SaskPower Awards Junior Citizen of the Year to Delisle Student Samantha Adams

W
e all need a little extra help and support sometimes. 15-year-old Samantha Adams pushed to overcome struggles in her own life. Now she is giving back.
Helping build a strong community is important to Samantha. She volunteers at the community library and various community events. She often helps her father by washing ambulances and vehicles at his workplace.
Her goal is to raise awareness for mental health issues and to help build a stronger community.
Samantha also loves playing in the band, piano, yearbook committee and 4H.
Held in December, Samantha organizes a local event called "The Ribbon Project." The event encourages people to wear coloured ribbons to support mental health issues. Donations raised go to various mental health foundations in Saskatchewan.
Her nominator, Kate, said this about Samantha. "Samantha is an inspiration and will go on to do powerful things with her future. She will always strive for success." Samantha Adams is one of this year's Saskatchewan Junior Citizen of the Year Award scholarship recipients. We are proud to partner with Saskatchewan Weekly Newspaper Association (SWNA) in awarding this annual scholarship to local youth.
Samantha is also working on a blog titled "You Are Loved." It is for people who need support and positive messages.

RM OF MONTROSE (Next Meeting August 8, 8:00am)
R
ural Municipality of Montrose held their past two Regular Council Meetings on June 13, 2019 and July 11, 2019 at 8 am in Donavon. The RM passed Bylaw No. 2019-02 for the Closing and Selling of municipal road SE 29-3309 W3 shown as Parcel A, Plan 63S01875. The 2019 Budget and 5-Year Capital Budget has been passed. With the collection of taxes and efficient budgeting throughout 2018, the RM would like to announce that the mill rate will remain at 7 (seven) effective January 1, 2019. The municipality will be moving forward with the construction of an 80’ x 100’ municipal shop. The RM plans to finance $300,000 and contribute the remaining $200,000 from the capital savings account for the building of the shop. The new municipal shop will provide an adequate work space for our employees and ensure a safe work space. The RM will be installing proper personnel and safety wash stations along with additional storage space for the municipality. We aim to complete the shop by the end of 2019. The Ministry of Agriculture has conducted a Clubroot Survey in central Saskatchewan. The RM of Montrose has agreed to appoint Plant Health Officers Katey Makohoniuk, Joanne Kwasnicki, Betty Johnson, Lynne Roszell, Chelsea Baraniecki and Colleen Fenning for the purpose of a Clubroot Survey. The RM would like to congratulate Tave Shumacher on receiving the RM of Montrose #315 $500 bursary. Good luck on your future post-secondary endeavors Tave! The municipality donated $500.00 to both Donavon and St. Ambrose Cemetery for annual maintenance costs. The RM hired part-time seasonal employee Wayne Flach as a laborer. Welcome to our team Wayne! The RM of Montrose has for sale Lots 3-5 Block 2 Plan G290 in the Hamlet of Swanson for sale. Please contact the office for further information regarding this property. The seal coating and roto mixing of 2.8 kms on TWP 334 (Laura Pavement) has been approved and is set to be completed by August 25, 2019. SaskTel is planning the constructing of a cell tower on the East side of the RM to better serve the needs of rural residents. The tower is planned to be constructed on NW 21-32-06 W3rd and will be in accordance with Health Canada Safety Code 6, providing a buffer zone between the tower and residents, and the Canadian Environmental Act. Correction: The TWP Road for the naming of Norris Road should be TWP 332 not TWP 322.
TOWN OF ASqUITH (Next Meeting August 14, 7:00pm)

