We have a wealth of programs available year-round and work to keep the community vibrant and relevant through continued implementation of our strategic plan, DCR2020. Learn more about what’s in store on page 13. Perhaps summer brings travel to your plate. Canada is a refreshing retreat and the focus of our feature story. And if you embrace the sun and retreat to the pool and shade here, we hope to see you at the Desert Camp pool or on the trails! Happy summer,

Ranch Updates Road closures for sealcoating
(From left) Elizabeth Kepuraitis: President, Susan Grace: Vice President, Phil Geiger: Secretary, Mike Esparza: Treasurer and new member Geoff Wilner
Ranch Association board officers elected ittle changed moving into the new term year which concludes April 2020. The same four directors who served as 2019 officers were re-elected to serve a one-year term. Elizabeth Kepuraitis and Susan Grace exchanged positions with Kepuraitis now serving as president and Grace as vice president. Phil Geiger remains secretary and Mike Esparza continues as treasurer. The Board announced the new officer positions at its May 6 meeting. Geoff Wilner of the Rosewood neighborhood won election to the position vacated by Fred Green, who stepped down after nine years of service and many notable contributions. The other remaining board directors are Stephen Koven of Arcadia at Silverleaf and Vince Durocher of The Courtyards at Desert Parks sub-association.
Community Standards Spotlight
Meet the newest member of the DC Ranch Association Community Standards department—Alaina Martoccia, who joins Jamiee Lynn and Mike Wells to round out the department. Martoccia oversees all Desert Camp Village neighborhoods, the Parks at Silverleaf and Horseshoe Canyon, including the new ICON luxury condominiums. As part of the department’s reorganization, the community is now separated into three zones for standards reviews and transfer and disclosure inspections. Each team member will work with residents in their assigned areas to identify and help with common standards matters such as painting, landscaping and exterior lighting. Martoccia will be in the field frequently so be sure to ask questions and say hello.

Sealcoating work is scheduled to begin the second week of June. Much of the work will require street closures for 24 hours. While some streets will be completely shut down, others will be reduced to one-way traffic. Residents affected by the sealcoating are scheduled to receive email notifications in advance of the work. Signs are also being placed on the roads a week prior to the scheduled work. Ranch Association will provide golf cart transportation for residents needing to access their cars, but please try to limit personal appointments and reschedule service providers to minimize traffic. Parking will be reduced at the Desert Camp Community Center on June 12 and 13 as the lot is resurfaced; only half of the parking lot will be available.
eplacing a light bulb may be a simple task, but keep in mind that the DC Ranch lighting standards require the bulb emit a soft, warm glow. In all neighborhoods, bulbs should range between 2,700 and 3,500 kelvins. Brightness is also a consideration. Maximum wattage ranges between 40 to 60 for incandescent bulbs or the LED equivalent. All lighting should be shielded, or bulbs obscured from view by use of glass inserts. DC Ranch follows a “dark skies” policy that encourages energy conservation and awareness of light pollution. However, some neighborhoods are wired with exterior photo cells for minimal safety lighting from dusk to dawn. Exterior lighting helps with safety and environmental sustainability, two important DCR2020 initiatives for Ranch Association this year.

on the DC Ranch community-at-large. Depending on evaluation results, an official DC Ranch position on the bond may or may not be adopted by the DC Ranch Community Council at the appropriate time.
Scottsdale Bond Election set, no property tax increase required Scottsdale City Council has voted unanimously to hold a bond election on Nov. 5. There will be three ballot questions for a total of 58 bond projects with costs not to exceed $319 million.
Reata Wash flood measure still in need of funding
The Reata Wash flood control project is not in the November bond package. While the DC Ranch Community Council and many residents lobbied for its inclusion, the City Council had to weigh a variety of input and made the decision not to include it.
If the bonds pass, homeowners will not see a property tax increase as previously-issued debt will be retired prior to this debt being assumed.
Included in the bonds are several projects DC Ranch residents have continually expressed support for including the Thompson Peak bridge expansion and a nearby dog park. Other projects near DC Ranch include several upgrades to WestWorld and multi-use, lighted sports fields in the area of Bell Road that will occasionally handle large-event parking.
The 58 projects are spread throughout the entire city and cover a variety of areas to include public safety, technology, senior services, infrastructure, etc. The full list of bond projects can be found in the News & Events section of DCRanch.com. The November bond will be a mail-in only ballot election. This decision was made by the Maricopa

County Recorder’s Office, not the City of Scottsdale. Registered voters do not need to request a mail-in ballot, they will automatically be sent one. The bond election will not change the status of how residents are registered to vote, in person or by mail, in future elections. The Community Council will evaluate the bond’s potential impacts, both positive and negative,
Scottsdale’s mayor, several city councilmembers, and the city manager have stated their commitment to finding a way to get the Reata Wash improvements done. The city has issued a contract that will result in preliminary design, a firm cost estimate, and allow the city to seek FEMA approval. This work is expected to take 12 months to complete. Once complete, funding options to build this important regional flood control project will be brought back for consideration by the community and the City Council. The DC Ranch Community Council will stay engaged with the City throughout this process and continue to inform residents of opportunities for input.

