Mayor cites health issues as reason for recent absences By Ron Giofu

Mayor Aldo DiCarlo has updated the community on his recent absences from meetings and public events. DiCarlo hasn’t been attending meetings since April 23 with Deputy Mayor

Leo Meloche chairing the meetings in his absence. On his Facebook page last Wednesday evening, the mayor explained that health issues are the reason he has been unable to attend meetings. “In the interest of public trust, and

in response to those who’ve sent their concerns, I am currently experiencing some health issues and am under a doctor’s care. I remain devoted to the Town of Amherstburg and hope to be back serving the people in a full capacity very soon,” DiCarlo stated.

Since posting the update to his Facebook page, DiCarlo has been receiving an outpouring of support from the community with his post having over 300 comments as of press time from people wishing him well and hoping for a speedy recovery. Meloche has been a regular at public events filling in for DiCarlo, with Councillor Donald McArthur also representing the town at recent functions. Should DiCarlo require further time to recuperate, plans are underway at town hall to accommodate that. Clerk Paula Parker noted the Municipal Act, Section 259(1)(c) speaks to the amount of time a municipal council member can be away from council meetings without a resolution of council. If a member of council requires longer than three months, council considers granting an extended leave for the member via resolution. “The July 19, 2019 Council meeting will mark the three successive months

of meetings, therefore a public report is scheduled for council consideration on June 24, 2019. However if the mayor returns to his meeting duties by that time the resolution of council will not be needed,” Parker stated. “It is important to note that while the mayor has been absent from council meetings, he has still been fulfilling other mayoral duties, as allowed by his attending physician.” Parker added while the mayor is absent, the deputy mayor has all the same duties and authority as the mayor as per the Municipal Act, Section 242 and per the Town’s Procedural By-law, Section 7.5. Per the Municipal Act, an office of a council member becomes vacant if the member is absent from meetings without a resolution of council. The Town of Amherstburg’s procedural bylaw states “the deputy mayor shall act in the absence of the mayor and have all the authority set for the position of mayor.”

Lakefront residents concerned over planned new subdivision By Ron Giofu Zoning for a new subdivision in the Willow Beach area of Amherstburg is going ahead, though many residents in the lakefront area are opposed. A bylaw to designate eight acres of land at 554 McLeod Ave. has been approved by town council with the lands now given a Residential Type 1A Zone to permit “a low density residential area.” The property would have 25 residential lots on it, should it eventually be given final permission to be developed. Planner Jackie Lassaline called the zoning process “the first step in a multi-step process” in which the next phase is a draft plan of subdivision. She said that would be a public process. Lassaline added they currently have clearance from the Ministry of Natural Resources and Forestry (MNRF). “There is nothing of concern or interest to the Ministry of Natural Resources,” she said. The application was also circulated to the Essex Region Conservation Authority (ERCA), said manager of planning Frank Garardo, who added ERCA had no objections. Director of planning, development and legislative services Mark Galvin noted that a previous proposal was more of a piecemeal plan with the current plan encompassing the whole subdivision proposed by the applicant. Galvin stated it falls within a settlement area as proposed by the town’s Official Plan (OP) and that the town’s own supporting documents support development in that area. “If you decide not to do it, it can be appealed,” he told town council. Not all residents and council members were in support of the plan. Councillor Peter Courtney, who stated that he lives in the area, questioned the process and said “I’m not understanding why this is a good thing.” He and other residents such as Larry Burgess also had concerns whether the infrastructure in the area could handle more development. Burgess indicated he has been told that a pump house in the area is “obsolete.” “Changing agricultural lands to an area already under water doesn’t merit any common sense,” said Courtney. CAO John Miceli indicated the applicants would have to perform their due diligence including an engineering study. Denying the zoning change would deny them a chance to perform their due diligence and didn’t believe denying the zoning would be a solution to the issue. “The land is already identified as part of the settlement area,” he added. Resident Kristi Wright-Farmer noted the number of animals that use the land and believed changing their habitat would not be a good thing. She also questioned the state of the infrastructure in the area though public works officials said there are issues due to high water levels and not the systems themselves as the latter are designed to accommodate development. Wright-Farmer said while there may be an engineering study, “we’re going to be under water before that happens.” Michelle Brydges stated “I don’t want to look out the window and see a subdivision.” Brydges also voiced concerns about wildlife and wanted peace and quiet protected as well. Nancy Triolet said since a bush in the area came down, her home has had issues with water coming into their land, but Lassaline said the water is “sheeting” in the field and that a subdivision would manage and take the water away. Councillor Michael Prue wanted to defer the rezoning for one month to allow the proponent to meet with residents but council voted that down in a 4-2 vote. Miracle League milestone recognized Legion noise issue further discussed Re: I would like to elaborate on your excellent article entitled “Miracle League of Amherstburg Marks 10th Anniversary.” It is a pleasure to witness how this baseball diamond has evolved to benefitting so many young people. I believe I was chair of the Amherstburg Accessibility Advisory Committee, when this baseball diamond was in its formative stages. I do have to say it is so nice to see that Amherstburg is the first accessible baseball diamond in Canada. Thank you to all those who have played a special part in bringing this about. I must not forget all those who are so committed to bringing it all about on a continual basis. On a personal note, I would like to elaborate on the word “disabilities” that I continually read mentioned in various literatures among several agencies. We only do what this government

