Arizona needs at least 100,000 apartments or houses that people living and working in the state can aff ord. And the homes are needed now. Last week, 400 people living in tents and sleeping bags around downtown Phoenix’s crowded Human Services Campus had to move. There’s no room for them inside. Temporary homes for metro Phoenix’s growing homeless population are needed, along with more permanent housing for people living in shelters to move into. Federal funding is the main tool for building more aff ordable housing in Arizona. Now, about $200 million a year in federal tax credits adds 1,500 to 2,000 aff ordable homes across the state, said Carol Ditmore, director of the Arizona Department of Housing.
Arizona’s housing problem Metro Phoenix’s growing aff ordability problem is increasingly a priority for not only housing advocates but business and government leaders. On Wednesday, when hundreds of people living outside Arizona’s biggest homeless shelter were moved, more than 100 Valley leaders met a few miles away to fi gure out ways to build more aff ordable housing quickly. Home prices and rents have climbed much faster than incomes in metro Phoenix during the past decade. That mismatch has created a housing crunch for a growing number of people. Question: We went to a short-term rental seminar last fall at Scottsdale Community College. There were excellent speakers such as Paradise Valley broker Greg Hague, Scottsdale Realtors CEO Rebecca Grossman, Scottsdale Councilwoman Kathy Littlefi eld, and the Paradise Valley police chief. The reason that we went to this seminar is that we have owned three rental homes in Anthem for more than 20 years, and we were wanting to convert these three rental homes to short-term rentals. Although this seminar was excellent, it primarily discussed the eff ect

of short-term rentals on a community. We are still confused, however, as to whether we should convert our three rental homes to short-term rentals. How long ago did short-term rentals get started? Should we now convert our three rental homes to short-term rentals? Answer: First, short-term rentals started in San Francisco in 2008 with two tenants needing more money to pay the rent for their San Francisco apartment. They decided to rent out three air mattresses on their living room fl oor, and to include breakfast. Air Bed and Breakfast then became Airbnb. Just like Uber, a simple concept quickly became a billion-dollar industry. Cities and towns throughout the United States, however, have varying short-term rental regulations. For ex-

The mismatch between incomes and housing costs in Arizona isn’t going away, Eisenbarth Hager said.

“If people can aff ord a safe home, then they can focus on buying healthy food, taking their children to the doctor and school, said C.J. Eisenbarth Hager, a director at Vitalyst Health Foundation and co-chair of the Arizona ULI task force on Health, Equity and Housing. “When people can aff ord their rent, they have more income, stability and less stress for a better life,” she said. ❚ About 45% of metro Phoenix renters pay more than 30% of their income for a home, according to a new study from Joint Center for Housing Studies of Harvard University. ❚ Housing costs above 30% of a household’s income are considered unaff ordable because there’s not enough
ULI and other key Valley groups including Greater Phoenix Leadership, Phoenix Community Alliance and the Arizona Community Foundation are working on funding programs and plans to more quickly build more aff ordable housing. The Arizona Housing Fund was launched last year to collect donations from homebuyers, who can contribute when they close escrow, homebuilders and real-estate agents, who can match their buyers’ donations as well as money from anyone who wants to help people struggling to fi nd a home in the state. Government can help. One way is to restore the Arizona Housing Trust fund money. Last year, the fund to build

