Orchard Transport Celebrates 100 Years Orchard Brothers, Orchard Farm Equipment, Orchard Transport Ltd. from 1920 – 2020

T
he history of Orchard Transport Ltd is a long one… one of family ties, hard work and dreams! It started in Oshawa, Ontario, Canada when Bill Orchard and his brother George Orchard Sr. worked for General Motors in the auto assembly plant. They moved to Delisle, SK in 1920 with the dream of selling General Motors cars. As luck would have it, there was already a GM dealership in town, so they went with their second choice and started a repair shop and Ford Dealership instead. Orchard Farm Equipment received recognition from Ford Motor Co. for successfully selling Ford cars and trucks, along with IHC machinery for over 50 years! In that same year, 1973, the next generation of Orchard Brothers emerged; George Jr. and his brother Frank joined the business. Times were changing and so did the car business and Orchard Transport Ltd was formed. With the new formation, they changed the direction of the dream to hauling gravel and grain. They began hauling potash into Western Canada and the Midwestern United States, as well as cattle feed, lumber, potatoes, Christmas trees and fertilizer. By 1984, the old downtown garage was no longer able to accommodate the increasing size of trucks and trailers. As such, the company expanded to include 40 acres one-

mile South of Delisle, with a shop and Ag Sales operation. As years of hard work and ingenuity passed, the next generation of Orchards – brothers Geoff and Kent joined the expanding company. Now in 2020, it has been 100 years since the original Orchard Brothers dream. The current operation consists of ever-evolving operations into Western Canada and a thriving Agriculture Sales division. The Orchard family has always been involved in both Delisle and Vanscoy communities by offering support. Firstly, as an employer of hundreds of community members - local truck drivers, mechanics, and office staff. Secondly, they have been dedicated volunteers, serving as mayor, town councilors, Royal Canadian Legion, serving on church, hospital and minor hockey boards, coaching sports, donating to schools and church groups, helping the community to thrive in any way possible. The family thread continues to weave itself throughout the business operation and the Delisle community. Wives, grandsons, great-grandchildren and more, continue to make important contributions. Kent, the current operating manager and third-generation partner, reflected

on the business and community legacy, “The best thing about being in the agriculture business is the great people we have been able to work with. If you want to meet good, honest, hardworking people, I can’t think of a better industry in the world to be in than farming. rom 1966 to 2013 the administrators of the R.M. of Montrose No. 315 prepared budgets that were approved by the councils of the municipality that included surpluses of revenues more than expenditures that were 5%-10% of the total municipal property tax levy. These surpluses were set to cover any unexpected costs for a year. In most years the actual surplus was about the same as the budgeted surplus and would be added to an accumulated surplus. According to the 2015 audited financial statements for the municipality the council approved a budget that included a surplus that was $171,230 or 25.5% of the $670,212 total municipal property tax levy. The actual surplus was $404,066 an amount equal to 60.3% of the municipal property tax levy. According to the 2016 audited financial statements the council approved a budget that included a surplus that was $193,270 or 27.9% of the $693,643 total municipal property tax levy. The actual surplus was $314,562 an amount equal to 45.3% of the municipal property tax levy. According to the 2017 audited financial statements the council approved a budget that included a surplus that was $397,066 or 44.6% of the $889,440 total municipal property tax levy. The actual surplus was $443,392 an amount equal to 49.9% of the municipal property tax levy. According to the 2018 audited financial statements the council approved a budget that included a surplus that was $354,580 or 38.1% of the $930,651 total municipal property tax levy. The actual surplus was $532,815 an amount equal to 57.3% of the municipal property tax levy. According to the 2019 audited financial statements the council approved a budget that included a surplus that was $503,617 or 54.0% of the $933,040 total municipal property tax levy. The actual surplus was $570,270 an amount equal to 61.1% of the municipal property tax levy. From 2015 to 2019 the municipality has accumulated surpluses of revenues more than expenditures totalling $2,265,105 or an amount equal to more than 3 times the total 2015 municipal property tax levy and almost 2.5 times the total 2018 or 2019 municipal property tax levies. In comparison 10% surpluses accumulating for 5 years would total one half year. During 2020 most of the taxpayers of the municipality have been affected by the pandemic. Without creating any hardship to the municipality the council could give the taxpayers of the municipality financial relief by either levying zero 2020 municipal property taxes or cancelling/refunding all 2020 municipal property taxes using the accumulated surpluses from 2015 to 2019. From 2015 to 2019 the municipality has basically collected about 8 years of municipal property taxes in 5 years. By provincial law a municipality cannot approve a budget with a deficit or expenses exceeding revenues but there is no control on how much surplus of revenues exceeding expenses can be budgeted. The council of the municipality is only accountable to the taxpayers of the municipality who can show their satisfaction or dissatisfaction for their performance at a municipal election. Elections for reeve and councillors for divisions one, three and five will be held in the fall of 2020. Also with talk in the news about amalgamation of municipalities, if this municipality was to amalgamate with another or other municipalities the accumulated surpluses of this municipality would become part of the new municipality’s finances and may not be spent in this municipality. Edan spent 4 years with the Delisle Rebels (Grades 9-12) The Rebels had a perfect undefeated season in 2019 ending with a gold medal provincial win. Edan also spent five seasons with the South Sask Selects program in Moose Jaw, traveling to the United States to play during November - December each year.

