COUNCIL REPORTS

TOWN OF ASqUITH

squith Town Council held its regular Council meeting on Wednesday, September 12, 2018 at 7:00 p.m. Attending the meeting were Mayor Gail Erhart, Councillors Sue Sawicki, Dylan Claypool, Jeff Eide, Harold Edwards and Ted Goodnough. Also attending were CAO Holly Cross, Administrative assistant Kathy Picketts and Foreman Darren Kraft. A resolution was made to accept the minutes from the August 8, 2018 regular council meeting. The treasurer’s statement of receipts and expenditures for the month of August, 2018 and the bank reconciliations for the month of August, 2018 were accepted as presented. A motion was made to accept the Accounts Paid in the amount of $59,910.68 and the Accounts Payable in the amount of $64,960.65, as presented.

14th, 2018 from 9:00 am to 5:00 am at the Town property at the juncture of Charles Street and South Avenue. This is for the ratepayers of Asquith ONLY. Residents can use the Loraas bins to dispose of large dimensional waste (i.e. couches, mattresses, etc.). Demolition or renovation waste such as shingles or siding will not be accepted, and it is suggested that individuals should arrange for their own bins if they have this kind of waste. BN Metals will also have a bin there for white metals (washers, dryers, fridges, etc.). The doors should be pulled off these. Please come with enough people to put the appliance in the bin. Also, batteries, BBQ’s, bikes, chairs with metal, couches with metal, electronics, lawn mowers, old tools, swing sets, tin, wire, or anything metal will be accepted. This site will be supervised and is for the Town of Asquith residents ONLY. Councillor Dylan Claypool will be attending the SUMA West Central Regional meeting in Cut Knife, Saskatchewan on October 3, 2018.

Dan Phillips attended the Council meeting to express his concerns regarding cats running at large. Colin Graham of Graham Contracting attended the Council meeting to answer council questions regarding alley upkeep. Council decided to take the issue of purchasing a land leveler for alley work off the table. SaskWest was contracted to installed eavestroughing and downspouts on the pole shed building for the cost of twelve hundred dollars plus applicable taxes. The 2018 List of Lands in Arrears, the first step of tax enforcement, was presented to Council and accepted. This will be advertised in the Biggar Independent. Council resolved to continue tax enforcement on a property in Town by serving it with its Six-Month Notice.

If you have not yet done so, you can join the R.M of Vanscoy No. 345 Crime Watch group. Membership forms are available at the Asquith Town office. This group will be holding its second quarterly meeting for its membership on Wednesday, October 3, 2018 at 7:30 p.m. at the R.M. of Vanscoy office in Vanscoy, Saskatchewan. Council would like to remind all residents that if you see something that is a crime or looks criminal, to call the RCMP at 306-975-1670. If you see individuals driving dangerously, speeding, or if you see something that just doesn’t look right, please call the RCMP. It does not do any good to come into the Town office the next day to report it to office staff. It is extremely important that the RCMP have a handle of how much crime, no matter how petty, is occurring in town.

Fire Prevention Week October 7 - 13 • Your local fire department is made up of volunteers throughout the community. • The Pike Lake fire department is part of the Delisle Fire District which includes 3 fire halls: Delisle, Pike Lake and Montrose. • Pike Lake’s Fire Department currently consists of only 8 active members but combined with Delisle and Montrose there are over 50 volunteer firefighters. • The firefighters meet twice a month to train and learn the most effective and efficient ways to fight fires. • Pike Lake houses 3 fire trucks and a side by side gator at their hall, but in total there are 11 firetrucks and 3 side by sides operated by the three halls in Delisle Fire District. Each of these trucks are unique and serve an important roll on the force. • The Delisle Fire District consists of approximately 1900 Square Miles to be covered. • When the fire department issues a fire ban it isn’t to ruin your fun but instead to protect your-self and everyone around you. • Should you decide to have a fire when a fire ban is in effect it could results in a $1500 fine. • Cooking is the leading cause of fires in the home. • Every home should have at least 1 fire extinguisher on hand. • Fire alarms should be tested every month. When was the last time yours was tested. • A working smoke alarm can cut the risk of dying in a house fire in half. • Firefighters are there to help, you should never be afraid of them. Watch for your local fire fighters and volunteers in your schools during Fire Prevention Week. e are headed into the second month of preschool and the year has started off great! There are six 3-year olds who come on Friday mornings, and ten 4-year olds who come Tuesday mornings and Friday afternoons. The students have quickly learned our starting routine, although many of them always want to know when it's snack time! Our walls are already decorated with "self-portraits" of the kids, suns (for number 1 day), and fall trees. We are finishing off the month of September with a fire drill for the 4-year olds and some discussion about what we are thankful for with the 3-year olds. October will fly by as we are getting our pictures taken, making bats for number 2 day, having Halloween parties, and taking a field trip to the Dutch Growers hay maze. The 4-year olds will also be having one of my favourite days - Name Day. This is the start of them learning how to print their names as well as what letters are in their names. From this point on, it will be their responsibility to print their names on all of their crafts! 3-year old days: October 12, 19, 26, November 2, 16, 23, 30 4-year old days: October 2, 9, 12, 16, 19, 23, 26, 30, November 2, 6, 16, 20, 23, 27, 30

