Ranch Updates

Ranch Association response to the 2019 Community Survey

he following is intended to provide a response to the resident feedback that was received from this year’s community survey relating to Ranch Association services.

Landscape and Maintenance Over the

course of the last 12 months, new operational schedules were developed for maintenance and landscape; a new time and attendance tracking system was implemented to provide accountability and cost tracking, a landscape procedures manual was developed and a new work order system was installed.

Turf Conditions/Irrigation The turf

management program has been revamped, which serves as the basis for sound agronomic practices where turf health is concerned. The turf fertilization and weed control programs have also been revamped. It will take some time for turf conditions to reach the desired result. In addition, the irrigation system is being renovated. There are more than 100 irrigation controllers scheduled for replacement this year and the work is on schedule. These improvements will save an estimated 75 million gallons of irrigation water compared to the prior year.

Tree Maintenance An update to the

tree management program is now in development. There are over 20,000 trees valued at more than $100 million for which the Association is responsible. As the community ages, the trees require more maintenance than clearance for safety purposes. We are now utilizing third-party services to implement proper tree grooming practices for all trees under the Association’s care.

Fire Fuel Maintenance After recently

meeting with the Scottsdale Fire Marshall, we are implementing a pilot program in the Desert Parks Village to model the fire fuel clean-up process and related expense. The primary areas for concern in addition to Desert Parks are Arcadia, Horseshoe Canyon, The Parks at Silverleaf and the Desert Camp Village. Funding will be provided in the 2020 operating budget.

Culvert and Stormwater Management System There are 184 culverts, all of

which are clear and functional. New equipment was purchased this year, and our storm water management plan was improved. By the end of the year, all stormwater system concerns identified with last October’s storms will be completely repaired. A new drone will provide aerial observations following heavy rains.

Security Services Anderson Security Agency joined the DC Ranch Team December 28, 2018. After a 90-day get-acquainted period, Anderson is performing as expected and is exceeding service levels provided by the previous security agency. Additional hours for security patrols and dispatch services are being evaluated with the 2020 budget development process. Sub-Association Management There are 10 sub-associations that are not managed by Ranch Association. In 2020, Ranch Association plans to implement a management pilot program that entails managing one of the sub-associations for a one-year period. The pilot will be evaluated to decide if additional sub-association management by Ranch Association should be considered. Community Standards Enforcement The

department was reorganized this year by appointing a new department manager and adding 30 more hours per week. An additional 20 hours per week are being evaluated with the 2020 budget development process.

Speeding A second speed camera was

purchased earlier this year. There are two photo speed cameras that are in operation nearly every day. One camera focuses on thoroughfares and the other around park areas. Nearly 100 speeding fines of $300 were issued in 2019 through September. While speeds have slowed, speeding in general remains a safety concern.

NVM Program The Neighborhood Voting Member (NVM) program was revamped this year. Districts were adjusted and the total NVM count was increased from 43 to 44. There are two NVM events scheduled annually, where NVMs receive training and community updates. Resident Leadership Program Ranch

Association and Community Council staff are developing a Resident Leadership program that will provide an opportunity for more owners to become involved with the community’s governance. This new program is scheduled to roll out in January 2020 (see page 9).

Conversations in the Park This program

was part of the Association’s goals and objectives and it has been a popular event; four events were held through September with more to be scheduled. The program fosters clear and open communication with DC Ranch neighborhoods.

Wireless Coverage Most of the community is well equipped to provide wireless coverage. However, there are areas in Windgate Canyon and Country Club at Cross Canyon where cell coverage remains limited. There are 13 mini-cell towers located within the community’s residential areas with three more “in the works.” We estimate another 15 are needed in the previously mentioned areas and will continue communicating with the providers and appropriate brokers to increase the coverage map.

2020 Budget and Neighborhood Voting Member ballots

Next year’s budget and assessment information will be mailed to residents by the end of November. Included in the mailing will be ballots to elect Neighborhood Voting Members for next year. Election ballots are due back to The Ranch Offices by Friday, Dec. 13 at 5 p.m. Election winners will be announced on DCRanch.com. New terms for NVMs begin January 1, 2020.

