Town OK’s environmental assessment for Duffy’s site By Ron Giofu Town council has approved the class environmental assessment (EA) for the former Duffy’s plaza, but not without considerable debate. The motion to move the process forward passed in a 6-0 recorded vote – Mayor Aldo DiCarlo was absent – but the consultants from Landmark Engineers Inc. and administration both emphasized that by approving the EA, it does not obligate the town to spend any money on the project. Dan Krutsch from Landmark Engineers Inc. noted there were two open houses as part of the process, which has now completed thanks to council’s motion. “It does not commit you to building anything at this time,” said Krutsch. The “preferred” option currently calls for a 24-berth marina with floating docks, two buildings, a festival plaza and a “modest-sized performance area” with a total cost of $7-8 million before HST. CAO John Miceli said a 2006 study on the Navy Yard Park did not factor in the Duffy’s lands and that $5 million plan was never acted upon. Miceli called it a “strategic decision” by the previous council to acquire the land to accommodate increased access to the

He suggested that while the town has options from this point on, he added that “I strongly believe we can’t do nothing.” “Yes, it may be a bold move, but what are our alternatives?” he asked.
Kevin Sprague, a long-time advocate of a boat ramp, noted a portion of the Landmark report which stated that 70 per cent of comment sheets wanted a boat ramp. He added that most people he talked to don’t want an amphitheatre and questioned specific costs of elements of the “preferred solution.” Sprague also questioned parking,
stating that was a reason the boat ramp was not chosen. “We are the only municipality in Essex County and beyond that doesn’t have (a ramp),” he said. Believing a ramp would be an attraction for the town as well as a revenue generator, Sprague urged council members to “vote for what the people want.” He compared the process to that of the policing issue, saying that “administration decided what they wanted and their followers voted to complete the deal.” Krutsch said that of the 120 comment sheets filled out, 75 were delivered by Sprague and that there were many at the open houses in favour of the preferred option. He added that he was a boater and said that while he would likely use a public launch in Amherstburg, he did not support the idea of one there as he believed it was too small for parking and that truck and trailers were not comparable to regular vehicular traffic. Gary Wellman, who lives next to the property, had a different viewpoint. He said there is ample space to launch boats at Ranta Marina and that he doesn’t want to see Dalhousie St. packed with trucks and trailers. He believed the idea was being pushed by a “select few boaters.” Continued on Page 4

Building birdhouses, yoga, drum circles and forest walks were just a few of the activities offered at Holiday Beach last Saturday for Natural Pathway’s “May the Forest Be With You” event. Natural Pathways Learning Centre is a non-forprofit group made up of teachers, students, early childhood educators, forest school practitioners, naturalists and artists who all share the same vision. Their mission is to nurture nature connected children who will be the people that love nature so much that they will take care of it, protect it, and be the change
for the future. As part of last Saturday’s event, the organization was presented a plaque in recognition of the $75,000 Ontario Trillium Foundation (OTF) grant it received last year. OTF volunteer Sushil Jain joined Patti Hayes, constituency assistant to Essex MPP Taras Natyshak and Deputy Mayor Leo Meloche for the presentation. Last year, the group wrote a grant to the OTF asking for support in running their eight-week forest school programs that run throughout the summer. “I see a challenge happening with generations of people where we aren’t connecting the dots between our everyday actions and the impact it has on our world, and on our climate,” said Pat Andrews, Executive Director of Natural Pathways. “I think if we can develop a strong nature connection for this next generation and even for the adults that are in those kids’ lives, we may be able to really connect the dots.” Andrews is a retired school teacher yet continues to educate people of all ages on the benefits and significance of forest schools. Forest schools are about being place based. Groups return to the same woodland space for repetitive sessions. They are child and interest-led sessions. Sessions are built on what the children learn and observe in nature. Forest schools have been around for more than 50 years. The concept started back in Scandinavia in the 1950’s and has since blossomed into communities across the globe. Windsor-Essex has been involved with these programs and schools for the last three years. Natural Pathways is currently working with the Greater Essex County District School Board as well as the French Catholic School Board to reach out to classrooms across the county to get more children involved. Being “stripped of gifts” is hard, particularly when grieving I would like to express my feelings of sadness regarding the families who have lost their loved ones and what has been done concerning their flowers and items that were discarded in the cemetery grounds.
I too have lost my dear husband. I had flowers, silk and plastic and beautiful angel statue given to me at his passing. I put the angel at our grave stone as a memorial and as a marking where I buried
him. It hasn’t been very long since I lost him. I went to visit his grave and everything was gone. This is very upsetting and hard to accept. I hope something changes.