ample, San Francisco now has several requirements, e.g., the owner of a shortterm rental must live in the home nine months out of the year. On the other hand, Chicago basically has only one requirement — short-term rentals must be at least 30 days. However, cities and towns in Arizona, by state law cannot regulate short-term rentals, except for short-term rentals used as “party houses.” Second, in addition to Airbnb, the other major company in the short-term rental market is VRBO which is the acronym for ‘vacation rentals by owner.’ In other words, ‘vacation’ rental homes were a major factor in the start of the short-term rental industry, and ‘vacation’ is still a major factor in determining whether a rental home should be a short-term rental.
Anthem is a beautiful community and there are undoubtedly short-term rentals now in the Anthem community. If you are interested in your three Anthem homes becoming short-term rentals, you might go online to contact a local Anthem realtor for more information, especially if that local Anthem realtor manages short-term rentals. Note: Short-term rental homes are much more labor-intensive with higher management fees and higher maintenance/repair costs. Finally, an HOA can still restrict short-term rentals, so you should review the CC&Rs to see if any of your three Anthem rental homes are in an HOA. Contact real-estate attorney Christopher A. homeless shelters and aff ordable housing got a one-time bump to $15 million. But before 2009, the state’s housing trust fund had nearly $40 million in state dollars. A $2.5 million cap was placed on the fund in 2010 because of state budget shortfalls. Legislation has been introduced to ramp up the housing fund again. Another bill for a state-tax credit, similar to what 12 other states use to fund aff ordable housing, is in the works.
Arizona housing advocates rallied at the state Capitol on Thursday for the legislation to help people struggling to fi nd and aff ord homes. Vibrant apartment communities are becoming available throughout the Valley this season. The timing is perfect for new residents looking to move into their fi rst apartment home. Before you spring into action, follow this checklist to alleviate the stress and intimidation that apartment hunting may bring. Prepare for long-term and upfront costs: It is important to come up with a budget before searching for your perfect apartment. However, it is easy to overlook the other long-term costs that come with leasing. The monetary outlay to prepare other than rent are application fees and a se-
curity deposit. Also, it is important to know that new residents may pay as much as one-and-a-half month’s rent in advance. Make sure you have at least two-and-a-half months of rent to help defray upfront costs. The long-term costs may follow after securing your unit. For example, because you may now have to pay for the utilities, budget for electricity, heat/gas, water, cable, and Wi-Fi. While some of those services already are included in the rent depending on the building, make sure that you fi gure those expenses into your budget. Also, property managers may require renter’s insurance. It’s relatively inexpensive, but it’s still a cost you need to consider. Keep in mind that once in your own place, you’re responsible for groceries, transportation costs, and numerous
other expenses. Ideally rent should be no more than a third of your income. When apartment hunting, ask the community’s management about both the long term and upfront costs so you can budget accordingly. Pay attention to paperwork and lease terms: Once you’ve found your perfect space, paperwork is sure to follow. This includes paperwork you have to bring to the leasing offi ce. Get it all together before you have to start fi lling in applications. This includes proper identifi cation the day you sign your lease. It is imperative to understand your lease terms. It may seem overwhelming, but take your time reading the documents as these are legally binding. Don’t hesitate to ask questions too. Ask your new property manager or leasing professional to explain or clarify in
the areas you may be confused about. Confi rm if you’re going to live with a roommate or not: If you decide to have a roommate or roommates, make sure everyone living in the unit is in agreement and signs the lease. The property manager will require that everyone in the residence sign a lease, otherwise they are considered an unauthorized guest. Remember you’re living with this person 24 hours a day, seven days a week so choose your roommate wisely. DETROIT – The average sale price of a new vehicle hit a record of just over $39,000 late last year, a fi gure that chased many buyers out of the market and into used vehicles, which could set a sales record. The shift to used, aided by millions of late-model vehicles coming off two- and three-year leases, is good for consumers who can get well-equipped cars, trucks and SUVs for far less than new ones. But it could be bad for automakers, with many industry analysts expecting newvehicle sales to fall in 2020. Consumers bought an estimated 40.4 million used vehicles last year, likely passing the old record of 40.2 million set in 2018, according to fi gures from the Edmunds.com auto pricing site. Edmunds, which provides content to The Associated Press, won’t call it a record until fi nal numbers arrive in midFebruary. At the same time, new-vehicle sales dropped 1.3% to just over 17 million last year, and some industry analysts are predicting they’ll fall into the mid-16 millions this year. “This aff ordability issue is sort of scaring consumers away” from new vehicles, said Charlie Chesbrough, senior economist at Cox Automotive, which includes Kelley Blue Book. “You have this sort of competition out there of used ve-

hicles that is off ering an alternative to people who are looking for value.” Chesbrough expects new-vehicle sales to fall to 16.6 million this year, while Standard & Poors analyst Nishit Madlani predicts 16.4 million “amid a wave of used autos hitting the market and high sticker prices on new cars.” S&P sees a further decline to 16.3 million for the following two years. If a buyer with good credit bought an average new vehicle for $39,000 and put $2,000 down, they would borrow $37,000. That sum, at about 6% interest
for six years, would bring a monthly payment of just over $600. Since many lenders limit auto buyers to a payment of 15% of their income, the lowest-income buyer who could aff ord the average price would have to make over $48,000 per year, said Matt Dundas, fi nance director for Carvana, an online used-vehicle sales company. “That’s approaching the U.S. median household income of just over $60,000, and even then, you’re still right up against lender limits,” Dundas said. “Ideally the average person wouldn’t be
right up against the line,” he said. The lower prices make late-model used vehicles more attractive. Last year, Edmunds estimated the average used vehicle cost $20,533. A 3-year-old one cost an average of $22,571. Borrowing $20,000 for six years would cost an average buyer about a $340 monthly payment. Price isn’t the only reason buying used is becoming more attractive. Automakers, dealers and sites like Carvana off er used vehicles with warranties and maintenance records, sometimes calling them “certifi ed pre-owned.” “I think we’re making it not as scary to buy a used car,” Dundas said. A record 2.8 million certifi ed preowned vehicles were sold last year, according to Cox. As demand falls, the industry could be forced to increase incentives such as cash rebates and low-interest fi nancing, and ultimately that could bring new vehicle prices down. Richard Bazzy, owner of three Pittsburgh-area Ford dealerships, said automakers like Ford are going to have to keep up low interest loans and cash offers to keep new vehicle sales strong. Still, there are forces working against lower new-vehicle prices. People are still buying SUVs and trucks, which accounted for 69% of U.S. sales last year. Trucks and SUVs generally are more expensive than cars, so that drives up the average sale price.

