Town trying to curb vandalism at local parks By Ron Giofu Play structures and sports fields have either been fenced off or are just not in use very much but there have been cases of vandalism there during the inactivity. The town fenced off its playground equipment in its parks last week, joining other local municipalities in doing so. The aim is to stop the potential spread of COVID-19. “It was something the parks department was keeping an eye on,” said Mayor Aldo DiCarlo. “We were doing pretty good and people were staying away from it. Then we started getting reports of people on (the equipment).” The mayor said the town doesn’t have the resources to continually sanitize the playground equipment and made a decision to put up signage around the park to try and keep children and parents away from the equipment. When that didn’t work, the fencing went up. DiCarlo said people are not supposed to be gathering during the pandemic and the town didn’t want to encourage that by keeping the equipment open. “No one is supposed to be out there getting together,” he said, believing that children won’t understand that they have to keep at least two metres from one another as part of the recommended physical distancing during the COVID-19 pandemic. “It wouldn’t be complying to what we’ve been trying to do lately, which is keep people apart,” said DiCarlo. The town is using the same fencing that it purchased, ironically enough, for special events such as Ribfest and other events.

“When you make an investment like this, the last thing you think you’ll need it for is pandemic support,” the mayor stated. “Investments like this can go a long way when you really need them.” Once the pandemic is lifted, DiCarlo said the real work begins as the playground equipment will be cleaned and sanitized at that point and the fencing will be taken down. “It’s going to be a really big job getting through this and getting over this,” he said of the COVID-19 pandemic. The town doesn’t want to close its playground equipment, he added, but it is a necessary measure at this stage to try and keep people safe. “There is going to be a bit of time when we’re going to have to be patient,” he said. Some people have elected not to be patient, DiCarlo added. “After we put the fencing up, we had some vandalism and we’ve even had some people trying to get around the fencing,” said DiCarlo. “I’m putting a plea out there to people to have the conversations with their children that the town isn’t trying to prevent people from having fun. This is a necessary step.” People can still go for walks in the parks but they can’t have gathering places like playground equipment, he noted, asking people to “respect the fact that no one is supposed to be on them for a reason.” Also closed are sports fields, basketball, tennis and pickleball courts, the skateboard park, other outdoor recreational amentities, picnic areas and picnic shelters. People are urged to maintain physical distancing when walking on trails or pathways.

Deputy Mayor questions if town has financial concerns due to COVID-19 pandemic

The town also announced it will waive penalties and interest for property tax payments due between March 31-April 30. By Ron Giofu Deputy Mayor Leo Meloche has asked if there were any financial concerns that could come out of the COVID-19 pandemic. Meloche asked about “financial

flexibility” as it came to handling any emergencies down the road and whether there were any concerns about that coming from either the chief administrative officer’s office or the mayor’s office. “At the present time, we don’t see any

issues with regards to financial issues coming out of the pandemic,” stated CAO John Miceli. “The treasurers are looking at it on a county-wide basis as to what they will be doing as it pertains to penalties and interest. They’ve come to consensus on that. On a county-wide basis, penalties and interest will be relieved for March and April. That is the position of all the county treasurers.” Miceli said he had already indicated that once the county treasurers had reached a consensus, the Town of Amherstburg would adopt the same philosophy. It was made official Tuesday afternoon, noting the Town of Amherstburg will waive penalties and interest for property tax payments due between March 31-April 30. Tax and water accounts set up for pre-authorized payments remain unaffected and the town states people can be removed from pre-authorized payment plans by e-mailing propertytax@amherstburg.ca. Meloche further voiced concern “over not what’s coming in, but what’s going

