Legion noise exemption granted by council

Royal Canadian Legion Br. 157 will be granted a noise exemption for its patio but all is not lost for nearby residents upset with the noise. Per a motion from Councillor Michael Prue, the exemption was granted but the town will work with the impacted residents and the Legion, monitor noise levels with the aid of an engineer and report back to council in October on what worked and what didn’t. Prue pointed out that the Legion is already fundraising for this year and it would be “a disservice to them” not to allow the exemption. He believed with good will on both side, the issue of noise levels can be resolved. “Monitoring noise is important because we need to know the impact of bad noise on people,” he said. Legion Br. 157 president Laurie Cavanaugh said they have had patio parties for numerous years and that has drawn people to Amherstburg. She said members downloaded an app to measure noise and also have had speakers pointed out over the open land where Duffy’s used to be “but the phone calls still come in.”
A petition at the Legion supporting the patio and its exemption gathered approximately 750 signatures, she added. “Our patio is an asset to our branch,” said Cavanaugh. Neighbour Gary Wellman said “I have a great deal of respect for the Legion” but added there is a problem with noise. “The noise bylaw predates their music on the patio by at least eight years,” he said. The noise he hears is “excessive,” he believes, and that his son will often come out of his bedroom with his hands over his ears. “I have no objection with the Legion trying to entertain their patio but they don’t have to entertain the entire downtown,” said Wellman. The Legion did not respond to an offer that a sound engineer be engaged, he added, though Cavanaugh disputed that the Legion even received such an offer. “My goal is to work with the Legion and try to find a solution to the problem we have,” said Wellman. “I want to respect the Legion, I want them to be a decent neighbour and I want to be a decent neighbour to them.”

Town given update on “unprecedented” water levels Public encouraged to consult town website or fire department’s website for further details By Ron Giofu The area is experiencing “unprecedented” water levels and both ERCA and the Town of Amherstburg want people to be ready. Town council heard from Tim Byrne, ERCA’s director of watershed management services, and Byrne noted “we are looking this year at unprecedented water levels in the Great Lakes system.” Byrne said it is “very concerning” that the high lake levels have lasted over four years and that previous polar vortices have contributed to what is the highest water levels since 1986.

ERCA issues flood watches and warnings and Byrne urged residents to not go anywhere near flood prone areas if a flood occurs, showing slides of what roads would look like if washed out. “You are going to drive into areas where the road is gone and your vehicle could be damaged and the occupants of the vehicle could be killed,” he said. “It’s extremely important for gawkers to stay away and let the first responders do their work.” Byrne added that if people self-evacuate from a flooded area, they should still report that to emergency personnel so that first responders know not to look for them. “Communication is key in these areas,” he said. Fire chief Bruce Montone noted the town has
enacted its community flood plan. He noted that 132,000 sandbags are available in the area with 30,000 or so in Amherstburg. Bags can be obtained at the public works yard from 8 a.m.-4 p.m. Monday-Friday and at the south yard (6477 Concession 6 South) Saturdays from 10 a.m.-2 p.m. with sand also available at the latter location. About 770 homes could be potentially impacted in Amherstburg now and that could rise to 1,700 households depending on the severity of flooding, Montone added. Wellman noted that he met last term with Cavanaugh, CAO John Miceli and then-Councillor Rick Fryer on the matter. Dave Beneteau, another neighbour, said 84 decibels is acceptable but based on the sound meters they have, it has reached 96 decibels on some nights. Gore St. resident Michael Harris noted he built his home in the area knowing the Legion had patio parties. “If anything, we should be appreciative of the Legion putting these events on because it brings people here,” he said.
Councillor Donald McArthur said the noise bylaw is “vague” and wondered if other municipalities have established a standard. Miceli said it varies, with cities like London limiting noise to 90 decibels while other smaller municipalities have lower standards such as 55. The CAO suggested a sound engineer, noting the $5,000 would be paid from the professional fees portion of his office’s budget. Councillor Peter Courtney believed that “commercial and residential don’t mix” and that “it’s frustrating this has to happen.” Courtney pointed out the Legion
existed when the Queen Charlotte condominiums were built and wondered if there was forethought before the neighbours moved in. Planning wasn’t done well enough in the past by the town, Prue added. “We cannot be doing planning on the run,” he said. The issue was a hot topic at Monday night’s meeting, as many in attendance in the council chambers and the lobby of town hall were there to hear about the noise bylaw issue. Many applauded town council’s decision following the lengthy debate.

