Splish-splash: new homes and new pools often go hand-in-hand For safety’s sake, take a few minutes to learn about pool barriers

uring the new-home purchase process, many families consider adding a backyard pool — either during construction and possibly in their mortgage (if allowed by the builder and/or mortgage lender) or shortly after moving in. Especially here in Arizona, pools are a great way for families to relax and play together but if a child under 6 is part of your household, state law requires that you have a pool fence. General requirements This is an overview of the general requirements for a pool enclosure in Arizona. However, be aware that each local municipality might have different/ additional rules and regulations. Visit your city’s website and/or the Arizona Department of Health Services website (azdhs.gov) and search for “pool” for more specific details. • A pool with at least 18 inches of water that’s more than eight-feet wide — whether in-ground or aboveground — must be surrounded by a fence that’s at least five-feet high and is located no less than 20 inches away from the water’s edge. • No object with a diameter of four inches or more can fit through the links or slats of the fence. • Footholds or handholds are not allowed on the exterior of the fence. • The access gate into the pool must be self-closing and self-latching and the

If Fidos and/or outdoor felines are part of your family, beware of pet doors because a child can crawl through to the pool, said Bob Goodhue, deputy director of development in the City of Peoria’s

When it comes to fence materials, Lori Schmidt, the former president of the Drowning Prevention Coalition of Arizona (preventdrownings.org) and a public information officer for the Scottsdale Fire Department, offers this advice: “Wrought iron is the preferred material. We don’t like chain-link fences because they provide toeholds for little ones to scramble over. The law may allow them but they really aren’t a great barrier to keeping people out of a pool area.”
Several organizations in the Valley help homeowners who may not be able to afford a pool fence. Fulton Homes, for example, started its Fence Patrol program 17 years ago to put more protective fences around pools. “The dangers are real and we want to continue doing everything we can to prevent another tragedy,” said Doug Fulton, CEO of Fulton Homes. The program does 15 free pool-fence installations each year for residents in financial need as determined by a nomination form filled out on their behalf

n ah-inspiring jetted tub might be optional — or if you’re lucky — might be a standard feature in your new home. If this sounds like a prime-time lifestyle amenity for you and your family, be sure to ask your builder about it when you’re choosing your appliance and plumbing packages. Whirlpool-style vs air-jets The jets in these types of tubs are usually either whirlpool or thermal air, but combo systems are available, said Ken Steinhardt, marketing director for Hydro Systems Inc. Whirlpool systems circulate water throughout the bathtub with massaging jets that target body areas for increased blood flow resulting in pain relief and improved flexibility. “Whirlpool therapy can greatly benefit those with specific problems such as backaches, neck pain, sprains or other injuries,” he explained. Air-jets, or thermal air therapy, use air movement from strategically

positioned outlets placed around the tub basin. “This system injects thousands of tiny heated air bubbles into the bath which engulf your body in a therapeutic massage,” Steinhardt said. Variety of options For whirlpool tubs, options are available. A basic system shoots water in one direction and you manually adjust it to comfort level. With rotating jets, water automatically spins clockwise. Microtherapy jets can also be ordered; they shoot smaller more targeted streams of water for therapeutic effect on specific areas of the body. Hydro Systems offers a back-masseuse tub in which jets on the backslope of a tub provide a “shiatsu”-type massage, automatically switching on and off to manipulate muscles up and down your back, Steinhardt said. Kohler offers jetted tubs with Effervescence and VibrAcoustic. With the first: “Thousands of tiny champagne-like bubbles travel slowly along the body, retaining their temperature and creating

Installation is somewhat more involved with whirlpool systems as they require piping around the outside of the tub. Typically these are available only in drop-in and alcove-style bathtubs but Hydro Systems does offer two whirlpoolequipped freestanding models. Meanwhile, thermal air can be added to almost any model tub: drop-in, alcove and freestanding, Steinhardt said.

