$ What happens after you apply for a mortgage loan? Explaining the financial maze that occurs before you get the keys to your new home

fter you apply for a mortgage, a multi-step process is kickedoff that ensues for the next few weeks. To help you understand this financial maze, what follows is a general overview of what needs to happen before you can take ownership and move in. • After you apply for a mortgage, your application is sent to the lender’s processing department. Here your credit is checked through one or more of the three credit bureaus: Equifax, Experian and TransUnion, said Katie Walsh, principal of The Walsh Team, affiliated with Keller Williams Realty East Valley. • If you prove credit-worthy, your lender requests “verification” documents to certify the application answers, said Joe Edwards Sr., loan officer/ branch manager for V.I.P. Mortgage in Scottsdale. These include identification to prove you are you, W2s, employment dates for at least two years, 1040 tax statements, verification that you have paid all income tax (federal and state), recent bank statements, 30 days of paystubs, a divorce decree/decrees (if applicable) and other income documentation such as pension and Social Security awards letters. “Once we have all of those docs [documents], we can normally determine if we can offer financing per the buyer’s request,” Edwards said. • As soon as the lender receives the purchase contract between you and

the seller, you will receive documents explaining the total payment, the interest and principal to repay the loan, the down-payment and any fees associated with the acquisition. This is required within the first three days of receipt of the purchase contract. • A home inspection and an appraisal from a neutral third party are requested to verify you are purchasing at or near market value. “If the value comes in short from the appraisal, the price may be able to be reduced or the buyer can

bring in extra funds to compensate for the lower purchase price,” Edwards said, noting this process normally takes three to 10 days. • At this time, title insurance and tax verifications are ordered by the title and escrow company. This processing period requires 10 to 20 days depending on how long your inspection period negotiations last, which is maxed at 20 days. • The file is now sent to the lender’s underwriting department which

typically requires 48 to 72 hours. “If there are any new requirements that come up based on the buyer’s profile those would be requested at this time,” Walsh said. The underwriter ensures that all documentation meets the investor’s guidelines. This normally takes one to three days, Edwards said. “Once the underwriter writes up a proposal, there is a quick back and forth between the buyer and the bank’s team to gather any necessary remaining documentation,” he said. “Once that is complete, the underwriter approves the loan.” • The closing department releases the initial closing disclosure (CD) to you, Walsh said. “This must be received, reviewed and signed by the buyer at a minimum of three days prior to the close of escrow.” Edwards said this ensures that all the terms are the same as initially disclosed. “The borrower approves the final numbers and the final loan documents are sent to the title company about 24 to 48 hours before close of escrow,” he said. • Finally, you meet with a notary/escrow offer and sign a voluminous amount of documents. “Those documents are sent back to the lender requesting that the funds be wired to them. Once received, the title company will request a deed be recorded with the Maricopa County Recorder’s Office,” Walsh said. “This is usually a half-day process because the funds need to be verified through the Federal Reserve,” Edwards added.

Hiring a reliable moving company takes some preparation By Debra Gelbart

f you’re beyond the “gather a few friends and a pickup truck” stage of moving, it may be time to hire a moving company to help you relocate to your new home. But before you hire a professional mover, there are important considerations to keep in mind.

Check for red flags “Before hiring a company, check on a business’s complaint history and reputation with organizations like the Better Business Bureau,” said Katie Conner of the Arizona Attorney General’s

Get written estimates She also recommends taking advantage of moving companies’ pre-moving services. “Most reputable moving companies will do an in-home visit to give you a more accurate estimate and they will provide that estimate in writing,” she said. “Make sure your written estimate includes all charges. We recommend you get estimates from at least three different moving companies.” Conner added that in 2017, the Attorney General’s Office advanced legislation that is now law requiring that movers accurately disclose fees and charges (including for insurance) before loading your possessions onto a truck. The law also prohibits movers from adding additional costs on the back end.

Be present: “Be present throughout the entire moving process because it allows you to answer questions and give directions,” she said. “Watch the movers unload the truck to make sure nothing gets damaged or left behind.” Obtain insurance: Make sure you obtain adequate insurance to protect your property, Conner said, keeping in mind that most moving companies offer compensation based on weight and not on the value of your goods. Don’t be quick to sign Lastly, “carefully read all documents before signing them. Don’t sign anything that contains blank spaces or that you don’t agree to,” she said. Conner also pointed out that newhome owners should be careful and do their due diligence before signing an inventory list, noting that in most cases, by signing that list, you affirm that the items were delivered and were undamaged. Therefore, before signing, check everything carefully.

Personally pack valuables: Conner advises new-home owners to pack valuable items (such as cash, jewelry, electronics, banking documents and medications) separately and personally move them to your new home. “Make sure to place those boxes in your vehicle before the movers arrive to avoid any confusion,” she said.