Amherstburg Garden Tea Party held in Navy Yard Park By Ron Giofu Though it didn’t rain during the event, Mother Nature still managed to impact the second annual Amherstburg Garden Tea Party. Originally planned for two days, the event was shortened to one day with festivities moved closer to the Gordon House rather than further out into King’s Navy Yard Park due to the forecast. However, the rain held off during the event and manager of tourism and culture Anne Rota noted that they did fine considering the weather forecasts. “It went very well considering we had the threat of thunderstorms today,” she said Saturday afternoon. “This year, the weather did have an impact on ticket sales.” Rota said the event will be back next year. Once again this year, people showed up in their finest Downton Abbey attire and enjoyed tea, sandwiches and scones. “We’re definitely keeping this going as an annual event,” she said. “Our gardens are so beautiful. Our parks department worked very hard despite all the rain. I think Amherstburg is definitely known for its gardens.” Deputy Mayor Leo Meloche said the “Garden Tea Party” is where the town celebrates its famous rhododendron and azalea gardens. “The rhodo garden started about 30 years ago by none other than Bob Sutherland – known affectionately as ‘Rhodo Bob’,” said Meloche. “There are approximately 50 different varieties and over 400 plants in King’s Navy Yard Park and the same at Seagram Park. Today, between the Amherstburg Parks Department and volunteers Paul and Liz Morneau, who lovingly still look after the gardens, the rhodo and azalea gardens are now one of our major attractions!” Meloche said the rhododendrons don’t disappoint, regardless of weather, and that the town can “always count on a happy, beautiful show” in its gardens. He also thanked the sponsors of the event and those who donated prizes. Sponsors included Sobeys, the Beacon Ale House and Riccardo’s Italian Restaurant.

Residents voice concerns with noise from the Legion Re: Noise Bylaw Issues With Legion The Legion should not be granted a noise exemption, but rather needs to turn their music down. After all, they are only playing for a small group of patrons on a small patio. Ever since Duffy’s has closed, it seems the music at the Legion has become louder and louder each year. We live two blocks away and can sit in our backyard facing the opposite direction and sing along with the music it is that loud.

It’s ridiculous how noisy it can get, and the profanity that comes from some of the crowd is offensive. This is not a good image for a Royal Canadian Legion. Shame on the Amherstburg Legion for not having the decency, common sense, and consideration the Royal Canadian Legion holds in such high regard. Questions over ball diamond
Recently my grandson was playing baseball so I went to the Libro Centre to watch him. He previously played ball at Bill Wigle Park. I could not believe what I saw at the baseball diamond. Where the bleachers are along the third base line and the first base line, there is a cement block wall in front of the bleachers that is 50-inches high. If you sit in the first two rows of the bleachers, you would have to be
eight-feet tall to see the diamond. I have no idea who designed this diamond, but of the diamonds I’ve been to, I’ve never seen anything like this. The first and second rows of seats are a complete waste. I think it would be more efficient if that wall was removed. —Kent Wigle Amherstburg

