Delisle Peewee Fastball Diamond Dogs Win Provincial Championship

The Delisle Peewee Fastball Diamond Dogs earned the gold in this year’s Softball Saskatchewan U14 Boys Provincial Championship and will be representing Saskatchewan at the Western Canadian Softball Championship held in Edmonton from August 3-6.
The Dogs were 1st in the League, 2nd in City Playoffs and 1st in Provincial Championship. The team consists of local players from the surrounding areas of Asquith, Perdue, Swanson, Delisle,and Vanscoy

Summer STAY-Cation
N
ot only is July 31st my birthday (57th one so far) I also regard it as the mid point of my summer. This year I have managed to enjoy many days in the great outdoors and I hope you have been able to as well. The second half of the season, like the first, is full of many opportunities to enjoy the summer at events and activities right here at home. On the Saskatchewan Day holiday you can enjoy a pancake breakfast at Pike Lake Park and celebrate Railway Heritage Day at the Saskatchewan Railway Museum on Highway 60. The John Arcand Fiddle Fest runs August 9-12, Vacation Bible school in Delisle runs August 13-17, the Corn Maze on Highway 7 opens on August 18th, a Gladiola Festival at Black Fox Distillery takes
place August 19th and the Delisle Golf Course hosts a Telemiracle golf tournament on August 25th. Of course the Delisle Co-op BBQ’s continue to run every Friday through August and September as well.

21st Annual John Arcand Fiddle Fest August 9th - 12th at Windy Acres

he John Arcand Fiddle Fest, is located just southwest of Saskatoon and is one of Western Canada’s largest fiddle contests – but it’s really so much more! August 9th to 12th the festival will build on it’s legacy of quality musical entertainment from Canada’s top performers that include more than just fiddle players! We add in a great mix of seasoned and emerging artists for the concerts, showcases, daytime programming, old time dances and there’s over 105 FREE workshops in fiddle, jigging, guitar, square dancing and Metis Art Forms. The Town of Asquith is inviting individuals to submit a resume for the position of seasonal Public Works Employee. This position runs from May 1 to October 31 (Employee may be asked to start earlier in April, depending upon the year). "Remembering Carole"
n the evening of July 18 over fifty people gathered at the Delisle Branch Library of Wheatland Regional Library to honor our former librarian Carole Merkosky. The evening opened with Mayor Dave Anderchek welcoming everyone to the unveiling of a painting that will hang in the library. Deanna Norris then talked about Carole and her years of dedication and passion for her family, friends, church, community and library.
The painting was then unveiled by her family husband, Cliff and sons, Brad and Ryan. The local artist who rendered the painting is Cary Rigby-Wilcox who was commissioned by the Town of Delisle with input from our librarian, Mary Thunstrom. It depicts the Tree of Learning with it’s roots being the Delisle Library.
Representatives from the Town of Delisle, Delisle Library Board, the Wheatland Regional Library Director, family, friends and local patrons of the library were in attendance. Cookies and iced tea was enjoyed by all. Thank you to all who attended this dedication ceremony and shared time with friends and family.

he Vanscoy & District Agricultural Society is proud to be a part of this years Delisle Fall Fest. We are holding our annual fair on September 7 & 8 which will display a variety of creations entered by people just like you! Entrants can bring their exhibits to the Delisle Senior Centre on Friday, September 7 from 5-8pm. Exhibits will be judged the following morning from 8-11 and be awarded prize money for those that place 1st, 2nd, and 3rd. The more you enter, the more chances there are to earn!
We hope to see many families out for the weekend to display their creations and enjoy the many events happening in the community.
If you are interested in submitting any projects you have completed you can pick up a fair catalogue and entry tags from local businesses in Delisle and Vanscoy.