has taught us and that is to throw around that word, “disabilities.” I hope to goodness that the day will come when this government throws away this word, once and for all. I’ve always thought that “our powers to be” in government wanted us to be an inclusive society and using more proper terms for all. Community Living is one fine example of how individuals have such a support system, so they can be nurtured and inspired to be a contributing part of society. I remember reading an excellent article with regards to the WindsorEssex Therapeutic Riding Association (WETRA) some time ago, and it was such a beautiful article that mentioned all their riding lessons that help so many individuals with either an emotional or physical challenge. Never once did it mention that negative word.

Re: Legion Member Responds to Accusations Deborah Barnett did in fact come to our home late afternoon on Sunday June 2 along with a male companion and rang our doorbell to ask us about our recent letter to the editor. I answered the door, as Wayne was unavailable at the time. Ms. Barnett remarked that they could not hear any loud music standing on our front yard and I replied that perhaps on this particular occasion we may not hear music, but that we most definitely can hear music from the Legion when the bands are playing on the patio. (We had not been outside that afternoon, so we have no idea whether we would have heard it or not). I asked for their name and number so

we could call them and have them come over when we could in fact hear the music in our backyard. Rather, said she would be sending a letter to the paper about not being able to hear any “noise” from the Legion at our home. She also wondered how we could possibly hear profanities at our home, and I remarked we may not hear the profanities at our property, but we have heard profanity while walking past the Legion. We have also heard profanity when we visited the Legion in the past. The point to our letter of May 29th was to let others know that on most occasions we can hear the music from the Legion rather well so it must be quite loud for the residents of the Queen Charlotte Condos.

Area university students planning “Local Leaders” summit By Ron Giofu A group of university students from the Windsor-Essex County area are hoping to be inspired and to inspire others with their first “Local Leaders” summit. Amherstburg resident Linden Crain and Leamington resident Kyle Cervini are leading a team consisting of Marissa Ondejko, Jeron Kir, Brienne Mastronardi and Peyten Cervini, with all of them attending universities across Ontario. The event will take place July 11 at Pelee Island Winery with doors opening at 4:30 p.m. and the event running from 5-8 p.m. Committed speakers thus far include active volunteer Lisa Jeffery, Leamington Mayor Hilda MacDonald, Hogs for Hospice founder Joe Oswald, Downtown Windsor Business Accelerator CEO Arthur Barbut, WEtech Alliance president and CEO Yvonne Pilon, AlphaKOR Group president Frank Abbruzzese and Amherstburg Councillor Donald McArthur, who is also a former journalist and the current communications officer with the County of Essex. The concept behind the event, said Crain, is to bring in local leaders and

Kyle Cervini said he founded the event so he could contribute to a better community.

“I was inspired to found it just to make a difference in our community,” he said. “We’ve been working on it for months.” Each speaker will have about 10-12 minutes with a question-and-answer

period to follow. There will a chance for ticket holders to network with the guest speakers as well, Crain added. There will also be complimentary snacks and drinks. Tickets are $10 each and available through their website at www.localleaderswe.com. “We’re donating all the proceeds to Habitat for Humanity WindsorEssex,” said Crain. Cervini said their original goal was to raise $2,500 and since they have already reached that goal, they now have readjusted their target and are now aiming to raise $10,000. “We want to, at a young age, start a foundation or charity, to give back to Windsor-Essex,” said Crain. “The area has given a lot to us.” “We started doing this because of our entrepreneurial and compassionate spirit,” added Cervini, who added they hope to diversify and do other events as well. Town moves forward with hiring full-time bylaw officer By Ron Giofu Town council has agreed to hire another full-time bylaw officer. The majority of town council members at the town council meeting where this was discussed were in favour, citing the need for an extra body. Councillor Donald McArthur said he has heard a number of bylaw complaints and wondered how long it had been since the town filled its part-time position. CAO John Miceli said if the bylaw officer is prosecuting files, it takes time and puts the officer out of commission. Another body could improve efficiency

in the department, he believes, adding that the position is going from 24 to 37.5 hours per week. Deputy Mayor Leo Meloche said it has been an issue since at least 2014. “We’ve been fighting this issue for a number of years,” he said. “If we want enforcement, we need people.” Councillor Michael Prue believed that if a municipality can’t enforce its own bylaws, it “ought not to be in the game.” Councillor Peter Courtney had wanted the matter deferred, but council did not agree. Courtney asked for more information, including statistics such as call volumes. The position is to be filled by July. Should council