squith Town Council held a regular meeting on July 10, 2019.
Attending were Deputy-Mayor Sue Sawicki, Councillors Dylan Claypool, Harold Edwards, Jordan Claypool, Ted Goodnough, and Jeff Eide. Also attending was CAO Kathy Picketts and Foreman Darren Kraft. The meeting was called to order at 6:59 p.m. A resolution was made to amend the council minutes from the June 12, 2019 regular council meeting and further that the minutes be accepted as amended. Council made a motion to accept the June fi-
nancial and June bank reconciliations as presented to them at the meeting. Accounts paid in the amount of $62,301.27 and accounts payable of $30,646.56 were accepted as presented. Please keep watch for a Little Free Library which will be implemented outside the Town Office. More information will follow regarding the Little Free Library. John Sundquist, on behalf of Nutrien, attended the meeting and spoke on community investment and funding for small communities. Spring brings a joy for everyone to be out and about, enjoying the weather. This includes dog owners who are out walking their dogs. The Town of Asquith would like to again remind all dog owners that dog feces MUST be picked up when out walking your dogs. Please be considerate of others when walking your dog and pick up dog feces. Keep watch for advertising of the grand opening of the Asquith Dog Park! It is currently open for all residents to utilize, please check it out! A reminder goes out to all individuals that the Town of Asquith has A Burning Bylaw which dictates that one can have a fire in town for recreational use only. Only clean wood/firewood can be burned in your fire pits - no painted/treated wood, refuse, leaves, etc. should be burned. Be kind to your neighbor and to the environment and burn only clean wood materials. Also, no bonfires are allowed - please keep the size of your backyard fires moderate.
TOWN OF DELISLE (Next Meeting August 13, 7:00pm)

elisle Town Council held a regular meeting on July 9, 2019.
The Town will hire BRP Mobile Services Inc. to install an irrigation system on the boulevard located beside the 3rd Street East/Railway Avenue intersection. The Town approved Sask. Energy’s plan to build a compacted gravel road on 5th Avenue West in order to access their natural gas station. The Town will contract with All-Net Municipal Solutions for the creation of a new website for the Town of Delisle. Council amended the Traffic Bylaw to create a 4-way stop at the 4th Street West and 2nd Avenue intersection. Speed limits of 30km/hr were also established in the new ball diamond area.

anscoy Village Council held a regular meeting on July 10, 2019.
Tax Notices have now been mailed; appropriate notices have been sent for payment by Mortgage Companies. If you did not receive your notice, contact the Village Office. Please drop off or forward your Emergency Measures Resident Information Form to the Office soon. We are compiling information for the EMO Plan for the Village. Gathering information on the residents is vital to the succession of the completed plan. We need to know how many residents are in each household. Please also include information regarding any pets in the home. In the event of an emergency, we need to know everyone can be accounted for. Information gathered on the forms will only be shared with EMO personnel. Reminder to residents regarding back lane pickup. Only leaves, branches and yard waste will be picked up. We will not be chipping large amounts of branches or trees. If you have shrubs or trees to be removed and dealt with, contact an appropriate tree removal service. Do not place dog waste in the bags for pickup. They will be left
in the alley for you to deal with.

Warman, Martensville, Delisle, Radisson Detachments June 24 - July 29, 2019
Delisle Ball Park Vandalized June 25, 2019 at 9:30 a.m. Police received a complaint of mischief to property in Delisle. The caller reported that damage had been done to the ball diamond concession booth. Investigation into this matter is ongoing. Check on 52 Year Old Langham Man June 25, 2019 at 5:30 p.m. Police received a request for a well being check on an individual on a rural property near Langham. Police were able to make contact with the 52 year old male, who advised that they were safe and sound. Vehicle Rollover in RM of Montrose June 26, 2019 at 12:45 p.m. Police received a complaint of a single vehicle rollover in the RM of Montrose. The caller reported that they came across the vehicle abandoned on it’s roof. Investigation into the cause of the roll over is ongoing. Impaired Charges near Asquith July 2, 2019 at 5:40 a.m. Police received a complaint of a suspicious vehicle on Highway 14 near Asquith. The caller advised that the driver of the vehicle was slumped over the steering wheel. Police attended the scene and arrested a 50 year old male from the White Cap first nation. He was taken back to the Detachment to provide a breath sample. He was released a short time later on impaired driving charges. There were no injuries.
Threat Charges Laid in Langham July 3, 2019 at 6:15 p.m. Police received a complaint of a disturbance at a residence in Langham. Police attended the residence and arrested a 30 year old male in the residence. He was released a short time later on charges of uttering threats. There were no injuries. 19 Year Old Charged in Radisson Theft July 7, 2019 at 8:00 a.m. Police received a complaint of a theft from a business in Radisson. Police attended the location and arrested a 19 year old male from North Battleford. He was released on documents for an upcoming court date on theft related charges. No Stop Sign Causes Crash at Dalmeny July 12, 2019 at 7:50 a.m. Police received a complaint of a 2 vehicle accident on Highway 305 near Dalmeny. Police attended the scene and found that a vehicle failed to stop due to a downed stop sign. The stop sign was put back into place to prevent further accidents at that location. There were no charges or injuries. 2 Vehicle Crash near Dalmeny July 11, 2019 at 3:25 p.m. Police received a complaint of a 2 vehicle accident on Highway 305 near Dalmeny. Police attended and issued a ticket to an 85 year old male driver for failing to obey a stop sign. There were no injuries.