As the weather turns to scorching triple digits, it seems inevitable to think about cooler temperatures, whispering pine trees and a breeze on the water. In honor of our many Canadian seasonal residents and visitors each year, this highlights the place they also call home —and it may send you packing. • Canada is a vast country that covers 3.8 million square miles. Angela Rice, co-founder of locally owned Boutique Travel Advisors, finds that people nowadays are looking for authentic travel experiences. She says, “A unique day in Canada could be a private tour of local bakeries in Montreal, a guided kayak adventure in search of orcas in British Columbia or a tour of Banff National Park accompanied by an expert naturalist.” Here are some of the top destinations:
JASPER It’s no wonder Alberta is on the rise as a travel hot spot. One of Canada’s wildest places, Jasper National Park is the largest park in the Canadian Rockies and provides kaleidoscopic panoramas at every turn. Adventurous travelers can marvel at many views as they trek from the peaks of Mount Edith Cavell to the caverns of Maligne Canyon. The park offers all the natural wonders you'd expect, including wildlife, mountains, rivers and even glaciers, but the town of Jasper elevates the park’s possibilities with a variety of tours and excursions.

VICTORIA
VANCOUVER BANFF
VANCOUVER AND VICTORIA From March to October, Vancouver’s northern waterways are one of the best places to whale watch in the entire world. Vancouver Island is also known for its stretching Pacific Ocean beaches and verdant wineries. From downtown Victoria, drive to Sooke—a vibrant boating and fishing town—or make your way out to the Cowichan Valley, where you’ll find rows of vines laden with grapes. The scenery is sure to delight even the most jaded traveler.

A 90-minute ferry ride from bustling Vancouver to British Columbia’s capital city of Victoria may as well be a world away. This relatively small city remains deeply rooted in its Colonial past, relishing distinctively in British traditions like afternoon tea and a pint at the pub. Despite its nostalgic tendencies, this city attracts a variety of travelers with excellent museums that celebrate its aboriginal heritage, charming architecture, manicured gardens and fantastic harbor views.
BANFF Set inside the borders of the vast Banff National Park, this Alberta resort town is home to natural hot springs and world-class skiing. Banff is consistently ranked as one of the best places to visit in Canada. Here you’ll find a Rocky Mountain wonderland; a place of electric blue glacial lakes, waterfalls, abundant wildlife (from elk to bighorn sheep to grizzly bears) and awe-inspiring views. Stay either in Banff, the busy hub of the area and home to classic hotels like the Fairmont Banff Springs (one of Canada’s greatest hotels), or pursue some solitude at Lake Louise, where hiking trails up into the mountains are just steps away. And don’t miss one of the most scenic drives in the world on Icefields Parkway. Not for the faint of heart, a glass Skywalk was recently added off the parkway, hovering 918 feet above Sunwapta Valley.
Little known facts about Canada • There are million-dollar highway overpasses in Banff National Park made especially for bears, wolves, coyotes, cougars, moose, elk, deer, bighorn sheep and lynx.
ON THE RAILS Canada by rail is a luxurious all-inclusive voyage. With many travel options available year-round, there are cross-country journeys and everything in between. These trips include freshly cooked meals, wine tastings, presentations, entertainment, and access to lounges and cars with glass ceilings. For this journey, Rice suggests Rocky Mountaineer with trains departing from Vancouver or Seattle. “They offer over 65 vacation packages across four unique trail routes to the mountain towns of Banff, Lake Louise and Jasper. The train travels by day, providing guests the opportunity to see wildlife and amazing views. Each night, guests stay in a selection of high-quality hotels along the route,” she says.
• The green ink used in American money was invented at McGill University in Montreal, 1857. • Winnipeg is the garter snake capital of the world. Tens of thousands gather at the Narcisse Snake Dens each spring.
• Canada has more lakes than all other countries combined!
• Over 75% of the world’s maple syrup comes from Quebec.
PRINCE EDWARD ISLAND
QUEBEC
Home to rolling green hills, red sandstone cliffs and a delicious bounty of seafood, Prince Edward Island is the place to travel for a relaxing respite from Canada’s more adventure-driven destinations. When you’re not enjoying the beach, practice your swing at one of the island's golf courses or learn to sail. Musical and theatrical festivals also abound during the summer. And be sure to keep an eye out for the adorable harp seals.
TORONTO
QUEBEC As one of North America’s oldest cities and the birthplace of New France, Québec continues to uphold the culture of its motherland with a much shorter travel time. Visitors flock here to experience this UNESCO World Heritage site’s charm for themselves. Upon passing through the fortified walls of Old Québec, you'll discover a world straight out of a European painting. The sight of winding cobblestone streets and towering cathedrals, the sound of people speaking French, and the taste of some of the best cafés and French food is all right here. Enjoy views of the St. Lawrence River and the iconic Chateau Frontenac hotel (one of the best Fairmont properties in the world).
The large cosmopolitan city of Montreal is just 3-hours from Quebec. With 25 of the country’s top 100 restaurants, it is a popular destination for the gourmet foodie. Heavily inspired by European cuisine, Rice recommends a visit to Toque (ranked #2 restaurant in Canada), La Chronique, Chez Sophie, L’Atelier de Joel Robuchon and Le St. Urbain for fine dining. She also suggests a guided bike tour as a fun way to explore local neighborhoods, farmer’s markets, parks and historic sites within the city.