Community center upgrades completed

This summer was busy with ongoing reserve and capital projects. The The Homestead Homestead Community Center grand hall now has an improved sound system, including hearing loop capabilities for the hearing impaired. The hearing loop allows guests to sync Bluetooth enabled hearing aid devices directly into the sound system. Residents will see professional array column speakers near the stage that

direct sound towards the audience and 12 new full-range ceiling speakers. New carpeting also gives the grand hall a fresh look. Desert Camp Community Center improvements included parking lot curbing repairs and sealcoating, path and trail concrete repairs, bridge structural repairs and north patio string light replacements.

New leadership development program offered

DC Ranch is launching a new leadership development program for residents interested in learning more about the community’s governance and operations. The program’s goal is to equip participants with the knowledge to serve in future roles as a member of a committee, focus group, outreach ambassador, Neighborhood Voting Member or on a Board of Directors. It allows residents to get to know others in a collaborative, learning format and establish positive, long-term working relationships. There will be eight sessions, one every other week, beginning in January with each including classroom-style instruction and an interactive segment to problem-solve and work collectively. The program application and more detailed information are available on DCRanch.com. The deadline to apply is Dec. 15.

n May 5, The Country Club at DC Ranch officially opened its new $8.5 million-dollar facilities and expansion. Featuring a modern Fitness and Performance Center, a Kidsâ&#x20AC;&#x2122; Club, Teen Room, resort style pool, Ranch House Restaurant and poolside Bar; The Country Club at DC Ranch combines sophistication with pure, recreational fun.

As a member-owned Club, members have a pride in ownership, always wanting to see the Club successful. Phase I, which included the expansion of the main clubhouse, was so well received that Phase 2 was the next obvious step. The expansion started after a very successful vote from the membership at the Club approving the new facilities. With great input from members and the Board, the Club worked with PHX Architecture, Studio V and Wespac Construction to build the final project.

cottsdale’s McDowell Sonoran Preserve has over 225 miles of trails that vary in length, terrain, soil types, vegetation and geology. This makes for a complex process that addresses trail design, layout and maintenance. Although a trail may look like a simple thing to construct, there is quite a bit of science behind the building of a trail. In the 25-year history of the Preserve, city staff has learned more and more about how best to build a trail system that meets the needs of a wide variety of trail users without gratuitous impediment to the landscape. Natural Resources Planner Scott Hamilton and Preserve Director Kroy Ekblaw and I hike the proposed route of a new trail to get a good look at the terrain, contour of the land, grades, scenic views and possible interesting features the trail will cross over. After a basic route is established, staff will hike with our professional trail builder, the McDowell Sonoran Field Institute and an archaeologist to mark the trail corridor. To ensure the needs of the community are being properly represented, Hamilton and Ekblaw established a citizens workgroup made up of hikers, mountain bikers, trail runners and equestrians that are familiar with existing trails in the Preserve. The volunteers provide their perspective and express how they use and interact with our trails.

We also consult with a variety of other entities, including the Arizona Game and Fish Department, Arizona State Lands, Arizona Public Service, and the McDowell Sonoran Conservancy, to ensure we are considering all perspectives when planning our trails. This citizen group spent many hours learning the nuances of trail design and the tremendous amount of thought that goes into studying the contours of the land. Knowing how the water drains onto and across the trail is one of the most important concerns that we keep in mind during the planning process. What little rainfall we get can make a huge difference in how well the trail will wear over time. These basic concepts of trail building play an intricate role when the trail is finally constructed. Throughout the construction process, staff and the working group will hike the trail and discuss the project with the trail builder and make any adjustments as they are deemed necessary.

When the trail is completed (a process that can take six months to a year or more), signs are installed, and maps are updated. Over the last few years, new trail construction in the Preserve has primarily taken place in the northern region. The next, and last, major trailhead is located at the intersection of Pima and Dynamite roads. There is a gravel parking lot there now. Construction of amenities is expected to begin next summer.