Charges Laid in Asquith Assault July 13, 2019 at 6:30 a.m. Police received a complaint of a possible assault at a residence in Asquith. Police attended the residence and arrested a 23 year old male from Asquith. He was released on documents for an upcoming court date on Assault charges. The 23 year old female was not injured. Stolen Vehicle in Asquith Area July 15, 2019 at 11:00 a.m. Police received a complaint of theft of a vehicle from the RM of Corman Park. The vehicle was located a short time later near Asquith. A 46 year old male from Manitoba was located driving the vehicle. He was arrested and released on documents a short time later on possession of stolen property related charges. Impaired Driver Reported on Hwy 7 July 16, 2019 at 4:15 p.m. Police received a complaint of a possible impaired driver on Highway 7 near Saskatoon. The caller advised that the vehicle was swerving over the centre line. Police conducted patrols, but were unable to locate any vehicles matching the description provided. Arrest at Accident near Langham July 16, 2019 at 10:30 p.m. Police received a complaint of a 2 vehicle accident on Highway 16 near Langham. Police attended and ar-
rested a 34 year old male from Langham. He was arrested and released on documents for an upcoming court date on assault related charges. The 42 year old female in the vehicle was not injured. The 24 year old male driver of the second vehicle received minor injuries. Both vehicles required towing. Semi Driver Ticketed on Hwy 7 near Harris July 17, 2019 at 10:10 Police received a complaint of an erratic semi on Highway 7 near Harris. Police conducted patrols of the area and located the semi. Police issued a ticket to the 36 year old driver of the semi from Saskatoon for driving without due care and attention. Motorcycle Accident near Radisson July 22, 2019 at 6:30 p.m. Police received a complaint of a motorcycle accident on Highway 16 near Radisson. The 56 year old male driver of the motorcycle from Maidstone received minor injuries. He was transported to hospital by STARS for treatment of his injuries.

Complaint of Stunting on Grid Roads July 22, 2019 at 9:00 p.m. Police received a complaint of a vehicle stunting on a grid road in the RM of Corman Park. Police were tied up on priority calls and unable to attend. There were no further calls received regarding the vehicle. B & E at Corman Park Property July 23, 2019 at 9:10 a.m. Police received a complaint of a break in to a property in the RM of Corman Park. Police attended the property and found that a number of items were taken. Investigation into this matter is ongoing. RCMP Removed Male from Delisle July 24, 2019 at 12:15 p.m. Police received a complaint of a suspicious male in Delisle. The caller reported that the male was wandering around town and acting suspiciously. Police attended and spoke to the 52 year old male from Red Deere. He was looking for a doctor in the town. Police
provided him a ride to Saskatoon to the hospital. There were no charges. Possible Assault on Valley Road July 26, 2019 at 5:30 p.m. Police received a complaint of a possible assault on Valley Road. The caller reported that there was a male and a female on the side of the road and thought it was maybe an assault. Police attended and spoke with the 50 year old male and 46 year old female from Saskatoon. There was no assault that occurred. There were no charges or injuries. Charges in Assault at Delisle July 26, 2019 at 11:00 p.m. Police received a complaint of a disturbance at a residence in Delisle. Police attended the residence and arrested a 29 year old male in the residence. He was held in custody for court on a number of assault related charges. There were no injuries.

he Pike Lake Volunteer Fire Department is hosting a Pancake Breakfast Fundraiser at the Rec Hall in Pike Lake Provincial Park, Monday August 5th. Start your holiday off right with a delicious meal of pancakes, sausages, coffee and juice.
Meet your local fire fighters and show your support for their efforts. Maybe take in the pool, waterslide, beach, or play a round of mini golf. As well it is Railway Heritage Day at the Railway Museum located on Highway 60, just off Highway 7. Enjoy it all with your family.

