Inside this edition, you will find the latest developments and updates related to the industry plus all the regular columns and features. A big THANK YOU to all sponsors, exhibitors, attendees, dignitaries, industry friends and volunteers for making the 9th Annual Road Today Show & Job Fair held at the Soccer Centre in Brampton an informative event. It was a welcome sign to see visitors from varied age groups attending the show and embracing the insights of the industry. We truly appreciate the ongoing patronage and look forward to hosting more events in near future. The Ministry of Transportation (MTO) has been working on a game plan in cooperation with driver, shipper, load broker, equipment supplier and carrier groups to address the decades-old challenges of weight compliance in the aggregate and excavation sectors. An engaging town hall meeting held in Mississauga last month was a step in right direction where MTO staff shared plans to develop an agreed upon approach built on facts, data and making evidence-based decisions. According to a new report published by the International Transport Forum (ITF), Governments must consider ways to manage the transition to driverless trucks in order to avoid potential social disruption from job losses. Self-driving trucks will help save costs, lower emissions and make roads safer. They could also address the shortage of professional drivers faced by road transport industry, the study says. But automated trucks could reduce the demand for drivers by 50-70% in the US and Europe by 2030, with up to 4.4 million of the projected 6.4 million professional trucking jobs becoming redundant, according to one scenario. Even if the rise of driverless trucks dissuades newcomers from trucking, over 2 million drivers in the US and Europe could be directly displaced, according to scenarios examined for the report. See details on Page 30. Ontario has passed legislation to protect the most vulnerable users of local roads, including children, seniors, pedestrians and cyclists. The Safer School Zones Act gives municipalities more tools to fight speeding and dangerous driving in their communities, including Automated speed enforcement (ASE) technology, the ability to create zones with reduced speed limits and a streamlined process to participate in Ontario’s effective Red Light Camera program without the need for lengthy regulatory approval. Ontario’s Transportation Minister Hon’ Steven Del Duca presented with ‘Road Today Leadership Award’
T
he 9th Annual Road Today Show & Job Fair held at the Brampton Soccer Centre on Saturday, May 27th was well attended by the community and industry participants. The event featured many activities of interest for attendees’ young and old, including trade show, outside display, job fair, road safety awareness, kids entertainment, giveaways and lots more. The prestigious ‘Road Today Leadership Award 2017’ was presented to Hon’ Steven Del Duca, Vaughan MPP and Ontario’s Minister of Transportation. He was recognized for his dedicated public service, community involvement, commitment and vision towards promoting road safety in Ontario. The Minister was acknowledged for his leadership in creating better opportunities for a safer & thriving trucking industry since appointed Ontario’s Minister of Transportation in 2014. Some of the major policy decisions taken under his tenure include implementing Mandatory Entry Level Training (MELT) for Tractor-Trailer Drivers, Fairer Compliance in Excavation, Aggregate Sectors amongst others. The advanced radarbased safety system is “always on” and features forward collision warning, collision mitigation and adaptive cruise control. The system measures the truck’s position in relation to other vehicles and objects; detects moving, stopped or stationary vehicles ahead; and uses audible, visual and short brake pulse warnings to alert the driver of a possible rear-end collision. MTO Paves Way for Fairer Compliance in Excavation, Aggregate Sectors
T
he Ministry of Transportation (MTO) has been working on a game plan in cooperation with driver, shipper, load broker, equipment supplier and carrier groups to address the decades-old challenges of weight compliance in the aggregate and excavation sectors. At a town hall meeting held in Mississauga on May 25th, the Minister of Transportation Steven Del Duca, and staff reinforced MTO’s commitment to return enforcement to the sector by the fall of 2018. The plan involves continued cooperation with all stakeholders on a multi-phased project built on facts, data and making evidence-based decisions to hold all parties in
the supply chain accountable (including loaders, shippers and suppliers). The townhall was also attended by MPPs Amrit Mangat, Harinder Malhi, Vic Dhillon and MP Raj Grewal amongst others. Over the next 18 months, the MTO will be taking the following steps to help the industry meet the requirements of vehicle weights by: • Carrying out a review of the Safe, Productive, and Infrastructure Friendly (SPIF) Vehicle Weights and Dimensions Regulation • Testing the addition of axle and gross weight verification requirements for trucks hauling excavation materials in select ministry highway construction contracts • Implementing a new digital record to track maximum
allowable weights for trucks carrying aggregate and excavation material • On a pilot basis, test the new digital record on a sample of 225 trucks during the 2017 construction season to determine if the new procedure helps improve compliance and analysing data collected during the pilot and make recommendations • Resume enforcement of vehicle weights and dimensions regulations for aggregate and excavation vehicles. MTO has been clear from the start these solutions will maintain safe roads, protect the infrastructure, and allow for a strong, sustainable trucking industry that supports the Ontario economy. RT