TOWN OF ASQUITH
squith Town Council held their July regular council meeting on July 11, 2018. Attending the meeting was Mayor Gail Erhart, Councillors Sue Sawicki, Dylan Claypool, Jordan Claypool, Harold Edwards,Ted Goodnough and Jeff Eide. Also attending was C.A.O. Holly Cross and Administrative Assistant Kathy Picketts. Absent was Foreman Darren Kraft. New Councillor Jeff Eide was sworn into Council. Councillor Eide took the seat of Councillor by acclamation. The June 13, 2018 council meeting minutes were accepted as presented. A motion was made to accept the treasurer’s statement of receipts and expenditures for the month of June 2018, along with the bank reconciliations for the month of June 2018. Resolution was made to accept the Accounts Paid in the amount of $80,256.20 and the Accounts Payable in the amount of $42,825.19. A motion was also made to make an interim payment to Goodon Industries for the new pole shed in the amount of $24,037.00. Some letters were sent out to residents who have nuisance properties, along with some letters being sent to individuals who are parking solely on the driving surfaces of roads, not the boulevards, which is against Bylaw No. 2/95. The Town Office would like to make all in Town aware that Bylaw No. 2/95, Sec. (e) (1) states, “…the parking of vehicles is permitted only off the paved surface of all streets within the Town of Asquith.” For the most part residents are very good about using boulevards for parking, however there are a few that are utilizing paved surfaces for parking. This is dangerous and against the law. Continuation to do so could result in a fine or having your vehicle towed. New Councillor Jeff Eide was appointed to the Utilities Committee and to the Streets and Town Property Committee. A new pole shed has been built on the 100 block of Charles Street. This pole shed will provide some much- needed storage for the Town of Asquith. It will also allow Council to move all items stored at the Old Town Hall so that it can be put up for sale. Exceed Asphalt did some hot mix patching around Town. There will be more patching done at the end of July/beginning of August.
A work bee planned in July for turning the old rodeo grounds into a dog park was cancelled due to inclement weather. Another bee will be planned in August, so please keep your eye out for posters and postings on social media regarding the date and times. Unfortunately, the Town of Asquith is no longer accepting online payments from individuals who bank with the Bank of Montreal. They have joined TD and the Royal Bank in charging the Town to accept online payments. The Town of Asquith still accepts cash, cheques and debit payments, as well as E-Transfers. If you have any questions regarding E-Transfers, please do not hesitate to contact the Town Office. The issue of dust control for Railway Avenue was discussed by Council. There were many options for dust control, however most of the affordable options were not environmentally friendly and were corrosive. One option was for a product that was safe for humans and animals and environmentally friendly, however its price range made it unfeasible for 2018. Council resolved to include it in the 2019 budget to offer a reprieve for those residents who live along Railway Avenue. The next regular council meeting will be held on Wednesday, August 8, 2018. It is hoped that an enjoyable summer is being had by all, as in Saskatchewan it can be all too fleeting! Happy Summer!

TOWN OF DELISLE
elisle Town Council held a regular meeting on July 10th.
The Town will contribute $1,000.00 towards the purchase of plastic tables for the arena providing there are contributions from other groups and individuals.
The Town approved temporary street closure for the Fall Fest parade and Celebration to be held on September 8th. The Town will allow for the temporary closure of the west half of 1st Street West in front of Studio on 1st from 10:00 A.M. to 5:00 P.M. on July 28th, 2018 for their annual summer sidewalk sale. The Town hired Lance Levsen as the arena caretaker/manager with duties to start in September.

