ranking of Canadian municipalities, Penelosa noted that “you were behind some of your neighbours” and quipped that he wishes Amherstburg was ranked 324th. “That would have been like an electrical shock,” he said. “You would have been like ‘we have to do something.’” Penelosa believed there is too much parking within Amherstburg and that speed limits are “way too high.” He recommended that speeds in residential neighbourhoods be lowered to 30 km/hr and if that were to happen, he predicted that a greater mix of cyclists and walkers would use the roadways. “People don’t want to walk where people can go 50 or 60 km/hr,” he said. Walking and cycling improve not only physical health, but mental health and social interaction as well, he said. Roadways are public spaces and can be used by everyone, he believed. He also called for more occasions of open streets for pedestrians and cyclists as if the streets are opened to people, “that’s when the magic happens.”

Liberal candidate acclaimed for Oct. 21 federal election By Ron Giofu

The Liberal candidate in the riding of Essex for the Oct. 21 federal election is a familiar name to many. Audrey Festeryga will once again run for the Liberals and she was acclaimed at the party’s candidate in her Essex campaign office last Friday afternoon. This will be the second time she has run, also having done so in the 2015 federal election. Her daughter Kate was the provincial Liberal candidate in 2018. “Why should Essex continue to have a third place MP who is only good at photo ops and being an obstructionist?” asked Festeryga, in reference to the NDP incumbent Tracey Ramsey. Not only did Festeryga question why people should vote the NDP, she didn’t speak favourably of the Conservatives and their candidate Chris Lewis. Believing the Conservatives are only interested in cuts, she said going back to them would only return to the “divisiveness” of the Stephen Harper era. “There is nothing to gain by voting NDP,” said Festeryga. “The only way to defeat Andrew Scheer and the Conservatives is to vote Liberal. A vote for Audrey Festeryga is a vote for effective representation in Essex. We need a seat at the table.” Festeryga said she has been working behind the scenes on issues and knocking on doors the last four years. She noted she has been cancer-free for five years and she is excited to try her hand again at being the riding’s Member of Parliament. “Essex is ready to have a representative of the government at the table,” she said. Festeryga touted the Liberals’ record over the last four years, telling supporters that the unemployment rate is at its lowest in 40 years. She indicated she wants to go further, with jobs being the top issue for her, though also said fewer young people are leaving the area to find work as they did under the previous Conservative government. “My number one priority is to help create jobs,” she said. “It’s important we bring jobs back.” Relating to infrastructure, “if we have a voice at the table we can get projects done faster,” she added. A lawyer by trade, Festeryga called herself “the most qualified candidate by training, education and

Fatal Motor Vehicle Collision Investigated The Windsor Police Service – Amherstburg Detachment is investigating a fatal motor vehicle collision that took place Thursday evening. Police say that at approximately 5:15 p.m. Thursday, patrol officers with the Windsor Police Service Amherstburg Detachment were dispatched to a report of an injury motor vehicle collision in the 3100 block of County Road 10 (Middle Side Road). Officers attended and determined there had been a collision between a green Ford Escape and a black Yamaha

motorcycle. “Sadly, an adult female driver of the involved motorcycle was pronounced dead at the scene,” public information officer Sgt. Steve Betteridge stated in a press release. The name was not released as of press time. The area was contained and an investigation was launched, Windsor police state. Members of the Windsor Police Service Forensic Identification Unit and Accident Reconstruction Unit attended and processed the scene as a fatal motor vehicle collision

investigation. A coroner attended the scene as well, police added. The roadway was closed between Concession 3 North and Concession 4 North for several hours but was later re-opened. The matter remains under active investigation police add. Town council receives DC report, more discussions planned

By Ron Giofu Town council has received a consultant's report on development charges (DC's) and more discussions are likely in the coming weeks. As the town's current development charges bylaw expires Oct. 4, the town is looking at a new one that currently calls for increases to residential charges and reductions elsewhere. However, there are still questions about provincial legislation with that scheduled to be passed after a new development charges bylaw has to be passed by the town. The town is scheduled to pass a new development charges bylaw Sept. 23. Mayor Aldo DiCarlo noted that council has simply received the report from Nancy Neale of Watson and Associates. “At this point, it's just a guess as to what council wants and is comfortable with,” he said. The fact there are still answers outstanding as to how the new legislation will impact municipalities, DiCarlo admitted was frustrating because “we want to do as much preliminary work as we can” but acknowledged this has happened on other issues