Consider temperature consistency as well. American Standard’s EZ-Install Whirlpool Bathtub Heater, for instance, constantly maintains your preferred temperature. “Installing an in-line heater means longer more relaxing soaks at the exact temperature you’re looking for,” Walsh said. If you decide on an oversized version, ask your builder to check the floor load capacity to ensure the structural integrity of your new home isn’t compromised from the installation and then confirm that the model chosen will fit the space. “If you wind up going with the oversized tub and your floor load capacity can accommodate the installation, you might want to consider a tub filler with a higher fill rate,” Walsh added. Make sure your builder checks where the drain is located and the measurements of doorways and hallways. “You have to make sure that the tub fits through the door,” Walsh said. Can your new home accommodate the installation from a power perspective? And, if you’ve chosen a whirlpool-style jetted tub with hydro-massage capabilities, your builder will need to be aware of the location of the pump/motor, Walsh said.

A mortgage rate-lock is a guarantee from a mortgage lender that they will give a mortgage loan applicant a certain interest rate, at a certain price, for a specific time period.

What is the mortgage quiet period?
The mortgage quiet period means just that: after your loan approval and before close of escrow, keep as financially silent as you can until you’re comfortably moved into your new home. Even though a lender has approved your loan, the transaction is not completed until it is funded and recorded with the county. Depending on the mortgage transaction, this quiet period can last up to 45 to 60 days from initial application until it is recorded.
Do’s Maintain your existing employment and continue to pay your monthly expenses on time. Avoid any overdrafts to your checking account. Stay in close communications with your loan officer.
Don’ts Some vendors pull a new credit report within 72 hours prior to closing, so the key point to remember is not to do anything to negatively affect your credit and financial overview. For example: Avoid doing anything that may lower your FICO credit score. This important number incorporates credit information about individuals to help lenders predict consumer behavior such as how likely he or she is to pay bills on time or if they can manage an increased credit line. Do not open a new credit card or purchase items for your new home. These “hard inquiries” can lower your FICO score. The bottom line Following these steps can make the difference between a smooth closing and a bumpy experience.

In most cases, a new-home buyer should lock-in the interest rate as soon as possible after entering into contract to buy a home.

As soon as the homebuyer has entered into contract to buy a home. Once the homebuyer has entered into contract, they should know two key things: (1) the date they have contracted to take ownership or “close” on the home; and (2) the specific property the mortgage interest rate is being locked on.

Does it cost the buyer anything to lock a mortgage rate?

period, like you may have with new construction, you might need the lock period to last many months [in order] for construction to be completed. In an instance like this, the lender may need to charge a fee for the extended lock period. A longer lock period carries some risk — and thus cost — for a lender as interest rates can move daily in response to the overall economy.

How long can a mortgage rate be locked?
Traditionally, mortgage rate-lock periods are in the range of 30 to 60 days. Longer rate-locks are available in most cases but usually charge a fee or carry a premium to the rate to do so.

What are the pros and cons of doing this?
Not locking the loan exposes the buyer to the risk of rates rising which would raise their payment; however, this needs to be weighed against the cost or premium for longer rate-lock. Buyers [should] work closely with their lender to determine what feels most comfortable for their financial goals and tolerance for risk. Many lenders allow a borrower, on a longer lock term, to lock-in with the opportunity to lower or “float down” the rate if the market improves.

And when it comes to stunning scenery, Julie Pastrick, president and CEO of the Greater Flagstaff Chamber of Commerce, said that in a typical urban area “you can’t access the tallest stand of ponderosa pine in the United States — but you can here.” The Arizona Snowbowl is just 14 miles north of Flagstaff and is a favorite for winter skiing and summer recreation. With an elevation of 7,000 feet above sea level, Flagstaff’s temperatures are obviously much cooler than what you find in Phoenix. In addition, the Grand Canyon, Meteor Crater and Sunset Crater are easily accessible natural wonders.

