Local students venture to Mexico to deliver school supplies to those in need By Ron Giofu

A group of University of Windsor students from Amherstburg were part of a humanitarian trip to Mexico where they helped school children in that country. The four students were from The Youth Connection (TYC) charity at the University of Windsor and they included Ryley Clifford, Jenna Fiala, Kristie Matte, and Kayla Fiala, the latter being the chief managing officer (CMO) of The Youth Connection. The university students ventured to Playa Del Carmen, Mexico, along with other students from other TYC participating schools, to deliver the school supplies derived from the funds they generated this past year. “This was a very unique experience for my peers from the University of Windsor, especially because The Youth Connection Chapter in Windsor inaugurated in just September of the 2019 year,” said Kayla. “Since its initiation, TYC at Windsor put on eight charity events to support our cause.” Fundraisers in the first semester included an event at Applebee’s in Windsor, a bowling fundraiser at Playdium 5 Pin Bowling, an online auction where they generated items for the auction by getting community sponsors from local businesses, a bar night at the Bull and Barrel

in Windsor and the selling of 120 cookie jars they made. In second semester, TYC members ran another successful online auction, planned another charity fundraiser at Playdium 5 Pin Bowling, and held a bake sale on the university campus. “On top of these amazing events, TYC charity at the University of Windsor was also awarded ‘Student Group of the Year’ by The University of Windsor Students’ Alliance (UWSA) in April at their annual awards gala,” Kayla said. “I founded this chapter at the University of Windsor in September, and I never thought that in just two semesters we would achieve so much. A huge thanks to everyone who supported us. Because of the tremendous support we have received this year, TYC was able to assist more schools in Mexico than we ever have before.” The Youth Connection is a non-profit organization that orchestrates events to raise money to provide underprivileged students in Playa Del Carmen, Mexico, with school supplies and opportunities. This club was originally founded by students at Western University, she said, and has expanded in the past two years to the University of Windsor, the University of Waterloo, Laurier University, Ryerson University, and York University.

Extensive debate at council over proposed lobbyist registry bylaw By Ron Giofu

Town council and the public debated a proposed lobbyist registrar bylaw for nearly three hours Monday night only to have council receive an administrative report and not do anything with the rest for the time being. The report came from CAO John Miceli, who contended the report was to enhance accountability and transparency as he said it is part of his job. However, members of the Amherstburg Taxpayers Association (ATA), who were referenced in Miceli's written report, were having none of it and questioned why they were the only group mentioned. According to the report from Miceli, “lobbying is a legitimate activity that must be done transparently.” Miceli noted that municipalities such as Toronto, Hamilton, Brampton and the Region of Peel have lobbyist registries, with the purpose of the registries being to “provide openness and transparency to the public with respect to who is lobbying council and for what purpose. “A lobbyist registry allows the public to see who is communicating with public office holders about governmental decisions – decisions that can directly affect all constituents of Amherstburg. A lobbyist registrar enforces the Lobbyist Code of Conduct and other provisions of the Lobbyist Registry bylaw that regulate lobbyists’ conduct,” he wrote. The CAO referenced an article in the Sept. 4 issue of the River Town Times regarding the newly incorporated ATA with Miceli pointing out the Corporate Profile of Ontario

corporation number with the directors named in the profile being Nancy Atkinson, Anthony Leardi and Bob Rozankovic. Quoting the comment from Rozankovic that the ATA is “an organization committed to lower taxes, less waste and holding municipal government accountable in how they spend your taxpayer money” he believed the ATA meets the definition of a lobbyist in the proposed bylaw due to the fact Rozankovic stated “council has to listen. Maybe they won’t do, but they have to listen.” Miceli’s report noted the ATA’s executive of Rozankovic as chair, Atkinson as vice chair and John McDonald, Gregory Moore, David Wharram, Justin Brodie Timms-Fryer and Tim Gray. “Should council approve the lobbyist registry, the ATA will be required to provide the Registrar with full details of their membership in order to make certain there is compliance with the bylaw and the Lobbyist Code of Conduct. Further, any members of the ATA that may also sit on town committees may be required to resign their appointed position with the town. Further investigation of this will follow if the lobbyist registry is approved by council and will be the subject of a future report if approved,” Miceli said in his report. The CAO also stated the ATA represents a group but “it is not the collective voice of the people,” pointing to the 2018 municipal election results in which Rozankovic and Moore were unsuccessful candidates. “The RTT article clearly reports the mandate of the ATA.

