Thousands lined Amherstburg’s streets last Saturday night to watch Santa Claus come to town again this year. Amherstburg’s annual Santa Claus Parade rolled, danced and marched down Dalhousie St., with dozens of floats, buskers and organizations both local and international lighting up the night. The parade was presented by the Windsor Parade Corporation under great weather conditions. “We come out every year with the kids and the cousins,” said event attendee Jason Renaud after the show. “We’re very appreciative of these kinds of events that bring the community together.” His children, eight-year-old Haley Renaud and six-year-old Lucas Renaud, were all smiles and giggles. “My favourite part (of the parade) was the people playing music,” Haley said. “Now, I’m just cold.” The parade started on Sandwich St. North, proceeded Sandwich St. S. to Richmond, down Richmond St. to Dalhousie St. before ending up at the Gingerbread Warming House in Toddy Jones Park. It seems that, while holiday cheer may warm the heart, it does little for tiny fingers. For more photos from Saturday night’s Santa Claus Parade, please turn to Page 26.

Town council cuts budget, proposed tax increase now at 0.56% By Ron Giofu

After a lengthy evening meeting and an all-day budget session, town council has pretty much wrapped up its 2020 budget. While the budget itself is expected to be finalized and passed Dec. 9, town council concluded its budget deliberations last Wednesday evening with the tax increase sitting at 0.56 per cent. That fell nearly four per cent from the original 4.55 per cent the town faced going into deliberations.

Treasurer Justin Rousseau indicated that he wanted to go over all the motions made by town council and verify the numbers, but said that a 0.56 per cent tax increase would translate into an extra $14 on a home valued at $250,000. The 0.56 per cent increase is the town’s share of the tax bill only, and does not factor in the county or school board components of an overall tax bill. “It makes the message to the residents a lot easier,” Mayor Aldo DiCarlo said of the reduction. “It’s 0.56 per cent. I’ve got to be happy with that number. It’s

He said the residents wanted the budget to be lowered and they were able to do that, so he believes that will be news they want to hear. Noting Deputy Mayor Leo Meloche wanted an extra $250,000 in the budget to put towards capital reserves, the mayor added they are still able to undertake road and bridge projects this year. “We’re investing in projects we’ve wanted to do for a while,” said DiCarlo. “Overall, it’s a good budget.” Among projects in the capital budget are $2.75 million to reconstruct Concession 4 North from Alma St. to County Road 10 (Middle Side Road), rehabilitate Pacific Ave. at a cost of $350,000 and replacing a watermain on that road for another $450,000, the long awaited bridge replacement on Concession 2 North over the Long Marsh Drain at $1.182 million, the resurfacing

of roads in the St. Therese subdivision in Malden Centre at a cost of $185,000, engineering a Concession 5 North bridge over the Canard River at $400,000, and decommissioning the Edgewater Lagoon at a cost of $1.055 million. There are other projects as well as replacement of equipment and fleet. Meloche made a motion to add the $250,000 back into the budget for capital reserves because he believed there were projects that were being “kicked down the road” that will have to be dealt with by future generations. He wanted to “top up” capital reserves, citing the position the budget was in after cutting nearly four per cent from it. He added his belief that councils as far back as 15-20 years ago didn’t do a good enough job with its financial planning and didn’t want the current council to be in the same situation. The motion, which did not receive a seconder, would have brought the tax rate increase to 1.62 per cent. Town council agreed to some staffing requests, but declined others. In the public works budget, council agreed to a full-time water and FAST wastewater operator but declined to hire a full-time roads operator.

