time job, she decided to create one for herself.

In the process, Quaggiotto has also tried to add to the local economy and provide a service for the people of McGregor and surrounding areas.

The Farm House Market is located on her family’s farm and she noted it is about 20 minutes to get to any major grocery store no matter what direction they travel. The new market opened Aug. 14 and features produce, baked goods, dairy, eggs, meat, spices, teas, dog treats and other products that either come from local farms or other Ontario outlets.

“Everything we offer is to support local farms, local businesses and local producers,” she said.

Some of the items, including eggs, teas, spices and the dog treats, are right from the Quaggiotto family farm, she pointed out.

While people have come to The Farm House Market from as far as Kingsville and Leamington, Quaggiotto said many come from the McGregor area to see what her business has to offer. She said one person even came over on his ATV to pick up cheese to be used in that night’s dinner, and that demonstrated to her how important that a business like The Farm House Market is for the hamlet of McGregor.

“Everyone that comes in says how much they love that it is here and how much it’s needed around here,” said Quaggiotto. “It’s just very exciting.”

Quaggiotto is currently the lone employee and gets support from her family.

She hopes the business grows so that she is able to create jobs.

Attempted break-in reported at local home The Windsor Police Service – Amherstburg Detachment is investigating an attempted break-and-enter at a home in town.

Police say they received a report of a patio door being damaged to a home in the 300 block of Victoria St. S. It was reported Sept. 16 around 8 a.m. According to police, the wood around the door was damaged and a latch was bent as it appeared someone tried to pry their way into the home.

Entry was not gained to the home, police add, and there is no information on a possible suspect or suspects.

Anyone with information is asked to contact the Windsor Police Service – Amherstburg Detachment at 519-736-2252 or Crime Stoppers at 519-258-TIPS (8477). People can also leave information through Crime Stoppers’ website at www.catchcrooks. com.

Accident

A portion of County Road 18 (Pike Road) was closed for several hours last Friday evening due to a motor vehicle accident. Few details were available at press time, but he crash resulted in the section of roadway between Concession 9 South and Walker Road being closed as police, fire and ambulance attended the scene.

Equipment damaged

Officers with the Windsor Police Service – Amherstburg Detachment attended Toddy Jones Park last week for a report of damaged playground equipment. Police are advising older local youth to refrain from damaging the equipment and to ensure smaller children have the ability to play on it.

This early history of the house recalls Amherstburg’s once-strong maritime activity and identity.

Historically, Amherstburg has been a significant commercial centre in the region, and the c.

1885 addition on the side of the house associates the property to the historic commercial activity of downtown Amherstburg; it was originally the addition was a cabinet, furniture, and framing shop.

With the school building’s prominent and distinctive physical presence on a corner lot visually linked to the adjacent church, the building stands out in an otherwise residential neighbourhood.

The property contributes to the concentration of historic resources on the street as one of 10 19th century houses on the block; it helps define the mixed residential and commercial heritage character of the area. The property is physically, functionally and visually linked to its surroundings being compatible in scale, form, massing, use and age.

ANY PERSON may, within 30 days after the date of publication of this notice, send by registered mail or deliver to the Clerk of the Town of Amherstburg notice of their objection to the proposed designation together with a statement of the reasons for the objection and all relevant facts.