Miceli recommended the lobbyist registrar be non-municipal staff or assigning it to the integrity commissioner, with the latter having an hourly rate of $300 per hour. “The adoption of a Lobbyist Registry Bylaw will promote further accountability and transparency in the Town of Amherstburg and will allow members of the public the opportunity to see who is lobbying public office holders wishing to influence decisions,” the CAO concluded. The ATA stated in a press release that part of the bylaw would require them to register as a lobbyist organization under provincial law and if the ATA is deemed as a lobbyist, communications with council members would be monitored and recorded. Rozankovic stated in the press release the move by the town “proves that the Amherstburg Taxpayers Association is a force to be reckoned with.” “It is very rare for a municipality to do this type of thing. We in the Amherstburg Taxpayers Association feel it is a recognition that we have become very important, almost overnight,” Rozankovic stated. Rozankovic believed the ATA has a “very public” agenda. “We stand for lower taxes and public accountability. We feel those are two things lacking in Amherstburg right now. We also intend to give our council members ideas and support, so that they can make better decisions,” he stated. “Sometimes our council members did not receive the information they needed to make the right decisions with taxpayers’ money. We intend to give them that information. We intend to support our council members in making good decisions for Amherstburg.” Atkinson told council her group was labelled lobbyists less than a week after their meeting and “no other organization was targeted for this treatment.” “We are not lobbyists,” said Atkinson. “We do not have clients. We do not lobby for anyone. We are simply doing what Canadians and taxpayers have a right to do – voice our concerns and hear council voice their responses in the chose format of a not-for-profit organization.” Atkinson added they simply ask councillors to do what they promised to do and listen to the taxpayers. “This bylaw will not silence the Amherstburg Taxpayers Association. This bylaw will silence the council. You should ask this question – who wants to silence the council? We do not want our councillors to be silent. On the contrary, we want them to speak loud and clear on behalf of the residents who elected them.”

Are you ready for an adventure of a lifetime? On September 17th from 6:30-8:30 p.m., the 2nd Amherstburg Scouts will be hosting an information and orientation night at Toddy Jones Park for all registered families and anyone who would like to find out more about Scouting in Amherstburg. We’re the second oldest group in Essex County and have had an active Scouting group since 1928! Our Scouting team will be on hand to meet the community and answer any questions you have about Scouting, to share the fun upcoming activities and events we have planned, and to help with

Amherstburg – be the town that says “yes” Studies have shown as humans we actually have a bias for the status quo. We tend to fear loss more than we value gain, so people often say “no” to new ideas. But to create an even better Amherstburg we need to change from being largely about short-term personal interests to forward-thinking public interests, from small interest projects to big picture opportunities. In other words, saying “yes” to ideas instead of saying “no.” A couple of weeks ago, one of the most influential urbanists in the world, Gil Penalosa, spoke to a sold-out crowd as part of the Amherstburg Community Foundation’s “Thought Leaders” series - his topic: “creating a vibrant and healthy community ... or becoming irrelevant.” During his presentation, Penalosa shared many examples of what progressive communities around the world are doing to become more liveable for all. Personally, I liked many of them, but I understand that not all people will, and that Amherstburg cannot afford to do them all.