Council expected to pass budget next month

Continued from Page 2 The water operator position will be paid for through water rates with the cost of salary and benefits being $79,630. The roads operator position and its associated cost of $79,625 got the axe. The reasoning behind both position requests from administration was that the number of both have been the same since amalgamation, meaning there have been six road operators since 1998 and seven water operators since that time as well. Meloche made the motion to cut the road operator position from the 2020 budget and also called for a departmental review of public works before any additional staffing requests could be made. Councillor Michael Prue noted he could not OK a new position and agree to a $50,000 budgetary request for overtime and said “I am going to have to do one or the other.” Councillor Peter Courtney also wanted a look at the organizational chart. “We have to run this town more efficiently,” said Courtney. CAO John Miceli indicated the contract with the unionized employees was negotiated four years ago with the aim of creating efficiencies, noting new hires will work split shifts going forward but that currently can’t be done with long-term employees. He added the town is currently unable to meet existing service levels. Town council also cut the 12-month bylaw development co-ordinator request from the budget and its $68,783 price tag. That job would have updated bylaws and the person would have carried the legal expertise to help update them. Director of planning, development and legislative services Mark Galvin believed it will help the department tackle the work required to update the bylaws while freeing up existing staff for other duties. Meloche said he “has reservations about hiring a co-ordinator position” and that it was “premature” to ask for more bodies in that department. Courtney believed the work can be done on a “case-by-case basis” and that he wasn’t in favour of a full-time body for the year. A full-time planner was approved at a cost of $97,980. Galvin noted they are down to two bodies in that department, as a contract employee left last August. The planning department deals with the third highest number of planning applications in Essex County, he added, but they have the fewest staff, adding most planning departments have three or four people. Meloche felt it made sense to go full-time rather than to invest in training a contract employee that may leave for full-time employment. Galvin added that by having a full-time employee, the town could attract better candidates including contract employees that work elsewhere. Prue asked if the person could be hired in the spring in order to save the $18,000 difference in costs that exists between a contract employee and a full-time staff member. Town council also authorized a part-time groundskeeper position at a cost of $41,842. Manager of parks Annette Zahaluk said that is not a new person but rather bringing the department back up to former levels. A student couldn’t perform the work the same as someone with a trained horticultural background. Meloche pointed out there is more work to do now that the former St. Bernard School, Belle Vue and the Duffy’s site have been added to the town’s inventory but Courtney questioned whether the department could hold off. The weather played a factor in the parks’ conditions this year with DiCarlo noting “I got a lot more complaints this year than I normally would.” Both Prue and Councillor Marc Renaud commented they wanted to see a reduction in the $10,000 overtime line also in the budget. Renaud said with the person working 40 hours per week in spring and summer (as opposed to the 24 per week in fall and winter), it should help cover off other employees. Dillon Ripley, secretary of the Smithsonian Institute, believes that in 25 years, somewhere between 75-80 per cent of all species of living animals will be extinct. At the same time, Dr. Kenneth Watt predicted a pending Ice Age. Note that these are all predictions from Earth Day, 1970. We know the outcome. Inflammatory rhetoric, scare the children, scare the population, spend, spend, spend. Are these scare tactics really necessary? Recently 500 scientists wrote to the U.N. saying there is no emergency in climate change. Is chaos impacting children negatively, necessary for involvement in environmental action? First of all, I have to agree that we should treat everybody with respect no matter who we meet or talk to. However, if a person or organization like the town administration and some of the town council does not show any respect to the taxpayers of Amherstburg then they will lose all respect. Respect is something you have to earn over time and your words and actions play a big role in obtaining the respect of people. It has been endless times that the Amherstburg taxpayers have voiced their concern over yearly property tax increases and latest the Ouellette Drain issue. Did the administration or town council listen? No. In fact, residents attending the drain issue were told that “we have to hold this public meeting by law” even though the approval of the Drain work was already on next council meeting agenda. This clearly shows that the administration did not care one bit what the residents had to say. Now we have this “Great Spaces, Great Places” proposal. As per the RTT both DiCarlo and Miceli said “it is almost too good to believe.” I thought we all learned that if something is too good to be true then stay away from it. The mayor, town council and administration think spending more money on projects that drive up the tax burden is a wonderful thing. Again, an action that shows disrespect to the taxpayers. Finally, coming back to the Respect aspect of it all. How can we show respect if the mayor, Miceli and the council disrespect the residence of Amherstburg? —Holger Kretschmann Amhertsburg

Town to seek Municipal Modernization Program funding By Ron Giofu

Amherstburg is seeking upwards of $200,000 under the Municipal Modernization Program, but there are concerns. A successful application would see the town engage a third party consultant to undertake a municipal service review to address opportunities to achieve cost savings and efficiencies and possibly to share services with municipalities. CAO John Miceli indicated the program is geared for municipalities whose population is under 100,000. “They are ramping this up for a reason, in my opinion. It's to prepare municipalities for a reduction in funding,” said Miceli. A provincial grant of $1.4 million could be on the chopping block, the CAO indicated. Miceli also noted ratepayers are looking for the town to cut costs. Councillor Michael Prue recalled when, as mayor of East York, six mayors and CAO's in the Toronto area came up with plans to share services, but the provincial government of the day used that as a reason to amalgamate. Prue said he wasn't sure amalgamation would happen, but shared a concern about the town losing autonomy. He cautioned Amherstburg must not lose control over planning as “you might as well fold up your tent” if that is lost. Deputy Mayor Leo Meloche noted