Flagstaff is home to Northern Arizona University and it’s also a hub for bioscience research and development and what’s known as “astro-tourism” Pastrick said. Astro-tourism in “Flag” focuses on understanding asteroids, meteors and comets through the world-renowned Lowell Observatory, famous for being the site where Pluto was discovered. In 2001, Flagstaff was designated the world’s first international dark-sky city by the nonprofit International Dark Sky Association, which, according to the Flagstaff Dark Skies Coalition website, identifies towns and cities “with exceptional commitment to and success in implementing the ideals of dark-sky preservation.” TGen (Translational Genomics Research Institute) North is also located in Flagstaff. The focus of the researchers there is learning more about infectious diseases, Pastrick said. “The combination of outdoor
Prescott An hour and a half south of Flagstaff and two hours west of Payson is Prescott, the territorial capital of Arizona that today is home to about 43,000 residents. Visitors and residents can enjoy fishing at any of five reservoir-style lakes, as well as hiking, biking and equestrian trails, said Robert Coombs, visitor information manager at the Prescott Chamber of Commerce Visitor Center. In fact, Prescott offers 500 miles of hiking, biking and horse-riding trails, he said. Prescott’s temperatures average about 15 degrees cooler than Phoenix which is only 90 minutes away. Also of note: eateries, shopping venues/ options, art galleries and award-winning breweries and wineries are in abundance in Prescott, Coombs said. Established in 1864, Prescott embraces its 155-year history with activities such as the free Historic Downtown Prescott Walking Tours and the Prescott Heritage Trail & History Hunt, a self-guided tour that combines a historical walking tour of downtown Prescott with enjoyment of the hiking and trail system through the city.

Phoenix does not require them in new homes, but the Phoenix Fire Department, aligning with the Consumer Product Safety Commission, recommends installing at least one CO detector with an audible alarm near the bedrooms. Carbon monoxide detectors The importance of carbon monoxide (CO) detectors in your new home

nhaled, carbon monoxide forms the toxic compound carboxyhemoglobin (COHb) which displaces the oxygen organs need by attaching to hemoglobin. The result: headaches, fatigue, nausea, dizzy spells, confusion and irritability, vomiting, loss of consciousness, brain damage and death by chemical asphyxiation. Some states have statutes regarding requirements for residential carbon monoxide (CO) detectors, according to the National Conference of State Legislatures (NCSL). Arizona does not, so individual municipalities establish requirements. Meaning, this is an important question for you to ask your new-home builder: Does the company offer carbon monoxide detectors, either as a standard feature or as an option?
Requirements and recommendations A number of cities, such as Scottsdale and Mesa, require CO detectors for new-builds. “They save lives,” said Dean Morales, special operations captain for the Mesa Fire and Medical Department. The lifespan for the units — hardwired or battery-powered — is five to 10 years, but they require maintenance as noted in the manual provided, he added.

“When speaking with the public at various events, our fire department representatives address CO alarms at the same time we talk about smoke alarms,” he explained, emphasizing that they should be installed according to manufacturers’ recommendations. He noted that systems that are third-party-monitored have detectors that sense fire, smoke and CO and involve monthly fees. “We recommend you have one in the bedroom areas and one in common living areas,” he said. “Larger ranch and multiplestory homes may require more.”

Unvented space-heaters that use a flammable fuel such as kerosene can release carbon monoxide into the home. Barbecue grills should never be operated indoors under any circumstances nor should stovetops or ovens that operate on flammable fuels be used to heat a

What types of residential window sunscreens are available?
Pine Canyon is a luxury golf community tucked against the ponderosa pines of the Coconino National Forest. The private community offers diverse options for buyers including a new collection of condominiums at Mountain Vista and an alcove of larger home-sites within the new Coconino Ridge neighborhood. While Pine Canyon offers activities from biking to hiking to curated excursions and a summer kids’ camp, the community is anchored by a championship golf course that uses its tee boxes and on-course café to pay homage to Flagstaff’s roots as a railroad town.
Morey: There are a variety of sunscreens that all work to shade your windows from the sun and keep as much radiant heat out of your house as possible. Materials and installation methods vary so SRP recommends working with a licensed contractor to permanently install sunscreens on the exterior of sunstruck windows with fabric designed to block at least 80 percent of the glare and heat from the sun.

What materials are used in sunscreens and why?
Hoppe: Sunscreens are durable synthetic fabrics made of PVC-coated
polyester. Designed to reduce heat transfer through windows and doors, these fabrics also reduce glare and harmful rays from the sun. While blocking the sun’s rays, sunscreens will reduce energy costs and provide protection to your indoor furnishings.

What should a new-home buyer consider when purchasing and installing window sunscreens?
Morey: We recommend speaking to more than one contractor to better understand pricing and options. There are several mounting options that affect cost, aesthetics, ease of access for cleaning and insect control. Additionally, there are many types of sunscreen fabrics available. Homeowners should seek those that provide the longest warranty periods, meet their desired aesthetics and provide at least 80 percent shading.
