About CSUSB California State University, San Bernardino is a preeminent center of intellectual and cultural activity in Inland Southern California. Opened in 1965 and set at the foothills of the beautiful San Bernardino Mountains, the university serves more than 20,000 students each year and graduates about 4,000 students annually. The “value added� by a CSUSB education ranks in the top 4 percent in the nation, according to the Collegiate Learning Assessment, a sequence of tests used by hundreds of colleges and universities nationwide that measure student learning in the freshman and then in the senior year. First-to-second year retention rates are third highest among all CSU campuses. CSUSB reflects the dynamic diversity of the region and has the most diverse student population of any university 6
in the Inland Empire. It has the second highest African American and Hispanic enrollments of all public universities in California. Seventy percent of those who graduate are the first in their families to do so. The university offers more than 70 traditional Baccalaureate and Master’s Degree programs, Education Credential and Certificate programs, and a Doctoral program. In recent years, CSUSB added its first Doctorate (Educational Leadership), Engineering Program (Computer Science and Engineering), and M.F.A. programs in Creative Writing and Studio Art and Design. Every CSUSB academic program that is eligible has earned national accreditation. The university also is home to the California Professor of the Year, Stuart Sumida. What placement tests are students required to take?
A
The English Placement Test (EPT) and Entry Level Math (ELM) exam. If your student scored high enough on his or her SAT, ACT or AP, he or she can be exempt from taking these tests. Check the link to our website for the exemption scores, www.ugs.csusb.edu/advising.

How do students register for classes, and what are the deadlines?
A
Newly admitted freshmen will register for their first quarter classes during the Student Orientation Advising Program (SOAR) using the MyCoyote system. After their first quarter, students will register for classes based on a priority registration date and time using the MyCoyote system. For registration deadline dates please check with the Office of the Registrar at rre.csusb.edu/registration/registrationdates.html.

If your student is an incoming freshmen, your student will get help during the SOAR program to pick and register for classes. All other continuing students can contact Advising and Academic Services by calling (909) 537-5034 and set up an appointment with one of the advisors.

How do students get help picking classes if they have a major?
A
Each department handles advising differently. In some departments students will be advised by thoroughly trained peer advisors and in other cases they will be assigned to a staff or faculty advisor. What does it mean to be on “Academic Probation”?
A
It means that a student’s “CSUSB” or “cumulative” GPA is below 2.0. It is a warning. Most often, the student will be required to sign a probation contract with Advising and Academic Services.

A

FERPA: Why Can’t I Speak
with My Student’s Professors? The Family Educational Rights Privacy Act is a Federal law designed to protect the privacy of student’s educational records. Under FERPA, parents have certain rights with respect to their student’s educational records. These rights transfer to the student when he or she reaches the age of 18 for students at the high school level. This right transfers solely to the student who attends school beyond the high school level. Parents are no longer guaranteed access to academic, financial or medical records of their student.

Four-Year Graduation Pledge Program California State University, San Bernardino is committed to assisting students in earning a Baccalaureate Degree in the shortest time possible. With careful planning a student can graduate in four years. The campus has consistently worked to provide an academic schedule and degree requirements that can be completed by students willing to devote their time and energy to full-time enrollment and study. Many students have found it possible to graduate in four years (12 quarters) of full-time study. Stay Healthy The Student Health and Psychological Counseling Center provides first aid and basic out-patient care services. We have a full-time staff Monday through Friday to care for your student’s needs. First Aid is always available during clinic hours to anyone on campus. We are staffed with doctors and nurse practitioners, nurses and pharmacists. Our center has contracted with local Lab and X-ray services for our students. Our Counseling and Psychological Services (CAPS) also has a full time staff of marriage and family therapists, licensed psychologists, and supervised interns. www.universityparent.com/csusb
Regularly enrolled students at CSUSB pay a Student Health Fee and are automatically eligible for health and counseling services at the Student Health Center and Counseling and Psychological Services. Student Health Fees support and operate the Health Center.
Pharmacy We have a full-time licensed retail pharmacist who fills the prescriptions written by our doctors or nurse practitioners. He stocks about 100 overthe-counter (OTC) items. He also can fill prescriptions written by an outside physician; if we don’t have it in stock, he can order it. Special orders typically must be pre-paid and will arrive within 24–48 hours. 19
Immunizations The Student Health Center provides clearances for the university admissions requirement. All new and re-admitted CSU students born after January 1, 1957 are required to present proof of the following immunizations: Measles, Rubella vaccine, and Hepatitis B vaccine for those students under 18 years of age prior to census date of first quarter of enrollment. For specific information about required vaccines call the Immunization Hotline at (909) 5377356. These immunization requirements must be fulfilled by the beginning of the second term of enrollment at CSUSB. For immunization requirements visit: healthcenter.csusb.edu.
Health Insurance Although basic health care is provided by the Student Health Center, major illness and injury, as well as certain conditions requiring a specialist or hospitalization, are beyond our scope of service. Students will be referred to an outside provider for these illnesses or injuries. If your student does not have health insurance, it is advisable to purchase insurance on your own to help cover unforeseen illnesses or injuries. A supplemental insurance plan is offered to your CSU student to cover these types of situations. A detailed brochure is available in the Student Health Center.
Student Recreation and Fitness Center The Student Recreation and Fitness Center is proud to offer an exciting fulfillment of creative programs in the areas of fitness, wellness, intramural sports, aquatics, outdoor adventure, and informal recreation. This 37,000 square foot complex, located at the south end of campus, houses a 34-foot climbing wall, 8800-square-foot fitness room, multipurpose athletic court, locker rooms, and two group activity rooms for aerobics, dance and martial arts classes.