eet resident, Community Council board member and winner of the Valley’s prestigious award for Outstanding Women in Business. The annual event, held at the Fairmont Scottsdale Princess on April 4, drew more than 525 people to honor 25 local business leaders making a difference in the community. Jill Hegardt, VP of DMB Associates, was one of the winners for this special award presented by the Phoenix Business Journal.
2019 Outstanding Women in Business:
Jill Hegardt
When asked what advice she would give to women who are seeking a leadership role, Hegardt says: “Always operate with integrity and with high levels of personal and business ethics. With that as a basis, seek out opportunities to demonstrate leadership by taking initiative and the ability to problem solve within your company and through business, professional and charitable endeavors. It won’t be long before you’ll be identified as a leader and opportunities will come your way.” As an active member of the community, she currently serves as chair of Valley Partnership, a business organization that advocates for responsible development. “I’m always involved one way or another with the Arizona Planning Association—usually teaching ethics sessions, training for certification or whatever is asked of me. Also, this year I’m co-chairing the 2019 Ball for the Desert Foundation Auxiliary,” says Hegardt. Congratulations to this wonderful and accomplished community member!
Developing a strategic plan takes collaboration BY JONA DAVIS | COMMUNITY COUNCIL
T
he strategic planning initiative, DCR2020, was launched in the fall of 2016 as a tool to create a road map to protect the value of DC Ranch by laying the groundwork for multi-year priorities to guide future operational decisions. The goal is for DC Ranch to remain on the forefront of security and technology, capital projects and community-life initiatives that create value for its current and future homeowners and stakeholders.
DCR2020 was developed based on the collective input received from multiple focus groups, a resident survey, task force and Board input. The outcome from this process was the development of eight STANDING PRINCIPLES that serve as the foundation for daily operations and provide continuity for future endeavors and six STRATEGIC INITIATIVES which identified areas of focus for the next three years.
COLLABORATION CONTINUED
To ensure that an ambitious but attainable strategy is realized, key performance indicators had to be created. To accomplish this, teams made up of Community Council, Ranch Association and Covenant Commission staff were launched to develop strategies, tactics and measurements for each of the Principles and Initiatives.
In addition to staff members, it was important to include key stakeholders on each of the teams to provide input and expertise. Over 40 community members including Board members, residents, NVMs and local merchants participated. Additionally, topic experts such as Scottsdale Police, architects, business owners, Copper Ridge administration and Realtors were included on the various teams. The teams met over the course of several months and created over 60 strategies which were presented at a joint board meeting in October 2018.
Pam Longbine, representing Whitestone REIT from BLEND marketing commented, “I was honored to be a part of the Strategic Planning process. The group assembled was quite impressive including a wide variety of local business owners, residents, knowledgeable realtors, Scottsdale CVB and other professionals. Having been a resident at DC Ranch in the beginning years and a strong believer in the community, I found the entire experience very interesting and enlightening.
EXECUTION BEGAN IN 2019
Both the DC Ranch Community Council and Ranch Association Board of Directors have made a strong and consistent commitment to the implementation of the DCR2020 Strategic Plan. The Community Council and Ranch Association Executive Directors have a leadership role in currently activating the plan.