RM OF MONTROSE
he RM of Montrose held a regular meeting on July 12, 2018.
The RM has hired Jake Schumacher as a seasonal part-time employee to assist with mowing and road maintenance. He will be taking training from the Foreman, Blaine Norris, to operate a grader. Two Development Permits were issued and another special event was approved. In regards to budgeting and taxes, the five-year Capital Budget was approved and the Mill Rate Factor was increased from 0.80 to 0.85 for residential. This will result in a small increase in some residential properties within the municipality. This was to provide for some of the lost revenue due to the decrease in revenue sharing from the Provincial Government and the loss of revenue from Potash Shares. Also, the Waste Disposal Base Tax was increased from $100.00 to $125.00 per residence. This is to recoup the rising costs associated with the Transfer Station. Due to the increased activity in the municipality in regards to aggregate hauling the policy surrounding road haul agreements was updated. The RM of Montrose met with the RM of Fertile Valley to discuss a Ardath Well Joint Venture Project. Tax Enforcement is continuing to move forward and six-month letters are being sent to those who have had liens, which are now six-months old, on their property. After these letters are sent within six months of the date of issue of the notices the RM of Montrose could apply for title to these properties. Tax arrears were over $175,000.00 in 2016 and the RM Council has been aggressive in applying Tax Enforcement to uncollected taxes. Ratepayer’s who are current with their taxes have been carrying the burden of the tax arrears and it has affected the revenue generated from taxes to cover the expenses of the municipality in the past. We encourage those who have cell phones to down load the SaskAlert App which provides you with critical updates which could pose a threat to the municipality. These alerts are to notify the ratepayer of severe weather patterns passing through our municipality. The next regular council meeting is scheduled for August 9th.
RM of Vanscoy Rural Crime Watch Crime Knows No Boundaries “Crime knows no boundaries.” This was a phrase we heard often in the early stages of launching the RM of Vanscoy Rural Crime Watch program last October. Over the last few months the organizing committee has been working diligently to reach out to communities within our RM boundaries to identify ways to share information with neighbours within our RM boundaries, in our detachment area and province-wide. Within our Boundaries Within the boundaries of the RM of Vanscoy, the committee is working diligently to grow our membership. Success of the program is built on neighbours looking out for neighbours. Our program is currently one of the largest rural crime watch programs in Saskatchewan with 190 household memberships and over 400 neighbours looking out for neighbours. Because residents of the RM of Vanscoy are tightly knit to our neighbouring towns, villages and hamlets, the committee decided it was time to expand. The RM of Vanscoy Rural Crime Watch committee is excited to announce that our program is now accepting residents from within the communities of Pike Lake, Vanscoy and Asquith. We are also pleased to accept residents from neighbouring RMs who own land located along one of our designated RM border roads (33rd Street Extension, Range Road 3070, etc.).

Within our Detachment Area The RM of Vanscoy Rural Crime Watch committee has been developing relationships with neighbouring crime watch groups since day one. In fact, the committee relied heavily on tips, methods and lessons learned from some our neighbouring groups when we were developing the structure of our own program. In May of this year, the RM of Vanscoy Rural Crime Watch committee hosted an Area Crime Watch Groups Meeting. Crime Watch groups, and communities interested in developing crime watch groups, from within the Warman RCMP Detachment Area were invited for an informal discussion about ways that we can stay connected and share information across our borders. Representatives were in attendance from the RM of Vanscoy Rural Crime Watch, West Cory Crime Watch, RM of Montrose, Town of Asquith and Warman RCMP. Regrets and requests for follow-up were received from the Warman Citizens on Patrol program, RM of Vanscoy Police Service and Village of Vanscoy. The meeting was such a success that we have decided to hold quarterly Area Crime Watch Group meetings to learn from each other and stay connected across borders.

You will be prompted to answer three questions requesting information that we use to populate a membership form for you. You will need a legal land location or street address in the RM, along a border road or in the communities of Pike Lake, Vanscoy or Asquith to join. If you aren’t accepted within 24 hours, check your Facebook messaging inbox for a message from a member of the committee.
This summer we saw the benefits of staying connected first hand. In late June we received a text alert from the West Cory Crime Watch indicating that one of their members recently had a camper stolen from their property. Two weeks later, one of our members posted on our Facebook group that a camper matching the description of the stolen unit had been abandoned on their land. Working together, our crime watch groups were able to connect our members to reunite the stolen camper to the rightful owner.