Carolyn Davies, another Dalhousie St. resident, said there is a need for a public ramp “but not in this place.” She believes most boaters would not frequent downtown businesses at the end of the day and that the town needs more attractions downtown to bring more people in. “We’ve got to get our heads out of the sand and be visionaries,” said Davies. “If we are not visionaries, we are going to go backwards.” Steve Mitchell, president of Sprucewood Shores Estate Winery, hoped council’s decision would reinforce its strategic plan. He believed a bustling downtown would generate revenue for the town. Former councillor Diane Pouget expressed concern about the town’s finances, noting that $28-$32 million is needed for upgrades at the water treatment plant. She also was told the debt sits at about $38 million. Pouget called for the finance committee to get up and running, as she wanted them to review all of council’s financial decisions before any further were made. “I’m not against the proposal,” she said. “I’m asking you to be responsible and do your homework before making

any decision.” Director of planning, development and legislative services Mark Galvin noted that the meeting was “to finalize the administrative process for an EA.” He added the EA will be good for ten years and that no money is committed to building anything at the Dalhousie St. site. “This is a preferred alternative,” said Galvin during Monday night’s special council meeting. “It doesn’t mean that it will be built.” The approval “lays the groundwork to do the project,” Krutsch added. Councillor Peter Courtney questioned whether the town was “putting development ahead of planning.” He believed that parking is still an issue downtown and there are other issues, such as restoring baseball diamonds and a pool, that he would prioritize over this development. “I don’t know how the surrounding area is going to facilitate it,” said Courtney. Councillor Patricia Simone cited economic development numbers put out by Tourism Windsor-Essex Pelee Island (TWEPI) and believed more attractions could mean more revenue for Amherstburg. She did ask about about whether an amphitheatre at the Duffy’s site and a similar plan at Belle Vue would be repetitive. Continued on Page 10

Town to reconsider tourism slogan Council to re-think the “Every Day History” tagline By Ron Giofu Don’t get used to the tourism tagline “Every Day History.” Town council has reconsidered that and is looking for the tourism department and consultants Cinnamon Toast New Media to get together to develop a few more suggestions. Council approved the new tourism logo and tagline Feb. 25 but, as some councillors pointed out, the debate concluded after 90 minutes of discussion when some started to grow weary. “I’ve heard from people they can live with the logo but the tagline ‘Every Day History’ isn’t doing it for them,” said Councillor Donald McArthur. McArthur believed council “may have overthought” the issue and the tourism department should be engaged to help work towards a better tagline. “I don’t have the answers, but I don’t think ‘Every
Day History’ is the answer,” he said. Following the meeting, McArthur commented that “I think we can do better” with regards to a new tourism tagline and that “Amherstburg deserves better than OK.” Councillor Peter Courtney said he wasn’t a fan of the slogan that night, admitting he didn’t vote on the tagline. “That was a very long night. I was burnt and spent that night,” said Courtney. Councillor Michael Prue wanted administration to provide a report back to council within two meetings. He noted that Cinnamon Toast New Media is getting ready to market the logo and tagline and the town can’t “dilly dally” on what it wants. Prue indicated he was uneasy about reopening the debate. “I’m very reluctant to do this,” said Prue. “I was not happy (with the tagline) but I voted in favour of it.”

Prue was apprehensive about reopening the debate because the town “might end up with something worse,” and added that “I don’t want to get into a big bruhaha.” Councillor Marc Renaud also pointed out he didn’t care for the tagline, but that it was voted in after 90 minutes of debate.