Kelly Block, MP September 27, 2018

10 YEARS AS YOUR MEMBER OF PARLIAMENT “Serving as your Member of Parliament is truly an honour.” I often begin or end my speeches with these or similar words. I do this, not because I am looking for filler, but because it is how I truly feel. October 14th marks my 10 year anniversary as a Member of Parliament. Over those ten years there have been many changes both personally and professionally. Ten years ago, our oldest daughter had just gotten married and our two youngest children were still living at home. Now, all four of our children are married with families of their own. We have grown in number with the addition of nine grandchildren (and one more on the way)! While I have had many wonderful experiences professionally, becoming a “nana” over and over again is probably my greatest source of happiness. I am reminded each time why I became an MP in the first place.

T

he Delisle Peewee Diamond Dogs represented Saskatchewan at the Canadian Western's Championships held in Edmonton August 3-6,. Their momentum throughout the round robin was unmatched as they won every game; Day 1 - winning against BC 13-1 & Manitoba 9-2 Day 2 - winning against High Park, AB 16-1 and Shellbrook, SK 9-2 Day 3 - winning against Irma, AB 5-4 Day 4 - Won the Bronze in the Westerns final, in two excellent battles against Irma then BC. We thank all those that supported our events and a special thanks to the sponsorship received from Delisle Minor Ball, Koncept Sign Group, Nutrien Vanscoy Potash, Nutrien Ag Solutions (Can) Inc., Orchard Transport, Store-it Safe, and Tuff Turf.

In politics, things are always changing and more often than not, the forces of change are outside of one’s control. Some changes were welcomed and easily embraced while others were not, with all demanding some adjustments. In 2011, I readily embraced the change when Conservatives went from a minority to a majority government. In 2013, when the riding boundaries changed and the new riding of Carlton Trail-Eagle Creek was created, it took some time for me to decide where I would run and adjust to the idea that I would no longer be serving all the constituents of the former SaskatoonRosetown-Biggar riding. And in 2015, when the Conservatives became Her Majesty’s Loyal Opposition, I didn’t like the change so well but have learned much as a result.

The past ten years have been a tremendous learning experience and time of growth. I’ve had the opportunity to meet many incredible individuals and learn more about our great Nation. I’ve also had the privilege of serving on numerous House of Commons Standing and Special Committees, as a Regional Caucus Chair, as the Parliamentary Secretary to the Minister of Natural Resources and currently as the Shadow Minister for Transport. As I reflect on the past and look forward to the future, I will close with how I began . . . Serving as your Member of Parliament is truly an honour. Thank you for the opportunity and the trust which you have bestowed upon me.

Thanks to the application of Global Positioning Systems, tractors are capable of steering themselves. Unmanned tractors pulling grain carts can be summoned to come alongside a combine to receive grain on the go. Autonomous tractor prototypes exist where oversight is provided remotely. As technologies are developed for other applications, they are often adapted and adopted by the agricultural community to reduce labour requirements and improve efficiencies. On the livestock front, genetic and management advancements allow more efficient production of meat and poultry. Improved feed efficiencies allow the same amount of product to be grown using less feed and water re-

sources. Pain medication has proven benefits when administered during management procedures such as castration, dehorning and branding. Biosecurity protocols reduce the risk and incidence of disease outbreaks. As of December first, currently available over the counter antimicrobials will require a prescription from a veterinarian. (see the link below for further explanation) The changes being made to how antimicrobials are obtained for use in livestock production will allow the industry to document prudent and responsible antimicrobial use and stewardship. These changes have stimulated thought processes to find ways to adjust management strategies to further improve disease prevention. Advancements are made due to changes in technology and processes as a result of research and development efforts.