On September 17, there will be a panel discussion headed by Cherise Burda, executive director of the Ryerson City Building Institute entitled: “Does Amherstburg aspire to be the best? Or is it satisfied with the status quo?” The panel includes councillors Michael Prue and Donald McArthur, urban planner Amy Farkas; and community advocate Shawn Micallef. They will debate the merits of approximately ten of Penalosa’s ideas. In other words, they will debate “yes” or “no.” To reserve your ticket, go to the “Events” section of amherstburgfoundation.org. A 55th high school reunion was held at the home of Richard and Sharon Barron recently, and although the latter celebrated her 55th reunion as part of the Class of 1963 last year, they opened their home again for the following year's class. “Last year, we had such a good time. The Amherstburg Food and Fellowship Mission held an off-season “Mardi Gras” celebration last Saturday, complete with beads, gumbo and crab salad. The mission’s vice president, Shirley Hitchcock, planned the event because “it doesn’t matter what time of year it is. We all eat and love to wear beads. “My husband and I were in New Orleans for ‘Mardi Gras’ and I was forced to bring home bags and bags of beads,” she continued. “I tried to pawn off as many as I could to my grandchildren, but their parents don’t want any more. I still had a few hundred left, so I decided to have this evening. It seems to have been a big success and I am very happy.” Tim McAllister, the Amherstburg Food and Fellowship Mission’s president, prepared much of the event’s food himself. He tested out a few different “Mardi Gras” recipes before landing on his favourite and fine-tuning it to his personal taste, he said. Lana Talbot, Sherwin Pivotte, Tammy Pasceri and Lisa Sheron helped out in the kitchen as well, putting together a multi-course, Creole-style meal of fried chicken, chicken gumbo, crab salad, cornbread, baked goods and fruit skewers.

Festival of Hawks kicks off this weekend at Holiday Beach their best nature shot. • Amanda Bichel of Bird Studies Canada will provide insight into collecting data in important birding areas. • HBMO’s Jeremy Hatt will share his tips and tricks on using mobile applications like iNaturalist • ERCA’s Gina Pannunzio will host an interactive workshop focusing on the mystery of one of our local iconic species, the Monarch Butterfly. “Holiday Beach Conservation Area has been identified as one of the 10 best sites in all of North America to experience the raptor migration,” notes Danielle Breault Stuebing, ERCA’s director of communications and outreach. “Whether an expert birder or nature-loving family, there’s something for everyone at the annual Festival of Hawks.” The Festival runs from 9 a.m. to 3 p.m. on Sept. 14-15 and 21-22. The 2019 Festival of Hawks will once again be taking place at Holiday Beach Conservation Area. It is being presented in partnership by the Essex Region Conservation Authority (ERCA) and the Holiday Beach Migration Observatory (HBMO). Special to the RTT All eyes will be on the skies this September as local birders and nature lovers take in one of North America’s greatest migrations. These watchers will call the Holiday Beach Conservation Area home as they take in a grand spectacle: tens of thousands of hawks and raptors flying overhead on their annual journey to nesting grounds in the south. In recognition of the amazing sight, Essex Region Conservation, in partnership with the Holiday Beach Migration Observatory (HBMO), will host the 2019 Festival of Hawks. The festival, which takes place over the weekends of Sept. 14-15 and 21-22, features a range of free educational activities and nature-themed programming. HBMO experts will be on-site conducting hawk banding and adoptions. Event goers will get up close and personal to a variety of raptors as experts measure, tag, and then release these birds back into the wild. Visitors will also be in awe at the live raptor display of Kingsport Environmental, a local organization that rescues and rehabilitates raptors and promotes falconry through education programs. Free educational programs will complement the ongoing banding and live hawk display throughout both weekends. Local experts will be on-site to teach on a wide range of birding and nature-related topics. By Ron Giofu The Amherstburg Admirals are whittling down the roster as they prepare for the 2019-20 PJHL Stobbs Division season. The Admirals defeated the Wheatley Sharks 6-1 Sunday night at the Libro Centre in their second of three pre-season games, four days after they downed the Sharks 4-1 in Wheatley. The third and final pre-season game was Tuesday night after this issue of the River Town Times went to press. “I liked the balance in scoring we got tonight between veterans and first-year players,” said Admirals head coach Paul Bortignon. “I thought that was pretty good. I thought we had good speed, which was a change of pace from what we had last year.” The Admirals also displayed a “quick strike” offence, something Bortignon said was encouraging as they have to replace a lot of goals from last year. Scoring was spread out, which is something he liked as well. Amherstburg's Jr. C team had about one forward spot and one defense spot to decide after Sunday's

game after which Bortignon said will come the fine tuning and depth chart work in preparation for the season opener Sept. 20 at the Atlas Tube Centre in Lakeshore. The game in Essex