Repurposing the ancient canal system Phoenix’s more modern history began in 1867 when Jack Swilling of Wickenburg stopped at the foot of the north slopes of the White Tank Mountains to rest his weary horse. Swilling saw dry soil and farmland that was mostly rock-free and not threatened by harsh winter weather. Like the long-ago residents, Swilling realized the land needed water to flourish and to be able to grow much-needed crops. Ever industrious, Swilling launched the Swilling Irrigation Canal Company and the company began digging a canal. By March of 1868, water began to flow. Giving credit where credit is due, many sources say that Swilling’s canals were based on the Hohokam’s original canal system.

Rising from the ashes So that’s the history part; here’s where mythology enters the picture. The accepted derivation of the city’s name is that a friend of Swilling suggested “Phoenix” since, like the mythical Phoenix bird, the town would essentially spring up from the ashes or ruins of a former civilization. Voilà — Phoenix was officially named on May 4, 1868. Today, the city covers more than 515 square miles and some 1.6 million people call it home.

“The people who have gone” Centuries before Phoenix became a city, a thriving and well-established indigenous community occupied the land. Because the desert is notoriously short on water, these residents built an amazing irrigation system made up of 135 miles of canals.

What are the different types of insulation that are used in new homes in Arizona?

Insulation levels are specified by R-Value. R-Value is a measure of insulation’s ability to resist heat traveling through it. The higher the R-Value the better the thermal performance of the insulation. Source: EnergyStar.gov

The most common types are fiberglass, cellulose (recycled paper treated with a fire-retardant and mold-inhibitor) and spray-applied foam insulation. Some stucco contractors may apply a more rigid insulation on the exterior. Fiberglass is available in batts (precut material) and blown form and is common in walls and sometimes attics. This is a cost-effective material to use as no equipment is required for the installation. The material does have to be cut and trimmed by hand for the correct installation which can be labor-intensive. The blown fiberglass products can be installed in attics and walls but are more expensive than the cellulose products. Cellulose can be sprayed into open walls or closed walls and is the most common type of blown insulation to be installed in attics in the Valley. Spraying cellulose into walls is more costly than fiberglass batts but the insulation does not require the trimming and cutting to fit in wall cavities. Insulation sprayed into walls typically does a better job regardless of the material type as it conforms to the obstructions and irregularities of the wall cavity. Cellulose is the most cost-effective blown insulation for attics. A common combination for a new builder will be

fiberglass batts in the walls and blown cellulose in the attics. Spray foam requires special equipment and training to install correctly and is still not the norm for most builders. However, some have adopted it … [since] spray foam allows you to quickly move what’s known as the “thermal envelope” to the roof from the attic floor, increasing home performance in our climate.

What is R-Value and what should a newhome owner be looking for in regard to their insulation’s R-Value?

A

R-Value is resistance to heat flow. The higher the “R” the longer it takes for heat to move through the insulation. Typically, R-38 is for the attic and R-13 to R-19 for the walls.

Q

What else should new-home buyers understand about insulation as it relates to energyefficiency?

A

The insulation is only a part of a home’s energy-efficiency system. The insulation package should be designed with other components in mind — including air barriers, HVAC and windows — and everything must work together to give the homebuyer the best efficiency.

By Arizona law, the seller is required to disclose material (i.e., important) facts about the property even if not asked by the buyer or real estate agent.

What does Low-E mean in relation to windows?

Low-E is a coating put on the inner or exterior side of a glass window in a cool or hot climate, respectively. Low-E windows reduce heat or infrared radiation transfer. Outside of Low-E coatings, homeowners need to explore Low U-Value and Low-SHGC (solar heat gain coefficient) windows. For U-Value and SHGC, the lower the number, the more efficient the window is.

How do these types of windows make a home more energy-efficient?

A

Efficient windows contribute to the whole home’s energy-efficiency by improving the envelope seal between the inside and out.

What should new-home buyers ask their builder about Low-E windows?

A

After verifying the windows are efficient and that the coating is on the correct pane for the climate, I would ask for the window sticker that comes from the National Fenestration Council. I would keep a few in a file for if and when I sell [the home] so the appraiser has documentation. I would also ask on average how much money they save homeowners and if there are any warranties. More often than not, the longer the warranty, the better the product.

What responsibilities does a seller have?

Sellers must disclose facts that materially affect the value of the property that are not readily observable and are not known to the buyer. If asked by a buyer the seller must disclose, whether or not he deems it to be a material fact.

What information does a seller need to disclose?

The Seller’s Property Disclosure Statement (SPDS) is the form provided by the Arizona Association of REALTORS® to its members to assist sellers in making the legally required

disclosures and to avoid inadvertent nondisclosures of material facts.

What information does a seller NOT need to provide?

A

By law, sellers are not obligated to disclose that the property is or has been (1) the site of a natural death, suicide, homicide or any other crime classified as a felony; (2) owned or occupied by a person exposed to HIV or diagnosed as having AIDS or any other disease not known to be transmitted through common occupancy of real estate; or (3) located in the vicinity of a sex offender. Nonetheless, if a buyer asks a seller about one of these issues the seller cannot lie. The seller must respond with the truth or refuse to respond based on the law.

If it is material, the seller must disclose it; if it is not material, why not disclose it? Sellers should never ask their real estate agent to not disclose a material fact as this is against the agent’s duty — they must disclose known material facts.
