2023 GUIDE TO NORTHERN COLORADO BICYCLING CULTURE & EVENTS

“$73 BUCKS! You gotta be kidding me,” I exclaimed to my wife as I saw the price on the pump. Yup, 1970 was ringing in my ears—high gas, crazy inflation and the need for some financial relief. I found it then and am finding it now in my two-wheeled friend, my bike.

Life has always presented us with challenges. That’s just life on life’s terms. In 2020, the industry and cycling as a whole experienced a boon never seen in modern times. Problem was, no local shops could get the inventory everyone was clambering for.

The last two years got better as supply caught up to demand and crowded trails and local sales leveled off. And now, the consumer will win as there’s plenty of inventory and deals are out there, locally, without the hope-and-prayer push of an Amazon button.

“Unlike 2020, my inventory is great, and prices have come back,” says Schuyler Gantert of Road 34 Bikes. “This is a great chance to get what you want without waiting.”

As well, servicing your bike for the season is easier too, without the glut of bikes jamming up your favorite shop.

“We’re expanding this spring and summer. Demand has increased and we’re making room for more instore service and selection,” says Dakota Troudt from Rocky Mountain Multi Sport.

Getting fit for your next bike may be the most important factor of all to maximize efficiency and prevent soreness or injury. You can find that at local shops.

“We’ve had a good spring and it’s great to have bikes to sell and customers getting a same-day experience,” says Eric Drake of Drake Cycles. “It’s been a hard winter and people are ready to ride!”

Greg Thornton of Provelo Bicycles sums up the overall optimism: The cycling industry has always had its challenges, but the current supply-chain issue and others brought on by Covid as well as a technological evolution are the most recent.  While these issues are daunting, the commitment and passion of all those in the industry will overcome these hurdles and the journey that is the bicycle business will continue to roll on.

Pedal on,

The POWER of art

ASPHALT PAINTINGS BUILD COMMUNITY AND MAKE STREETS SAFER

AS YOU RIDE AND drive around Fort Collins, you might notice some pretty big art—on the street. Maybe you’ve seen Frida Kahlo adorning Hickory Street or the tribute to Hispanic/Latinx sugar beet field workers in the Andersonville neighborhood.

In recent years, asphalt art has become increasingly popular as a low-cost and quick-build method for calming traffic and building community. By incorporating bright colors and artistic designs into our roads, we can humanize our interactions within the streetscape and create safer places that tie us more intimately to our community.

DESIGNING WITH PEOPLE IN MIND

Visual cues shape how we interact with our streets and reframe our thinking around where bikes and pedestrians belong. We can create safer streets for cyclists and pedestrians when we combine traffic-calming applications, such as curb extensions and painted crosswalks, with the asphalt art. Extending curbs into the street with paint and defining this space with striping and plastic posts allows us to both slow traffic and shorten pedestrian crossing distances. Additionally, drivers tend to behave differently behind the wheel when navigating a streetscape designed with people in mind.

ASPHALT ART IN OUR TOWN

The City of Fort Collins created its own asphalt art program in 2020, in partnership with Bike Fort Collins, in response to traffic-calming needs, particularly at intersections. This program has been supported with grant funding from both the National Association of City Transportation Officials (NACTO) as well as the American Rescue Plan Act (ARPA). Addressing issues of transportation equity, we focused on historically underserved neighborhoods and Title I schools. We have successfully installed asphalt art projects at the following locations:

CONVERSATION AND CONNECTION

Each location included a series of events designed to foster conversation and connection among community members with a focus on bike and pedestrian safety. Public participation is a key element of our city’s asphalt art program, as it strengthens community ties and offers hands-on learning opportunities when advocating for change at the local level.

With each installation, neighbors were invited to participate in the painting process. In this way, each mural is a visual representation of what we can accomplish when members of the community come together. This simple act of bringing art to our asphalt has brought life, culture, history, and beauty to the streets of Fort Collins.

LOOKING FORWARD

In 2023, FC Moves plans to incorporate more trafficcalming elements into our designs to realize the full potential of how asphalt art can be used to reshape our streetscape on a faster timeframe than more traditional forms of infrastructure implementation.

FC Moves will open the asphalt art program to the public by 2024 so that local residents have an avenue to initiate, design, and install projects in their neighborhoods.

The next phase of this development will also include a series of workshops designed to offer support and guidance for those interested in initiating the process.

Visit the FC Moves website where you can learn more about the asphalt art program and the lo cation of each existing installation.

