Story on Page 6 Culture Days in Delisle Submitted by Sylvia Chave

C

ulture Days is once again coming our way on the weekend of September 27, 28th, 29th. Last year was such a success and so well received I could hardly wait for it to come again, Sylvia Chave, one of last years Animateurs explains. This year we have started up a Delisle & Area Arts Council and there are more of us to make things happen, and happen they will. Although not all the activities have been nailed down we want people to be on the look out for posters describing the activities that will be happening. One of the great things about Culture Day Activities is that they are usually FREE!! Except for the supper on Friday evening, they all are. Friday is a big day and the library and Arts Council has arranged Author Talks

INDEX

that will run from 9:30 to 3:30 with 7 local authors sharing their books and experiences. There is no school on this day so we are really hoping that families take the opportunity to come out and share these experiences with their children, grandma’s and grandpas too!! There is a writer for every age group. Through out the day students from Delisle Composite School will be once again decorating the sidewalks with their wonderful art. It is hoped that we will also have local artists mentoring them as well and doing a few drawings too. Last years art was fabulous! There will be buskers out on the street as well later in the day over the supper hour when everyone can buy supper at the Seniors Centre. The proceeds from the meal will go to the Arts Council and help them keep the arts alive in our area. Workshops and displays of all kinds are in Red Williams............. p. 3 Council Reports......... p. 4

the works for Friday and Saturday and they won’t just be for kids, either! Friday Night at the Delisle United Church we are sponsoring an Open Mic Night. Everyone has a story to tell, a poem or a song lyric to share and we want to hear it! The floor will be open for people to share. Everything needs to be family friendly, and it can be anything you want to read out loud. A story you wrote in grade 2, a poem you wrote in highschool, a favourite passage by an author….the sky is the limit. If you want to read you must sign up when you get there, but we need listeners too, so let’s fill up the seats with an appreciative audience. The start time is still to be determined but should be around 7 or 7:30, right after supper! Saturday will wrap up in the evening with an interesting community event. (continued on p.10)

The 16th Annual John Arcand Fiddle Fest August 16, 2013

P

erfect weather set the stage for the 16th Annual festival, August 8-11, 2013. A great time was had by all as patrons enjoyed music, partook in workshops, danced and jammed! Apparently the word about the John Arcand Fiddle Festival is on the move, because we experienced a number of exciting developments in audience attendance and participation. There was a noticeable increase in day attendance this year, which is owed to local and regional media covering the event and our efforts to raise awareness amongst local folks that this cultural event happens in their own “backyard.” With a onetime gate fee (12 and under admitted free), affordable day passes, free shuttle service from three locations in the city, and a weekend of unique family fun, locals are sure to in-

creasingly favour the Fiddle Fest as an inexpensive and accessible summer destination! On site, our patrons were pleased to see additional hours added to the “People Mover” (the shuttle that brings people to and from the campground to the festival site). This was an appreciated service, as the un- serviced camping in the hayfield became an expansive temporary village with an estimated 140 RVs. Last year we introduced square dance workshops to the festival and this year they were back by popular demand. Participation in the square dance workshops exceeded our expectations – the dance floor was packed and an impromptu square dance team broke out in the camping field and followed along with the main stage crowd! The Thursday and Friday night old-time dances were a refreshing scene of young and old taking

to the dance floor to sashay and celebrate live music. And what a celebration it continued to be! Participant numbers in the fiddle contest were up this year to a total of 51 competitors, and the Jigging contest saw 32 registrants. Over the weekend we gave out over $10,000 prize money! The results from the fiddle and contest are attached, and are also available on our Facebook (John Arcand Fiddle Fest) and Twitter (JohnArcandFF) pages. Not everyone was out to compete though. Some people just came for the range of musical and cultural workshops we provide. The new initiative for 2013 was the Cultural Camp – and the response was tremendous. Featuring a wide variety of interactive hands-on workshops in Me ́tis traditional art forms – flat and peyote-style beading, embroidery, (continued on p.7)