Mandatory training for commercial full Class A licence applicants starts July 1, 2017
S
tarting July 1, 2017, drivers seeking a commercial full Class A licence in Ontario must complete a mandatory entry-level training course before attempting their road test. The new requirement, announced last summer by Minister of Transportation Steven Del Duca, will ensure commercial drivers have the experience and training needed to safely operate large trucks on Ontario’s roads. The mandatory training course will apply to all new applicants for commercial full Class A licences — the class needed to drive trucks with air brakes and vehicles over 4,600 kilograms. Drivers who take a road test before July 1, 2017 and those who already holda valid Class A licence are not required to take the course. To complete the course, drivers must enrol with a registered Private Career College or another provider that is recognized under the Ministry of Transportation’s Driver Certification Program. “In the past, we’ve seen some unregistered truck schools offering courses that focus solely on teaching drivers how to pass the road test, rather than teaching the skills they need to operate their vehicles safely,” said Del Duca. “This change will ensure that drivers are getting the proper training and learning about Ontario’s road safety standards.” The curriculum for the mandatory training course will be set by the training providers, and must meet the Ministry of Transportation’s Commercial

Truck Driver Training Standard (Class A). The course will cover entry-level knowledge and skills that a truck driver must possess in order to operate a Class A vehicle safely, including basic driving techniques, tractortrailer off-road manoeuvres, vehicle inspection activities and more.The course is expected to take about four to six weeks to complete.Training providers will set the cost. Upon a driver’s successful completion of thecourse, training providers will submit verification via a web-based system to the province. Drive Test centres will check thedriver record to ensure the course has been completed before a full Class A road test can be taken. The courseis valid for life. Drivers seeking a Restricted Class A (AR) licence — to drive vehicles with a single trailer without air-brakes — will not be required to complete the course. However, thecourse must be completed if and when drivers wish to remove the restriction and upgrade to a full Class A licence. The move, which has been well-receivedby trucking organizations throughout the province, will help address the
industry’s need for well-qualified and properly-trained drivers. According to Ontario’s Road Safety Annual Report, the total number of collision-related fatalities on Ontario’s roads was 517 in 2014. Of those, 109 involved large trucks. By increasing the training requirements for new commercial truck drivers, the province hopes to see a steady decline in those numbers. “The safety of everyone who uses Ontario roads is our top priority,” said Minister Del Duca. “By introducing mandatory training in addition to knowledge and road tests, we’re taking steps to ensure Ontario’s roads stay among the safest in North America.” In 2014, there were 291,555 large trucks in Ontario, and over half of those were operated by Class A drivers. In addition to boosting road safety, the Ministry of Transportation is estimating that the new training requirements will save taxpayers about $29 million per year by reducing the social costs of collisions on Ontario highways. But automated trucks could reduce the demand for drivers by 50-70% in the US and Europe by 2030, with up to 4.4 million of the projected 6.4 million professional trucking jobs becoming redundant, according to one scenario. Even if the rise of driverless trucks dissuades newcomers from trucking, over 2 million drivers in the US and
Europe could be directly displaced, according to scenarios examined for the report. The report makes four recommendations to help manage the transition to driverless road freight: Establish a temporary transition advisory board for the trucking industry - Governments should establish a transition advisory board for the trucking industry to advise on labour issues associated with the introduction of driverless trucks. The board should be temporary and include representatives from labour unions, road freight businesses, vehicle manufacturers and government. It would support the government in choosing the right policy mix to ensure that costs, benefits and risks from automated road haulage are fairly distributed. Consider a temporary permit system to manage the speed of adoption and to support a just transition for displaced drivers, while ensuring fair access to markets - Governments should consider a mechanism to shape the transition to driverless trucks. A permit system would offer influence over the speed of uptake as well as revenue to support displaced drivers. Where economy-wide unemployment support is considered inadequate, additional assistance could come in the form of targeted labour market programs to try to re-deploy drivers. It could also take the form of additional income replacement payments where alternative employment opportunities have also been reduced by automation. For reasons of fairness, funds for transition assistance should be generated by the main beneficiaries of the operation of driverless trucks. The sale of permits to operators experiencing operating cost reductions could be complemented by contributions of all road users who will benefit from improved safety. Careful design of the permit system would ensure that permits are used to manage the labour transition fairly and not as a proxy to limit the free movement of goods. Set international standards, road rules and vehicle regulations for self-driving trucks - Harmonisation of rules across countries is critical for maximising the gains from driverless
