Ranch Updates Show your style with decorating flair Fall is in the air! It’s time to dust off those boxes of lights and décor to start decorating. According to Community Standard DCR-19, holiday displays are permitted Oct. 1 through Jan. 15. Residents are asked to be considerate of neighbors by avoiding excessive light or noise at night. In the Upper Canyon of Silverleaf, roof décor is not permitted. Before stringing up lights, please check with your Community Standards Specialist by calling 480.977.1299. For holidays and celebrations throughout other times of the year, decorations are permitted two weeks prior and must be removed within one week after. DC Ranch complies with Arizona Revised Statute 33-1808(c) regarding the display of political signage on a member’s property. Political signs are permitted beginning 71 days prior to an election. These signs may not exceed an aggregate total of nine square feet and may not be placed in a right-ofway or in a manner that creates a traffic hazard. Per the Standards for

here are 44 elected residents who serve the neighborhoods in which they live by voting on Ranch Association matters that require a “member vote.” Their most important duty is election of the Board of Directors which occurs in early April each year. While board members serve multiple three-year terms, NVMs are elected annually. The NVM election period runs Oct. 1 through Dec. 14 as new terms start Jan. 1. Any resident who is in good standing with the Association is eligible to serve. The goal is to have all 44 NVM positions filled, so please consider serving your community in this volunteer capacity. esident satisfaction with security services remains favorable. Overall, residents gave the current security provider, Anderson Security Agency, a 73% approval rating. That is down slightly from the 80% rating Allied Universal received in 2018. In Sept. 2019, the Association Board made the switch to Anderson Security who agreed to provide additional services requested by residents, such as snake removal. Many security team members were retained so it is not surprising that the scores for professionalism, overall appearance,
response times and customer service are identical in both surveys. Despite the pandemic and social unrest this year, 63% of residents felt that the number of security-related incidents had not changed from the prior two years. One area for improvement is education. Some 65% of survey respondents said that they were unaware of the complete array of services offered. atrol 3 has a new vehicle for use on the paths and trails. The golf cart is battery-operated and offers complete weather protection, including air-conditioning and a heater so it can be comfortably operated yearround. It also has headlights with bright beams to operate during evening hours, if needed. The vehicle carries emergency equipment and snake removal tools. It can travel approximately 50 miles on a charge, making it a sustainable choice.

Newsworthy Sky Harbor flight paths The City of Scottsdale is in mediation with the FAA to adjust the eastbound NextGen Flight Patterns at Phoenix Sky Harbor airport. As a result, the Court’s schedule for the legal action filed by Scottsdale against the FAA has been extended with the city’s opening brief now due mid-October. A spokesperson in the city attorney’s office said that while they are hopeful about mediation, the city is prepared to litigate if needed.

In 2014, the FAA adopted NextGen Flight Patterns that moved air traffic to fly over heavily populated areas in Scottsdale that were never in Sky Harbor flight paths, including DC Ranch. These changes created potential safety hazards and noise issues. The City of Phoenix won a similar legal battle in 2017 when the U.S. Court of Appeals ruled that the FAA was “arbitrary and capricious” in its flight procedure revisions. This resulted in the FAA working with Phoenix to resolve the impact of westbound flight changes.

Honors a resident who serves on a board or committee. Elizabeth Kepuraitis has served over
3 years on the Ranch Association Board of Directors, and several years on various committees. In her current role as President, she has strengthened the partnership between the Ranch Association and Community Council Boards.
Kepuraitis has lived in the community since 2002. She remains actively involved with her alma mater, helping students transition from college to their careers. “I wanted to be involved and get to know the moving parts of DC Ranch. We’re a village and this is a really amazing place. I especially like that DC Ranch promotes activities for residents and is involved with non-profit organizations like notMYkid.”

Honors a resident or Neighborhood Voting Member who is known for lending a hand and volunteering in the community. David Lowe has served on several
committees including the “turn-over board” for the Country Club and the Tapadero HOA. His expertise has helped the community immeasurably, and he is always willing to assist a neighbor.
A resident since 1999, Lowe has dedicated hundreds of hours to improving the neighborhood. “In 2012, I developed both a comprehensive maintenance manual and created a reserve proforma that covers all painting, lighting, trellis and roof replacements. I’ve handled all such maintenance since. When a new resident moves into Tapadero, I introduce myself and provide them with helpful information relating to exterior M&R pursuant to our CC&R’s.”

The Gives events are so eye opening. Working as a team with a myriad of different people from DC Ranch is such a positive experience.”
Ava Handel is committed to improving the greater community by volunteering with several organizations. She is willing to lend a hand in any aspect of a project and is a shining example of youth volunteerism.
Handel has been involved in fundraising for the Leukemia and Lymphoma Society since 5th grade. Her current project, maskup4bloodcancer.com donates all funds for people with blood cancer. She says, “Whether you’re volunteering in a big or small way, every act of kindness matters.”