COUNCIL REPORTS TOWN OF ASqUITh (Next Meeting August 12, 7:00pm)
A
squith Town Council held its July regular council meeting on Wednesday, July 8, 2020.
Attending were Mayor Gail Erhart, Councillors, Sue Sawicki, Dylan Claypool, Jeff Eide, Harold Edwards, Jordan Claypool, and Ted Goodnough. Also attending was CAO Kathy Picketts and Foreman Darren Kraft. The meeting was called to order at 7:00 p.m. A motion was made to accept the June 10, 2020 regular council meeting minutes as presented. A motion was made to accept the June 4, 2020 and June 23, 2020 special meeting minutes as presented. Council made a motion to accept the June 2020 financial statements and June 2020 bank reconciliations as presented to them at the meeting. Accounts Paid in the amount of $45,355.91 and Accounts Payable of $34,155.42 were accepted as presented. The Annual Waterworks Information was presented to council and is also on our website for your perusal. The booth at the Asquith sports grounds is currently being painted and looks great so far! The Town of Asquith has the following properties currently for sale, 505 Main Street, and 415 Main Street. Please enquire at the Asquith Town Office for further information. The Asquith Town Council contracted Graham Contracting to apply beet juice to Railway Avenue for dust suppression. Exceed Asphalt has been doing lots of patching on the streets in town. Reminder that there is another “Clean Waste” day this month on July 25 at the old landfill from 9:00 a.m. to 3:00 p.m. You can only dispose of “clean waste” such as tree branches, unpainted and untreated wood, leaves, garden refuse, etc. The Town is again having problems with individuals, both youth and adults, not following the policy regarding ATV’s. Some individuals have seen fit to go onto the sportsgrounds doing “doughnuts” causing a lot of damage. There has also been ATV’s, as well as vehicles, speeding down Eagle Avenue on the way to the sportsgrounds creating dangerous situations and

loud noises. ATV’s, or vehicles, are NOT allowed in the sportsgrounds. If there continues to be individuals violating this policy, Council may have to consider barring the use of ATV’s in Town entirely and individuals would be required to trailer their ATV’s in and out of Town. Please do not abuse the leniency Council has shown in allowing direct access to the rural areas. A reminder goes out to all individuals that the Town of Asquith has a Burning Bylaw which dictates that one can have a fire in town for recreational use only. Only clean wood/firewood can be burned in your fire pits - no painted/treated wood, refuse, leaves, etc. should be burned. Be kind to your neighbor and to the environment and burn only clean wood materials. Also, no bonfires are allowed - please keep the size of your backyard fires moderate. Enjoy your summer!

own Council held a regular meeting in the Town Hall on July 14th.
The Railway Avenue Highway Commercial Lot Grading tender was awarded to Arnold Earthmoving Ltd. for a cost of $171,250 plus taxes. Work is to begin immediately and will take approximately 1 month to complete, weather permitting. The new Highway Commercial subdivision to be created along the east end of Railway Avenue will have 3 new streets created. The most easterly street that will be an extension of the Highway 7 east exit will be named Paperback Road. The street to the west of that will be named Hero Drive. These two streets have been named as a tribute to the movie “Paperback Hero” that was filmed in Delisle in the 1970’s. A final street has been named Valleyview Gate. This street will be a short connector road between Railway Avenue and Valleyview Drive.

vanscoy & District Agricultural Society Upcoming Events It is still uncertain whether we will host our Annual Turkey Bingo in November. As an indoor event with attendance consistently above 150 people there is no way we could go forward with the event in accordance with the current restrictions set out by the government. However, the event is still tentatively scheduled. We will keep the community up to date on whether to plan to stay safe at home or come with your dabbers excited to play bingo that day. he Vanscoy & District Agricultural Society would like to remind everybody that we are not holding our Annual Fair at Fall Fest this year. Planning for the event has been discontinued due to the safety concerns and orders from Public Health regarding the number of people at large gatherings. We do hope that you can continue your gardening and craft work in a happy and safe setting at home. We also cannot wait to work with the Delisle & District Recreation Association again next year as well as celebrate with everyone at the fair in 2021.