so the town can only do as much as it can without knowing further details. The mayor indicated he is not in favour of waiving development charges and neither are residents he speaks with, as there is always a cost to development and without development charges, those would be passed down to the residents. Neale noted in her presentation that to “make it whole” in terms of development charges reserves, the money would have to come from other sources such as additional taxes or water and wastewater rate increases. “It really comes down to there is a cost and who should pay for it?” said DiCarlo. While town council can adopt its own figures, the consultant's report as it stands now calls for residential single detached dwelling charges to jump from $13,049 to $16,242, including a newly created $2,773 that would be devoted to parks and recreation services. The new system would also include a community benefit charge coupled with the DC's and that is likely where the parks and recreation charge would fall. Municipalities have until Jan. 1, 2021 to decide how to proceed with a community benefit charge. Non-residential developmental charges rates could jump from $6.80 to $8.51 per square foot in a totally serviced area. Industrial charges in Amherstburg would rank as the highest in the area, the report added. Councillor Michael Prue questioned how the forecasts of growth were achieved, with Neale noting that meetings were held with town and county planning representatives as well as from applications that have been filed thus far. Prue noted that economists are calling for a recession and asked what would happen in that regard, but Neale said the municipality could slow down its capital funding accordingly if growth were to slow down. “I'm not concerned with the forecast itself,” she said. “It really comes down to a timing issue.” Relating to exemptions for churches and buildings of that nature, Neale added that it is up to town council to determine what portions of the buildings are exempt, if any. Prue also wondered if the town has enough resources to deal with potential changes but CAO John Miceli indicated much will be determined when the province decides in October how it is going to proceed. He noted that if there are exemptions granted to developers or other groups, he is of the

understanding that the town would have to “make the development charges reserve whole.” “We are concerned about it,” he said, of the direction that is to come from the province. “They are putting a lot more risk on municipalities.” Development charges are typically paid upon issuance of a building permit but non-profit groups may have upwards of 20 years to pay it back. Deputy Mayor Leo Meloche believed that could be “an accounting nightmare” if ratepayers have to make it whole at first and slowly give a percentage back to ratepayers when the charges are collected. Miceli indicated it is part of the province's affordable housing strategy and while he couldn't say whether the town would need more resources, he believed it could pose “a major challenge for us.” Councillor Marc Renaud pointed out the provincial legislation will be passed in October but the bylaw is due for adoption Sept. 23. “How do we deal with something like that?” he asked. Neale noted there are numerous municipalities that have development charge bylaws that are either expiring or set to expire and “right now, the only thing we can do is follow the rules that are in place today.” Changes may be needed based on what the province decides. Prue wanted to know if the town has to deal with the matter when the budget comes forth in November and also called for regular reports to council not only before budget, but after it as well to update council on the matter including that of the possible community benefit charge.

Harrow Fair celebrates 165th year By Ron Giofu

Agriculture and volunteerism were both celebrated as part of the 2019 Harrow Fair. The fair, which completed its 165th year, opened last Thursday and continued through the Labour Day weekend. It featured a parade Saturday and activities, entertainment, agricultural-themed competitions, carnival rides and the famous pie auction. Of the 165th anniversary, Harrow Fair board president Luke Korcok quipped that “it's too much to count” and “we're doing a good job.” Korcok thanked his fellow board members, the volunteers and all the helpers. “They enjoy helping us,” he said. “My thanks to every one of them. Without them, we have no fair.” Rose McLean, president of the Homecraft Directors, noted the fair started 165 years ago with such events as horse racing on a quarter-mile track and greased pig competitions. It has evolved over the years but a common theme has prevailed. “One thing we have been true to is our agricultural roots,” she said. McLean also thanked the volunteers and called for more. “It's a great way for your family to have fun with us,” she told the crowd at last Thursday night's opening ceremony. Essex Mayor Larry Snively also thanked the volunteers. “What a great fair – 165 years,” said Snively. “If it wasn't for the volunteers, this fair would never go on. This is an agricultural fair. Patti Hayes, constituency assistant to Essex MPP Taras Natyshak, called the fair a great testament to agricultural and farming history. “This fair is an integral part of people's lives,” she said.