“there's a lot of seeds planted” thanks to the regional EMS service and by contracting out policing to Windsor. “At the end of the day, we have to embark on this exercise and also protect our autonomy,” said Meloche. “We all want services at the cheapest possible price. We don't want to be seen as uncooperative and have something forced down our throats.” Meloche believed other municipalities should be part of the process. Miceli has spoken with other county CAO's and the motion called for regional mayors to meet. Miceli added the town could still find efficiencies within its operations with the consultant's aid. Councillor Peter Courtney said the 1998 amalgamation didn't have the savings that were proposed and service levels have declined since. He asked if this was an issue county council should be dealing with, and was told the county was not eligible. Councillor Marc Renaud said they need to look at efficiencies, but added “I don't trust the Conservative government.” Mayor Aldo DiCarlo said they have found savings through police and EMS but shared concerns over a loss of autonomy. “You don't want to lose the identity of your municipality,” said DiCarlo, noting the town was founded in 1796. “We started a lot of things here and we want to remain Amherstburg.”

Town uses $464,000 of police savings to slash tax rate increase By Ron Giofu Town council slashed nearly four per cent off its originally projected tax rate increase with a large chunk of that coming through the use of police savings. Administration had recommended putting the $564,000 the town reportedly saved from switching to Windsor police into a reserve in case there is ever a want to revert back to Amherstburg police, but town council opted to only place $100,000 into a reserve and apply the balance to reducing the tax rate. Councillor Michael Prue said that was the recommendation of the audit and finance committee and he made the motion that council go along with it. He believed it was a “long shot” that Amherstburg would go back to having its own service, believing the cost would be too onerous to do so. “The citizens of Amherstburg were always promised (the switch to Windsor police) is going to save them money,” said Prue. Councillor Patricia Simone agreed with Prue, but others believed the entire amount should have been applied to the tax rate. Deputy Mayor Leo Meloche said

there was already $344,000 in the police reserves and believed the taxpayers should benefit from having the full amount applied to the tax rate. Meloche said there is more of a push towards regional policing than individual municipalties having their own police forces with it being a similar model to EMS, with Councillor Marc Renaud also believing the push is more to a regional model and that taxpayers should get the benefits of having the full $564,000 applied to the tax rate. Councillor Peter Courtney said the issue “divided our town” but matter is “too far gone” to ever afford switching back. He also said the end goal is likely regional policing but was fine with Prue’s motion. Councillor Don McArthur wanted to use the entire amount towards the tax increase. “If we go back, it’s going to take a lot more than $100,000,” he said. The motion to put $100,000 in a reserve and use the rest towards the tax rate was passed in a 4-3 recorded vote. Prue, Courtney, Simone and Mayor Aldo DiCarlo voted in favour with Meloche, Renaud and McArthur being opposed.

Councillor Don McArthur asked Daly if the town is maximizing its potential in terms of advertising at the Libro Centre, noting rink board ads as an example. Sidewalks: The Town clears snow and ice from municipal sidewalks. However, the Town is asking for business owners and residents to assist with sidewalk snow clearing whenever possible.

Councillor questions having fire truck on Boblo, fears costs will “snowball”

By Ron Giofu The costs associated with having a fire truck transported to Boblo Island were questioned by one member of council, with others having questions as well. A $5,000 budget request, which was kept in the budget after extensive debate, to put a 1995 Spartan-model fire truck on Boblo Island was granted though Councillor Peter Courtney tried to have that number reduced to $2,500. Courtney said water levels have receded for the time being and that while he knew they will likely rise again, he feared there could be a “snowball” effect in terms of costs if requests like the one proposed kept getting granted. “I’m still not sold,” he said. “I’m still

not understanding how this is going to benefit anybody.” Fire chief Bruce Montone stated there was a 2017 motion of council that approved the short-term fix and that the $5,000 was to keep the truck up to Ministry of Transportation standards. He said the island’s owners, Amico Developments Inc., have been co-operative and have helped keep costs down. He indicated a portion of the upcoming Fire Master Plan will cover the issue of fire protection on Boblo Island. Courtney wasn’t buying it and believed the current council should re-examine the decision of the previous council. He noted other measures, such as a ramp improvement to allow the

