Governor Asa Hutchinson will present the banquet’s keynote address on Saturday, February 27, 2016 at the John Q. Hammons Convention Center in Rogers. This annual gathering of 1,000+ Northwest Arkansas business leaders celebrates accomplishments of the previous year, honors outstanding businesses and individuals in our community and sets the tone for the coming business year. Before being elected governor, Asa Hutchinson served in a variety of posts in the private and public sector. He served as Director of the Drug Enforcement Administration and as the first Undersecretary of the Department of Homeland Security. Voters in Arkansas’s Third District also elected him to Congress three times. A graduate of the University of Arkansas law school, Asa Hutchinson, at age 31, was appointed by President Reagan as the nation’s Keynote Speaker | youngest U.S. attorney. He and his wife Susan have Governor Asa Hutchinson been married 42 years. They have four children and Asa Hutchinson was sworn in as the 46th Gov- five grandchildren.

Friday, December 4 6:00 p.m. – BALLET WESTSIDE PERFORMANCE 6:30 p.m. – TREE LIGHTING 7:00 p.m. – PARADE (for entry forms, request via email: jrush@rogersar.gov) Who doesn’t love a parade? Especially a sparkly, musical, sugary Christmas Parade? Nearly 100 floats, marching bands, decorated cars, scouts, dogs, choirs and kids take part each year in this extra-special event , each covered with bright Christmas lights. This year’s theme, “TWAS THE LIGHTS BEFORE CHRISTMAS” will get “everyone dancin’ merrily in the new old-fashioned way!”
Volunteer for the Parade!
Volunteers are needed by Main Street Rogers to serve as “street guards,” keeping spectators safe. This volunteer opportunity is best suited for older teens and adults. Volunteers should meet at the Main Street Rogers office (113 N. Fourth St. behind the Chamber of Commerce) between 6:15 p.m. - 6:30 p.m. to receive an orange vest and location assignment. Volunteers will need to be at their assigned location at 6:45 p.m. and remain there until the final float has passed, generally around 8:30 p.m.

Benton County Legislative Election Matchups Take Shape
T
he late Yogi Berra once famously said “It’s like déjà vu all over again”. I guess that Yogi’s famous saying could also be associated with the legislative races in Benton County this year. Three Benton County legislative races also have some old familiar faces again this year. All three primary matchups include Republican primary challenges to incumbents from Rogers. District 90, which includes Lowell and Southwest Rogers, is represented by Jana Della Rosa. District 94, which includes Downtown Rogers, is represented by Rebecca Petty, and District 95, which includes the Rogers Executive Airport and North Rogers, is represented by Sue Scott.