The Agriculture Development Fund is used by University researchers to investigate concepts that improve the competitiveness of Saskatchewan’s agriculture industry. One way to find out what is being done is to use the search function at the link http://www.agriculture.go v.sk.ca/ADF/search to search a very generic term like “beef” or “canola” or “soil”. The results provide the titles of various projects being conducted or that have been completed. This provides a flavour of what is being researched in your industry. The opportunity to direct research priorities comes through involvement in various commodity organizations. If you have ideas that you think should be investigated, find the path to bring your idea forward. “To improve is to change; to be perfect is to change often.” Winston Churchill

Cereals Canada Welcomes the U.S. – Mexico – Canada Agreement The modernized NAFTA deal includes all three countries, U.S, Mexico, and Canada. Achieving the agreement will mean a preservation of the benefits of free and open trade that has been experienced by agriculture in all three nations. USCMA will also modernize the agreement in critical areas, including chapters on biotechnology and new plant breeding techniques and addressing issues of low level presence. These updates will help bring the agreement up-to-date with modern technology. “USMCA also sets the stage for equal treatment by the Canadian grading system for farmers on both sides of the Canada / U.S. border”, noted Dahl. “Again, this is a modernization that addresses issues that did not exist when the original NAFTA was drafted. Winnipeg, Monday, October 1, 2018 – Cereals Canada welcomes the announcement of a modernized North American Free Trade Agreement, which will be known as the U.S.-Mexico- Canada Agreement (USMCA). “Achieving the agreement will ensure ongoing stability in agricultural trade within North America,” stated Cam Dahl, President of Cereals Canada. “Agriculture in all three countries has benefited from freer trade. Preserving these benefits was a key objective in these negotiations”.

these changes.” Dahl further noted that “there was some concern that the adjustments to the grading system would undermine Canada’s classification system for wheat. This is not the case as the agreement continues to allow both countries the ability to develop national policy.” Cereals Canada thanks all the Canadian negotiating team who have carried out this work in order to accomplish the agreement. This includes Minister Freeland and Minister MacAulay who have been engaged throughout the negotiations.

everal motor vehicle accidents have occurred recently on Highway 7 that serve as an important reminder to our community about the risks we face while traveling our roads. Regardless of your own vehicle (whether brand new or 50 years old), your SGI plate provides basic coverage only with minimum legal requirements for liability insurance and basic injury benefits. In fact, SGI Auto Fund has not increased the plate provided liability limit of only $200,000 since 1985! Liability is when you're determined to be responsible for causing an accident, which results in property damage or injury to others. Liability means taking responsibility for your actions when you're to blame. You need to purchase an insurance "package policy" or automobile extension policy to protect your family and your finances. With an auto package policy you can increase your liability limits, enhance your injury benefits coverage, lower your deductibles, have coverage for rental vehicles, repair glass or stone chips and even replace a brand new vehicle without depreciation. Regardless of No Fault insurance legislation in Saskatchewan, you can still be sued for an accident that is your fault in any province/country without No Fault legislation (such as Alberta), if you damage property such as hitting a building or a train, force a commercial truck off the highway, or if the other injured driver's lost income or medical costs were not fully covered by the basic plate injury insurance. For example, if you injure a high-salaried person in a collision and must pay to supplement their lost income. With an auto package policy, your family members are financially protected from injury and loss no matter what insurance the other driver has. For instance, if you are in an accident with a driver who is under-insured, intoxicated (has no insurance!) or simply forgot to renew their plates. Family Security, a part of your auto policy, protects you and the ones you love with

benefit limits up to $2,000,000. Your policy also provides higher injury and death benefits including replacement income, education allowance and funeral expenses. Mooney Agencies recommends a minimum $2,000,000 limit for Liability including Family Security, which typically costs under $5 per month (or $46 per year)! Note you may need higher liability limits if you travel outside Saskatchewan (such as Alberta, where automobile claims with injuries often result in higher settlements). If you operate a motor vehicle in the USA, we strongly recommend a minimum $5,000,000 liability limit. SGI Canada recently introduced a "Journey" option that you can add to your existing annual Auto Pak policy for those planning a vacation, which offers a 30 day coverage bundle including $5,000,000 liability and $2,000 loss of use limits (this solution is great for those renting a vehicle in USA). SGI Canada also offers a multi-vehicle discount if you insure more than one vehicle on the same Auto Pak policy. Contact Mooney Agencies to discuss an automobile policy tailored to your needs. Winter is coming ! Mooney Agencies is a locally owned independent insurance broker, working for you rather than an insurance company or financial institution. We will properly assess your general insurance needs, shop for the best value in coverage and help you in the event of a claim. Mooney Agencies provides specialized advice for your farm or acreage, along with providing home, auto and commercial insurance solutions anywhere in Saskatchewan from our 3 locations in Vanscoy, Colonsay and Young. We are available to meet at your home, acreage, farm or business by appointment. Please introduce yourself to your Mooney Agencies insurance team – Stephanie & Landry Klapwijk, Della O’Hara, Danielle Thiessen and Courtney Klapwijk.