Campus Safety The CSUSB Police Department is a state law enforcement agency that employs 18 sworn police officers and an active support staff for 24-hour protection of the campus community.
The CSUSB Police Department, along with its 24-hour patrol, deploys a motor officer for traffic enforcement. A substation located within the university housing enhances the safety of university residents, with officers assigned specifically to the residential community on the campus.
The department is responsible for the 471-acre north San Bernardino campus with its 20,000 students, faculty and staff, and also for the surrounding area, including the campus and outlying residential areas, canyon and foothills. The Peace Officers of this department have statewide police authority, and are vested with law enforcement powers and responsibilities identical to the municipal police or sheriff’s departments in our community.
The Campus Escort Program provides transportation to CSUSB students, staff, faculty or visitors who are concerned about their safety. Escorts are provided by foot, department cart, or by state vehicle. Because the University Police Department operates 24 hours per day, seven days per week, the Campus Escort Program can be reached by dialing on-campus extension 75165 or (909) 537-5165 for non-emergency requests.

Money Matters
New college students have a lot to learn about life on their own. They face many simultaneous challenges, learning independent living as they adjust to new lifestyles and campus patterns of living and learning. Many college freshmen — indeed, some transfer students as well — will deal with day-to-day costs they never before had to handle themselves.

Credit Is Important: Teach about Credit Cards Many students may not realize how small purchases can add up. Because of this, some students go into debt. We encourage you to talk to your student about credit cards and the long-lasting effects of credit card debt. To reduce the likelihood of unmanageable credit card debt for students, the university does not allow credit card companies to solicit students on campus. However, mail and online solicitation is rampant, so help your student understand credit terms. 23
Living Away from Home: Cash Stress Managing money can be a major source of stress for students. It’s hard to suddenly live on a set budget if you’ve never done so. If you are providing your student with financial help, we recommend providing for expenses one month at a time. If financial aid and earnings will be the major source of your student’s living expenses, help him or her learn to plan ahead for the quarter. As the academic year progresses, your student may feel strapped for cash. Banks are aggressively marketing loans by calling them “financial aid.” However, the terms of these loans, especially over time, may be an undue burden when your student graduates. It is better to consider alternatives other than additional borrowing.
After your student starts college, help him or her build money management skills:

Teach your student how to plan and maintain a budget.

If your student is getting a checking account for the first time, show him or her how to balance their checkbook and record transactions to prevent bouncing checks.
•
Explain the need to build a good credit history by paying bills on time and avoiding debt.
•
Teach your student to plan ahead and save for emergency needs.
•
Help your student to ask questions and learn to do things independently.

Be Smart: File a FAFSA We encourage all students, regardless of income, to submit a Free Application for Federal Student Aid (FAFSA). Even those who don’t qualify for need-based aid are usually eligible for federal loans that have student-friendly terms and low interest rates. Cal State San Bernardino participates in the Federal Direct Student Loan Program, which provides longterm, low-interest loans, called Stafford Loans, borrowed directly from the U.S. Department of Education, with the loan proceeds delivered through CSUSB. The California State University San Bernardino
lender is the U.S. government, not a bank or loan company, and there is no preferred lender list. CSUSB also administers federally-backed loans to parents, called PLUS Loans, which are usually a better alternative to private lending.

Serrano Village residents are required to purchase a meal plan. Residents living in Arrowhead or University Village are not required to purchase a meal plan, but do have the option of purchasing one at the same rate as Serrano Village residents.