Spend a little time here, and you’ll feel the spirit of connectedness that these neighborhoods embody.
MEET AN NVM: SARAH TABLAK
y husband and I moved to Terrace Homes West in 2012 and we have two sons, ages 7 and 4. We looked in many areas of North Scottsdale, but were drawn to the parks, paths and outdoor beauty of DC Ranch. Our community is very social, and we plan events throughout the year such as Halloween, Cinco de Mayo and many Friday Happy Hours in the park. We recently held scooter races around the park for many of the kids in the neighborhood and afterwards they all enjoyed popsicles brought by a neighbor. The design of Terrace Homes West allows neighbors to easily meet one another and have a “small town feel” in the middle of this big Valley.
Sarah Tablak
Being the NVM of Terrace Homes West, I can share information and ideas with neighbors thereby allowing us all to contribute in making our neighborhood great! “… when you volunteer, you vote every day on the kind of community you want to live in.” —Unknown
Largest alligator outside Florida comes to OdySea Aquarium
GO BIG
this summer and visit OdySea Aquarium to meet Mighty Mike—one of the biggest, most astounding alligators in the country—setting up a short-term residency at the Aquarium just in time for summer break.
Mighty Mike, considered the largest alligator in the country on display outside of the state of Florida, weighs 800 pounds and is 14 feet long! He is longer than most cars and can swallow an entire turkey in a single gulp. Over the past several years, Mighty Mike has toured the country with Floridabased reptile expert Bruce Shwedick, spreading the word for the conservation
of the crocodilian species. Mighty Mike will be making a temporary stop at OdySea Aquarium until Spring 2020.
In addition to their jaw-dropping size, American alligators also have one of the strongest bites of any living animal—2,000 pounds per square inch, which is five times stronger than a great white shark’s bite. At OdySea Aquarium, Mighty Mike will demonstrate his “jaw-some power during his public feedings, which usually include four to nine pounds of meat—chicken, pork shoulder, large rodents, turkey, and rabbit. “What an opportunity for visitors—especially local Arizona residents—to see a creature like Mighty Mike, says Dave Peranteau, Director of Animal Care and Conservation at OdySea Aquarium. “Many are only familiar with alligators through tantalizing news stories about these enormous animals showing up on Florida golf courses or in someone’s pool. Seeing Mighty Mike in-person at OdySea Aquarium gives visitors perspective; an up-close chance to see a real prehistoric predator, almost eye-to-eye!

ummer is a time when we see a lot of dogs at veterinary hospitals with heat-related injuries. Temperatures above 90 degrees put your dog at risk. Let’s address what you can do to help your canine family member stay safe and happy in the Arizona heat: • First and most importantly, never shut your car’s engine off and leave your dog alone in a closed car. It takes only a few minutes for the interior of your car to exceed 120 degrees and a dog will collapse of heat exhaustion faster than you can run in to get a Starbuck’s coffee to go.
• Arizona pavement gets hot, real hot. A good general rule is if you wouldn’t walk barefoot outside, don’t let your dog do it either. Consider purchasing some dog booties from a pet store or schedule those summer walks for early morning or late evening.
a water bottle and portable water bowl on all hikes, trips to the park and walks. Offer your dog water often when outside in the heat.
• Heatstroke is one of the summer’s most frequent canine afflictions and one of the most lethal! Pet owners should know the signs of heatstroke and how to treat it. Symptoms might include: elevated body temperature (body temps can soar as high as 110 causing irreversible brain damage or death), vigorous panting, unsteady gait, physical depression or agitation, thick saliva or froth at the mouth, Don’t leave your dog in the car rigid posture, vomiting, bloody diarrhea, collapsing and signs of shock.
Keep paws away from hot pavement
Keep your dog hydrated
Treating heatstroke involves cooling the dog. First, the animal should be moved to a cooler surrounding, such as a room indoors, with a fan directed on his body, or the breezy shade of a tree. Next, its entire body should be dampened with cool (never cold) water. Ice packs should be restricted to the head, neck and chest. Do not force the animal to drink water because he could easily choke. Contact a veterinarian as quickly as possible.
• Know that dogs exhale a tremendous amount of water vapor when they pant. In the Arizona heat, that will cause Know signs of Police and animal control dehydration very rapidly overheating officers are particularly if water is not available. Always keep fresh water available vigilant each summer to provide education and enforcement with these for your dog at home and don’t issues. Assist by calling 911 for “in forget about hydration when you distress” animals in unattended cars. are outside the home. Take along