Public board to reduce use of single-use plastics, straws? By Ron Giofu The Greater Essex County District School Board (GECDSB) is exploring the possibility of eliminating plastic straws and all single-use plastics and a pair of local elementary school students can share credit. The public school board passed a motion presented by Amherstburg/LaSalle trustee Ron LeClair to have administration “explore all measures to eliminate or reduce the use of plastic straws and other single-use plastics in the Greater Essex County District School Board facilities and operations” with that motion being passed after Anderdon Public School students Darragh Aston and Addisyn Walker addressed the board. It’s the latest in a string of accomplishments for the students, as they recently appeared before Amherstburg town council where they convinced elected officials to further study the matter as well as to ban plastic straws and stir sticks at the Libro Centre. Walker and Aston were pleased with what the school board passed. “That’s very exciting,” said Aston. “I think it’s a big step for us.” “I think it can keep the ball rolling and get other school boards to do the same thing in order to help the environment,” said Walker. Walker added that doing the little things such as not using plastics straws and single-use plastics will make things better for all living creatures and Aston stated the planet is being damaged by the use of such plastics, further saying that they can prevent “unnecessary damage to the Earth” by cutting back on single-use plastics. The students point out that starting to undertake such efforts now can positively impact future generations, and that students can also teach their parents and encourage them not to use single-use plastics. He added he liked what he heard from the two Anderdon students at the board meeting. “I was very impressed by the delegation brought forth by Darragh and Addisyn. They were very prepared. They were very knowledgeable on the issues relating to single-use plastics on the environment and humans,” said LeClair. “They were very clear on what they thought the next steps should be. They are two very dedicated young ladies in our community.” LeClair said that, due to his motion being passed, a report will be brought back to the board from administration in the fall. He pointed out that a former student

Couples who were married at Christ Anglican Church or have a connection to the church can take the plunge once more. As part of Christ Anglican Church’s 200th anniversary, a special renewal of marriage vows service is planned for June 9 at 4 p.m. As of last Friday, 20 couple had expressed interest in attending with Father Bill Strang noting that more are welcome. Father Strang said the church was wanting to do special events for the anniversary and this idea grew out of that. He noted that they are trying to put the word out both locally and beyond to try and bring people back for the special service. “We have no idea on how many people are going to be here,” he said, noting the furthest couple they have so far is from Woodstock. Father Strang estimates that an average of five to six weddings per year have been held at the church over its 200 years, believing that in recent years more likely took place in the 1950s and 1960s than today. While people who were married there are welcome to return, so are those who have a connection with the church in other ways.

Progress being made towards new public high school While Centennial Park is being used for baseball for one last season, plans are still ongoing for its future use. Work is continuing at the planning level on the new public high school that is to be built on the southern 15 acres of the 27-acre Centennial Park. Ron LeClair, Amherstburg/LaSalle trustee for the Greater Essex County District School Board (GECDSB), said they have seen a look at what the new school could look like. “We’ve seen some floor plan drawings,” he said, of the $24.3 million school. “Now it goes to the architects.”

That will be held under a tent on site at Christ Anglican Church with cocktails at 6:30 p.m. and dinner at 7 p.m. Entertainment will be provided by Canto In Armonia. Tickets are $80 and are limited. For tickets or information for the gala, contact Cheryl at 519-736-2281. Father Strang said there will be a blessing of the animals service Sept. 29, with that being an informal service. It will likely be held outdoors and all pets are welcome as long as they can interact peacefully with other animals. There will be tours available at the church Tuesdays and Thursdays during July and August as well. Times have yet to be finalized. There is also a 200th anniversary worship service planned for Dec. 1 with the bishop coming down. That morning sees an 8:30 a.m. service and a main 10:30 a.m. service. LeClair said they hope to have architectural renderings soon for the entire building and then need final approval from the provincial government. The school is being built to accommodate approximately 820 students and will combine the existing General Amherst High School and Western Secondary School. Funding was announced in Oct. 2016 with the $2.4 million purchase of the 15 acres of Centennial Park being revealed in Jan. 2018. The architect is J.P. Thomsen Ltd., who has designed for other schools for the GECDSB. Once the design is approved, construction is expected to last 14-16 months. “We’re definitely looking forward to getting a
shovel in the ground,” said LeClair. “It will be great to get a new school for the town.” Any work at the site won’t start until at least September after baseball season concludes, LeClair noted. He added that he is hopeful that work can start in the fall, but cautioned there are still steps to be completed first. However, LeClair noted they are “definitely making progress” towards a new public high school in Amherstburg.

