is a sum of money that Ukrainian state determines as sufficient for one day of life and health support for an elderly person or an individual who has lost ability to work. This amount is incomparable with food, medicine and community facilities expenses. Not to mention purchase of hygine products, clothes, shoes or other usual household supplies. It is particularly difficult for lonely people in need of assistance from outside to survive in such conditions.

Almost 11 mln. Ukrainians are elderly or disabled people.
Nowadays every sixth Ukrainian (around 7 mln.) is an elderly person, and every sixth among those is a lonely one (over 1,1 mln. people) Officially, over 2,7 mln. people (almost 6 % of total population) are registered as disabled with different disability categories. Year by year, the number of people in each category is increasing. For many years there is an on-going discussions about transformation of the exis ting system of vulnerable groups’ social protection. However, no considerable steps were made. Therefore, millions of Ukrainians are in critical living conditions with no opportunities or hope for changes.
For the last 13 years on the basis of its organizations in 8 oblasts of Ukraine, with help of ÂŤHome CareÂť project Caritas Ukraine has provided assistance to over 7Â thousands of lonely elderly people and those, requiring third party care.

Caritas Ukraine priorities are medical and social care, and improvement of living conditions for lonely elderly people, terminally-ill and those who need constant or  temporary assistance due to disease progression or obtained injury. Our social services in this field are recognized as quality benchmarks among state services, civic organizations and international experts.

Earlier, the «Home Care» project was implemented in 13 cities of Ukraine. During the last 4 years, due to lack of funding, the project geography has been constricted to 8 cities: Kyiv, Odesa, Donetsk, Lviv, Ternopil, Ivano-Frankivsk, Kolomyia and Boryslav.

EMPLOYEES OF «HOME CARE» PROJECT PROVIDE CLIENTS WITH A WIDE RANGE OF SERVICES: body care of ill and feeble individuals – dressing, changing bedclothes, help with personal hygiene medical services – measuring pressure, heart rate and body temperature, administration of medicines; debriding, massage and body rubbing, physiotherapy housekeeping – shopping, preparing meals, feeding, washing dishes, housecleaning, laundry and ironing leisure time organization – communication, reading books and promenades solving of legal issues – registration to obtain subsidies, documents, paying community facilities support by psychologists and spiritual fathers

All ÂŤHome CareÂť centers are organized with relevant medical and rehabilitation equipment, have well-trained qualified personnel and experienced local managers. Notably, project is targeted at training of medical and social workers, constant enhancement of their professional knowledge and cooperation with educational establishments.
CARITAS UKRAINE ALSO COORDINATES: 8 «Home Care» information and consulting centers: in 2013 over 3000 people benefited from informational and consul tation services in their homes, more than 5000 persons – in Caritas centers, and almost 1800 – by phone. Moreover, nearly 90 thema tic educational trainings were conducted for volunteers and social workers.
6 rehabilitation equipment loan out centers: in 2013 nearly 800 people received rehabilitation equipment for temporary use, and also consultations on how to use it.
6 laundries for elderly clients: by means of well-organized work of laundries, over 200 beneficiaries of «Home Care» project receive services on washing of dirty bedding on a regular basis. It goes through washing and ironing process and is delivered to clients homes in ready-to-use condition.
Aimed to redirect and consult clients, regional administrations of Home Care project collaborate with local departments of social security for elderly and lonely people, offices of Retirement fund, subsidies departments, doctors from policlinics and hospitals.
For many years the project had been financed by various sponsors from Germany, France and Austria. In 2012 the project received support from the Foundation «Remembrance, Responsibility and Future» and Caritas Germany; in 2013 – from Caritas Vienna and Caritas Germany. Purchasing equipment for social laundries was supported by Carpathian region Development foundation, and rehabilitation equipment for loaning out – by Caritas Germany.
Every next year funding of the ÂŤHome CareÂť project from abroad is shortening. Consequently, Caritas Ukraine has less and less possibilities to provide complex, qualitative and large-scale medical and social assistance to lonely people and to those requiring external care.
