Amherstburg Farmers Market opens at new location By Ron Giofu The Amherstburg Farmers Market is open for the season and it is at its new location. The market is now every Saturday through the Thanksgiving weekend at Toddy Jones Park, its first year at that location after having moved from the
Malden Community & Cultural Centre. The latter location was sold by the town and is being redeveloped into a bed and breakfast. The market had tried Tuesday afternoons in previous years, but its regular Saturday location had always been the Malden Community & Cultural Centre until this year. Continued on Page 11

Town to seek further donors, partners for Belle Vue New window sponsorship program also unveiled By Ron Giofu
The president of the Belle Vue Conservancy had her recommendation to town council adopted and it is one that calls for administration to seek out sponsors and partners. Shirley Curson-Prue requested that administration be provided direction to seek out major sponsors or partners to build a conference centre on the Dalhousie St. property as well as to conduct renovations inside the home “to return the Belle Vue house to its original glory.” Town council purchased Belle Vue National Historic Site in Sept. 2016 after which the Belle Vue Conservancy was founded, Curson-Prue stated, adding that it is a group of volunteers that replaced former groups such as the Friends of Belle Vue and the Belle Vue Cultural Foundation. “Our mandate was to raise funds to restore the heritage-designated shell of the building, specifically the roof, eaves and windows,” she said. “In this regard, we raised over $297,700 during the period ending April 30, 2019, through sale of room naming rights, in-
The Town of Amherstburg will be seeking out more sponsors and partners to help pay for upgrades at the Belle Vue house, located at 525 Dalhousie St. The request was made by Belle Vue Conservancy president Shirley Curson-Prue, who also outlined a new window sponsorship program the conservancy is embarking upon. dividual donations and a series of fundraising events from symphony and jazz concerts to golf.” There are about $37,500 of outstanding commitments, she added, and another $30,000 of in-kind donations made. The roof of the home was replaced last year, she noted, with the conservancy now hoping to raise $400,000 to cover the eventual window repair and replacement. Curson-Prue also outlined a revised window sponsorship program the conservancy is launching, with an inventory of windows completed and a pricing structure for re-

maining unsponsored windows. Window naming rights would range from $2,000 to $20,000 “depending on the age and other relevant attributes of each of the windows, recognizing the original build was 1816-19 and subsequent extensions were built in 1871 and 1887 respectively.” Curson-Prue noted that “we have no plans to immediately replace the windows; rather they will be replaced when the interior of the house is renovated, ensuring they do not fall prey to vandalism. Our task is to raise the appropriate level of funds to fix the windows that can be fixed and have
replacements created for the rest in keeping with the heritage designation.” The town has determined, via a motion from the previous council, that the site will be used as a conference and event centre. Curson-Prue noted that the conservancy was never intended to become involved with the future programming of the property, it was difficult to drum up donations prior to that decision being made. Curson-Prue added it was difficult to offer naming rights to individual rooms or spaces given the interior layout was not guaranteed. Continued on Page 11

A local developmental services agency is requesting that people declare “I’m All In” and that includes employers considering hiring people with disabilities. Community Living Essex County (CLEC) held its 14th annual “Luncheon with the Mayors” last Wednesday afternoon in Essex, with representatives from all seven Essex County municipalities in attendance. The event is held as part of Community Living Month in Ontario with the theme “I’m All In” being featured. Essex County Warden Gary McNamara encouraged municipalities to hire people with intellectual disabilities and challenged them to take another look at those individuals. “We need to be better in our own municipal governments,” said McNamara. “We need to take it up a notch.” One organization who has hired a person with an intellectual disability is the Amherstburg Fire Department. Chief Bruce Montone announced the hiring of Max Vigneux to work at the department, noting the department is “so very, very proud to introduce this person to the emergency response profession.” Montone, who is also a board member with Community Living Windsor, encouraged other employers, municipalities and emergency services to follow suit. “I truly want our entire world to be ‘all in,’ to be inclusive,” said Montone. “To the potential employers in the room, employing people with a disability does result in a better bottom line for you.” Montone said that employees with disabilities are loyal and safe, and stated that they also have the passion for their work. “They are capable and this is why I’m ‘all in,’” said Montone. Reader responds to last week’s article on police deployment Please accept this opinion, written after reading the article in May 15 River Town Times concerning a legitimate question by Councillor Simone regarding an article written by Alan Halberstadt about issues of policing in Amherstburg. Mr. Halberstadt enjoyed a long career in journalism and is retired from The Windsor Star. In the 1990s he served as a trustee of the former Windsor Public School Board and is currently sitting on the Greater Essex County District School Board. I have certainly not always agreed with his positions, but I will give Mr. Halber-
stadt credit for being a professional in his field. Mr. Halberstadt reported that the matter of insufficient staffing of police in Amherstburg was brought to the attention of supervision by members of the Windsor Police Association. Names were named and a date was given as information from minutes of a duly recorded meeting. Whether resolution has been achieved is not clear, based on what was written by Mr. Halberstadt. Resolution is not my issue. My issue with the article in the May 15 issue rests with statements by Mr.
Miceli and Staff Sergeant Deluca. Mr. Miceli: “That issue is not an issue.” What is that supposed to mean? Something that was questioned wasn’t questioned? A problem wasn’t addressed or resolved? Mr. Miceli makes no sense here. Worse was Staff Sgt. Deluca’s statement that the matter was “fake news.” Sorry, but that pushed me over the top. A meeting with names, dates and minutes is fake news? That something was questioned is fake news? That it was or wasn’t looked into and resolved is fake news? Also, Staff Sgt. DeLuca, I know you
are new to the position, but the very use of the term “fake news” puts you into a category with the current US president, who uses it whenever someone brings up something he has said or done that contradicts what his original position was. I would respectfully suggest that using “fake news” in any context within the Amherstburg/Windsor Police simply makes many of us wonder what else Amherstburg was promised that isn’t going to happen. —Denise Bondy Amherstburg