Province-Wide In early July our chairman Dave Aspinall was invited by SARM and the RCMP to be part of the province-
wide group discussing the creation of a Provincial Rural Crime Watch Association. The Association is exploring ways to support and unite crime watch programs across Saskatchewan. What is next? This October will mark the first anniversary since the launch of the RM of Vanscoy Rural Crime Watch program. To celebrate we are planning an event for our membership in November of this year. Be sure to watch for Facebook updates, texts and emails with details this fall. Tips and Reminders for working in the RM Visiting the RM for a work assignment? Be sure to notify the RM and RCMP if you will be working along rural roads or planning to go door to door. Make sure you have business cards on hand and your vehicle is clearly marked with company information. Working in the field this season? Reminder to lock your vehicles, equipment and tools when not in use and avoid parking vehicles along the road where possible. While working or travelling in the RM, if you see anything suspicious be sure to report it immediately to 310-RCMP and to the RM of Vanscoy Police Service (306-291-6050). Warman, Martensville, Delisle and Radisson Detachments June 25 - July 30, 2018 Vehicle Roll Over near Grandora
Low Flying Plane near Asquith
June 20, 2018 at 1:20 a.m. Police received a complaint of a single vehicle roll over on Highway 672 near Grandora. Police attended the scene and spoke with 19 year old female driver from Saskatoon and issued a ticket for failing to comply with license restrictions. She was not injured. Vehicle required towing from the scene.
July 3, 2018 at 7:30 a.m. Police received a complaint of a aerial spray plane flying extremely low over a residence near Asquith. Police spoke with the caller and advised them that it was not illegal for a plane to fly as low as they want in accordance with the Aeronatics Act so long as they don’t cause damage to the buildings and are allowed to fly a half hour before sunrise and a half hour after sunset. There were no charges.
Party Patrols at Paradise Beach June 26, 2018 at 3:45 p.m. Police received a number of complaints of partying at Paradise Beach near Saskatoon. Callers were concerned there may be impaired drivers leaving the beach and also worried about underage drinking taking place. Police made patrols of the area.
Trailer Stolen in Radisson June 27, 2018 at 7:55 a.m. Police received a complaint of theft of a trailer in Radisson. The caller reported that they were doing construction work and parked the trailer the night before and when they returned to the job site in the morning, the trailer was gone. Investigation into this matter is ongoing.
B & E in Borden June 29, 2018 at 11:00 a.m. Police received a complaint of a break and enter to a residence in Borden. The caller reported that someone entered their residence while they were away an stole a number of small items. Investigation into this matter is ongoing.
Drunk in Vanscoy June 29, 2018 at 12:30 a.m. Police received a complaint of an intoxicated male at a business in Vanscoy. The business was in the process of closing and was concerned for the male. Police attended and arrested the 43 year old male from North Battleford and lodged him in police cells until the morning when he was sober. There were no injuries or charges.
Drunk in Maymont July 1, 2018 at 8:30 p.m. Police received a complaint of an intoxicated male at a residence near Maymont. The caller reported that the male was causing mischief and refused to leave. Police attended the residence and arrested the 28 year male from Maymont and charged him with a number of mischief related charges. He was held in custody to appear in court. There were no injuries.