DiPietro gives back by instructing young goalies By Ron Giofu A group of 16 young goalies hit the ice Thursday evening and received instruction from coach Brian Spearing and a very special guest. Spearing presented a one-hour version of his “In The Zone” hockey school with the special guest being one of his long-time students who is now an NHL prospect – Michael DiPietro, an Amherstburg native who is a draft pick of the Vancouver Canucks. DiPietro said he always wants to continue to give back to the community and, on this occasion, do so with a coach that helped him get started. “I wanted to do this for a while,” the 20-year-old netminder said. “I want to give back to young goalies with the goalie coach I started with – Brian Spearing.” DiPietro said he not only wanted to teach the young goalies, but have fun with the kids as well. Spearing added that DiPietro’s game “is all about footwork” and that is a lot of what they tried to pass along to the young goalies. He hopes the

Amherstburg hosts OBA Bantam “C” tourney Bulldogs gearing up

The Amherstburg Cardinals bantam team finished the OBA Bantam “C” tournament 1-2 but still came away with a chance to meet a future NHL star as Amherstburg’s own Michael DiPietro came out to support the team Saturday afternoon. Team members include Colin Hebert, Owen Harris, Colin Robillard, Colin Cote, Tanner Hotchkiss, Willy Metcalfe, Brett Jones, Gavin Meloce, Colby Bissonnette, Kyle Cote, Cameron Carvalho, Cooper Senick and Tommy Moulton. By Ron Giofu The Amherstburg Minor Baseball Association (AMBA) brought some of the best young talent to town again this year for another OBA tournament. The OBA Bantam “C” tournament was at the Libro Centre and Malden Centre Park over the weekend with the bulk of the games being at the Libro Centre. Dan Hebert, travel convener and umpire-in-chief with AMBA, said this was the second time Amherstburg has hosted an

OBA tournament since he has been involved. “We’ll be hosting it next year to show off the Libro Centre,” said Hebert. “Every out-of-town team has been wowed. It’s a jewel.” Next year’s tournament will be the same age group, which is players aged 14-15. “I won the bid for this year and next year (to host the tournament),” said Hebert. “It’s huge for the town.” Hebert said each league gets represented with the local league, the Sun Parlour League, being represented by

Amherstburg lost to Listowel 8-4 Friday before winning in walk-off fashion against Stratford 4-3 Saturday morning in Malden. The Cardinals lost to Wallaceburg 10-0 Saturday afternoon and were eliminated. The championship game was Sunday afternoon at the Libro Centre and saw the Belle River Braves knock off the Wallaceburg Warriors by a final score of 3-2.

The General Amherst Bulldogs football team won the WECSSAA Tier 3 championship last season and are hoping for similar success this year. The Bulldogs are back on the practice field as their training camp is underway. Practices have been held daily at Centennial Park with players running through a variety of offensive, defensive and special teams drills under the direction of head coach John Rudak and his staff. Rudak said there have been upwards of 28 players per day at practice and that number is expected to grow. “Not everyone is here,” he said, “but we’ve had about 40 show interest. It would be fantastic if we can get between 35-40 guys on the roster to start the season.” The Bulldogs have about 20 returning players from last year’s team, Rudak stated. Last season saw the Bulldogs go from a junior and senior football team to combining rosters and having one team compete. This year will likely be the same with one team taking the field in a lower tier conference. Rudak believes that will likely be the case for the foreseeable future but hopes for greater numbers once the new school is built. The offensive line should be a strength of this year’s team, Rudak projects, but noted there is not a lot of running back depth yet. Emmitt Rosati is returning at quarterback and he is anticipated to be one of the team’s leaders. Continued on Page 18

Or is it happy with the status quo?” Burda is the executive director of the Ryerson City Building Institute and panelists include Amherstburg town councillors Michael Prue and Donald McArthur, author, professor and advocate Shawn Micallef and Amy Farkas, a planner from Dillon Consulting. It runs from 6:30-8:30 p.m. The third event in the speaker series will be “What Do You Do When Science Issues a Warning… But No One Listens” with Dr. Gerald Kutney. That event is Nov. 13, also from 6:30-8:30 p.m. and will feature panelists that include ERCA general manager Richard Wyma and University of Windsor professor of environmental law Patricia Galvao-Ferreira. ACF vice president Chris Gibb concluded the evening with a reminder of the four initiatives the ACF is currently fundraising for – including the refresh of the Amherstburg Public Library, upgrades to Beaudoin Park in River Canard, the mentorship and Freedom Achievers program at the Amherstburg Freedom Museum, and a new walking and cycling trail ERCA wants to create at Holiday Beach Conservation Area.