Noise bylaw issues
Town council will have an important issue to determine May 27. A request to exempt the Legion from the provision of the noise bylaw Friday and Saturday evenings and Sunday afternoons from May 1-Oct. 31 is proposed. The current bylaw prohibits amplified music being performed outdoor at a volume that disturbs the peace, quiet or comfort of any individual in any office, residence etc. The outdoor entertainment of the Legion does. This sound extends far beyond the Legion’s patio. We have tried to resolve our complaints by reaching out to the legion’s executive and management. We want to work with them. We have welcomed the assistance of the CAO and former Councillor Fryer in facilitating meetings. Progress was made and no formal noise complaints under the bylaw were ever pursued. We believe it is better to work towards a solution rather than filing noise complaints or for the Legion to pursue an exemption to the noise bylaw. We do not object to outdoor entertainment in principle, but rather the volume of it. We and our neighbours had offered last year, and again this spring, to engage, at our expense, a sound engineer to determine how best to mitigate the noise. We suggested a good start would be to point the speakers away from our building, where they are currently directed, and towards the Legion’s itself or their parking lot. The downtown should be enjoyed by all and respect shown to all, whether they conduct a business there, or live in or visit the area. If development plans proceed as proposed, even more residents, will move into the downtown and additional visitors will use the expanded King’s Navy Yard Park. Let the Legion earn revenue from their patio and let their patrons enjoy it. We do not oppose that. We do not, however, believe sales will dec re a s e , o r t h e v e n u e b e l e s s e n j o y a b l e , i f t h e noise volume is turned down or mitigated in a re a s o n a b l e fashion. We think an exemption application at this time is premature. No formal objections were made about their outdoor entertainment last year. Council should defer it for a few months, so we can see if the issue can be solved, to the satisfaction of everyone. If council proceeds with the request, make it subject to reasonable conditions. Limit the noise to an acceptable decibel level and require the involvement of an acoustical engineer to make mitigation recommendations for the Legion’s to implement. We are prepared to assist with the cost of this. Limit the exemption to one night, not two. Continued on Page 12
Catholic elementary school. St. Joseph School in River Canard and its FSL (French as a Second Language) students in Grades 4-8 hosted a “French Café” recently in the school’s gymnasium. The FSL students made crêpes, had a photo area, student art and were assisted by St. Thomas of Villanova Secondary School students with face painting. Lori Rossi, one of the FSL teachers at the school along with Nancy Vanderhoeven and Amanda Daragon, pointed out that classes rotated through the gymnasium throughout the morning. The “French Café” was a way to promote the French culture and lifestyle throughout the school. She said the students that came through enjoyed themselves. “We try and give them the experience of a French café,” said Rossi.

VIRGO – Aug 24/Sept 22 Direct your energy toward work in the days ahead, Virgo. There is a possible promotion in the works, so now is a great time to put your nose to the grindstone. SCORPIO – Oct 24/Nov 22 Scorpio, you may be looking for something new to keep yourself occupied. Try learning a new sport or a language. This is a fun way to meet new people and stay busy. SAGITTARIUS – Nov 23/Dec 21 Sagittarius, if you have been procrastinating of late, keep in mind that you will ultimately need to get things done. Better to get back on track sooner rather than later. CAPRICORN – Dec 22/Jan 20 Capricorn, support a reputable cause or charity. Doing so sets a positive example, and you will feel better for having done so. Even small efforts can make a profound impact. AQUARIUS – Jan 21/Feb 18 It isn’t enough to simply get the job done, Aquarius. You need to do everything to the best of your ability. If you do, you will have a sense of accomplishment and pride.
The Town of Amherstburg has hired an arborist temporarily for the 2019 season. The town approved the hiring of Bill Roesel for this season. “In the 2019 budget, Public Works budget centre includes an allowance for the purchase of arborist services from a contractor within the $155,000 for tree maintenance expense. However, as noted above, administration recommends that a temporary employment contract be extended to Mr. Bill Roesel for provision of arborist services for the 2019 season,” manager of roads and fleet Eric Chamberlain stated in a report to council. “If approved, based on the recommendations of this report the salary and benefits expense accounts in the Public Works budget centre would reflect the cost of the temporary arborist staff position and would show as overspent as this staff position is unbudgeted. The over-expenditures in the salary and benefits accounts for the arborist position would be fully offset by under-spending in the tree maintenance expense account, resulting in no net financial impact.” The area being focused on for tree trimming, according to Chamberlain’s report, will be from Fryer St. to Meloche Road and from Simcoe St. to Alma St. There will be approximately 400 trees trimmed in this area. There are 91 trees scheduled for removal this year with 91 new trees to be planted near where the old trees are being removed, the report added. Candidate expenses Administration was questioned whether candidate expense forms from the Oct. 22, 2018
municipal election had been publicly released, as it was noted there were some in the public who had difficulty locating them. Clerk Paula Parker stated they were placed on the town’s website. The direct link to finding candidate expense reports is www.amherstburg.ca/en/townhall/elections—-financial-statements.as px. Tourism TWEPI CEO Gordon Orr and vice president Lynnette Bain gave their yearly update to town council, with the tourism officials stating that the Windsor-Essex County area gains five million tourist visits per year and roughly $500 million in economic activity is created. In turn, Orr noted that 16,000 jobs are created. Bain pointed out their website, www.visitwindsoressex.com, and that traffic to the website has increased. She also pointed out they collaborate with the town’s tourism department on such things as the Festival of Hawks and the Amherstburg Uncommon Festival (both planned for September this year) and the River Lights Winter Festival.