Erratic Driver near Grandora July 3, 2018 at 10:25 a.m. Police received a complaint of an erratic driver on Highway 14 near Grandora. The caller reported that the vehicle was swerving in and out of the lanes and felt the driver may be impaired. Police were unable to intercept the vehicle and advised Rosetown RCMP as they vehicle was travelling in their direction. Rosetown located the vehicle and found that the driver was not impaired. There were no charges.
B & E in Radisson July 3, 2018 at 4:00 p.m. Police received a complaint of a break and enter to a residence in Radisson. The owner the residence advised that while they were away, someone broke into their residence and stole a number of items. Investigation into this matter is ongoing.
B & E near Langham July 4, 2018 at 9:50 a.m. Police received a complaint of break in to a shed near Langham. The caller reported that someone entered a locked shed on their yard. Nothing was taken, but the door on the shed was damaged. Investigation into this matter is ongoing.
Officer Assaulted July 8, 2018 at 2:45 a.m. Police were conducting patrols in the RM of Corman Park when they located a suspicious vehicle. Police attempted to stop the vehicle. When the vehicle did stop, the 29 year old male of the vehicle assaulted the police officer. He was arrested and charged with a number of assault related charges. The police officer was not injured.
Erratic Driver near Langham July 6, 2018 at 5:30 p.m. Police received a complaint of an erratic driver on Highway 16 near Langham. The caller reported that the vehicle was “playing games” on the road, slowing down,
speeding up and no allowing vehicle’s to pass. Police were unable to intercept the vehicle. Battleford RCMP were notified of the vehicle heading in their direction.
Ontario Woman Dies in Tractor Accident July 9, 2018 at 9:00 a.m. Police received a complaint of a 2 vehicle accident with injuries on Highway 16 near Langham. The caller advised that a semi trailer and tractor were involved. Police attended the scene with Saskatoon Fire and EMS. A 55 year old female from Ontario died at the scene of her injuries. A 54 year old male from Ontario was transported to hospital with serious injuries. The cause of the accident is still under investigation.
Vehicle Fire on 3062 July 9, 2018 at 6:20 p.m. Police received a complaint of a vehicle fire on Grid 3062 near Dalmeny. Police attended with Saskatoon fire and found that the vehicle had mechanical issues and caught on fire. There were no charges or injuries.
Vehicle Stolen from Delisle Residence July 10, 2018 at 5:50 a.m. Police received a complaint of theft of a vehicle from a residence in Delisle. The caller advised that their vehicle was stolen overnight while parked in front of their residence. Investigation into this matter is ongoing.
Vehicle Damaged at Borden Residence July 12, 2018 at 7:15 a.m. Police received a complaint of mischief to a vehicle in Borden. The caller reported that someone broke the window on their vehicle while it was parked in the alley behind their residence. Investigation into this matter is ongoing.
Langham Break In July 13, 2018 at 8:20 a.m. Police received a complaint of a break in to a residence in Langham. The caller reported that someone entered the residence through a window and stole a number of items. Police attended the scene and spoke with the landlord of the property. Hit and Run in Langham On July 17th at 8:30 am a vehicle was reported to be involved in a hit and run on Park Avenue in Langham. The Mazda 3 was parked on the street, and was side-swiped and pushed into a power pole overnight. There are currently no suspects in this matter.
Borden Co-op Broken Into Twice On July 17th at 12:20 am the Borden Co-Op was reported broken into. The front door was shattered and entry was gained. During the early morning hours of July 23rd the CoOp grocery store in Borden was broken into again. The front door was smashed and entry gain. It is unknown at this time what was taken.
Erratic Driver near Radisson On July 18th at 8:00 pm a vehicle was reported driving erratically on Highway 16, near Radisson. The Silver Grand Prix was driving in the ditch, cutting people off, and speeding. Members in the area watched for, but did not locate vehicle.
Truck Stolen from Maymont July 20th at 8:06 am a 1993 white Chev 1500 truck was reported stolen from a residence in Maymont. To date the truck has not been recovered.
Drone Attack in Asquith On July 21st at 11:23 pm a resident of Asquith reported a drone hovering above her backyard, then stopped and hovered directly above her. It then moved on to neighbor’s yard. It is unknown who the operator of the drone was.

B & E near Borden July 25, 2018 at 10:20 a.m. Police received a complaint of a break, enter and theft at a rural property near Borden. The caller advised that while they were away someone entered their property and stole a number of items. Investigation into this matter is ongoing.
Conservation Officers Arrest Male at Pike Lake Park July 25, 2018 at 7:35 p.m. Police received a complaint of a disturbance at a camp site at Pike Lake provincial park. The caller advised that a male was causing problems at the camp site. Conservation officers attended the scene and arrested the 25 year old male from Saskatoon. The male was taken to police cells and held in custody for court on weapon possession charges.
Radisson Gas & Dash July 25, 2018 at 8:50 p.m. Police received a complaint of a gas and dash from a business in Radisson. The caller reported that a vehicle failed to pay for their gas before
leaving the station. Investigation into this matter is ongoing.
DUI in Langham July 27, 2018 at 2:15 a.m. Police were on patrols when they noticed a vehicle driving erratically on Park Avenue in Langham. Police conducted a traffic stop and found that the 18 year old male driver of the vehicle from Langham had consumed alcohol. He was arrested and taken back to the Detachment to provide a breath sample. He was released a short time later on court documents for an upcoming court date on Impaired driving charges.