District 90
Representative Scott is the dean of the Rogers legislative delegation, finishing up her second term and seeking her third term in the House. Her challenger in the Republican primary is Austin McCollum of Bentonville. The winner of this race will face the Libertarian Party candidate, Grant Brand of Pea Ridge, in the General Election. The one thing that all three of these Rogers races have in common is they all include incumbents from Rogers, former legislators, and challengers or newcomers who do not live in Rogers or have just recently moved into Rogers. The Primary Election was moved to March 1, 2016, mainly to enhance Arkansas’s standing in the Presidential Primary. It will move back to its usual date in May after the election next year. The Rogers-Lowell
Representative Della Rosa has lived in Rogers for ten years and worked for a dozen years in the Walmart vendor community before serving her first term in the House. Now, she has attracted two challengers in the Republican primary that will be held on March 1, 2016. Randy Alexander and Jana K. Starr have filed to challenge Della Rosa. Mr. Alexander is a consultant and a former oneterm legislator who represented Springdale in the House from 2013-2014. He was defeated for reelection in 2014 by current Representative Lance Eads. Alexander recently moved into the District this year, as did Starr, who relocated to the district from Springdale, where she is the assistant principal at Asbell Elementary School in Fayetteville.
Representative Petty is also serving her first term in the House. She will be challenged in the Republican primary by former Representative Debra Hobbs, who was term-limited from the seat in 2014. Passage of Issue 3 in 2014 extended term limits, enabling Hobbs to run again for her old seat. The district covers Downtown Rogers and extends down Hwy. 71 to include a small part of Bentonville. Petty also defeated Democrat Grimsley Graham of Rogers in the 2014 General Election. Now Graham has signed up once more and will face either Petty or Hobbs in the General Election next year.
Area Chamber of Commerce will be hosting a candidate forum on February 12, 2016. All of the candidates in contested primaries will be invited to participate in the forum. The Chamber will also host a candidate forum for the General Election in October of next year, but no date has been determined for that event yet. County-Wide Reappraisal of Real Property Coming in 2016
A
rkansas Code 26-26-1902 mandates that ‘each county in the State of Arkansas shall be required to appraise all market value real estate normally assessed by the county assessor at its full and fair market value at a minimum of one (1) time every five (5) years’. The last county-wide reappraisal occurred in 2011, and the next reappraisal is scheduled for 2016. In the next county-wide reappraisal every real estate parcel is appraised as of January 1, 2016, and that appraised value will then be the property value used for ad-valorem tax purposes for the next five (5) years; as long as no changes (additions/improvements) are made to the property. The property owner/taxpayer will be notified of their 2016 appraised value by U.S. Mail beginning in July of 2016, with all notices sent out no later than July 15th of 2016. It’s important to remember that although every parcel will be reappraised, not all property values will automatically change. The appraised value is market derived and

Two Golf Balls on the Moon Bear Daisy Logo
O
ver 44 years ago, on February 6, 1971, astronaut Alan Shepard, Jr. hit two golf balls on the Moon. People have long speculated as to the brand of golf balls which remain on the Moon. Today, we know that those golf balls bear the famous Daisy logo. Astronauts were permitted to bring personal items on missions and Apollo 14 commanded Shepard brought along two golf balls and a six iron head. In a video on display at the Daisy Airgun Museum in Downtown Rogers, Shepard is shown taking several clumsy onehanded swings (due to the limited flexibility of the EVA suit) using that head affixed to a lunar
excavation tool handle. Since crews were not allowed to do any commercial promotion, the maker of the golf balls was never made public. However, an Apollo 14 crew photo, in the new display at the Daisy Airgun Museum includes signatures of Alan B. Shepard, Edgar Mitchel, and Stuart Roosa, along with their hand-written note:

Central Research, Inc. and FCi Federal Partnership to Manage Service Center Operations Support Services
U
.S. Citizenship and Immigration Services (USCIS) (a division of the U.S. Department of Homeland Security) has awarded its four-year Service Center Operations Support Services contract in Texas and Nebraska (SCOSS-A contract) to the team of Central Research (prime contractor / lead) and FCi Federal (subcontractor). “Delivering high quality performance and on-target results to federal agency clients is at the heart of our core business philosophy, and Central Research is extremely pleased to partner with FCi and be selected by USCIS to lead the SCOSS-A

program at the Texas and Nebraska Service Centers,” said Central Research Founder and CEO Dr. Johnny Dillard at the November announcement. “Considering that each year the service centers handle millions of applications for immigration benefits and deposit over $1 billion in fees, the function of the service centers is vitally important to the mission of the U.S. government and USCIS. We are extremely proud to be part of the process.” The Service Center Operations Support Services (SCOSS) contract provides administrative and records management support services for USCIS Service Center Operations with approxi-
mately 2,700 government employees in four states. SCOSS-A includes the Dallas, Texas and Lincoln, Nebraska Service Centers. The Service Centers handle correspondence management, data collection, fee collection, and file operations supporting USCIS immigration services. Central Research and FCi Federal officially began work on the SCOSS-A program on October 10, 2015. This is one of the largest small business set-aside services contracts in the federal government marketplace, adding nearly 700 prime and subcontractor employees to the Central Research team.