Town council to purchase new pagers for Amherstburg Fire Department By Ron Giofu

Town council has agreed to purchase new pagers for the Amherstburg Fire Department but will be doing so over a longer period than originally requested. The projected cost to pay for 72 new pagers for the fire department was estimated by Chief Bruce Montone at $60,000, with Montone suggesting it be paid over two years. Councillor Michael Prue wanted it stretched over three years,

to shave $10,000 off of this year’s budget. Montone said they are down to one spare, and noted in a report to town council that the last quantity purchase was made in 2014 and the current model is no longer produced by the manufacturer for repairs and replacement parts are tough to come by. Councillor Don McArthur was unimpressed the pagers only lasted five years. “I don’t know that we should reward them with new business unless they can give us a big discount,” said McArthur. Montone said technology has changed and that it is “vital” that firefighters have functional pagers. He said the pagers being requested are rugged, more so than cell phones, which he also investigated. “It isn’t something we can ignore for much longer,” said Montone. She attended the House Youth Centre’s meetings as a teen, too, she said, and then came back to mentor the next generation as a House leader. “The House is very important to the

Buhlman, Margaret (nee Morin)

It is with great sadness, yet peace of mind that we announce that Rose Margaret Buhlman, aka Rosie / Maggie / Toot / Mom, passed away on November 18, 2019 in Windsor, to join her husband Jack/John. Mom had a long and busy life raising their seven children – Margaret /Peggy (Pedro), John (Lynda), Bob (Susanne), Jim (Cindy), Cathy (Mike), Patty (Kevin), and Tom (Katharin). Mom had a great love of travel and shared it with her children. After their honeymoon in Ottawa, she and Jack spent each July of our formative years crossing the country and camping each night. Mom’s travels took her further afield, venturing to Holland with Jack, and then exploring several U.S. states, the Middle East, Caribbean islands, Peru, New Zealand, and Portugal – too many places to list. Her other passions were nursing, having spent most of her career in the nursery at Hotel-Dieu Hospital Windsor and in Thunder Bay, and gardening in her Windsor, Thunder Bay and Amherstburg homes. Mom enjoyed sailing the Lightning, cross country skiing with our dad, and regaling all listeners with her jokes. Mom will be dearly missed not only by her children but her grandchildren - Bradley and Shannon, Tommy and Jannine, Michael, Stephen and Bryan, Shaun, Jason and Crystal, Matt and James and her great grandchildren Allie, Clinton and Gage, Austin and William, Jack, and Annika and Tony. “Toot” was pre-deceased by her brother Banjo and sister-in-law Dee Morin and will be remembered by her siblings MaryLou Chibi and Norman Martin (Rita). Admirals get back on winning track with victory over Wheatley Blenheim comes to town Sunday By Ron Giofu The Amherstburg Admirals snapped a two-game winning streak Sunday night in what their head coach believes was an important 6-3 win over the Wheatley Sharks. The Admirals got off to a 3-0 lead with Max Clifford and Broden Meloche scoring in the first period and Cody Schneider rifling a shot past Wheatley goalie Jackson Ford 4:26 into the second before Josh Bennett scored on a penalty shot in the second period for Wheatley. Broden Meloche's second of the game gave Amherstburg a 4-2 lead heading for the third period, where the teams traded goals. Alixe Saliba and Drew Denomey scored the first and third goals of the period for Wheatley while the Amherstburg goals in the final period were scored by Andrew Clark on a powerplay and Schneider. Amherstburg outshot Wheatley 50-22 on the night. “Offensively, we needed 50 shots and put six shot by the other guy against a team that was playing pretty well. It's a feel good win,” said Admirals head coach Paul Bortignon. Bortignon believed it was big to get the home win, as the Admirals started the PJHL Stobbs Division season 2-4 at the Libro Centre. He said the players were relieved to get the win. The key to the win was a quick start, said Bortignon, and noted while the goals didn't come right away, they started to relax a bit. “Once we got the first one, we played a bit looser and got quality opportunities,” he said. The Admirals bounced back after home losses to Lakeshore and Dresden the previous weekend and Bortignon said they used last week's practices to get back to working hard. Special teams were also worked on and that led to a powerplay goal Sunday night. Amherstburg hits the

He said the players are getting along well but they will have a better idea of where they stack up as the season goes along and they get a look at other teams. to get four in their first regular season game. The next WECSSAA game for General Amherst is today (Nov. 27) at the Libro Centre against the Massey Mustangs. Puck drop is scheduled for 3:30 p.m.