to go out.” He asked Miceli if he had enough financial flexibility to deal with any issues that may arise in the future. “At the present time, I don’t see anything. Myself and the (fire) chief (Bruce Montone) have been pretty far ahead of everyone else on these issues. We’ve been able to acquire the stock and the inventory on what is needed and that is necessary so far,” said Miceli. “This is a moving target.” Miceli said Mayor Aldo DiCarlo has the authority to direct him and Montone to undertake the necessary expenditures to deal with the pandemic. “We will be doing that and (council) will be updated on a regular basis,” said the CAO. “I provide you on a daily basis the results of each meeting (with the community control group). You will be well aware of any issues in advance.” DiCarlo said the issue of costs may come up if there are staffing issues. “So far people are working at home that are able to work at home,” said DiCarlo. “We haven’t had any issues outside of that. If the virus starts to spread and we start to lose staff, we will have to look at how to deploy what we have left. That may increase our costs at that time. But again, it changes so quickly, it’s a tough question to answer at this time.” The mayor didn’t envision any major costs in the short-term but pledged to keep town council up-todate, adding the town would look to the upper levels of government to assist if that would happen “because it is related to the virus and we would not be operating with a shortage if it wasn’t for people having to stay home. “That will be crucial going forward whether or not costs will escalate in that respect,” DiCarlo added. Treasurer Justin Rousseau pointed out that administration has set up a “cost centre” to track any costs related to the Coronavirus (COVID-19). He said that administration will be able to inform council of what those costs are. “It will help us down the road with any provincial funding with regards to the emergency. That has been put in place to track the expenditures for this pandemic,” said Rousseau. Meloche asked if labour and material will be looked at, noting Miceli and other staff have been devoting a lot of time to the pandemic rather than traditional town business. “Our resources through tracking labour - we don’t have a time and attendance tracking system,” said Rousseau. “That may be more complicated, however, Tabby purchases and equipment like PPE (personal protective equipment) will be tracked.”

inform people of why the measures are in place, but if enforcement is necessary the town will go down that route, he noted. People are asked to contact the Windsor Police Service – Amherstburg Detachment if they see anything suspicious or illegal happening. The non-emergency number is 519-736-3622. DiCarlo added there is a misconception by some that the town isn’t operating, but he said staff is still very busy. “The doors may be locked but we’re still working all day,” he said. “We’re definitely doing our part.”

Boblo services during COVID-19 pandemic raised at town council By Ron Giofu The frequency of the ferry service to Boblo Island and other services were among the concerns raised during the COVID-19 discussions held at town council March 23. Councillor Michael Prue, an island resident, said he has heard from a number of residents about services to the island such as garbage, recycling and yard waste particularly since ferry service is now once an hour “and it’s pretty full.” “Are we going to be able to provide those services or should I be telling them to store it in the garage?” asked Prue. “My answer to everyone in town, including the residents on Boblo, is that, to date all services are continuing,” responded Mayor Aldo DiCarlo. “This is something I’ve discussed with engineering and

obviously the CAO has been all over this. We have no problem maintaining services but obviously some of these are third-party services.” DiCarlo said the only issue that he can see shortterm is not a shortage of town resources, but a possible shortage of resources from the contractors. “As far as it goes getting to the island, we have assurances from the ferry operator that although they are only operating on an regular hourly basis, for specific services they will operate on a shorter schedule if needed,” said DiCarlo. If waste services can’t wait or need to make a second run, they will be able to do so, the mayor stated. “In the near future, we do not foresee and we have not been told of any discontinuation of services,” he said. “Just that there may be delays in service. contractors for their contingency plans. “They have basically suggested to us that they will continue on their daily cycle that they deliver services for us,” said Miceli. “We will be notified if there are any changes and we will notify the residents if there are any changes. As of now, I would suggest it is business as usual. Garbage will be picked up on the day it is being picked up on the island.” As for the ferry services, Prue outlined concerns he has heard from residents including those with medical issues, though noted the issue may not all be with the town. “Some of them are a little anxious about the once an hour, especially those with hospital appointments and doctor’s appointments,” said Prue. “There’s some elderly people, people with immune system (issues). If they’re forced to call an ambulance, it’s a little strong.” DiCarlo said he asked fire chief/emergency management co-ordinator Bruce Montone to follow up on that. Montone said Boblo is accommodating essential trips, as needed. “We’ve had a significant amount of discussion with the (Boblo) corporation on the offering of a ferry service,” said Montone, noting that Boblo is trying to protect its workers as well. “What they are saying is the one-hour schedule is for day-to-day, non-essential trips, non-essential as it relates to the current pandemic situation,” said Montone. “They are aware of existing residents on the island who have home care. They are aware of and accommodating individual residents on the island who have home care. They are accommodating those residents so home care can arrive and leave at the appointed times.” There are also patients undergoing chemotherapy, Montone added, and those residents are also being accommodated so they can make their mainland appointments. “Even in terms of our own services, we go over on a regular basis to ensure the equipment we’ve placed over there at (town council’s) direction is at the ready. They are accommodating us on-demand so when our crews go over to perform the maintenance, they will remain to return our crews without delay so that should those staff be required at some other emergency in the community, they will not be delayed by their schedule,” said Montone. DiCarlo added that on a day-to-day basis, those with medical issues are being accommodated. Vehicles are being tracked to ensure there is not a backlog, he stated. “So far, they’ve maintained everything they said they would in terms of as far as our emergency services and any health concerns,” the mayor concluded.

