Meet your Community Standards team manager

ven minor home improvements can increase curb appeal and the overall value of a home. Residents considering a yard or exterior home painting project should plan to attend the DC Ranch Home and Landscape Expo. The free event will be held Wednesday, Oct. 9 from 4 to 7 p.m. at The Homestead Community Center. The DC Ranch Community Standards team wants residents to be informed and educated about exterior improvements. The event will feature informative presentations from experts on a variety of home-related exterior maintenance best practices regarding home painting, landscaping, lighting and water management. Representatives from Dunn Edwards, Sherwin Williams, Desert Palette Painting, Aquatrac, ReStore Habit, BGB Painting, JFK Electrical and Desert Earthworks will take part in a mini-tradeshow and be available for one-on-one consultations. Residents can see brief presentations on painting, lighting and water management held at 4:30 p.m. and again at 6 p.m. Refreshments will be served so attendees can take time to learn and explore. The Community Standards team and landscape department staff will also be on hand to answer questions regarding the modification process, landscape requirements and a variety of other topics.

ike Wells was promoted this year to manage the daily operations of the department, including routine inspections and those required as part of the escrow process. Wells has been a part of the Community Standards team for four years and has also played a vital role as the community’s Security Services Liaison working closely with the DC Ranch security and gate maintenance providers. As part of the recent reorganization of the department, Wells divided the community amongst his three-member team allowing them to specialize and focus on specific geographical areas of the community. Wells oversees the Upper Canyon of Silverleaf, while Alaina Martoccia handles the Desert Camp Village and the Parks and Horseshoe Canyon of Silverleaf. Jamiee Lynn is the point of contact for Desert Parks and Country Club Villages as well as Arcadia at Silverleaf. All exterior modification and painting requests are now overseen by Larry Cowles who continues his role as Director of Exterior Modifications and Improvements. Home resale mid-year review

H

aving passed the mid-year mark, a review of how 2019 home resales compare to the 2018 numbers seems fitting. From January through June 2019 there were 146 resales valued at $222 million dollars. These numbers are favorable to the 2019 forecast, however, they remain slightly short of the record-breaking sales set in the first half of 2018. In the prior two years, sales in the second half of the year have slowed compared to the first half. Based on that data, 2019 may not outperform the 2018 resale total of 319. There were 258 resales in 2017.

ICON Silverleaf DC Ranch welcomes residents to ICON Silverleaf. To date, sales prices have ranged from $1.5 to $2.5 million. The project, located adjacent to Canyon Village, includes 72 single-level units with semi-private elevators, an outdoor pool and guard house. ICON Silverleaf has floorplans with up to 3,200 square feet of living space. At build out, there will be eight multilevel buildings. Models are open daily 10 a.m.–5 p.m., Wednesday 1-5 p.m. The project is a joint venture between The New Home Company and DMB.

State land near DC Ranch

The Marriott Fairfield Inn planned for the hotel site in DC Ranch Crossing has been approved by the City of Scottsdale Design Review Board and is in the final stage of review with the DC Ranch Covenant Commission. Fall 2019 is the target date for construction to begin.

The Arizona State Land Department manages approximately 9.2 million acres of state trust land in Arizona. The land is managed for the sole purpose of generating revenue for the 13 state trust land beneficiaries, the largest of which is Arizona’s K-12 education system. Several large and small swaths of state land are located near DC Ranch, including land along the east side

of Pima Road from Trailside View to Bell Road. There are currently applications filed for development of this land. The State Land Department has indicated that an engineering study on the land will be finalized in the next month. When the study is complete, the department will determine the next steps, which could include putting the land up for auction.

Loop 101 expansion

The Arizona Department of Transportation is constructing an additional traffic lane in both directions from Interstate 17 to Pima Road/Princess Drive. While the Community Council will do its best to keep residents informed of nearby closures, construction information changes rapidly. Residents will find the most current information by following ADOT online. Phase two of this project will continue the lane expansions from Pima Road/ Princess Drive to Shea; no start date has been set for phase two.

Four buildings break ground in Corporate Center

Located in the southwest portion of DC Ranch at 91st Street and Palo Brea Bend, the DC Ranch Corporate Center has a new development project underway. The four, two-story buildings will total over 50,000 square feet. One building is dedicated to office space; the other three are a combination of office and warehouse space. Did you know? An Investment in Our Community’s Future for the November 5 election date. The ballot will not list the individual projects or their costs, but that information is available on the City of Scottsdale website. Voters will also receive a pamphlet by Oct. 1 that lists Questions 1 through 3 as well as any submitted arguments for or against.

his fall, Scottsdale voters will have the opportunity to approve three bond questions put forth by the City of Scottsdale that contain 58 projects in the following categories: • Parks, Recreation and Senior Services: 14 projects, $112.6 million • Community Spaces and Infrastructure: 20 projects, $112.3 million

• Public Safety and Technology; 24 projects, $94.1 million

To determine what projects citizens thought were most important, City staff conducted six open house meetings and accepted online comments from the public in the spring. The total cost for all 58 projects is $319 million. Voters have not passed a significant bond package since 2000. Scottsdale’s treasurer has confirmed that the annual secondary property tax (which services bond debt) for a Scottsdale resident would NOT increase if the three bond packages are approved. The bonds can be issued in stages as existing bonds are paid off, ensuring that the city’s second-

The estimated average annual tax rate for the proposed bond authorization is $0.2877 per $100 of limited assessed valuation used for secondary property tax purposes.