“ Back to School... School Supplies & Fees... Does the New Math Add Up ? ”

recently read an article in the local media about parents who wondered why schools don’t provide the pens, pencils and papers that thousands of people head to retail stores to aquire each fall. Since the school board already has suppliers for such products, they could provide them directly to the students at a lower cost. A Regina Public School spokesperson commented that they are “...in the business of education, not stationary”. Really ? That is like the public health care system saying they are in the business of health care, not medical supplies, so bring your own rubber gloves and tongue depressors to your next check-up ! A Regina Catholic School spokesperson said “it’s a mammoth undertaking that would require a lot of human resources”. Really ? The school divisions employ many purchasing agents and warehouse staff who already tender and process purchases of pens, paper, etc. consumed by administration. And schools already have staff that have the time to create many supply lists and distribute them to students. Why not just make one and include it in the tendering process? Have it shipped to each school and first day of school the older students can sort it out into piles for each class and hand it all out. We will pay for the stuff through taxes.

So I did some checking into the “school supplies” lists put out by our local schools. Most of the items are pencils, erasers, pens, markers, binders, etc. and can obviously be bulk tendered and distributed to the schools through existing school division purchasing channels. This is a no brainer. But I also found some interesting differences between some schools. Asquith requests a package of photocopy paper from each student. Really !! A palate of bulk tendered copy paper is likely delivered to every school in September. Why the need to make us buy more at expensive single package pricing? They also request one box of Kleenex from each student, yet Vanscoy School requests two ! Why? Is there more nose picking in Asquith? And how come just Kleenex? What about toilet tissue? Don’t they use that in school anymore? Just what are ‘core’ institution items and what aren’t? Inconsistency equals inefficiency. Some schools request students to bring a locker lock and headphones yet others say they “bulk purchase” them and they will be provided to you, but you will be charged for them through “Fees”. Ahhh.... the notorious School Fees.....

Like ‘supplies’ students are requested to pay additional ‘fees’ for certain parts of the curriculum, and it varies vastly between schools. Depending on the grade these ‘fees’ run from $20 to $60, sometimes more. Why is this not in the budget ? These fees by no means eliminate the regular requests for cash during the year for extra outings and non-curriculum activities. Well let’s do the ‘new math’ on this shall we. Depending on the grade level, let’s say supplies and fees average about $100/year per student. The 2013/14 provincial school budget is $1.775 BILLION !! Province has 177,000 students? Thats $10,000 per student, Plus your $100 !! Missed the budget by 1%!! And do every year !! Our million person population already pays $1,775 each for public education. 1% more is only $17/year each. Add it to our taxes already !! The school divisions can properly budget for 99% of the costs to operate schools, maybe with encouragement and positive, self esteem reinforcement they could get that mark up to 100% !! Ken Sowter Editor RM Review

I understand that students want to bring thier own runners or pick out that new Justin Bieber pencil case or Miley Cyrus gym shorts... but consumables like paper & pencils ? No one cares !

Flag Football in Delisle

he 2013 Saskatoon Minor Fall Flag Football season is about to begin and Delisle has had enough interested to register two teams: a Stamps Division (grades 3-4) and a Hilltops Division (grades 5-6). There are two other divisions but the interest was low for those groups. This league is non-completive and focuses on increas-

ing the participation and skill development. These teams are comprised of many young players excited to be playing this great sport. The volunteers are from with- in the community and are dedicated to providing our youth with a positive learning experience to develop the fundamental skills of football and well-being for a lifetime of physical activity.