Conduct Deputy Mayor Leo Meloche opened the meeting calling for a more respectful gallery, noting comments and conduct at a May 6 special meeting were not acceptable to him. “Behaviour and comments by some at last Monday’s meeting did not sit well with me as chair,” said Meloche, who chaired both May 6 and May 13 meetings in the absence of Mayor Aldo DiCarlo. Meloche said that heckling will not be tolerated and that, per the code of conduct, staff should be defended from negative comments from the public.

Councillor asks further question regarding Amherstburg Community Foundation By Ron Giofu The Amherstburg Community Foundation (ACF) may have a new president and directors, but at least one town councillor still has questions. The ACF was a topic for discussion at the most recent regular meeting of town council with Councillor Michael Prue raising the issue once again. He recalled being told by CAO John Miceli to start with the mayor if there were any questions, with Prue noting he was unable to reach Mayor Aldo DiCarlo. DiCarlo was not at the meeting. Prue acknowledged that Richard Peddie is the new chair as well as the new directors but Prue questioned how that came to be. “I didn’t know it was an elected position,” said Prue. “Can anyone explain what is going on?” Deputy Mayor Leo Meloche, who chaired the
meeting in DiCarlo’s absence, noted that the ACF is an independent entity that can create and elect its own board. He maintained that position when Prue pressed the matter. Prue added that the ACF had seen the mayor, deputy mayor and treasurer on it at one point and questioned whether or not they resigned and believed it “was run by the town.” Continued on Page 12

Full slate of events planned for Fort Malden National Historic Site By RTT Staff Fort Malden National Historic Site of Canada officially opened for the 2019 season last Saturday and there is a large schedule of events for the coming year in addition to regular programming. Some of the special events are presented by Parks Canada while others are being held at the site but presented by other groups and organizations. One of the new events is the Father’s Day Hands on History & Lumberjack Breakfast. That is being held June 16 from 9 a.m. to 4 p.m. In addition to the lumberjack breakfast, there will also be a “hands-on Brown Bess musket firing experience.” The breakfast consists of pancakes, scrambled eggs, sausage, bacon and potatoes, and a choice of coffee, tea or juice. Cost is $10 for seniors, youth and adults and $5 for children 12 and under. The public is asked to pay by cash only with the breakfast running from 9 a.m.-12 noon. The cost for the musket firing experience is $18.40 per firing but is free for fathers with the purchase of a lumberjack breakfast. That event runs from 10 a.m.-4 p.m. and people must be 16 or older to fire a musket. Proceeds from Lumberjack breakfast go to support the Maidstone Museum Essex County in the War of 1812 event. Again this year, Fort Malden National Historic Site of Canada will be the site of Art by the River. That event is Essex County’s original arts and crafts show with over 150 artists and artisans from across Ontario. It is presented by the Fort Malden Guild of Arts & Crafts, the organization that oversees the Gibson Gallery, and is the largest fundraiser for the Gibson
Gallery. It runs from 10 a.m.-5 p.m. on both Aug. 2425 and more information on that event can be found by contacting the Gibson Gallery at 519-736-2826 or by visiting www.gibsonartgallery.com. Another new event this year will be “Essex County in the War of 1812,” with that event being presented Sept. 28-29 from 10 a.m.-5 p.m. both days. As Fort Amherstburg was the headquarters of the Right Division of the British Army in Upper Canada during the War of 1812, this event will feature re-enactors bringing the War of 1812 to life with period encampments, musket and cannon firings, cooking demonstrations, and battle recreations. According to Rae Kingdon, public relations and communications officer with Parks Canada’s Southwestern Ontario Field Unit, “Fort Malden is pleased to continue to offer its daily guided tours and musket demonstrations. The 20-minute tour with an experienced interpreter starts at the Visitor Centre, takes visitors through the fort buildings and grounds, and ends with a demonstration. Tours are offered daily at 11:30 a.m., 1:30 p.m., and 3:30 p.m. During the musket demonstration, visitors will see the flash of fire and hear the blast of a Brown Bess musket like those used in the War of 1812. A costumed interpreter explains details of the historic musket, including how to handle and load charges, and the challenges of loading and firing as quickly as possible. Demonstrations are offered daily at 11 a.m., 12 p.m., 1 p.m., 2 p.m., 3 p.m., and 4:15 p.m. Fort Malden National Historic Site is open from 10 a.m. to 5 p.m. (with last admission at 4:15 p.m.) as per the following seasons: May 18 to June 30: Wednesday to Sunday; July 1 to Sept. 1: seven days a week, and Sept. 4 to Oct. 13: Wednesday to Sunday. This information is also available on Fort Malden’s website at www.pc.gc.ca/en/lhnnhs/on/malden/visit/hours-heures.