Ambulance offload times decreasing: EMS Essex-Windsor EMS is reporting that it is seeing decreased ambulance offload times due to enhancements within the system. According to a news release issued by the County of Essex, ambulance offload delays are continuing to decrease “because of enhanced protocols and communication between area health care agencies and new technology that lets Essex-Windsor EMS monitor in real time the movement of patients and the ebb and flow of patient volumes at area hospitals.” Offload delays result in ambulances sitting idle at emergency rooms while patients wait for beds. The delays “put a strain on the system, influencing response times and paramedic staffing, impacting service delivery, cost and overall staff morale. Offload times have been trending downwards since Essex-
Windsor EMS and area hospitals began changing the pattern of emergency room use in late 2018 and using a real-time situational dashboard.” Over the past decade, the county states that the use of “destination protocols” has been increasing in Windsor-Essex County. These protocols meant patients experiencing certain health issues were taken by paramedics to emergency rooms specializing in that field whether that emergency room was busy or not. This resulted in certain emergency departments facing pressure over and above regular emergency department visits. The county states that the redistribution of these patients to address this historical pattern began last October. Continued on Page 8

Grand opening planned for next phase of Kingsbridge By Ron Giofu A local builder is part of a grand opening event for the next phase of a subdivision. There is a grand opening celebration planned to mark the opening of the next phase of the Kingsbridge subdivision May 25 from 12-4 p.m. at 193 Davis St., a home currently being constructed. “This latest development has been a long time coming,” explained EverJonge Homes owner Ron DeJonge. DeJonge noted that a lot of work went into the latest phase between
the developer Mike Dunn, the Ministry of Natural Resources and the town but the result of this phase of the subdivision is “a little unique, I think,” said DeJonge. A retention pond being constructed in the area will have trails around it, DeJonge added. DeJonge explained that many of the homes will not simply back onto other homes, but rather onto green space as it is being designed with “pathways for nature.” The latest phase of the subdivision will help expand the population of Amherstburg, the builder noted, with the current phase

being about 75 homes with another 75 home phase in the works. “It’s a big benefit for Amherstburg,” he believes. Early plans for the grand opening event may also see exotic cars displayed, and if plans are finalized, that would raise money for Sick Kids Hospital. Food trucks and raffles are also being planned for the May 25 event as well as an official ribbon cutting. “I hope people come out,” he said. “I think it will be great for Amherstburg.”

Event planned for Navy Yard Park May 25-26 By Ron Giofu Amherstburg’s Garden Tea Party resumes later this month with the event planned for the weekend of May 25-26. Presented by the town’s tourism department, the event will be presented behind the Gordon House in the King’s Navy Yard Park. It will run 11 a.m.-2 p.m. May 25 and 1-4 p.m. May 26. “Last year, it was a one-day event. It was very successful so we decided to extend it to a two-day event,” explained tourism co-ordinator Jennifer Ibrahim. “People will be able to get their tea service when they arrive and enjoy the tea at their leisure.” Classical violinist Bruce Rutter is scheduled to perform and there will be guided tours of the Navy Yard Park in the last hour of the event both days. “Like last year, we are encouraging folks to come in their best Downton Abbey attire,” said Ibrahim, explaining that it is 1920’s style fashion featuring such things as long gowns, flappers and fascinators. “Each day there will be a prize which will be a gift

Taina, one of the parent volunteers said, "This is the second Book Fair this year, and I'm happy we get to do this because reading is extremely important." On Wednesday May 1 the school is drawing names to win $25 worth of merchandise from the Book Fair. The younger students always enjoy it!

The student council of Stella Maris and the Grade 6/7 class recently went to WE Day. This is a very motivational field trip where students sit in an auditorium and listen to motivational speakers. The event was held on March 28 at St. Clair College Centre for the Arts. About 1200 students attended. Some of the speakers were Anthony McLean, Spencer West, Carson Reaume and Jake Clement. We think that going to WE Day is a really great opportunity for kids and influences us to become "change makers"!
Our school was recently involved in some fundraising events, including selling jellybeans and a fish fry for our Grade 8s at the K of C in Amherstburg. We tried something new, and our school raised $3000 for the jelly beans. The Grade 8s worked extremely hard at the fish fry, and ended up raising over $1200. That money will go towards their graduation ceremony and reception next month.