In addition to countless hours of practice, they will be playing several regular season games. To find out more information contact Pamela Hank at 306-361-7583 or pchsnk4@gmail.com or www.saskatoonminorfootball.com/fall/

he Saskatchewan government is coming to grips with the water problems in eastern Saskatchewan and has announced they will provide new regulations and possibly some legislation to address the issue. To my knowledge water doesn’t respond to regulations and all that will be achieved by this initial move is to redistribute the problem, perhaps more fairly. There has to be an additional approach. The alternatives are to make the water flow more freely, or to block some of the natural pathways, or to store

some water for later release. None are simple or cheap to conduct but neither will regulations solve them. Of course some efforts along these lines have been tried in certain points in the system such as; berms and ditching with varying success. I am not being critical except to suggest that tomorrow is too late to address the east flowing water shed problem and many others. The afore mentioned problem is pretty much a government issue to address, however many of the others have profit potential and therefore might attract joint

ownership. I’m referring to the QuAppelle canal, a dam at Highgate near North Battleford, the Meridian dam and diverting the North Saskatchewan River waters into Lake Diefenbaker. It is clear to most that these water management schemes are required and will be cheaper now than in the future. We have the engineering know-how to move beyond creating and enforcing regulations so it is a matter of political will to put them to the task of setting priorities, laying out the initial projects and applying their skills.

John Arcand Fiddle Fest (continued from page 1) and finger weaving – these courses were offered throughout the weekend. Cultural Camp also offered free workshops on traditional dance, oral traditions, and that oh so beloved but complicated-toplay tune, the Red River Jig. We’re looking forward to building upon this year’s successes with the Cultural Camp for the 2014 festival. Though old-time music is associated with older generations, the John Arcand proves to be an intergenerational experience. Drawing from over 1,000 participants in our workshops (fiddle, guitar, dance, and the Cultural camp), the demographic was 28% senior, 36% adult, and 36% youth! These statistics were also demonstrated by busy Children’s Activity Area, where an array of arts and crafts and interactive story-time and kid-oriented music workshops were met with approval by children and parents alike. An important part of our mandate is ! to nurture Me ́tis and old-

time music for future generations, so we are pleased to see our hard work and dreams becoming a reality! Thanks to all

of our funders, sponsors, and supporters for making this year’s festival a huge success!

n August 21st, Prime Minister Stephen Harper participated in an Arctic military exercise with the Gjoa Haven Patrol of the Canadian Rangers as part of the Operation NANOOK 13. The Canadian Rangers are a sub-component of the Canadian Armed Forces Reserve. Prime Minister Harper takes part in NANOOK 13 ern, coastal and isolated areas of Canada. Taking place from August 2nd to 23rd, Operation NANOOK 13 is the Canadian Armed Forces premier annual northern operation, and Canadian Rangers are the pillar of this operation due to their local knowledge and considerable expertise in protecting Canada’s sovereignty in the North. Operation NANOOK 13 encompasses four regions of the Arctic, each with its own unique scenario.  In Whitehorse, CAF

personnel have worked with the Yukon territorial government in a disaster-relief scenario.  Military personnel deployed to Cornwallis island have worked with Environment Canada to protect wildlife from threats.  Resolution Islands has seen the combined efforts of the CAF and the Canada Coast Guard at work at sea and on land in support of the RCMP.  On King William Island, the Canadian Rangers have patrolled the land in

unsupported and in austere conditions. The Canadian Rangers have also be refining multi-vessel patrolling techniques. The North is a fundamental part of our Canadian Heritage, our national identity and is vital to our country’s future prosperity. That’s why our government is promoting economic expansion and skills training for local populations as a way to entrench our presence on this vast land, and build a stronger Canada from coast to coast to coast.

MLA REPORT August 21, 2013 Randy Weekes, MLA

A

s summer comes to a close, our caucus is preparing for the upcoming legislative session. Throughout the summer, Saskatchewan Party MLAs have been consulting with constituents to find out what your priorities are. We heard that overall you are happy with the direction the province is taking, but there is still more work to do in regards to highways and senior care. To that end, this year our government is investing more than $260 million in highway construction across the province. Since 2008, our government has invested a record $3.7 billion in transportation infrastructure. We will continue to take action to ensure you and your families have a safe, reliable highway system. Our record on Seniors Care includes hundreds of new long-terms beds throughout the province, substantial increases to the Seniors Income Plan, increased funding for health regions to deliver home care services and historic income tax cuts that mean many seniors no longer pay any provincial income tax at all. We have come a long way in providing support to those to whom we owe so much, but there is still more to do.