Railway Heritage Day is August 5th

he Saskatchewan Railway Museum will be hosting Railway Heritage Day at the Museum on Monday, August 6th from 10:00 am to 5:00
pm. It is located on the Pike Lake Highway #60, 2Km south the junction of highway #7. Admission is $6 for adults, $4 for students (6 to 16 inclusive) and children under 6 are free. In addition to regular displays, activities at Railway Heritage Day include speeder rides and handcar demonstrations.
Museum displays include diesel locomotives, freight cars, cabooses, work equipment, snow ploughs, street cars, the sleeping car Kirkella (Used in filming the movie Summer of the Monkeys). Railway buildings including Argo Station, Unity Express Shed, Oban Interlocking Tower and the Kopko Interpretive Centre. LIVE OUTDOOR CONCERT Things kick off on Friday August 2nd with a live outdoor concert featuring “Breezin”, a high energy quartet that plays all your classic favorites from the Rolling Stones, Beatles, Lynard Skynard, the Downchild Blues Band, Lynard Skynard, Cheap Trick, the Eagles and more. Camping is available and tickets are only $20. CO-ED SLOW PITCH TOURNAMENT Following up on the Friday concert there is a weekend co-ed slow pitch tournament.
MEMORIAL GOLF TOURNAMENT Later in August the park is hosting a memorial golf tournament. The date is Saturday August 24th with registration at noon and tee offs are beginning at 1:00pm. Entry fee is only $30 per person, and includes your pass into the park. It also includes a meal and prizes for the golfers and there is also a meal only ticket available for non-golfer for only $10. The park is located just north-west of Asquith on Highway 376 and features a stocked trout pond, camping, cabins, concession and much more. Check it out this summer !

AGRICULTURE REPORTS Western Canadian Wheat Commissions Invest $1.9 Million in Research that Aims to Better Understand Wheat’s Genetic Potential (Calgary, Alberta) July 23, 2019 – The prairie wheat commissions – Alberta Wheat Commission, Saskatchewan Wheat Development Commission and Manitoba Wheat and Barley Growers Association – are pleased to announce a combined investment of more than $1.9 million over four years in cutting edge research that will accelerate the future development of higher yielding, stress resistant wheat varieties for Canadian farmers.
“The outcomes of Dr. Pozniak’s work will result in diversified resources available to wheat breeders,” said Janine Paly, Alberta Wheat Commission research chair. “By delivering new and useful genetic material for breeders to work with, this project could be the catalyst for subsequent high yielding and stress resistant varieties to come into the marketplace, in-turn improving farm-gate profitability.”
This producer funding is part of a larger investment of $11.2 million which includes funding from Genome Canada, Agriculture and Agri-Food Canada, the Western Grains Research Foundation and a number of industry partners. Funding for this project is being administered by Genome Prairie.
“The ground-breaking research that saw the sequencing of the wheat genome will now take the next steps in developing wheat varieties that are genetically superior, adapted to delivering higher yields and able to thrive in the stresses of the Canadian environment,” said Laura Reiter, Sask Wheat Chair. “Sask Wheat is excited to invest $1 million of producer money in this project, as it is cutting-edge research that will bring higher returns for producers.”
Led by Drs. Curtis Pozniak and Sylvie Cloutier and known as 4D Wheat: Diversity, Domestication, Discovery and Delivery, this research will utilize wild-wheat relatives and elite germplasm along with industry-leading genomic techniques to better understand wheat’s genetic potential. The study will also examine the economics and policies of using wild-wheat germplasm sources and germplasm from international sources. Pozniak and Cloutier’s work will be based out of the Crop Development Centre at the University of Saskatchewan and Agriculture and Agri-Food Canada’s Ottawa Research & Development Centre respectively.