The mission is currently serving take-out meals at the door but still need donations of several supplies as they still have to wipe door handles, doors, and other surfaces to keep them clean and sanitized. Like pretty much everywhere else in the world, things are operating a bit differently these days at the Amherstburg Food and Fellowship Mission due to the COVID-19 pandemic. The mission is still serving daily hot lunches, but is doing so at the door between 12-1 p.m. weekdays with people not allowed inside the mission building itself to access the food. The mission’s food bank is still operating and food boxes are also being supplied at the door every Monday, Wednesday and Friday from 10-11:45 a.m. and from 1-3 p.m. until further notice. The call was put out last week for take-out containers and hand sanitzer, with local businesses stepping up with the former and some of the latter also coming in. By Friday, the mission was still in need of some materials, including more hand sanitizer, masks, plastic sandwich bags, gloves in both large and extra large sizes, Lysol wipes and bleach. Food and monetary donations are always welcome as well, with the mission receiving some donations of money as well last week from private individuals. “People saw what we needed and started bringing stuff in,” said mission president Tim McAllister. “We have started getting what we wanted. It’s good people are stepping up.” Despite the fact people are beginning to step up and make donations, there is still a need envisioned as it is still unclear exactly how long the pandemic will last. McAllister said they are grateful for

what has been donated so far but the take-out containers and sandwich bags go quickly. He pointed out the mission served 44 people last Thursday alone with each requiring a take-out container for the hot portion of the meal and a plastic sandwich bag for the salad. “I’m making a lot of take-out meals,” said McAllister. “I don’t know for how long this is going to be. We need a lot of take-out containers. That’s why we’re now trying to get a lot of bags.” Goods for the food bank clients are collected ahead of time as volunteers with the mission put everything together so that the boxes are ready when people come to the door. “When people come to the door, they give their info and we put it into the computer,” said McAllister. “Then, we get the box and bring it to them.” People line up at the front with tape marking how close people can get to one another as physical distancing is being practiced at the mission as well. All things considered, McAllister said “things are going well” but he pointed out that his number of volunteers has decreased for the time being. There are some people who either don’t want to come or are not being allowed to come due to the fears over the virus. “I got a few people who are still coming,” he said. “When this is over, they will all come back.” The Amherstburg Food and Fellowship Mission is located at 298 Victoria St. S. Town, county to conduct meetings electronically during COVID-19 pandemic

The County of Essex held an online meeting last Thursday where they made this method of meeting the way they will do business going forward during the COVID-19 pandemic. The Town of Amherstburg will also hold its council meetings the same way. Both councils will still have their meetings streamed so the public can view them. By Ron Giofu

“These amendments ensure that elected representatives can continue moving forward the business of the County in the midst of the COVID-19 pandemic,” said Warden Gary McNamara. “The changes enable us to use technology to bring councillors together in times of crisis when circumstances or health guidelines require them to be apart.” County councillors met via videoconference in a meeting that was streamed live to the County of Essex website. They voted unanimously to amend Procedure By-Law #41-2018 to allow for electronic participation in meetings by councillors when an emergency under section 4 or 7.0.1 of the Emergency Management and Civic Protection Act has been declared to exist in all or part of the municipality.

Amherstburg town council meetings as well as Essex County council meetings will be done electronically for the time being due to the COVID-19 pandemic. Town council approved the measures last Monday night while county council followed suit Thursday afternoon. Both councils approved the necessary bylaw amendments to move forward with electronic meetings. The provincial government recently passed the Municipal Emergency Act which allows municipalities to conduct council, board and committee meetings electronically in case of emergencies. All local municipalities have declared a State of Emergency in their respective jurisdictions due to the Coronavirus T:5" (COVID-19) pandemic.