2020 Venue: A pleasant place to be Cargo space is adequate at best, with enough space for a few smaller bags or some groceries. What really makes the Venue’s interior a nice place to be is its standard tech features. The horizontally oriented 8inch touchscreen is standard and larger than those of competitors. While it’s not running the latest software we’ve seen on some Hyundais, it responds quickly enough and the company’s infotainment system remains among the most intuitive and user-friendly on the market. Apple CarPlay and Android Auto are both standard, as well. Built-in navigation with real-time traffi c updates is available on SEL models and standard on Denim ones. Besides the collision detection and forward automatic emergency braking with pedestrian detection, the Venue also comes equipped with lane departure warning, lane keep assist and a driver attention warning system.

Hyundai fi rst introduced the 2020 Venue, its sub-subcompact SUV at the 2019 New York International Auto Show. I drove it around sunny Miami and on a quick trip to Islamorada in the Florida Keys at Hyundai’s media drive event. The Venue is designed to capitalize on the current popularity of SUVs and target younger millennials with a low starting price and generous standard technology and safety features. Hyundai believes a new car with Apple CarPlay and Android Auto, a standard 8inch multimedia display and things like forward collision avoidance with pedestrian detection will appeal to the fi rsttime car buyer who might otherwise choose a three- or four-year-old used car that lacks such features. Whether that demographic analysis plays out or not, what Hyundai has built is a capable city car that ably replaces the Accent hatchback (the sedan remains) as a nimble way to get from point A to point B in the city, and that can even handle shorter highway trips. It joins the ranks of high-riding front-drive hatchbacks like the Nissan Kicks and Toyota C-HR, and it off ers both solid competition for fi rst-time car buyers and those looking for a small, aff ordable and moderately utilitarian new car.
It drives well enough The Venue has one engine, an updated 1.6-liter four-cylinder that can also be found in the Accent sedan. Two transmissions are off ered with the Venue: a six-speed manual available only in base SE trim levels and a continuously variable automatic available on the SE and standard on SEL and Denim trims. The engine produces 121 horsepower and 113 pounds-feet of torque. If that doesn’t sound like a lot to you, you won’t be surprised to learn that it doesn’t feel like a lot. Accelerating from a stop is a gradual process; accelerator response isn’t outstanding and power doesn’t really come on until roughly 3,500 rpm.

The value proposition
Sport mode improves response and was my preferred driving mode for the city. For general highway cruising, I tended to keep the Venue in Normal except for passing maneuvers when I would switch to Sport, which is certain to diminish the rated fuel economy. The EPA-estimated gas mileage for the automatic Venue is 30/34/32 mpg city/highway/combined (27/35/30 mpg for the manual), and on our highwayheavy drive, the Venue’s computer routinely displayed a fuel economy rating of more than 35 mpg. The 2020 Nissan Kicks is rated slightly higher by the EPA at 31/36/33 mpg, while the 2020 Toyota C-HR lags behind both at 27/31/29 mpg. What surprised me most about the Venue was how composed and balanced it felt even at highway speeds. While you’ll still feel bumps and potholes and uneven pavement, especially because of the Venue’s short, 99.2-inch wheelbase, it does a good job of isolating occupants and keeping the ride feeling smooth. The fi rst, the Convenience Package, adds a sunroof, armrest storage, a leather-wrapped steering wheel and shift knob, and blind spot warning with rear cross-traffi c alert. The other is the Premium Package, which adds LED headlights and daytime running lights, heated front seats and mirrors, 17-inch wheels in place of the standard 15s, keyless entry with pushbutton start, navigation and Hyundai’s Blue Link connected car services. The Denim version of the Venue includes all of those features as standard except for the sunroof. An SEL with both option packages will cost $23,270 including the $1,120 destination fee, while a Venue Denim comes in at $23,170. What will set the Venue apart is its combination of technology, style and value, and that should be a winning combination for many new car shoppers – and, Hyundai hopes, those who might believe they’ll have to resort to a used car.

The Venue’s cabin feels spacious for its size, at least up front. I never felt cramped in the front seats despite my 6foot, 1-inch height. Headroom was also impressive, though it helped that the Denim model I spent most of my time in isn’t available with a sunroof. The lower roof in the sunroof-equipped SEL models didn’t leave me ducking while behind the wheel, however. The cabin materials are as nice as to be expected in a car that costs less than $24,000 fully loaded – which is to say, not very. Hard plastics abound and there’s not much padding on most touchpoints, but the interior design itself is pleasant. Cloth seats are standard on the SE and SEL, and if you opt for the Denim, the seating surfaces are trimmed with faux leather and have fabric inserts that mimic, well, denim.

The site contains both north and south parcels of land and is approximately .87 acres of land North of Washington Avenue and is approximately 1.31 acres of land South of Washington Avenue, for a combined total of 2.18 acres (approximately). Proposal Requirement: Each SOQ will be in accordance with the RFQ requirements, set forth in the Request for Qualifications, which may be downloaded from www.gilbertaz.gov/rfp. Any SOQ which does not conform in all material respects to the Request for Proposals will be considered nonresponsive.