Lady Gens hoping to return to WECSSAA finals this season By Ron Giofu The General Amherst Lady Gens are gearing up for the WECSSAA senior girls basketball season and have hopes of getting the program back to a championship level. The Lady Gens are back on the court preparing for the 2019 season and hope to improve over last year in both Tier 1 play and when they play their “AA” opponents at playoff time. They hope to make some noise come playoff time and contend for the WECSSAA “AA” title. “We’ve got 11 players total right now,” said General Amherst head coach Dom Silvaggio. “Nine players are returning and two are up from juniors. AA-wise, we should be pretty good.” The breakdown is fairly even, something that Silvaggio is pleased with, as there are six Grade 12 players, four Grade 11 players and one player in Grade 10 that has moved up to senior girls basketball. Silvaggio said defending WECSSAA champion Kennedy is still the team to beat among the “AA”-sized schools with Kingsville also being one of the better teams. The Lady Gens have a year of experience and have gained some maturity, Silvaggio believes, and he hopes they will be stronger towards the

end of the season. “As far as commitment, we’ve got to make sure we show up for practice,” he said. One of the strengths of this year’s Lady Gens team is their depth, Silvaggio added, and while he has not finalized who the starting five players will be, he has an idea and is letting players prove themselves. A weakness of the team will likely be scoring, he believed, with that also being a weakness last season. “We don’t have a lot of scorers,” he said. “That’s the thing we have to key on. We are going to have to play solid defense to keep us in games.” The goal is to get to the WECSSAA “AA” finals, Silvaggio stated. If they get there, Silvaggio added it would be a one-game situation where anything can happen and the Lady Gens would “see what happens from there.” “It’s been three years (since General Amherst last appeared in the finals),” he said. “It’s time.” The WECSSAA Tier 1 schedule has not been finalized as of press time, but the Lady Gens have a tournament at Western University in London the weekend of Sept. 21-22 and that should be an indicator of how General Amherst stacks up. “That will give us a good idea of how the season will go,” said Silvaggio.

Continued from Page 2 Deputy Mayor Leo Meloche said he spoke with Miceli at the AMO conference in Ottawa regarding the matter several weeks ago and believed that didn't have anything to do with the ATA. However, news of that conversation raised a red flag with Councillor Michael Prue. “If you had a discussion, that may be a contravention,” said Prue, asking if it was a “private meeting” with the CAO, something Meloche denied. Meloche later questioned leadership of the ATA, making references to Rozankovic and the integrity commissioner findings late last year on an in-camera meeting on the policing issue and a legal matter involving a board member, later learned to be Justin Brodie Timms-Fryer. In separate debates, former councillor Diane Pouget noted that the previous council voted against the integrity commissioners findings while Timms-Fryer took offence to Meloche's reference. Councillor Don McArthur asked why the ATA incorporated, with Atkinson stating they wanted to be “a bonafide legal entity” that raises concerns of their members, some of whom may not want to address council directly. She said the group wants council “to start listening to the people who elected you.” Prue, a former Toronto city councillor and MPP, said he requested bylaws and regulations from both bodies and believed Amherstburg would become the first municipality in Ontario to make a citizen group be part of a lobbyist registry. He opposed such a move, asked for more information and said he was “appalled” that some ATA members may have to leave town committees if part of the group. “I think something is fundamentally wrong with this. I want it referred back and sober second thought given to this,” said Prue. Prue added the bylaw in Toronto is more for developers and large corporations and didn't see how citizen groups fell under the same umbrella. McArthur added he received e-mails from residents who

were “nervous and scared” by the ATA's formation. He later stated his belief the lobbyist registrar is not meant as a muzzle. “No one is out to get anyone. We want everyone to have equal access to information,” he said. McArthur also called for civility on social media, noting there have been name-calling, body shaming and allegations posted and that there is no call for that. “I think we should have real debate on substantive issues,” he said, stating he welcomes input from groups like the ATA. Councillor Patricia Simone noted she was concerned about the ATA being the only group mentioned in the report. She also voiced concern over the potential that other volunteer groups may also fall under the lobbyist distinction should the bylaw be passed in its current form, believing that was unfair. She, along with Meloche, didn't slam the door on the concept entirely, with Prue adding a lobbying registry is a good idea as long as it is for actual lobbyists. “If we're going to have it, let's be real,” he said. Director of planning, development and legislative services Mark Galvin said the bylaw was based on what other municipalities have done. Miceli told council his job is to help improve accountability in Amherstburg and that what he proposed in his report is allowable under the Municipal Act. Miceli added the report was started in August with the ATA information being added late after reading the RTT article. He said groups coming to council would not qualify