General Amherst High School preparing to stage “The Wizard of Oz” Performances run Thursday-Saturday at 7 p.m. each night By Ron Giofu
Drama students at General Amherst High School are hoping people follow the yellow brick road to their gymnasium May 23-25 for their production of “The Wizard of Oz.” Rehearsals have been happening since October, but have intensified in recent weeks as the show dates near. Drama teacher Stephen Scott estimated there are about 26 performers on stage plus a backstage crew and students from General Amherst’s three feeder schools – Anderdon Public School, Malden Central Public School and Amherstburg Public School. He said that gives the younger students a chance to experience what it is like in high school and “give them a footing when they come in.” “It’s a very well-known show,” said Scott. “It’s very family accommodating and welcoming. It appeals to multiple generations. Everyone knows it.” Scott indicated that a new wave of drama students is coming through General Amherst and that they have the chance to demonstrate their talents on the stage. He said rehearsals took place at lunch in the beginning, expanded to Tuesday and Thursday after school and have been every night as the show approaches. Students stay until at least 8 p.m. most weeknights, he said.
Bethany Cutting, April Conley, Jessica Field, Justin Coughlin and Macaulay Fryer are some of the on stage performers in General Amherst’s production of “The Wizard of Oz.” Shows run May 23-25 at 7 p.m. each night. Rehearsals continued last week in the school’s gymnasium. Scott explained that his wife Sonia teaches at Anderdon Public School and they alternate shows every year. Anderdon had a show last year so now it is General Amherst’s turn. Tickets are $10 for adults and $5 for seniors and students. They are available at General Amherst High School and will be available at the door the night of the shows.
The show starts at 7 p.m. each night. “We hope the community will come out and support the show,” he said, adding it could be the final production held at the current General Amherst High School building before moving to a new school in a few years. “I’m really proud of the students,” he added. “I’m pleased to have spent these months with the kids.”

Stella Maris School students hit the streets for “Walk for Water” By Ron Giofu
Grade 7 students hit the streets of Amherstburg to raise awareness on just how important clean water actually is. Amy Williams’ class from Stella Maris School walked around the town recently as part of the “WE Walk for Water” initiative. The students carried signs and placards as they walked the sidewalks and conveyed their messages. “We are here to raise awareness for people around the world who don’t have access to clean water,” explained Julia Gyori. Fellow student Andrew Chambers explained that over 35 per cent of the world does not have clean drinking water with Rachel Caza stating that a $25 donation can allow one person to have clean drinking water for life. “Collectively, South African women and children walk a daily distance equivalent to 16 trips to the moon and back to seek fresh water,” said Madison Werstein. Student Jonathan Joncas said their posters were “to

Luc Peledeau said that, on average, one Canadian will waste approximately 329 litres of water per day.
The walk was not just about awareness, but it raised money too. “We collected $1 per person in our class,” added Adelaide Hered. For more on the WE Walk for Water movement, visit https://www.we.org/weschools/program/campaigns/we-walk-for-water/.
Town council applies service delivery grant to police transition By Ron Giofu Town council has agreed to apply its service delivery grant that it received in March to the cost of the police transition. The Town of Amherstburg received $620,201 from the Ontario government and council has voted by 4-1 margin to apply it to the $1,055,000 in costs to transfer from the Amherstburg Police Service to the Windsor Police Service.
Voting in favour were Deputy Mayor Leo Meloche and councillors Donald McArthur, Michael Prue and Marc Renaud. Councillor Patricia Simone voted against the motion while Mayor Aldo DiCarlo and Councillor Peter Courtney were not at the most recent regular meeting of Amherstburg town council. “As noted in the correspondence regarding the Service Delivery Grant Funding (Grant), the funds are to be used toward modernizing service de-
livery and reducing future costs including shared service agreements. The transition to contract policing with the Windsor Police Service is perhaps the most significant service delivery review the Town of Amherstburg has ever undertaken,” treasurer Justin Rousseau wrote in his report to town council. “The new shared services agreement with the Windsor Police Service to provide policing service provides annual savings to the Town of Amherstburg for
policing operations. However in 2019, the first year of the agreement, savings from moving to the new service delivery model are offset by costs the Town has incurred as a result of the transition. Administration has reviewed the parameters of the grant and is of the opinion that applying the grant toward t funding the transition to contract polic- t ing best ties to the guidelines and inten- c tions of the grant.” t Continued on Page 11 o
New business opens in town Haley Rose For seven years Pittao’s Autocare has been taking care of those they love. From diagnostics to detailing they offer a broad range of automotive needs. Recently owners Mark and Heather Pittao had an opportunity to expand and they couldn’t wait to dive into the new project. Their new business - The Pool Place, will be opening this week right next to the automotive business. Mark Pittao explained how he has always owned a pool and been heavily involved in maintaining it. Whenever friends needed help or had questions, he was the person they would go to. Now he wants to spread his knowledge to the community. “Most people don’t understand the importance of water chemistry and how it can affect swimmers. We plan to educate our customers and keep them in the loop of any new products that will make their summer that much more enjoyable,” explained Mark. Mark went on to say that over the years, technology has advanced in the pool
world. From Robotic cleaners to full automation that can be performed right from your smart phone. He said the new advancements have peaked his interest and made him look into updating all his equipment. “With these advancements there is a lot of energy savings to take advantage of by upgrading older systems. Salt systems, robotics and variable speed automation have created great savings to users.” Mark and his staff have travelled across southern Ontario to get top of the line training from companies such as: Zodiac, Jandy,
Hayward, Mursatt and Polaris in order to provide the best experience possible for their customers. “Our goal is to be a one stop shop where you can have your water tested by knowledgeable staff that can get your water chemistry into proper ranges. You can schedule maintenance for your pool, repairs on equipment, liners, ladders etc. – whatever pool and spa owners may need.” The hours of The Pool Place will be: Monday to Thursday 8:00 a.m. to 7:00 p.m., Friday 8:00 a.m. to 5:00 p.m., and Saturday and Sunday 8:00 a.m. to 4:00 p.m.