Ribbon cutting held in Kingsbridge subdivision By Ron Giofu Builders, town and county officials, realtors and exotic car owners helped open the next phase of the Kingsbridge subdivision on the weekend. A ribbon cutting and celebration was held at 193 Davis St., at the corner of Lavers Ave., to mark the opening of the next phase of Kingsbridge, with roughly 75 homes under construction. The current phase includes natural avenues connecting environmental areas to one another with homes backing on to small “highways” that will be filled with plantings and natural materials. “This is really big,” said EverJonge Homes owner Ron DeJonge. “This represents years of collaboration between the town and private individuals. It’s definitely a draw for the
Amherstburg area.” DeJonge noted there was a lot of work between developer Mike Dunn and his team with the Ministry of Natural Resources and the town to make it happen and called the current phase of Kingsbridge “a really cool design.” The ribbon cutting included local politicians such as Essex County Warden Gary McNamara and Amherstburg Deputy Mayor Leo Meloche. “All seven communities are experiencing tremendous growth,” said McNamara. “This is good news. I’m here to celebrate with my colleague Deputy Mayor Meloche. What benefits Amherstburg benefits the county as a whole.” McNamara said “there is excitement” in the region, noting the Gordie Howe International
Bridge and the new mega-hospital will also lead to jobs. “It’s all facets of the economy that are moving at a great speed,” said McNamara. “I don’t think we’ve experienced this type of growth in this area.” Meloche said events like the ribbon cutting in Kingsbridge represent economic growth. “It’s building a community. It’s building a larger tax base that benefits all taxpayers,” said Meloche. Meloche said people are turning to Amherstburg to either retire or raise a family, stating “it’s a growing community.” “All of the amenities are here,” he said, adding it’s time to build around them. Meloche believed that additional residential development will help create further economic development, such as in the commercial sector.

The town has reformed its economic advisory committee and also has established an audit advisory committee and says both are soon to meet. Clerk Paula Parker said training for both was scheduled, and in at least one case, has been completed. “Once training is completed, the

Lady Gens improve to 6-1 with victory at Villanova By Ron Giofu It took a while for the bats to come alive, but when they did it allowed General Amherst to come out on top in WECSSAA girls slo-pitch action. The Lady Gens improved to 6-1 on the 2019 season with a 15-2 victory over the St. Thomas of Villanova Wildcats last Tuesday afternoon. The Wildcats dropped to 4-2 after that game. The teams were scoreless through three innings with Villanova scoring their two runs in the bottom of the fourth inning. The Lady Gens took over from there, scoring six in the fifth inning, five in the sixth and four more in the seventh inning. “It was a good win, which will help us in the standings,” said General Amherst’s Lexi Dodds. “We started rough but the bats came alive.” Dodds said they were trying to hit home runs early but settled in and just concentrated on getting hits of any kind and that’s when they started scoring runs. “In the field, we picked it up,” she said. “We didn’t let any ball get by us.” The season is going well, Dodds added, though noting “I think we have our good games and our bad games.” The Lady Gens were supposed to concluded the regular season last Wednesday at home against an undefeated Kingsville team but that was rained out. It is expected to be made up this week with playoffs also soon to begin.