Saskatchewan Pulse Growers Invests In Lentil Genomic Research July 24, 2019 (Saskatoon, SK) – Saskatchewan Pulse Growers (SPG) is providing $588,000 in support of lentil genomic research that is focused on improving enduse quality and nutritional traits in lentils. Saskatchewan is the world’s leading producer of lentils and these results will be used to help define the advantages of Saskatchewan grown lentils on the world stage. “SPG’s funding for lentil genome research enabled the sequencing of a high quality CDC Redberry lentil genome and the phenotyping and genome sequencing of many cultivated and wild lentils from around the world,” says Dave Greenshields, SPG’s Director of Research and Development. “This allowed for the discovery and deployment of new agronomic and end-use traits that will benefit Saskatchewan growers for many years to come.” The University of Saskatchewan’s Dr. Kirsten Bett and Dr. Bert Vandenberg are building on that work with their latest research project “Enhancing the Value of Lentil
Variation for Ecosystem Survival”. The research leveraged SPG’s investment with primary funding by Genome Canada for $3.5 million. Additional co-funding partners include the Western Grains Research Foundation, BASF, the University of Saskatchewan, and the Global Institute for Food Security. “SPG has invested over $2.7 million in lentil genomic research that has been undertaken by Dr. Bett and Dr. Vandenberg in recent years,” says Brad Blackwell, Chair of SPG. “Being able to take research conducted on the lentil genome and translate that into a focus on developing lentil traits that are important to end-users is a vital component to ensuring that Canada is viewed as a reliable and quality supplier of pulses around the globe.” Accountable to and funded by growers, SPG’s strategic direction is guided by a seven member, growerelected, Board of Directors. BOAT INSURANCE 101
D
id you know that any person operating a boat or “pleasure craft” must have a license and that it can affect your insurance coverage? Since September 2009 all operators of motor boats, including personal watercraft, are legally required to hold a boating license referred to as a “Pleasure Craft Operator Card”. While this is a Transport Canada requirement, in order to have valid insurance the boat owner and operator must be licensed! While boat insurance is not legally required it is still highly recommended especially Personal Liability in the event that you are responsible for injuring another party or damaging their property while operating your boat. In order to have property and/or liability insurance for most boats they must be specifically added to your insurance policy. In other words, operating your boat is NOT automatically covered (this includes your boat trailer plate) unless you specifically advise your insurance provider and the appropriate extensions have been added to your policy. There is absolutely no coverage that extends from the SGI trailer registration for the boat, motor or any personal contents! Coverage for pleasure use only watercraft, less than 26 feet long, is typically available under your
home insurance policy or on a standalone basis from specialty providers (such as Premier Marine). Even if your boat is not worth much to you, we recommend that you still purchase a Personal Liability extension for your watercraft (average cost is under $50 per year). In general, if your boat and motor value exceeds $25,000 then you will likely find it more cost effective to purchase a standalone marine policy. Some advantages of choosing a standalone marine policy over the typical home insurance options include having no loss of the claimsfree discount in the event of a boat claim and having experienced claims adjusters. Standalone boat policies provide more specialized extensions such as Removal of Wreck Coverage (costs incurred to recover a sunk vessel), Uninsured Boater coverage (in the event that you are injured by another party that either does not carry insurance or has insufficient limits) and Consequential Property Damage (such as a incurring vermin damage to your boat which then causes your vessel to sink). If your boat is high performance or capable of speeds over 60 M.P.H. then you most likely will require the more specialized standalone marine policy. Replacement Cost (without depreciation) is typically available for up