This year's badminton season at Stella Maris was very successful. We asked two players from singles and doubles their thoughts. Bianca G and Ryan D said, "We had so much fun playing and we are proud of our performance." Ryan D won a silver, and Julia R and Jerzie R won bronze. The badminton coach Mrs. Burns said she was very proud of the players and happy with the outcome.
On the week of April 28 to May 4, we have Jump Rope 4 Heart Day, where our students are

We have our annual Track Day at Villanova on May 9, and the Gauss Math Test is the following week. The Grade 3 and 6 classes are writing their EQAO provincial tests the week of the 21st. Also, that week our ECO Team is going on a trip to plant trees. See you in June!

Councillor Marc Renaud noted that “we control the costs” as it relates to how much is spent on the waterfront site and that it is too good of a piece of property to park vehicles on. Councillor Michael Prue noted that
while he supported Sprague’s wish of a public boat launch, he did not do so at that site. Prue also noted the economic development component but believed a lot of money should be generated through
fundraising. Prue pressed for the release of a report from the Amherstburg Community Foundation (ACF) and asked “will we see that before we come back looking for taxpayers’ money?” Continued on Page 23

Continued from Page 3 “Now that we have done the annual clean sweep and with Mother’s Day and Father’s Day coming - and because of public reaction - I have instructed my staff to not remove silk flowers (and real ones) from vases in headstones, if the silk flowers are tightly secured,” Simone stated, “but next year, we will again complete the spring clean-up.” Simone suggests inserting a water bottle into the vase and fill as many silks as you can into the neck of the bottle. Balloons and plastic items will be removed, she said. “Bylaws are different for mausoleum walls because of the size location and restriction of access,” she said. Glass candles and ceramic memorial trinkets break and become windblown, Simone added. “They wreck lawnmowers and become projectiles too. Same with fancy stones that people put around the headstones,” said Simone. “Last week, on our first day of cutting, one of our staff using the ‘electric edger’ had glass blown into his face causing a two-inch gash. Annually we regularly have staff injuries from such items. Annually we have public injuries reported to us from these items too.” Simone said that solar lights are not permitted as they become projectiles in the wind as well. “One hit a car last year in our cemetery resulting in an insurance claim against the
cemetery,” she said. Heavenly Rest Family of Catholic Cemeteries’ insurance company wants no metal or aluminum stakes or crosses, Simone stated. People have left knives and other sharp objects on gravesites as well as containers of alcohol, she added. “This is a terribly unsafe practice for a public space,” said Simone. Simone said that items hanging from trees, damage the trees and are to be removed as soon as noticed. All metal decorative hooks will be removed, she added. “All of these things pose dangers to our staff and the public. Mice, moles and other critter hide in the unattended silk flowers, wreaths, grave blankets etc.,” said Simone. “People complain to us about that regularly.” Items cannot be glued to headstones, said Simone, adding that they will also be removed. “Cemeterians have to think about maintenance now, so maintenance is possible in 100 years,” she said. According to Simone, “bylaws may not have been fully enforced in the past years, but there were other management and maintenance problems as well. We have made considerable improvements to the cemeteries already and I’m sure that you have noticed some and many more are planned and underway for the next few months.” The cemetery has trimmed the trees extensively and removed a few rotted ones. The mausoleums have new signage, she said, with lights having been changed to LED. “The interior is being painted now and the exterior will soon be painted. New columbarium units are ordered and will be installed soon. Additional landscaping and signage have been ordered. Flags are not allowed to be flying damaged,” said Simone. Simone acknowledged that some people may be upset but “we have also had many compliments on the ‘finally’ clean appearance of the cemetery as many have said that they thought that we had abandoned the Amherstburg cemeteries.” She added: “We will ‘level’ and clean up any concerns about specific grave sites, as requested. With additional summer staff, we are hoping to edge more headstones than we have done in the past.”