Sr. Cardinals drop 12-3 decision to Woodslee By Ron Giofu The Amherstburg Cardinals senior baseball team is now 1-1 on the Essex County Senior League season after a 12-3 loss Sunday afternoon. The Cardinals played the Woodslee Orioles with the Orioles putting up runs in each of the first five innings to pull away. Woodslee scored two in the first inning, four in the second, two in the third, one in the fourth and three in the fifth inning. Amherstburg’s three runs all came in the fifth inning,
all with the aid of only one hit. After a pair of walks, a throwing error brought home the first run with a force out bringing home the second. Mac Ouellette’s RBI single would result in the third Amherstburg run. The Cardinals finished the day with three hits while the Orioles had 12. Ouellette noted they had their chances, noting they were able to load the bases twice and had runners aboard in other innings, but couldn’t get the timely hits. The teams combined for nine errors. “Their pitching kept us off balance we couldn’t put together two good at-bats in a row,” he said. The Cardinals didn’t battle the weather well
enough, Ouellette believed, as it rained for much of the early innings. Amherstburg is scheduled to be back in action tonight (Wednesday) at the Libro Centre for a 7:30 p.m. game against the Essex Yellowjackets. Those two teams were supposed to meet last Wednesday but it was rained out.

ACS hosts another successful “Wine ‘N’ Hop”
One of Amherstburg Community Services’ most popular fundraisers returned last week. The spring “Wine ‘N’ Hop” took place last Wednesday night with a sold out crowd of 88 people starting and finishing at Royal Canadian Legion Br. 157 with stops in between being at the Beacon Ale House, Caffeine & Co., Chicano’s Tacos & Tequila and Fleur De Lis, the latter being located above The Artisan Grill. Amherstburg Community Services (ACS) executive director Kathy DiBartolomeo noted there were a lot of familiar faces and some new ones out in the crowd. “These events really help us raise awareness in the community for what we do,” said DiBartolomeo. DiBartolomeo said ACS was pleased to welcome new restaurants this time around with others already having been on the Wine ‘N’ Hop. “We are very excited to highlight some of the new restaurants in Amherstburg,” she said. The latest Wine ‘N’ Hop was the eighth that ACS has put on since 2015 and it has become one of their more popular events. DiBartolomeo noted that it gives people a chance to not only help out a not-for-profit agency like ACS, but it also allows for the public to sample restaurants and discover some of the local fare. The latter point includes people who are not from Amherstburg, as the Wine ‘N’ Hop attracts people from around the region. “We have people from Windsor-Essex County that come to this event,” said DiBartolomeo. Austin Tyrrell, community awareness/fundraising coordinator with ACS, noted that they always get good feedback on the event and also pointed out that “a lot of people come back.” He estimated that the most recent Wine ‘N’ Hop raised just shy of $5,000.
Proceeds from the event will go towards ACS’ vehicle replacement fund. Despite acquiring new vehicles in recent years, ACS wants to ensure they have money on hand should something happen to one of their vehicles. “It’s an ongoing issue with us,” said DiBartolomeo. ACS’ next event will be their second annual Active & Aging Well Expo. That is being run in
conjunction with the Town of Amherstburg at the Libro Centre from 10 a.m.-4 p.m. June 7 and June 8 from 10 a.m.-5 p.m. That event includes senior-friendly cooking demonstrations, exercises, financial planning sessions, wedding vow renewals, ballroom dancing, home safety presentations and a fashion show. Special Olympics powerlifting qualifier hosted at The Garage Gym

By Ron Giofu Special Olympics athletes from around southwestern Ontario converged on the Garage Gym last weekend to try and lift their way to glory. About 33 athletes from Windsor-Essex County, Brantford, Sarnia, St. Thomas, London and Toronto participated in the deadlift conference of the Special Olympics provincial qualifier last Saturday. It was hosted by LaSalle-Windsor Special Olympics and the Garage Gym. Cealia Gagnon, head coach of the LaSalle-Windsor Special Olympics team, said athletes can advance to the provincials next May in Kitchener-Waterloo. From there, they could qualify for the nationals, and eventually the world competition. “This is the first step going on until the worlds,” said Gagnon. It’s the first time the powerlifting competition has been held in the area, she added. “It’s a first for us, it’s a first for The Garage Gym,” she said. The Garage Gym held an event known as “The Lift” in April at G.L. Heritage Brewing Co. and that event raised approximately $9,500, with those proceeds used to fund the provincial qualifier. Gagnon credited the Garage Gym and all of the volunteers for helping to make the qualifier run as smoothly as it did.