Railway Heritage Day on Monday August 6th
T
he Saskatchewan Railway Museum will be hosting Railway Heritage Day at the Museum on Monday, August 6th from 10:00 am to 5:00 pm. It is located on the Pike Lake Highway #60, 2Km south the junction of highway #7. Admission is $6 for adults, $4 for students (6 to 16 inclusive) and children under 6 are free. In addition to regular displays, activities at Railway Heritage Day include speeder rides and handcar demonstrations. Museum displays include diesel locomotives, freight cars, cabooses, work equip-
ment, snow ploughs, street cars, the sleeping car Kirkella (Used in filming the movie Summer of the Monkeys). Railway buildings including Argo Station, Unity Express Shed, Oban Interlocking Tower and the Kopko Interpretive Centre. Visit the Eaton Memorial Monument which in March 1919 was the site of an Internment Camp. Triple S Concession food truck will be on site as well as a gift shop to purchase mementos. n April 1, 2018, the Canadian Agricultural Partnership was launched. The Canadian Agricultural Partnership, promoted as CAP, is a five-year, $388 million investment by federal and provincial governments in strategic initiatives for Saskatchewan agriculture. One of the areas that CAP programming provides cost-shared funding is to support rural water development for agricultural use, through the Farm and Ranch Water Infrastructure Program (FRWIP) and environmental programming, through the Farm Stewardship Program
The Farm and Ranch Water Infrastructure Program (FRWIP) provides rebates to develop secure and sustainable agricultural water sources, such as wells, dugouts and pipelines. The program also supports rural well decommissioning and special projects. Dugout, pipeline and well projects are eligible for a maximum rebate of 50 per cent of eligible costs. Eligible applicants can receive a rebate for more than one project, but cannot exceed a maximum of $50,000 for dugout, pipeline and well projects over the five-year program term. All applicants must demonstrate an agricultural use for the water, such as crop spraying, livestock watering or greenhouse production.

Funding Available for On-farm Projects for Forage and Livestock Producers
The Farm Stewardship Program (FSP) provides eligible producers with funding to implement beneficial management practices (BMPs) in three priority areas – water, climate change and biodiversity. The FSP focuses on four outcomes: Demonstrated improvements on water quality Demonstrated reductions in greenhouse gas emissions; Enhanced resilience of the agriculture sector; and Biodiversity is maintained. Under the FSP, 10 BMPs exist. Each BMP has its own funding limits and eligibility requirements. When applying to the FSP, two types of program applications exist pre-approval or rebate. Pre-approval applications require that projects must receive prior approval before any work is completed. Rebate applications do not require
pre-approval, and the program application can be submitted once the project is complete. For producers wanting to improve the grazing management on native rangeland or riparian areas, two BMPs exist. The Native Rangeland Grazing Management BMP and Riparian Grazing Management BMP are pre-approval applications. Producers must submit a pre-approval application prior to starting the project. The FSP will cover 50 per cent of the eligible costs up to a maximum of $10,000 for implementing either of these BMPs. Producers looking to convert highly erodible and/or saline land from annual grain production to permanent cover can apply to the Permanent Tame Forage BMP. This BMP is a pre-approval application and requires the producer to receive pre-approval of the forage
blend prior to seeding. Cost-shared funding is available to cover 50 per cent of the eligible costs up to a maximum of $10,000. Accessing funding under the CAP program requires that all producers meet basic eligibility requirements. Each type of project also has specific guidelines relating to producer eligibility and eligible and ineligible project costs. id you know that any person operating a boat or “pleasure craft” must have a license and that it can affect your insurance coverage? Since September 2009 all operators of motor boats, including personal watercraft, are legally required to hold a boating license referred to as a “Pleasure Craft Operator Card”. While this is a Transport Canada requirement, in order to have valid insurance the boat owner and operator must be licensed! While boat insurance is not legally required it is still highly recommended especially Personal Liability in the event that you are responsible for injuring another party or damaging their property while operating your boat. In order to have property and/or liability insurance for most boats they must be specifically added to your insurance policy. In other words, operating your boat is NOT automatically covered (this includes your boat trailer plate) unless you specifically advise your insurance provider and the appropriate extensions have been added to your policy. There is absolutely no coverage that extends from the SGI trailer registration for the boat, motor or any personal contents! Coverage for pleasure use only watercraft, less than 26 feet long, is typically available under your