to 10 years from the date of purchase new. If your boat is less than 10 years old and is being insured on a Valued or Replacement Cost basis then your insurance limit is based on the cost to replace your watercraft including all equipment at the present market value. Given the changes in USD exchange in recent years, this has resulted in potentially higher Replacement Cost limits being required on your policy from when you first purchased your boat a few years ago. Review your policy carefully, as you may be required to increase your boat limit in order to account for present market values! Protecting Freedom of Belief
or the past two years, I have served as a CoChair of CANFoRB, the Canadian Parliamentary chapter of the International Panel of Parliamentarians for Freedom of Religion or Belief (IPPFoRB).
Over the past week we learned about many instances of religious persecution throughout the world and were challenged to take up the cause of fighting for religious freedom ‘for anyone, all the time, anywhere’, moving past rhetoric to reality.
This past week, I attended the Second Annual Ministerial to Advance Religious Freedom in Washington DC alongside my colleague David Anderson. The Ministerial is hosted by the United States Department of State bringing together thousands of delegates from dozens of countries, all with one goal: protecting religious freedom for the 80% of the world’s population who do not enjoy this basic right.
On Thursday morning I participated on the 21Wilberforce panel together with elected representatives from the US, South Africa and Indonesia. The panel focused on Preventing FoRB Atrocities: building relational capacity between NGOs and legislators. I provided the example of the pushback from faith based groups, businesses municipalities and First Nations communities to the Canada Summer Jobs attestation.
I also had the honour of representing the IPPFoRB delegation at the soft launch of the Ministerial, held at the United States Holocaust Memorial Museum. There I lit a candle to remember the victims of the Holocaust and heard from survivor Irene Weiss.
Attending the Ministerial has made it clear to me that Canada must once again take a leading role in protecting the right to freedom of religion or belief in the world and reinstate the Office of Religious Freedom, which was shut down by the Trudeau government.
Following the opening remarks at the Ministerial by US Secretary of State, Mike Pompeo, we heard from survivors of religious persecution; Rabbi Jeffery Myers, who survived the synagogue shooting in Pittsburg, Farid Ahmed, who survived the Christchurch mosque attacks, and Yamini Ravindran, who survived the Sri Lankan Easter Sunday bombings. Rabbi Jeffrey Myers of the Tree of Life synagogue talked about the need for forgiveness and breaking down barriers:

Delisle Rebels Represented on U16 Team Saskatchewan
L
ocal Asquith resident and student, Jesse Ganchar, represented the Delisle Rebels as a member of the 2019 U16 Team Saskatchewan football team at the U16 Western Challenge Cup held in Kamloops on July 14-19. Jesse joined the Delisle Rebels in 2018 as a junior after playing football for three years in the Saskatoon Minor Football program; one year on six-a-side and two years in the 12-man program. Jesse found his place on the defence and occupied both the Defensive Back position as well as the Safety. He was part of the Delisle Rebels during their 2018 winning season that resulted in a league and provincial championship.
The road to Team Sask started with the SMF Northern Academy, an 8-week intensive football camp designed to raise the skill level and football IQ of its participants. Practices were held three times a week with weight training and footwork practice on the weekends. At the end of the Academy, tryouts were held for the North Sask U16 team over a two day period; approximately 265 players attended the tryouts attempting to secure a spot on the 40 man roster. After the smoke had cleared, Jesse found his name had been added to the NSU16 team roster.

So began two weeks of team practices in preparation for the Prairie Bowl, a two game total points series against the south U16 team assembled by Regina Minor Football. The teams met in Saskatoon first, with the North losing to the South 27-20. The next game was held in Regina with the North beating
the South 18-9 and winning the series 38-36. Jesse contributed to the teams’ success with a string of tackles and a knockdown during the two games. Football Saskatchewan took the reins after the Prairie Bowl and pared the 80 players down to a final 40-man roster to represent Saskatchewan in the U16 WCC. This was a break with past years as previously both North and South each fielded a team; one travelling west and the other went east. After all the hard work and effort he put in, Jesse had earned a spot on the team as a DB and a trip to Kamloops. Coming into the tournament, Team Sask was ranked third out of the four teams entered. Saskatchewan’s first match up would be against 2nd ranked Manitoba and in a surprise upset, beat them 38-2. Jesse was part of the kick off special team and contributed a decisive tackle on a return. The gold medal game was next with the team facing BC in the final. Team Sask took the lead early on and came through for the win 21-7. This was the first year Saskatchewan entered a single team and the first year Saskatchewan had won the Western Challenge Cup. Jesse credits his accomplishments to SMF, the Delisle Rebels and Coach Byers “I started to learn the game of football with SMF and I was able to use that to help me earn a place with the Rebels. Coach Byers works us hard during practices but come game time all that hard work shows. I’d really like to try and help the Rebels win another championship”.