One important issue that we heard during our summer consultations was the need to maintaining the economic strength and growth of our province. Through this we can continue to invest in the services that you need and deserve. Throughout the summer, our economy continued to set records, such as the strongest employment growth and the lowest unemployment in Canada. Employment rose to 564,100 people which is a 4 per cent increase over last year. July also saw the lowest youth unemployment rate among the provinces, at less than half the national average. If you are looking for a job, Saskatchewan is the place to be. In July, 60 per cent of jobs posted on Saskjobs.ca were full time positions. This is a 14.7 per cent increase over the

same month last year. The number of jobs available in July was 17,249, spread over 327 communities across Saskatchewan. This is an increase of 8.6 per cent over 2012. Providing quality and timely surgery is another area in which we are working to provide the services you need and deserve. We are well on the way to ensuring you and your loved ones' surgeries are performed within three months of a physician’s referral by April 2014. The latest update from the Saskatchewan Surgical Initiative (SKSI) shows that wait times for surgeries continue to decrease. The numbers show that 79 per cent of patients are having their surgeries within three month of their referrals and 91 per cent are having their surgeries within six months. This was an ambitious target when

Vanscoy Girl Competes in World Horse Show in Texas

W

hat once seemed an impossible dream for Taylor Gardner became a reality this past summer as she travelled to Fort Worth, Texas to compete in the American Junior Paint Horse Association Youth World Show. “It has been my goal to participate in this show for the past three years”, says Taylor Gardner. Competing at the Worlds is a once in a lifetime opportunity”. “I can’t believe I got to go and that I did so well”

Gardner had to qualify with the horse(s) she wanted to compete with the year previous to attending. This meant that she had to travel to all of the APHA sanctioned shows in Zone 10 in 2012. There was a total of seven shows across Alberta and Saskatchewan between May and September. She campaigned with three horses which in itself is a tremendous feat as many riders focus on competing with just one horse. Through hard work,

plenty of training and perseverance she was able to qualify with all three horses. There were times when she was not sure it would all come together as the family faced some challenges with the death of an Uncle and the addition of her new cousin and then the building which housed most of her horse records and awards burning to the ground. “My Mom & Dad did not want to see me lose this opportunity after I had been training for well over a year, they

did what had to be done to get me and my 3 horses down to Texas. They made a lot of sacrifices and I am very thankful for that.” Taylor and her Mom, Lorraine Beaudette left Saskatoon on June 20 and met up with fellow competitor, Mackenzie Yagersma, from Coaldale, Alberta who was also attending with her horse. The trip down to Texas with a load of horses takes 3 long days, plus the horses had to be acclimatized to the extreme heat. Temperatures were 36 to 39 C most of the trip. “We arrived at the Will Rogers Memorial Center in Texas on June 27th and really went to work. I was enrolled in Pre-Show Boot Camp on the 28th and was

fortunate to receive the $500 Hart Trailer Scholarship award.” The World Show classes began on June 29 and ran through to July 6. Taylor competed in Barrel Racing, Pole Bending, Stake Race and Versatility classes as well as two Sweepstake classes with Mr. Sylvester (Sully); Showmanship, Hunter under Saddle and Hunt Seat Equitation with Only By Appointment (Wayne); and Hunter Hack, Hunt Seat Equitation over Fences and Working Hunter with The Best Man(Bugs). Taylor success with all three horses and impressed APHA staff with her skill set. She was interviewed for their Around the World

video blog series and featured in various news stories. “I never dreamed I would do so well and in the end I came home with a Reserve World Championship in Pole Bending 14 – 18 and Reserve Champion Paint Horse in Versatility as well as 2 Top 10 placing with Sully; with Bugs in the jumping classes we were two times Top 5 and one times top 10 and with Wayne we were two times finalists. I also won money in the speed jackpots and the versatility stakes but my best prize would have to be my Reserve World Champion buckle & jacket. Along with the memories I will cherish these for the rest of my life!”