ASPHALT ART IMPROVES SAFETY

The 2022 Asphalt Art Safety Study conducted by Bloomberg Philanthropies made critical correlations between asphalt art and improvements in street safety. The study looked at 17 different asphalt art studies throughout the country and reported the following results.

• 50% decrease in rate of crashes involving pedestrians or other vulnerable road users

• 37% decrease in rate of crashes leading to injuries

• 17% decrease in the total crash rate

• 25% decrease in pedestrian crossings involving a conflict with drivers

• 27% increase in frequency of drivers immediately yielding the right of way to pedestrians

• 38% decrease in pedestrians crossing against the walk signal

The Colorado Safety

NEW LAW INCREASES SAFETY FOR BICYCLISTS

LAST SPRING, THE COLORADO

GENERAL ASSEMBLY enacted HB 22-1028, legalizing the “Colorado Safety Stop” throughout the state of Colorado. This law allows bicyclists or other “low-speed conveyances” like e-scooters to treat stop signs as yield signs and stop lights as stop signs.

The new law is designed to increase safety and reduce crashes at controlled intersections.

This law does not allow people riding bicycles to ignore stop signs and stop lights, but the Colorado Safety Stop now permits these users to proceed through an intersection after ensuring it is clear, safe to do so, and the bicyclist or other low-speed

vehicle has the right of way. The law also does not require one to do the Safety Stop, and it is okay if you choose to not use this tactic.

HOW TO DO IT

Stop signs—When coming to a stop sign, a bicyclist or e-scooterist can treat that stop sign as a yield sign if they have the right of way. The law does not change the definition of right of way. When approaching any intersection on a bike or e-scooter, keep the following in mind when determining whether to use the Safety Stop:

Are other road users approaching or stopped at the intersection? If so,

wait your turn.

Am I traveling at 10 mph or less? If not, slow down to comply with the law and give more time to assess the situation.

Stop lights—When coming to a stop light, a bicyclist or e-scooterist can treat that stop light as a stop sign if they have the right of way. We do this already when we are driving and make a right on red, so that might feel familiar. The difference here is that the person riding a bicycle or e-scooter now has the option to continue straight.

Bicyclists or e-scooterists cannot make a left turn (unless it is a one-way street). This makes sense; we can’t

14 | RiDE GUIDE TO NORTHERN COLORADO BICYCLING CULTURE AND EVENTS
Lauren Nagle STOP

see what is going on with the signal on the opposite side of the street. Do they have a red light? A green turn arrow? We can’t tell, so the law excludes us from turning left.

WHEN NOT TO DO IT

The Colorado Safety Stop may not be the best option in all situations. Generally, we teach bicyclists to be predictable and they fare better on our roadways when they are.

At FC Moves, we wanted to find out in which situations our bicycling community would not feel comfortable using the Safety Stop. This is what we heard, and we agree:

• When crossing major arterial

KIDS NOT ALLOWED

Young children do not have the well-developed sense of speed, distance, and danger required to exercise the Safety Stop safely. It is vital for parents to teach their children how this law works for adults and that it is not allowed for anyone under 15 years of age, unless accompanied by an adult who can make the decision for them.

When we choose to do the Colorado Safety Stop we should remember that children are always watching what adults do, and they model their behavior based both on what their parents teach them and on what they observe in society.

Note: Because the Colorado Safety Stop is prohibited for youth under 15 years of age, the city’s Safe Routes to School program does not teach this concept during its programming at schools.

streets (streets that have multiple lanes of travel in each direction)

• When crossing a high-volume, high-speed street

• When visibility or confidence is low

Interestingly, the cyclists that were polled also had predictability on their mind and said they would refrain from utilizing the new law when it is perceived that those driving motor vehicles would get upset or be confused by their behavior.

EXCEPTIONS

The Colorado Safety Stop can only be done by those who are aged 15 and older. Those 14 and under can also perform the Safety Stop if they have an adult present. This means that families can decide for themselves what makes the most sense for them and their safety.

The law also excludes people from doing the Colorado Safety Stop if there is a bike-specific light in place. (Remember, the

bike-specific stop lights apply to those on e-scooters, too.) We have a few of those in Fort Collins, mostly along our Pitkin Bikeway at the toucan crossings, and at the intersection of Laurel and Mason. The good news is that these lights, and other bike-specific infrastructure, are there to add to our overall safety moving through town.

KEEPING SAFE

Our roads are shared spaces, and we can all take actions to make sure that we keep everyone’s safety in mind. Remembering that the first come first served rule is in place, being sure to pass on the left (even if we are passing another bicyclist who is opting to not do the Colorado Safety Stop), and always yielding to pedestrians are all good steps towards safety.