Farmers Market enjoying the move to Toddy Jones Park
Continued from Page 1 “So far, so good,” reported co-manager Rita Casagrande. “The rain threw us off a bit. When it cleared up, it was busy and everyone seemed happy. I think it’s going to be successful here. We’re happy to be here, that’s for sure.” Casagrande stated that most comments were positive, and that the public was happy to have the farmers market in the downtown core of Amherstburg rather than out in the rural area. One drawback was parking, as it was easier for people to park at the former location, she said. The Amherstburg Farmers Market had ten vendors at its opening day, with the Amherstburg Fort Malden Horticultural Society also holding its plant sale. Casagrande stated they usually have 10-14 vendors on opening day and she hopes to average 8-12 during the season. The market has both full and parttime vendors.
Volunteers with the Amherstburg Fort Malden Horticultural Society were on hand conducting their annual plant sale last Saturday as part of the opening day of the 2019 Amherstburg Farmers Market season. A lot of new faces were seen last Saturday but regular customers also returned.
“They followed us here, which is nice,” said Casagrande. The farmers market hopes to have
local entertainment most Saturdays. Gregg Steiner performed on the guitar and sang last Saturday. “We really like it. We are busier traffic-wise,” added Patricia Saunders, the other co-manager. “I think it’s really good for everyone.” Saunders added she also shops at the market, as well as operating as a vendor. She said she purchases from other vendors to make her products, which include various types of jams. The ten vendors were “a very good” turnout, Saunders believed, but noted they would welcome more. “The more people that are interested, the better it is,” she said. The Amherstburg Farmers Market will be open at Toddy Jones Park from 8:30 a.m.-1:30 p.m. every Saturday through Thanksgiving weekend. Those interested in becoming a vendor can visit www.amherstburgfarmersmarket.com or call 519-972-1340 or 519-736-3550.
Town to seek additional partnerships to restore Belle Vue
Continued from Page 2 “Clearly there is significant potential for the house and property but it is believed there is little will on the part of the residents and the town for the local taxpayers to shoulder the update or costs of the new build,” she said. “For this reason, the time has come to seek out major donors or partners to build
the conference/event centre.” Sponsors are also needed to help restore such rooms as the library and dining room, to renovate the kitchens to accommodate local caterers and restaurants and to build a series of four to five boardrooms on the second floor. Curson-Prue believed the board rooms should be themed to commemorate the
various owners and tenants that Belle Vue had over the years. “Recruiting sponsors to build the conference centre and upgrade the interior of the Belle Vue house would minimize or eliminate the requirement of the town to fund the development using tax dollars,” said Curson-Prue. “Clearly, a sponsor would require a re-
turn on investment which would mean the town would not likely to be in receipt of full or perhaps even partial revenues from the conference/event centre for an agreed upon period of time. Including a reopener clause would allow for review of the success and possible continuation of this agreement.”
Town council votes 4-1 to apply grant to police transition costs
Continued from Page 10 According to the report, the $1,055,000 in transition costs are broken down in the transition costs themselves of $930,000 plus the associated legal fees of $125,000. The budgeted plan called for $161,610 in costs to come from the insurance reserve, $371,000 from the police reserve and $522,390 from current taxation. With the grant being applied to the costs, that wipes

out any transfers from the reserves and lowers the impact coming from current taxation to $434,799, or a variance of $87,591. “Applying the Grant toward funding one-time police transition costs would allow the municipality to preserve the reserves to cover future demand and provide the Town a positive variance $87,591 in taxation revenue that may offset other operating cost and revenue fluctuations that arise in the year,”

Amherstburg Public School goes silent in recognition of those without a voice
Amherstburg Public School held its annual “vow of silence” last Thursday to recognize people around the world who don’t have the same human rights as others. The event was also used as a fundraiser for Save African Child Uganda (SACU), a cause that retired teacher Ingrid Silvaggio Heugh is involved with. By Ron Giofu
Amherstburg Public School students and staff went silent again last Thursday in recognition of those around the world who can’t express their own voice. The public elementary school’s “vow of silence” saw classes go silent as a way to remember those who are bul-
lied and others in third world countries who don’t have a voice. Grade 8 students led the way, including students in teacher Joanie Cotter’s class. “We’re being silent and walking for kids that can’t speak up for themselves,” said Kira McCurdy. “It’s a symbolic way to show people that others are stripped of their rights,” added Hailey Boyko. The event was also used to raise
funds for Save African Child Uganda, a cause that retired Amherstburg Public School teacher Ingrid Silvaggio Heugh is heavily involved with. Cotter said that her Grade 8 class have had a human rights focus weaved in through their curriculum this year and the “vow of silence” was a way to demonstrate their social action. “Everybody should have the right to stand up and say something,” said Mc-
Curdy. “Everyone should have human rights,” added Aaron Bergeron, adding they were also standing up for other children around the world. Students walked through Amherstburg streets as part of the “vow of silence,” many carrying signs reading “Be The Change You Want to See in the World,” “Stand Up” and “We Rise by Lifting Others.”
Prue voices questions over the Amherstburg Community Foundation (ACF) Continued from Page 7 Prue also questioned whether the
town will continue to process financial materials such as cheques with treas-
urer Justin Rousseau simply responding that he has resigned from the ACF and is no longer its treasurer. Peddie noted in his address at the Amherstburg Chamber of Commerce’s Business Excellence Awards May 9 that he was approached by DiCarlo late last
year about chairing the foundation. Peddie noted he wants it to be independent of the town. Others on the volunteer board consist of Jen Desjardins-Grondin, Lori Wightman, Dan Gemus, Chris Gibb, Dave Beneteau and Tom Manherz.