The 202nd Fort Malden Royal Canadian Army Cadet Corps marked the end of its training year with its annual review and awards. The 42nd annual cadet review was last Wednesday night at Amherstburg Public School with this year’s reviewing officer being Councillor Donald McArthur. The evening also included awards for several members of the corps. Capt. Jeff Turner, the commanding officer of the

corps, thanked the parents for their dedication to the corps as well as the cadets themselves. “It’s not been in vain,” he said of the parents’ involvement. Turner believed that parents and family members could see a positive impact on the cadets as compared to when the training year started. He hoped parents and family members will continue to invest their time in their cadets.

Housing open house June 25

An open house for families of adults with disabilities is being held next week in Amherstburg. The information session is next Tuesday night, June 25, at 7 p.m. on the second floor of the Libro Centre. “There is a great need for housing for the intellectually disabled,” said Lois Bebbington, a member of the group Ensemble. Guest speakers are planned for the meeting. Bebbington said “this is just a beginning to explore how many parents are looking for housing for their children.” If people are struggling to find affordable housing options for adult children with disabilities they are encouraged to attend the meeting. “I am hoping this meeting will bring parents together to find ideas. It is better to do this now before our families have a crisis and our children are placed in nursing homes or a place that is inappropriate. As a parent and we age , we wonder what will happen with our children when we can no longer care for them,” she added.

The commanding officer also thanked his staff and the volunteers that help run the cadet program. “I couldn’t do it without you,” he told them. “These are the people it takes to run the corps.” McArthur, also joined by Councillor Patricia Simone at the review, said the evening was something he found to be impressive. He noted he was in cadets when he was younger and “at our best, we were never as good as you.” Lessons learned in cadets will prove valuable going forward, McArthur added, and thanked the cadets for the work they do in the community. He added they are proudly carrying on military traditions in Amherstburg and in Canada.

McArthur spent time as a journalist in Bosnia and Afghanistan and saw first-hand soldiers fighting for freedom. Awards presented to members of the local cadet corps included: GREEN STAR CADET – Cpl. A group of Grade 10 students from General Amherst High School got a chance to sharpen their skills and help seniors do the same. Students from Jaclyn Balogh’s FSL (French as a Second Language) class at General Amherst High School were at Richmond Terrace LongTerm Care Home working with residents who have a Francophone background and allowing both groups to use their French language. Balogh explained that she received grant funding through the Greater Essex County District School Board (GECDSB) to enrich language experiences in FSL classrooms. “The purpose is to improve and apply French language skills and cultural understanding in authentic situations,” said Balogh. Balogh reached out to Richmond Terrace and worked with director of programs and support services Stephanie North to arrange the trip to the long-term care home. The project that was decided upon was to have the students work with the seniors on scrapbooks about the

Amherstburg resident among Student Award recipients

Alexa Mognon the local winner at the recent awards night By Haley Rose Since 2012 Libro Credit Union has been recognizing students in their local communities who demonstrate outstanding leadership, commitment and service. Every year the 31 Libro branches across Southwestern Ontario give a $2,000 award to a student making a difference in their community, with an Amherstburg student among this year’s recipients. “This isn’t about cutting a cheque, because anyone can do that. This is about building a relationship,” said Christine Lejoie, community investment coordinator with Libro. There are nine Libro branches spread throughout Essex County. One winner is chosen at each branch to receive the award with a total of seven award winners recognized. For the last three years Libro has been holding the student awards ceremony at Oxley Estate Winery in Harrow. Students must apply for the award and a panel of judges at each branch weigh and score different categories based on the student’s applications.