Projects are spread throughout Scottsdale and range from repairing lakes and irrigation systems on Indian Bend Wash to building new and renovating existing public safety and recreation facilities. Every registered voter in Scottsdale will be mailed a ballot in early October

Many organizations, including the DC Ranch Community Council, publicly support the bond. The Scottsdale Area Chamber of Commerce has endorsed the bond measures along with The Thunderbirds, Scottsdale Area Association of REALTORS, Scottsdale Charros, Meritage Homes, Scottsdale Arts, Scottsdale Fire Fighters Association and Police Officers of Scottsdale Association (POSA).

On behalf of the BONDS Ranch commuBENEFIT DC nity-at-large, the DC RANCH Community Council publicly supports the 2019 City of Scottsdale General Obligation Bond. After extensive review and discussion, on July 25, Community Council board of directors voted to support all three bond questions that will be put forth to voters via a mail-in ballot due November 5. As an advocate for residents, part of the Community Council’s responsibility is to research, evaluate, and educate on matters that may impact DC Ranch in a positive or negative manner. During the past several months, Council researched various elements of the 2019 bond: how the bond projects will impact the DC Ranch community-at-large; what the financial impact to residents will be; and the city’s performance and oversight of prior bond measures.

Scottsdale property taxes

The Community Council board of directors has concluded that if the bonds are passed by voters, there will be many positive impacts on DC Ranch and Scottsdale, the city we call home:

Primary property taxes are used by the City of Scottsdale to pay for city services and operational expenses and comprise about 11% of Scottsdale's General Fund operating budget. Secondary property taxes based on limited assessed property values are restricted to pay debt service on voter-approved general obligation bonds for such things as parks, libraries, streets and police/fire stations.

• Passage of the bond packages will bring two projects that have been top priorities for DC Ranch residents for many years: expansion of Thompson Peak Bridge to four lanes, and construction of a dog park at Hayden Road and Thompson Peak Parkway.

Other projects near DC Ranch include a new fire station that will reduce the demand on the Scottsdale fire station located on Market Street, lighted sports fields located north of Bell Road at 94th Street that will occasionally handle large-event parking, and several upgrades to WestWorld. Council staff will monitor all approved projects near DC Ranch to ensure that the community’s interests are represented. “Due to the lack of voter support for bond issues, the City's spending on capital improvements has, for almost 20 years, failed to keep up. Master plan for DC Ranch s part of the DCR2020 Strategic Initiatives, DC Ranch is creating a Master Plan for the future of the community by considering new and/or improved facilities and amenities for residents. Resident feedback is the cornerstone of this development process. The needs and wants of residents will be categorized and achievable solutions proposed. Phase one begins this month as the DC Ranch management team develops a plan outline for consideration by the Master Plan Committee (composed of a Community Council Board Member, management team and resident representatives). This collaborative process includes Ranch Association and Covenant Commission partners.

The management team will consider industry trends, Scottsdale area projects that are planned and benchmark data from other large-scale communities. The role of the Committee will be to review and test the findings, to serve as ambassadors in sharing information and guide resident and stakeholder engagement. The Committee will develop an initial draft of the Master Plan

with projects listed in priority order. After review by DC Ranch leadership, the plan will move into Phase two which consists of:

• Space needs analysis (to outline solutions for addressing current and future needs given available land and facility options)

• Conceptual plans and project descriptions

• Initial cost and financial analysis for the top tier project(s) • Community review and comment

• Confirmation of projects, finalization of master plan and development of implementation plan

A final Master Plan recommendation will be presented to the Council Board for consideration in the fall of 2020.

In a medium bowl, stir together oats, protein powder, stevia, cinnamon, nutmeg, and salt. Add in the yogurt, milk and vanilla then mix until well combined. Add in 1 cup of the peaches and stir, then separate mixture into two containers with tight fitting lids. Top each mixture with the remaining peaches and chopped walnuts. Cover and refrigerate for 6 hours or overnight.

eet DC Ranch resident Henry Thompson. He may look like a regular 16-year-old, but Henry has over 6,800 active listeners on Spotify, 15,000 followers on Instagram and regularly performs at venues all around town. With a John Mayer style, he loves to sing and play guitar to a broad range of hits including One Republic, Creedence Clearwater Revival, Bruno Mars and even Brett Young.

Henry started singing when he was 6 years old and performed in community theatre. At the age of 12, he asked his mom if he could try out for a high school talent show. She responded like most parents would: It’s for high school. But he begged her to just call and ask if he could try out. The school let him audition and he made it in! Two years later, his band Swell had their first paid gigs at Westgate and Desert Ridge.

“It comes so easy for him. He doesn’t realize that most people have to work really hard for this kind of following,” his mom Angela says. Last year they were contacted by The Voice and American Idol to audition. Even though he didn’t make it on TV, Thompson did make a great friend

and mentor in Wade Coda, a Top 4 Finalist in the most recent American Idol season. Coda, also a Phoenixarea resident, encouraged Thompson to work on a solo album and helped write his first single “Remember.” The song launched in May and within two weeks had over 12,000 downloads. The song is a soulful ballad that speaks to teenage pressures and being your true self.