By Ron Giofu An Amherstburg resident who has spent the better part of his life giving back has been recognized as the WESPY Awards’ Knobby Knudsen Male Volunteer of the Year. Marty Kerester captured the award at the recent WESPY’s, the same night another Amherstburg resident – Mary Ewer – won the female volunteer of the year

award. Kerester has been volunteering his time for the better part of the last four decades and was pleased to be the recipient of the WESPY Award. “It’s awesome,” said Kerester. “It’s great to be recognized. It makes me feel good to give back. I’m sure, like Mary, it’s what I was brought up to do and I will always do that.” Kerester has been a volunteer with the Windsor Spitfires for 39 years, with him holding several positions and doing numerous jobs over that time. Whether it be helping with 50/50 ticket sales, on-ice promotions, working in the penalty box, keeping track of shots on goal, or working in the VIP lounge, Kerester has been pleased to do whatever has been asked of him. “I love the people, I love the game,” he said. “I figure I am going to be here anyway; I may as well do something when I’m here. That’s what got me into it.” Kerester said he has not lost his passion over the years. “I still enjoy it,” he said. “I still enjoy going to the games. I talk to anyone and everyone. I know a lot of people through that.” It is a job he has no plans on leaving anytime soon, though joked he will stay “until they eventually want to get rid of me.” In fact, the 55-year-old Kerester said he is planning on retiring from his day job soon and that could lead to more volunteer opportunities. “It gives me something to do on Thursdays, Saturdays and Sundays,” he said, “and I can give something back as well when I’m there.”

Kerester estimated that he spends 25-30 hours per week volunteering with the Windsor Spitfires on an average week during the regular season. He has spent as much as 60-70 hours per week volunteering during major events like the Memorial Cup, the Canada-Russia series and the Under-17 hockey tournament. “I just give them anything they need,” he said. Kerester has also spent time volunteering at golf championships hosted at Ambassador Golf Club in LaSalle, noting that he has done scorekeeping among other duties. All that said, Kerester has one job on his resumé as a volunteer that stands out above the rest, though he noted he enjoys all that he does. Kerester was brought on board to help run the Knobby’s Kids Hockey Camp 12 years ago and now runs the camp. He said it runs from November to March at Lanspeary Park in Windsor. It is a skating and hockey program for underprivileged children and youth, he said. “These kids come out, we outfit them, we do everything for them,” said Kerester. “They don’t pay a dime. That’s what I’m most proud of.” Approximately 100-125 kids sign up for Knobby’s Kids annually, he added, and there are also breakfasts and Christmas dinner as part of the program. Kerester stated that is possible due to the “generous donations of businesses and individuals that help us out.” “That’s my most cherished thing,” he added. “I hope to keep this going for a long time. LANGS, Richard M. “Dick”, B.Comm. Died peacefully in the morning on Saturday, March 21, 2020 at the age of 88. He was the beloved husband of Lenore (née Garinger) for almost 62 years and loving father of Ellen Gray (David), David Langs, and Laura Langs (Steve van der Woerd) and was the much loved grandfather of Isaac, Ronan, Jayden, and the late Sebastian. He will also be deeply missed by his extended family of brothers-in-law, sisters-in-law, and many nieces, nephews, grand nieces and grand nephews. He was the only son of the late Leonard and Minnie Langs. Dick was a longtime member of the United Church of Canada, attending Chalmers United Church (where he met Lenore) for many years until it closed, and later, St. Paul’s United Church. He was a much loved teacher for more than thirty years at General Amherst High School, retiring in 1995. Volunteer work was also important to Dick. He volunteered at both the Capitol Theatre and Windsor Goodfellows. He was born, raised, and grew up in Windsor. He and his family made many years of wonderful memories of summers vacationing at Pinery Provincial Park, his favorite place. He also loved music, particularly jazz, and played the vibraphone. According to his wishes, he will be cremated and, in lieu of a funeral, there will be a celebration of his life. Due to the current health crisis, the date for this celebration cannot be fixed at this time, and there will be no visitation at the funeral home.