BOAT INSURANCE 101 home insurance policy or on a standalone basis from specialty providers (such as Premier Marine). Even if your boat is not worth much to you, we recommend that you still purchase a Personal Liability extension for your watercraft (average cost is under $50 per year). In general, if your boat and motor value exceeds $25,000 then you will likely find it more cost effective to purchase a standalone marine policy. Some advantages of choosing a standalone marine policy over the typical home insurance options include having no loss of the claimsfree discount in the event of a boat claim and having experienced claims adjusters. Standalone boat policies provide more specialized extensions such as Removal of Wreck Coverage (costs incurred to recover a sunk vessel), Uninsured Boater coverage (in the event that you are injured by another party that either does not carry insurance or has insufficient limits) and Consequential Property Damage (such as a incurring vermin damage to your boat which then causes your vessel to sink). If your boat is high performance or capable of speeds over 60 M.P.H. then you most likely will require the more specialized standalone marine policy. s NAFTA negotiations stall, Conservative Leader Andrew Scheer has called on Prime Minister Justin Trudeau to convene an emergency session of Parliament to ratify the Comprehensive and Progressive Agreement for Trans Pacific Partnership (CPTPP). The CPTPP is a free trade agreement between 11 countries, representing 13% of the global economy, or around $10 trillion. This agreement requires the ratification of 6 of the 11 signatory countries before it comes into effect. Currently, only Mexico, Singapore, and Japan have ratified the agreement. By bringing Parliament back for an emergency session to ratify, Canada will show leadership on the international stage as an advocate for free trade and prosperity. Under CPTPP, tariffs on industries such as agriculture, forestry, and manufacturing will be reduced, and the Canadian economy is expected to see tens of billions of dollars in GDP growth over the next decade. “With the North American Free Trade Agreement in jeopardy, and a series of failures on other major trade files, Canada needs to diversify its export markets now. There is no time to wait,” said Scheer. “The Trudeau Liberals have left this important trade agreement stalled in the House of Commons, delaying its introduction and failing to take steps to advance it.” With one-in-five Canadian jobs and 60% of Canada’s GDP dependent on trade, securing access to new markets is critical. The recent imposition of U.S. tariffs on Canadian steel and aluminum exports has only underlined the importance of expanding Canada’s trade relationships with the rest of the world. “Justin Trudeau has an obligation to protect the millions of well-paying, high-quality jobs that rely on free trade and to pursue greater and freer trade into the future. His government has mismanaged this file for three years but he now has an opportunity to get it right,” said Scheer. Ratification in a timely manner is of vital importance, as industries in the first countries to sign on will gain “first-mover advantages”, or the competitive edge of being the first into an expanded market. Canadian firms are expected to see hundreds of millions of dollars in additional revenue if we pass CPTPP quickly.