By Ron Giofu The General Amherst Lady Gens girls hockey team won their first game of the 2019-20 WECSSAA Tier 2 season last week. The Lady Gens jumped out to a 3-0 lead against the St. Joseph Lasers last Monday afternoon and held on for a 4-3 win at the Libro Centre. Abby Bondy and Carlie Hayes put General Amherst up 2-0 after the first period with Bondy scoring again in the second period. Mikalah Wilcox scored in the third period for the Lady Gens. Wilcox also had three assists on the day with Abbie Drouillard and Hayes also having assists against the Lasers. Kayla Renaud played well in goal. She is one of two goalies the Lady Gens have on their roster this year, with coach Dan Pettypiece noting it is the first time in 12 years the girls hockey team has had two goalies on its roster. Abby Laframboise thought they played well against St. Joseph and worked hard as a team. “I think we can do pretty well in the

regular season,” she said. Claire Schipper added they want to continue working hard as a team and progress as the season goes on. “I think we're going to get far,” said Schipper. “I'm hopeful we end up winning a lot of games.” Pettypiece said they stopped moving their legs and that allowed St. Joseph to get back in the hockey game. “They say a 3-0 lead is the worst in hockey and I can understand why,” said Pettypiece. The Lady Gens were without Sam Connell, whom Pettypiece hopes they get back soon, and he noted that a lot of girls are not on other teams this year so that was their first game of the season for them anywhere. “All in all, it was a good effort,” he said. General Amherst was in the Sandwich Earlybird Tournament recently, and went 1-2. They defeated St. Joseph 2-1 but lost to Villanova 3-0 and suffered a 6-0 loss to Belle River. Belle River and L'Essor are strong teams but Pettypiece believes General

By Ron Giofu The St. Clement’s Church choir sang “From the Heart” last Sunday. The concert was held for two consecutive Sundays with the event being to raise money for the historic McGregor church’s building fund. The event was co-directed by Annette Barron and Denise Meloche-Renaud. Laurie-Anne Abraham, secretary at St. Clement’s Church, said it is mainly the Sunday morning choir that performed plus a few additional performers. In all, there were just over 20 singers that took the stage. “They’ve been practicing since the spring,” said Abraham. “Hundreds of hours. This is a big deal.”

All performers were from the McGregor area. Abraham explained they had a similar concert two years ago and had a standing-room only crowd, so they had two shows this year, each followed by a dinner at the McGregor Columbian Club Hall. A final total of what was raised this year was not known at press time but the 2017 fundraiser brought in over $10,000. Abraham credited Barron for her work to pull everything together. “She’s worked really hard getting this together,” said Abraham. Tickets for the concert were $10 each, but Abraham said they encouraged people to donate as well. “It’s local people getting together,” she added.

A resident of the Fraserville subdivision is pressing that town council allot enough funding to properly tend to the mosquito problems that part of Amherstburg has. Brenda Kokko Pare appeared before town council at the first night of budget deliberations and stated the budget for the mosquito abatement program was sliced in half last year and she wanted it restored for this year. Kokko Pare said the problem has once again become an issue 24/7 from April through October. “The mosquitos in our area are resilient,” she told council. “Our quality of life has been affected. Home values have decreased. People were removing swimming pools all because of the infestation of mosquitoes.” Kokko Pare also pointed out that Stella Maris School has to have “mosquito days” where the students have to stay inside at recess. When town council started treating the area in 2015, there were positive results, but last year’s cutback saw the problem return, she stated. Councillor Peter Courtney wondered about the mosquito program at the

Amherstburg Land Holdings property with director of engineering and public works Antonietta Giofu stating they have their own program that treats the areas they own. Courtney added the problem has been a long-standing one in that area. “This has been going on since I was a kid,” Courtney stated. The program had been funded in the amount of $55,000 but was reduced to $35,000 last year, with the public works director stating the problem increased again due to a new species of mosquito that didn’t respond to the previous type of treatment. She indicated that a different type of treatment that can reach the root of vegetation is what is needed to combat the new type of insect. Councillor Michael Prue was concerned about any possible environmental impacts but Kokko Pare said, based on the research she did on what the contractor uses, the material being used in the treatment was “very safe.” The town agreed to restore the funding to $55,000, up from last year’s $35,000.