WE Charity Scandal
rime Minister Justin Trudeau and Finance Minister Bill Morneau are facing ethics investigations for failing to recuse themselves from a decision to award WE Charity Foundation a nearly $1 Billion sole-sourced contract to administer a now-cancelled student volunteer program. Over the past few weeks it has been widely reported that WE has very close ties to the Trudeau family, as well as to many members of the Liberal cabinet and high-ranking staff. Among other connections, the Prime Minister's wife is a "WE Ambassador", while his brother and mother have both spoken at WE events. Finance Minister Bill Morneau's daughter is currently employed by the charity, while a book written by another one of his daughters was promoted by WE. In addition to this, WE Charity provided a $41,000 vacation to the Finance Minister which he only paid back this week – long after he had failed to recuse himself. Given the awarding of the administration of the Canadian Summer Student Grant Program to WE, such close ties immediately raised ethical questions. WE initially refused to confirm if Trudeau’s family members had been paid for speaking, but media reports quickly uncovered nearly $300,000 in payments to his mother and brother for speaking engagements – this despite WE’s standard policy of not paying their speakers. Under questioning by the Finance Committee, Ministers and public officials revealed that WE Charity was set to receive up to $43 Million in administrative fees to run the grant. Officials also stated that WE approached the government with a similar proposal early this spring before being given this contract without a bidding process. Media reports have also shown that this may not be the only concerning instance. A leaked memo from WE co-founder Marc Kielburger stated that Prime Minister Trudeau asked WE to host a Canada Day event in 2017 at which Trudeau’s mother was a guest speaker. WE has refused to say if Mrs. Trudeau was paid for this event. Most recently, we have learned that the contract was not given to WE Charity itself, as the Prime Minister said, but rather WE Charity Foundation, the real-estate arm of WE Charity, which has no charitable record to speak of. Its only significance is that it holds tens of millions in real estate.

As pointed out in both the Ethics and Access to Information Committee and Finance Committee hearings on the scandal, this is now the third time Trudeau is being investigated for breaching our ethics law since he was elected Prime Minister, and the second time Morneau is under investigation. Trudeau has already been found guilty of accepting a paid vacation on a luxury island, and for his involvement in the SNCLavalin Corruption Scandal. As they say in baseball, three strikes and you’re out.
Trudeau’s only excuse for this blatant ethics violation is that he didn't know how much his mother was being paid by the charity. He doesn't seem to realize that the amount is not the important point. Whether she was being paid $1 or $1M, Trudeau should not have been involved in the decision. We have ethics laws in Canada to ensure that no one can profit either themselves or their relatives from their role as elected officials, yet Trudeau continues to act as though those rules do not apply to him. While Deputy Prime Minister Chrystia Freeland apologized for Trudeau, saying, "Everyone in the Cabinet bears responsibility for this situation”, it is time for him to take responsibility for his actions. It is not the fault of Cabinet that he did not recuse himself from the vote. It is the fault of the Prime Minister and it is time for accountability In 2015 Trudeau promised an honest, transparent government. Yet time and again, even when he gets caught, he and his caucus stonewall Canadians from getting to the truth. Instead of doubling down and circling the wagons, I believe it’s time for every single Liberal Member of Parliament to look themselves in the mirror and decide if they are comfortable with Justin Trudeau continuing as the leader of their party. Canadians have had enough. They have had enough of corruption, cronyism, and lack of good judgement. It is time for a change. While Conservatives will be holding the government to account, only time will tell if the NDP and Bloc Quebecois will help us fully utilize the powers of a united Opposition. The question now is, have they had enough of this corruption, or will they continue to prop up the Liberal government? Be assured that I, along with my Conservative colleagues in the House, will continue to push for transparency from an opaque government, and accountability from a Prime Minister who constantly blames others.