July 27 - Canada Must Lead on Religious Freedom
D
avid Anderson, Shadow Cabinet Secretary for Human Rights and Religious Freedom, had called on the Minister of Foreign Affairs to mount a strong and active Canadian presence at the first-ever U.S. State Department Ministerial to Advance Religious Freedom, being held in Washington, D.C from July 24-26. “This first-of-its-kind event is an important moment for human rights,” said Anderson. “It is encouraging to see the United States recommit to its active role in promoting and protecting global freedom of religion or belief (FoRB). It is an excellent opportunity for Canada to do the same.” Over 80 countries are expected to be represented at the Ministerial. It will provide a venue to equip civil society organizations with the necessary tools to promote FoRB, train legislators on the ‘role of government’ in responding to threats to FoRB, and establish new commitments to protect and promote the embattled right through regular conferences and foreign policy. Anderson remarked that Canada can no longer sit on the sidelines while the international community takes issues of religious freedom seriously: “The Canadian government needs to engage in this initiative. Unfortunately, it seems to have little interest in supporting this basic human right.”

No other North American bird has a yellow head and black body. The male shows white patches on the wing when it is perched or flying. This combination of gold, black and white is distinctive and conspicuous. And these birds are relatively large, about robin-size. While the male is unmistakable, the female could be overlooked in a large flock of blackbirds. It is slightly smaller than the male, grayish brown overall but with a yellow chin and throat, and white streaking on the lower breast.

Chiefs Make Five Player Trade with Fort Knox
he Delisle Chiefs, of the Prairie Junior Hockey League (PJHL), have completed a 5-player trade with Fort Knox of the PJHL’s South Division. Heading to Fort Knox are the playing rights of 20-year old defenseman, Wyatt RIENDEAU (Boharm, SK), 19-year old defenseman, Billy TRARBACK (Macrorie, SK) and 19-year old forward, Dylan MARIEN (Saskatoon, SK). In return, the Chiefs receive 20year old forward, Andrew HULBERT (Weyburn, SK) and 18 year old forward, Tylure BRAZEAU( Fort Qu’Appelle, SK).

Yellow-headed blackbirds arrive in late April and early May from their winter homes in the southwestern United States and Mexico. Flocks of males appear on breeding marshes once ice has melted and wetland insects have started to emerge. Females arrive a few weeks later. Highly gregarious, yellow-headed blackbirds may gather in large numbers in dense cattails and bulrushes in marshes or at the margins of dams, dugouts and lagoons. As many as 1200 adults have been seen in one colony in south-central Saskatchewan. In normal wet years they can be found in most deepwater marshes in the Saskatoon area.
female. The female builds a nest like a woven cup of grasses and reeds, fastened securely to a cattail stem, bulrush or reed, over open water. She produces 3 to 5 dull white eggs heavily marked with brown and gray. The location of the nest means the adult birds have easy access to insects such as dragonflies and damselflies emerging from the marsh. But they also search nearby fields and meadows for a mixed diet of seeds and beetles, weevils, caterpillars, grasshoppers, army worms and ants.
By late summer, yellow-headed blackbirds join other blackbirds in mixed flocks, visiting stubble fields by day, then roosting at night in the safety of the marsh. By the end of September, these colourful birds have departed for their winter homes. Because of their restrictive nesting requirements, breeding colonies of yellow-headed blackbirds can be very localized, and in drought conditions may completely disappear. If in another year bulrushes and cattail reappear, they may return to a previous nesting site. The conservation of healthy wetland habitat is vital to the survival of this strikingly beautiful prairie marshland bird. While they may share freshwater marshes with redwinged blackbirds, yellow-heads occupy the centre of the marsh, with the red-wings on the fringes. Yellowheads, being larger and more aggressive, are able to exclude their cousins from the deeper water and more productive food resources. With this division of territory, the marsh supplies sufficient food and nest spaces for both closely related species. Soon after he arrives, the male yellow-head will claim and defend his territory. You may see him perched on a swaying stem or displaying his white wing patches and golden head above the rushes. He may spread his tail, half-opening his wings, or perform a display flight with his body cocked upward to show off his golden head.