It's dividing our community.” Remarks that the lobbyist registry is an attempt to silence people “are the most ridiculous comments I've ever heard,” the CAO stated. Councillor Marc Renaud believed “limited structure needs to be in place,” whether that be for the ATA or other groups like the Amherstburg Minor Hockey Association, which he serves as president. Councillor Peter Courtney spoke against the registry, believing the ATA doesn't qualify as lobbyists. “At the end of the day, it's going to label people and create division in our town,” said Courtney. “This is an embarrassment tonight.” Courtney added adopting such a registry would create “a poisonous environment in our town” and called for people to listen to each other. “This is a sad day,” he said.

This is a story about a special person, Our Dad (& Husband) who as a young man worked as a printer at the local newspaper. We spent much of our time Learning about his trade. When they decided to close the doors and relocate, he made the decision to start his own newspaper. We spent much of our time by his side watching and helping him do his work. He always had an artistic eye and although he was a man of few words, he could write a column that everyone looked forward to. The time had come to sell the newspaper. He then opened his own printing business from home. He changed with the times and perfected his trade. We spent much of our time by his side working with him at home.

Those we love remain with us, for love itself lives on forever. Cherished moments never fade, because a loved one is never gone. Those we love can never be more than just a thought apart. Always loved and remembered, your loving Children and Grandchildren.

By Ron Giofu In what has become an annual tradition, the opening night of the River Lights Winter Festival will be sponsored by Enbridge. Enbridge, which owns and operates the Amherstburg Solar Farm, made its sponsorship of the River Lights opening night official recently. Enbridge representatives Suzanne Shea and Denise Heckbert were on hand to make the presentation to tourism co-ordinator Sarah Van Grinsven and Councillor Michael Prue. “This is the sixth year they are sponsoring this,” said Van Grinsven. “With Enbridge’s support, we get to do fireworks and do a big opening night with the tree lighting.” The opening night will be Nov. 16, with Van Grinsven pointing out they are going to extend how many weeks the warming house in Toddy Jones Park is open for. “People still want to go in the warming house during the Christmas holidays,” she said. Van Grinsven called the sponsorship “a really good fit” as the River Lights volunteers also “make the community shine.” “We’re looking forward to Nov. 16,” said Van Grinsven. “It’s going to be a fabulous night.” Shea said Enbridge sponsors River Lights’ opening night as a way to give back to the community.

“This is a great community event,” said Shea. “The lights are all solar powered. It’s a wonderful event for everyone to come to.” “We are delighted with Enbridge and thank them for their generosity,” said Prue. “Their ongoing support is going to make (River Lights opening night) the best show ever.” According to a press release sent out by the Town of Amherstburg, the River Lights Winter Festival will kick off with the Super Santa 5 km Run sponsored by Enbridge Gas, an outdoor movie in the park followed by the traditional tree lighting ceremony and fireworks. The popular Gingerbread Warming House will be serving up free hot chocolate, family holiday programming and additional new lighting in the parks. “Enbridge is proud to partner with the Town to support this exceptional Festival,” said David Watkins, Director, Power Operations Canada, Enbridge in the press release. “We look forward to sharing in Amherstburg’s holiday spirit again this year.” “Enbridge has been a great supporter of our local organizations. We truly appreciate the additional support to continue sustainable family programs for our residents and visitors to enjoy,” Mayor Aldo DiCarlo also stated in the press release. The 15-megawatt Amherstburg Solar Project supplies enough renewable energy to power to nearly 2,800 homes.

Town of Amherstburg 2019 Spay and Neuter Voucher Program In an effort to assist in addressing the feral cat population the Town of Amherstburg is again issuing vouchers through the Spay and Neuter Program. Vouchers are limited to two vouchers per family for the calendar year. Low income families with cats may also be eligible to receive assistance through the Town’s Spay and Neuter Program. Vouchers are limited to one voucher per family for the calendar year.