A history teacher at General Amherst High School is being recognized for inspiring students to stick with the subject in post-secondary education. Michael Balogh is being honoured by the University of Windsor later this month and the teaching award he
is receiving recognizes the fact he has inspired students to further their studies in history. “It’s nice to be recognized after teaching for 20 years,” said Balogh, “and that my lessons are valued and students enjoy my class.” Balogh said he received a letter in the mail and it came unexpectedly. “This was a complete surprise. It came out of left field,” he said. It was Balogh’s understanding that his name came up several times through the nomination process and he was honoured that it did as it meant former and current students enjoyed his class. “It’s a nice little accomplishment,” he said. The awards ceremony is May 28 at the University of Windsor’s Vanier Hall. It is the first award he has received in his career as a teacher. “I really believe in variety. I try to mix things in,” he said. Balogh noted he tries different activities to hook students into his lessons both at the beginning and at the end. He currently teaches Grade 10 history and Grade 12 world history, though considers Grade 10 history the “bread and butter” subject that “almost teaches itself” through topics ranging from World War I and II, the Cold War, the Roaring 20’s and all the way up to 9/11. “You just can’t get any better topics than that,” he said. Balogh believes he can keep the topics interesting for students. “History can be boring but not when I teach it,” he said with a smile.

tignon) is back as the head coach and Eric Shaw has remained with the team as the Forward assistant coach.” Crevier, who hails from Tecumseh, has spent the last few years coaching in minor hockey and has a very extensive resume. Crevier thinks there is a great base of returning players and some of the new players will fit in nicely as well. “It was great to be at the team’s minicamp and start to see the players and work with the staff. I am excited to be a part of the Admirals family. I have known Paul for a long time and look forward to working with him,” Crevier stated. “I just want to thank Greg and team ownership for the opportunity to join the staff.” Continued on Page 20

It has already been a busy off season for the Integrity Amherstburg Admirals and they are not showing signs of slowing down. The team recently announced the commitment of two players. Mitchell Demelo, an Amherstburg native, has committed to play for the team in 2019-20 season. Joining Mitchell is Windsor Midget Major AAA product, Josh Bennett. “Both players add skill and grit to our forward core,” said Admirals GM Greg Crain. “Craig (team scout) and I have watched a lot of these players over the last season and we are sure they will step into the lineup and make a positive impact.” On the heels of the player commitments, Crain has added to the coaching roster as well. With the addition though, it did see some former coaches leaving the team. “First and foremost, on behalf of the entire organization, we would like to send a big thank you to Daniel Slipchuk and Rob Bondy for their time with the coaching staff. Daniel had to step down due to work commitments and Rob has taken on a different opportunity on the skill development side of the game,” he said. The Admirals have announced an addition to the coaching staff, as Marc Crevier has been hired to coach the Jr. C hockey team’s defensemen.
Crevier brings a vast knowledge of minor and junior hockey to the team and the Admirals expect to see that impact immediately. Crevier has spent time coaching in minor and junior hockey over the past several years. He has spent time with the Leamington Flyers and Belle River Canadiens as a head and assistant coach. “I have known and worked on the bench with Marc over the last 25 years. Marc’s knowledge and focus will be a great addition to our staff. I am very excited to have Marc join us and get started,” explained Crain. “Paul (Bor-

General Amherst now 5-1 after three slo-pitch games last week By Ron Giofu
The General Amherst Lady Gens slo-pitch team was in action three times last week, winning twice and losing once. The Lady Gens’ record now sits at 5-1 on the 2019 WECSSAA girls slo-pitch season. The first game of the week was at Bill Wigle Park last Tuesday and that was a 14-2 victory over the visiting Sandwich Sabres. Madi Pillon said they had some pop-ups early in that game but they straightened that around. She said the game went by quickly and that “I expected us to play well.” The team is catching up on its games that were rained out earlier in the season, but Pillon said they haven’t been adversely impacted by the lack of action early in the season. Many of the players are on other teams as well so they have been getting in time on the diamond that way. “It actually hasn’t been that bad,” she said of the recent rainouts. The Lady Gens have been playing well this year and Pillon said after last Tuesday afternoon’s game that they remain optimistic. “I think we’re going to go pretty far,” said Pillon. After a 10-9 loss in Essex last Wednesday afternoon, General Amherst returned to their home diamond last Thursday afternoon and defeated the visiting

Left fielder Ramie Tytgat catches a fly ball later in the week as centre fielder Madi Pillon also comes over. Leamington Lions 24-12. “I thought that was a pretty good game,” said Savannah Prescott. “There was a lot of hitting going on.” Prescott said the Lady Gens were able to find their groove and get the win. There were innings where Leamington put up some runs on them, but she believed that was more of a case of Leamington finding the holes rather than poor play by the Lady Gens. “There were a couple of innings where we couldn’t get
an out,” she said. Prescott believed the Lady Gens have come together well and even though they picked up their first loss of the season, it didn’t negatively impact the team. “All of the girls are still happy. It’s not like it got us down,” said Prescott. “I think we have a close team.” The Lady Gens were scheduled to square off against the Villanova Wildcats Tuesday afternoon after this issue of the River Town Times went to press at Villanova.