WINTERIzING yOUR HOME 1. Watch for drafty doors and windows Make sure to replace drafty weather stripping to prevent loss of warm air. 2. Flip your ceiling fan blades Changing your blades to run clockwise will push the warmer air down which will result in saving you money. 3. Invest in a programmable thermostat Having different heating time zones while you are away and at home will allow you to save money so the house is not being heated for the comfort of your plants and furry friends. The average home will save $180/ year !!

6. Winterize your air conditioner Drain any pipes or hoses coming from your air conditioner so they do not freeze during the winter. Vacuum any pools of water and you have in the air conditioner’s drain pan. Cover your unit to prevent added exposure to the moisture preventing it from prematurely rusting 7. Make sure to change your furnace filters It is important to have a good flow of air going through your furnace so your furnace doesn’t have to work any harder than it needs to. Team Petryshyn with RE/MAX Shoreline Realty Phil Petryshyn, REALTOR ® 1-306-291-1335 Jocelyne Petryshyn, Broker/Owner 1-306-856-0066

4. Make sure to check your smoke detectors and carbon monoxide detectors It is a good practice to replace the batteries regularly on your smoke detectors and check that they are working. Check to also make sure the expiry date on your detectors while changing the batteries. 5. Make sure the gutters are cleaned out If you have an excess of debris or leaves in your gutters it will allow the water to be trapped in the gutters and to freeze causing damage to your home.

Pike Lake Community & School Association

ummer of 2018 has passed rather quickly meaning the students are back in school and harvest is in full swing. As we received some welcomed (or unwelcomed) moisture during the harvest, the fire ban has lifted. With hunting, quading and snowmobiling about to start please make sure the field you travel on meet two requirements; you have permission and the crop is all off. Pike Lake School’s Welcome Back School Barbeque and PLCSA membership/activity signup, was held on Sept. 12th, starting at 5:30 pm. The event was well supported and a number of people/businesses purchased their 2018/2019 PLCSA Memberships. The PLCSA would like to announce the fall indoor activities. Registrations will be taken for Yoga, Pickleball will be offered and we will hold an exhibition of table tennis (ping-pong) on Wednesday Oct. 24th at 6:30 PM. PLCSA has planned to host another Community Potluck, on Friday October 19th at 6:00 p.m. The next PLCSA Board meeting will be held on Tuesday October 9th in the upper hall, starting at 7:00 p.m. This is a important meet-ing and the board needs a good turnout of community members and those interested in running some activities. An increase in hall demands, along with anticipated significant change in the Board come January, 2019, does require input/ideas to keep both the hall and the board viable. You will note, we are short in many areas of the board

and we will be scaling back activities if we don’t have sup-port from the community. The positions include secretary, treasurer, indoor/activities and newsletter. If there is no involvement or volunteers we simply may wind down the hall which is something we don’t want to see happen. PLCSA’s final Texas Hold’em is scheduled for Nov 3, 2018 starting at 7:00 p.m. We will be asking for volunteers to assist with most positions for the event including table manager, dealers, kitchen and bar. PLCSA continues to pursue an advertising incentive for our area. We are asking businesses/groups to consider advertising around our soccer field via banners. Hopefully the banners already up are getting your attention, and you spread the word to others who may be interested. Finally, the PLCSA 2018-2019 Memberships are now available. Memberships support our Hall. Don’t forget to renew yours as soon as possible. If you have not purchased your membership, please fill out the sheet and return it to the PLCSA or you can e-transfer the $20 household fee to plcsahall@gmail.com. The PLCSA Board wish all students experience an enjoyable and prosperous year and our farming community have a successful and safe harvest. Brian Lee, PLCSA Chairperson