Volunteer with DC Ranch Gives The DC Ranch Gives program was created to provide residents with meaningful opportunities to engage with each other and give back to the broader community through volunteer and donation opportunities for non-profit organizations.In 2019, residents completed 431 volunteer hours, donated 1,500 hygiene items to Fresh Start Women’s Foundation, and 530 pounds of food to Vista del Camino Food Bank. They also gave 195 gifts and necessities to families battling pediatric cancer through the Arizona Cancer Foundation for Children. More recently, the School Supply Drive set a record in July. Residents donated 2,700 items to Washington Elementary School in Phoenix. The 800+ students who attend the Title I school are low income, qualifying for free or reduced lunches. Family Promise helped 168 kids so far this year

amily Promise of Greater Phoenix, a nonprofit organization that serves primarily first-time homeless families and their pets and helps them return to independence, announced it has so far served 85 families this year, comprised of 117 adults and 168 children. Family Promise has been able to continue fulfilling its mission despite challenges resulting from the coronavirus pandemic.
Before the coronavirus pandemic, Family Promise relied on its network of volunteer churches and synagogues to shelter and feed the families it serves while the Social Work Team assisted these families on their journey back to self-sufficiency.
The nonprofit suspended its community-based model of operations in mid-March to protect its volunteers and families from the virus.
“Families experiencing homelessness are more at-risk during pandemics than other populations, which means we couldn’t abandon our mission to help the Valley’s most at-risk families,” said Ted Taylor, Executive Director at Family Promise of Greater Phoenix. “I’m so proud of our staff and volunteers for their efforts to continue helping so many families stay together.” At the onset of the coronavirus pandemic, Family Promise worked to rapidly deploy a social-distancing strategy utilizing their day centers where families usually connect with
social workers to continue helping families in need. The nonprofit secured beds and bedding to allow families to shelter in place at its day centers in south Scottsdale for six months and counting. Congregations, who would normally shelter and feed families in the program, instead volunteered to bring meals to families sheltering in place.
While families stayed at the refurnished day centers, they continued to go through and graduate from Family Promise programming that helped parents find stable jobs, keep kids in school, and secure permanent housing for families. By continuing to graduate families out of the Family Promise program, they have been able to consistently open up new space for other families in need.
However, Taylor warns that they will only be able to maintain their adapted operational structure for a limited time.
“While we’ve found a way to keep helping families, our new systems are much more costly in terms of staff resources as well as physical resources to serve the families,” explained Taylor. “We hope that conditions will become safe to return to our proven methods to help a large number of vulnerable families.” Taylor says that the community can help Family Promise maintain its current operations by donating at FamilyPromiseAZ.org.

he Community Council Board is charged with being financial stewards for the community, and they carry out that commitment in many ways, including requiring strong internal controls, employing professional staff, commissioning an annual audit, approving a balanced budget each year, and reviewing financial information monthly. In the past, the Board has also served as the Finance Committee. However, the Board recently recruited four DC Ranch residents, all with significant experience in various financial industries, to form an independent financial committee that will provide support to the Council Board in fulfilling their oversight responsibilities. you’ve ever been in Scottsdale’s McDowell Sonoran Preserve, you’ve likely come across a Conservancy volunteer (we call them “stewards”). The McDowell Sonoran Conservancy stewards can be identified by their distinctive blue shirt and badge in addition to their helpful attitudes. The Conservancy has 650+ amazing stewards who dedicate over 60,000+ hours each year. The steward program offers something for everyone, both within and outside the Preserve. Here are a few ways they get involved: • Interacting with people on the trails while hiking, biking or horse riding • Helping with people at trailhead, suggesting trails and providing safety tips • Constructing and repairing trails • Learning about the natural and human history of this unique desert environment through lectures and field studies • Working with children and families to educate and engage them as future stewards of the land • Leading public hikes or bike rides • Completing scientific research and field work (no prior knowledge needed) • Exploring opportunities to develop, engage and support fellow stewards • Completing outreach activities to educate and engage people
To become a Conservancy steward, there are two applications: one for the Conservancy and one for the City of Scottsdale. There is a background check which helps ensure the safety of all those who visit the Preserve. Once the background check is approved, there is an orientation to learn more about the Conservancy, steward programs and the Preserve. Stewards are assigned a mentor to help guide them through the process of becoming a full-fledged steward, a process that includes exploring our programs to determine which interests you the most. Becoming a steward is a great way to enrich the community, learn, teach and make connections all while having fun. The Conservancy steward program has something for everyone.
The McDowell Sonoran Conservancy was recently certified by Points of Light, the world’s largest organization dedicated to volunteer service, as a Service Enterprise. With this prestigious accomplishment, the Conservancy now joins the top 10% of nonprofits nationwide in volunteer management and organizational performance. Certification signifies the capability and management expertise to strategically use volunteers to improve the performance of the organization. The McDowell Sonoran Conservancy is a grassroots organization dedicated to preserving and advancing natural open space through science, education and stewardship. he U.S. Green Building Council has recognized the City of Scottsdale’s Aviation Business Center, 15000 N. Airport Dr, with the LEED (Leadership in Energy and Environmental Design) Gold certification. The award recognizes the project for its sustainable, green building qualities.
Aviation Business Center Earns LEED Gold
The Aviation Business Center is a modern two-story 23,250 SF steel building featuring glass facades, wood designer elements and an open design. It serves as the hub for the aviation administration offices, U.S. Customs and Border Protection office, leased office space, public meeting rooms, outdoor plaza, on-site restaurant and a veteran’s memorial.
During the design, staff and the architects worked hard to achieve LEED Gold standards while maintaining the vision, budget and schedule for the project. The building was designed to conserve resources and reduce energy consumption.