General Amherst athlete competes at OFSAA badminton tournament badminton in much the same way he enjoys tennis. “It’s a good workout,” he said. “It’s very strategic. You just have to place the bird and anticipate where it is going.” There were several people that were
thanked, as Palumbo was grateful to coaches Craig Lohnes, Nancy LoefflerCaro and Shawn Fryer as well as physical education department head Greg Scott and principal Melissa DeBruyne for their efforts in getting to OFSAA.

Matteo Palumbo represented General Amherst at the OFSAA badminton tournament earlier this month in North Bay. By Ron Giofu A Grade 11 student at General Amherst High School got the chance to represent his school at the recent OFSAA badminton tournament. Matteo Palumbo travelled to North Bay May 1-3 for OFSAA, a culmination of a season’s worth of work where he advanced through the county, WECSSAA and SWOSSAA tournaments. Palumbo said he finished second at the county tournament and that qualified him for WECSSAA. At WECSSAA, Palumbo came in sixth spot and that earned him a spot at SWOSSAA. “I had a tough road but I came back through the consolation side and finished second, which allowed me to go to OFSAA,” he said of his SWOSSAA performance. At the provincial tournament, he said there were some “amazing competitors”
and he finished the tournament with four wins and three losses. He would finished 16th out of 40 competitors at OFSAA. “It was a great experience,” he said. “It was my first OFSAA. The players were great and the facilities were great. I had a really good time.” Palumbo said he played badminton in elementary school and became more competitive in the sport. He also plays tennis, and will advance to OFSAA in that sport in a couple of weeks. He played in a couple of tournaments in April and May to prepare him for the high school season. “As soon as I got back from OFSAA badminton, I got right back into the tennis grind,” he said. Palumbo hopes to repeat his accomplishments next year, though noted it will be difficult as he was able to win some tough matches this year. He enjoys

Sr. Cardinals open Essex County Senior League season with a win By Ron Giofu
The Amherstburg Cardinals senior men’s baseball team opened their season last Wednesday night with a victory. The Cardinals, who have added new players to their roster for the 2019 Essex County Senior League season, defeated the Tecumseh Thunder 6-1 at the Libro Centre. The Cardinals’ 2018 season saw many games where they ran short of players, had little to no bench players during games and the need to call in substitutes to field a team. This season, they have a larger team of about 16-17 players and that is already proving to be beneficial. “The guys can play their actual position and it keeps Amherstburg’s Josh Sikich swings at a pitch (left) everyone fresh,” said Tristan Bouchat. while Zack O’Donnell delivers to home plate (above). Continued from Page 3 It is “all about getting the right person for the right job,” he added, and that there needs to be a societal change so that more people and businesses recognize the value of hiring people with intellectual disabilities. Marc Wybenga from the South Essex Community Council (SECC) also pointed out the value of hiring those with intellectual disabilities, noting SECC works with CLEC and that CLEC needs more community partners like SECC. “Community Living helps get the job done but also helps you promote more inclusive communities,” said Wybenga. Christine Richer and Chad Sutherland, from Ronald McDonald House and the University of Windsor’s Department of Kinesiology, also promoted inclusion through their presentations. Richer noted volunteers from CLEC take pride in their work at Ronald McDonald House and have their regular routines. She noted volunteers have become their “regulars” and they are “respectful of people in the house” including staff and other volunteers. Sutherland, also a board member with CLEC, helped create “Fit Together,” an exercise program geared towards those with intellectual disabilities. He noted that once people left that program, they were more willing to go out into the community as many joined gyms, Zumba classes and other programs. He noted that a manual is also being created to help others create similar “Fit Together” programs across Ontario, Canada and the world. CLEC executive director Karen Bolger also pointed out that this year’s theme is “I’m All In” for inclusive communities. “This ties in perfectly with our vision and mission,” said Bolger. “We are committed to support people in achieving their goals and dreams and to realize their value as full citizens in their community. With strong community connections and natural support networks inclusion thrives.”

He added it was good to see the Cardinals score some runs. Bouchat added that they have a lot of pitching this season and he believes the Cardinals have a good team this season. “It’s a good bunch of guys and we’ve got a good team here,” he said. The Cardinals played in Woodslee Saturday night against the Orioles’ junior team and return home to the Libro Centre this Wednesday night (May 22) for a 7:30 p.m. game with the Essex Yellowjackets. The Cardinals also have a home game at the Libro Centre this Sunday afternoon at 1 p.m. versus
Residents had a chance to clean out their closets and basements, rid themselves of old electronics and help a pair of local organizations at the same time last weekend. The Amherstburg Optimist Club and Habitat for Humanity Windsor-Essex teamed up again this year for an ewaste collection event, something that has become a May tradition in front of Sobeys. John Trach, waste diversion co-ordinator with Habitat for Humanity, said the e-waste collected will be transported to a recycling facility and the money collected will be put to good use. In Habitat for Humanity’s case, they hope to build five new homes in
Windsor-Essex County this year. “It’s a shared event,” Trach said of the e-waste collection event. Trach added they do “a few per year” with other e-waste collections being in Windsor and around Essex County. Brandon Renaud, president of the Amherstburg Optimist Club, estimated they have been involved with e-waste collection days for about five years. “It’s a way to raise money for community projects that we’re hoping to do,” he said. “It also helps keep this stuff out of the landfill.” Renaud joked that an added benefit of the event was “we got to break (stuff).” Proceeds from last Saturday’s event were not available as of press time but they will divided among the two organizations.