but within their communities doing volunteer work and are real leaders amongst their peers.” The Libro branch in Amherstburg received 17 applications. One of whom, who stood out above the rest. Alexa Mognon is a senior at Assumption High School. While maintaining an 87 per cent academic average, she also serves as the vice president for her high school’s student government. When she’s not in the classroom, Mognon can be found volunteering

with various groups and organizations including Relay for Life, Canadian Cancer Society, Transition to Betterness, St. Vincent de Paul, local community gardens and in soup kitchens. Mognon was also a leader at an international youth forum that focused on social justice issues related to water pollution, human trafficking and immigration. “My community has done so much for me. My teachers, my peers, my family. It means so much to be able to give back to others. It also helps me grow as an individual,” Mognon said. In the fall, Mognon will be attending the University of Windsor in the Concurrent Education Program, where she hopes to complete her Bachelor of Education while working towards an honours degree in English. Mognon explained how she was inspired by all of her teachers to pursue a career in education. “This award means so much to me especially when I’m looking towards supporting my education. Your education is an investment in your future so being here tonight really is the beginning of my own investment in my future.” Mognon also looks forward to her debut on the Windsor Lancer’s women’s soccer team in the fall. General Amherst honours its athletic best at banquet By Ron Giofu The culmination of the 2018-19 school year is upon us and General Amherst High School recognized its top athletes over the past year. The school held its annual athletic banquet last Thursday night at the Ciociaro Club with players from the school’s sports teams honoured for their efforts. However, the importance of participating in sports was what principal Melissa DeBruyne highlighted to the students, coaches and parents. DeBruyne noted that sports teaches such life lessons as teamwork, responsibility, time management, handling pressure and sportsmanship among other qualities. “Believe me, sports prepare you for the real world,” she said. Encouraging the players to thank their coaches, DeBruyne added the coaches take time away from their families to work with the teams. “It’s a huge commitment,” said DeBruyne. DeBruyne also thanked the parents, grandparents and guardians for the support they give to high school athletics. “We rely heavily on you so your kids

Sr. Cardinals defeat Tecumseh U18 team, lose in Woodslee

By Ron Giofu The Amherstburg Cardinals returned to their home diamond last Wednesday night and had to battle for the victory. The Cardinals trailed the Tecumseh Thunder 18U team 7-6 after five innings of the high scoring affair but would battle back to send the game to extra innings tied at seven. Tecumseh would score in each of the eighth and ninth innings but the Cardinals battled back in the bottom of each inning and pulled out a 12-11 victory in last Wednesday night’s game. Cole Lepine was the hero for Amherstburg as his hit drove home the winning runs in the bottom of the ninth inning. “It was pretty even throughout,” he said. The game ended just before 11 p.m. but Lepine added the game wouldn’t have been as long if they didn’t make so many errors.

“We fought through it, got some hits and got the win,” he said. Lepine added he didn’t hit well for most of the game but on his game-winning at bat “I waited for my pitch and drove it.” The Cardinals are playing good baseball, he believed. “We’ve started getting things going,” said Lepine. The Cardinals headed to Woodslee Friday night for a game against the Orioles’ 35-and-over team. Woodslee won the game by a final score of 5-2. After that game, Amherstburg’s record stood at 3-3 in Essex County Senior League play. The lone home game for the Cardinals is tonight (June 19) versus the defending champion Harrow Blues at the Libro Centre. First pitch is scheduled for 7:30 p.m. The Cardinals are also scheduled to have a rematch against the Thunder 18U team Friday night at 7 p.m. at Lacasse Park in Tecumseh.

Villanova hockey player heading to UM-Dearborn

By Ron Giofu A forward on the Villanova Wildcats girls hockey team is heading to the University of Michigan-Dearborn next year. Kim Primeau has earned a scholarship to the university and was part of a brief ceremony at the school last Thursday morning. She noted her family have always been Michigan fans, so they are enjoying the fact she is going to be part of the university’s family. Primeau noted she started as a defenseman at age three but switched

to forward when she was at the atom level after she was scoring a lot of her team’s goals. “I hope to get better than I already am and get to another level,” she said, adding she also hopes to get stronger physically and get a good education as well. Primeau, who also plays for the Windsor Wildcats program, said she is a “defensive-minded forward but I’ve been known to score a lot.” She said she was approached in late winter by representatives of the University of Michigan-Dearborn. “They came to me at one of my

Primeau played for coaches Joe Beneteau and Tracy Curran at Villanova and will now suit up for Tim Ames at UM-Dearborn. Ames indicated that Primeau will play regularly with the Dearborn campus’ hockey team as a freshman. Her skills and hockey knowledge were part of what attracted the school to Primeau, Ames added, and that they found footage of her on a video and

pursued her to get her to go to the school. “She’ll be able to step right into our lineup,” said Ames, who noted that the exact value of the scholarship is still being calculated. During the brief ceremony at Villanova, she was joined by her hockey and slo-pitch teammates as well as her parents who showered her with support. The St. Thomas of Villanova Wildcats girls hockey team won the SWOSSAA championship at the “AAA” level during the 2018-19 high school hockey season.