The Admirals, who were eliminated by the rival Essex 73’s in the PJHL Stobbs Division playoffs in February, held their year-end banquet last Tuesday night at Shooter’s Roadhouse with players, coaches and volunteers not only thanked, but some honoured with awards. For the second straight season, leading scorer Cory Burns was named the team’s most valuable player (MVP) while Jacob Fields won the award for most desire. The Don Elvy Teammate of the Year Award was given to Andrew Clark while the Earl Allard Coaches Award was won by Josh Talerico. The Spada Family Most Dedicated Award and Bursary was awarded to Reid Stieler with the Guthrie family winning the Admirals’ volunteer of the year. The John Holzel Photographer Award was earned by Caleb Paquette. In PJHL Stobbs Division awards that were also handed out, goalie Ben Larder earned the award for league-best goals against average (GAA) while Austin Jennings was recognized for being the top defenseman. The Don Brooker Volunteer of the Year Award was won by Corina Bortignon. Wes Ewer, who owns the team with Matt Fox and Gaspare Spada, thanked the parents for allowing the Jr. C hockey club to develop their youth into hockey players and young men. The staff and volunteers were also thanked, as were the players themselves. “Without the parents, you don’t get to this level,�

Amherstburg’s Fighting Island Boxing Club held a show Saturday night at the Libro Centre. Brandon French (left) battled Owen Wills while Jacob Robinson (right) took on Navraj Sran. FIBC had hoped to have additional fighters participate on the show, but some clubs from out-of-town pulled out in the hours and days before the event. “It’s amateur boxing,” said LeBlanc. “There’s nothing you can do about it.” With seven FIBC boxers on the card, LeBlanc said it was a big night for them. “It’s great for the kids and exciting for the parents and relatives,” he said. “We got a good showing of our local athletes.” LeBlanc was thankful to all who supported the show, including the town and its recreation staff including Rick Daly and Phil Roberts. He said he fed off the crowd’s energy. He added that it’s not about the wins and losses, it’s getting kids involved in the sport. He believed it is a chance to get youth involved in an after-school activity and give them lifelong lessons in the process. “It was a great show for the young athletes involved in our club,” said DiPasquale.

Local boxers from Amherstburg as well as those from Windsor and around southwestern Ontario converged on the Libro Centre Saturday night for “Battle in the Burg II.” The event was presented by the Fighting Island Boxing Club with ten fights on the card. The event featured local fighters Parker Baillargeon and Nico Colasanti battling each other in the first fight for both while Brandon French, Jacob Robinson, Tyler St. John Worth, Carter White and Nate DiPasquale also competed. “It’s a good turnout,” said Fighting Island Boxing Club coach/owner Joe LeBlanc. LeBlanc said he was able to relax somewhat once the show got underway. “It’s very stressful until the first bell goes,” he said.

Heroes wrap-up season in Amherstburg with game against police Heroes works with 120 athletes with disabilities By Ron Giofu The basketball season is over for the Essex County Heroes program in Amherstburg and it concluded with some friendly “trash talking” in a game with local police officers. The Wednesday night program at General Amherst High School wrapped up with a game between Heroes players and officers from the Windsor Police Service and the Windsor Police Service – Amherstburg Detachment. The Heroes consists of players with disabilities and is supported through police and Community Living Essex County. “It was an excellent event. Everyone had fun, including the coaches,” said Const. Fred Adair, community services officer with the Amherstburg Detachment. “The Windsor Police Service – Amherstburg Detachment is continuing to partner with and support the Heroes. We’re proud to do it.” Adair said the police officers “had a blast” and are already looking forward to next year’s game. “They got us this year but we’ll get ‘em next year,” joked Adair. Michelle Jones-Rousseau and Mike

Vigneux stated it is a milestone year for the Miracle League. “We’re going to do a lot this year to celebrate our ten years of success,” said Vigneux. There are about 15 new players this year, adding that while it’s great to see returning players it’s also “nice to see new faces.” One of the events the Miracle League of Amherstburg has planned during the spring season is a game with First Responders including local firefighters, police officers, members of Essex-Windsor EMS and dispatchers. That game will be played June 1 against some “Miracle League all-stars” with the regular four Miracle League games planned for that day re-arranged to allow for the special game. “Hopefully we get a lot of people out to recognize our First Responders that day,” said Miracle League of Amherstburg board president Chuck Bondy. Bondy added that the wheelchair-accessible swing will also be dedicated June 1 as well.