Town hears from public on possible animal control bylaw By Ron Giofu About 30 people attended the Libro Centre last Tuesday night as a way to give the town feedback on a proposed new animal control bylaw. Hosted by manager of licensing and enforcement Nicole Rubli, manager of planning services Frank Gerardo, members of their departments and Windsor-Essex County Humane Society executive director Melanie Coulter, the public learned about what the town is looking at and gave feedback of their own. Rubli pointed out that the number of dogs a household can have in a residential area is three per household, increased from two in 2012, with no limit in agricultural zones. The town is also looking at regulations for boarding kennels, whether cats should have restraints, whether there should be limits on the number of cats per household and limits on feeding feral cats. Rubli explained that the town spends $10,000 per year on spay and neuter vouchers for cats with Coulter noting that spay and neuter pro-

A break-in was reported to an outbuilding in the 7900 block around 2:10 a.m. May 20, police say, with forced entry gained to the building. It is undetermined if anything was taken at this point but the matter is under investigation. There are no suspects. Anyone with information is asked to contact police at 519-736-2252 or Crime Stoppers at 519-258-TIPS (8477). •Another break-in was reported in the 7900 block of Howard Ave. (County Road 9) with a door to a home forced open. Electronics and small appliances, with a total estimated value of $565 were stolen. The matter is under investigation and people are asked to call police or Crime Stoppers with informa-
tion. It was reported May 17 around 7:34 p.m. •Police were called to the 7800 block of Howard Ave. May 7 at 6:29 a.m. for a break-and-enter. Police say it is undetermined if anything was stolen and there are no suspects. The matter is under investigation and people are asked to call police or Crime Stoppers if they have any information. Thefts Police were called to a Sandwich St. gas bar for an alleged theft of gas May 11 around 3:58 p.m. A 35-yearold man of no fixed address was charged with theft under $5,000. •A theft of jewellery was reported at Richmond Terrace Long-Term Care Home May 16 around 3:31 p.m. The value of the jewellery is $300 and police are requesting anyone with information to contact police or Crime Stoppers. Altercation Police were called to the 200 block of Sandwich St. S. for an altercation between two female youths. control bylaw at “Talk the Burg”
Continued from Page 25 The animal control bylaw would also cover backyard chickens, with Rubli noting the town does not currently allow that in urban residential areas. Feedback is being sought on setbacks, coop sizes and other issues should residents want that changed. Pigeons are also not permitted to be kept in residential areas but should that change under a new bylaw, the town is looking for information including how many pigeons could be kept, whether lofts should be licensed, distance of lofts from neighbours and the number of pigeons allowed to be kept per lot, among other issues. Other topics discussed at the meeting included whether mini-pigs, goats and ducks could be considered domestic pets and possible regulations on the feeding of wildlife in Amherstburg. “(The meeting) is to start a conversation on what we would like to see regulated in the Town of Amherstburg,” said Rubli. Some residents called for the number of dogs to be capped at three regardless of being in rural or urban
settings “to keep it fair” for all. Others addressed issues surrounding facilities that train dogs to act aggressively. “I want the bylaw to address aggressive dog training facilities,” commented James Robinson. “They should not be allowed in Amherstburg.” Glenn McWilliam called for a resolution on the feral cat issue, and questioned whether a fenced area could be created to house one overall cat colony. He said breeders and their customers are a problem and not volunteers. Doug Reaume added that while dogs are limited in urban residential areas, the overall number of animals are not. He said he has had issues of smell and noise coming from neighboring properties, though Rubli noted that there are bylaws to deal with dog excrement and excessive noise. Others raised concerns over allergies and called for limits on how many cats can be kept at an individual home. The town is inviting the public to continue giving feedback on the matter, including through its “Talk the Burg” website.

Essex County council approves road projects, including one in Amherstburg County Road 20 between Howard Ave. & County Road 50 to see work By Ron Giofu Essex County council has approved a dozen repaving projects on its road systems, including one project in Amherstburg. The repaving – also known as hot mix resurfacing – will be done by Coco Paving Inc. after county council awarded the tender for just under $4.1 million at its meeting last Wednesday night. That number is higher than the county engineer’s estimate of $3.5 million. The roadway in Amherstburg that is being resurfaced is a 2.5kilometre stretch of County Road 20 between County Road 50 and Howard Ave. (County Road 9). Outside of Amherstburg, two sections of County Road 18 are being resurfaced - from Highway 3 to County Road 29 and from County Road 34 to Graham Side Road. Five sections of County Road 34 will see work including from Malden Road to Essex Town Limits, Municipal No. 351 to Municipal No. 521, County Road 45 to Municipal No. 2170, Fraser Road to Municipal No. 351 and from Municipal No. 521 to Municipal No. 2170. One other section of County Road 20 will see work, with that being in the Leamington/Kingsville area from County Road 31 to Dimenna Drive. Two sections of County Road 46 in Lakeshore will see work – from Myers Road to Mullins Drive and from Highway 77 to
Rochester Townline. County Road 31 from County Road 20 to County Road 34 will also see work. There will also be a pair of paved shoulder projects on County Road 34. “The lowest tender exceeds the 2019 Budget of $3.5 million for this portion of the Cold In Place Recycled Expanded Asphalt Mix (CIREAM) program. Administration recommends funding the excess cost of approximately $600,000 from the unbudgeted revenue received from the Federal Gas Tax program,” wrote director of transportation services/county engineer Jane Mustac in her report to county council. “As part of the 2019 Federal Budget, a one-time transfer of $2.2 billion in additional Gas Tax funds was awarded to municipalities and First Nation communities. The County of Essex, after transferring a portion of its share to the local municipalities, received $2,264,221 in additional funding for the 2019/2020 program year. A subsequent report will be presented to council to make recommendations for the application of the balance of these unbudgeted funds.”