truck technology. Common vehicle standards and operational rules would allow smooth cross-border movements of autonomous trucks and should be put in place at least at a continental level, preferably at the global level. The proactive approach of many governments to test permits and ad hoc exemptions to road rules allows different approaches to be tested in parallel which can speed up the maturing of the technology. However, such competition entails the risk of insufficient attention on the ultimate goal of harmonisation. Continue driverless truck pilot projects to test vehicles, network technology and communications protocols - Governments, industry and researchers should continue to advance tests on public roads in designated corridors and areas for trialling vehicles, network technology and communications protocols. This way various technologies are able to be tested without committing to an individual company, standard or technology early in the development process, ensuring that expensive network-wide investments are not wasted or over-specified. This will help ensure societal benefits from automated road freight transport will be maximised. These recommendations were agreed jointly by organisations representing truck manufacturers, truck operators and transport workers’ unions, under the auspices of an intergovernmental organisation. This broad coalition of stakeholders lends the call to action particular weight. The report was prepared jointly by the European Automobile Manufacturers’ Association (ACEA), the International Transport Workers’ Federation and the International Road Transport Union (IRU), the road transport’s industry’s global body, in a project led by the International Transport Forum, a Paris-based intergovernmental organisation linked to the OECD. The ITF is an intergovernmental organisation with 57 member countries (including Canada, USA, Mexico, India). The only global body for all modes, it acts as policy think tank and organises the annual summit of transport ministers. RT

olvo Trucks North America has announced that it now offers a Genuine Painted Parts Program, delivering genuine, factorybuilt replacement parts, custom painted for pre-order or quick turnaround. The Volvo Genuine Painted Parts Program offers customers and dealers the opportunity to order more than three dozen different parts, including hoods and bumpers, for both the Volvo VNL and VNM models. Each genuine replacement part is painted with the same custom formula and high-quality Imron paint that is used at Volvo Trucks’ New River Valley facility in Dublin, Virginia. Volvo expects to ship all hood and bumper orders within 48 hours of request. In addition to painted hoods and bumpers, the program also offers bulk part ordering for all models, as well as fully dressed hoods for the VNL. Road Check 2017 Focuses on Cargo Securement
H
ow do you know when Spring is in the air as a truck driver? Road Check! That’s right folks the annual Road Check program will take place again this year on June 6-8, 2017. The focus of this year’s inspections will be on cargo securement. That’s nothing new as cargo securement, brakes, lights, and other important items are always on the list. If you are new to the trucking industry you may not be familiar with this program, but any veteran will have gone through this many times. Road Check is a program where inspection personnel open all the inspection stations across North America for a 72 hour period inspecting as many vehicles as they can. This is a joint effort with law enforcement, inspection personnel, and other organizations to show the public that they are serious about road safety and taking unsafe vehicles off the road. The States such as New York that don’t have permanent inspection stations will be opening portable scales in various locations throughout the Country. You can bet that you will see enforcement somewhere. This year the inspection focus will be cargo securement but that doesn’t mean they won’t look at other items. Every year the inspection program focuses on a different aspect of the equipment and you can count on brakes and wheel fasteners always being high on the list. During this period enforcement will have all hands working with inspection stations open 24 hours per day and will be trying to do as many Level 1 inspections as possible. It is well advertised to the public and is held the same time every year so it shouldn’t be a surprise.

The best way to get through the drama of inspections is to do thorough inspections yourself. If you are reading this anytime before June 6th then you have been warned! If the inspection process is a weak point for you then get better at it. If you have been letting things go on your truck, now is the time to get them repaired. Paying attention to your loads should be a priority at any time but now is the time to give it that extra walk around and check before leaving the shipper. A few years ago, I was at a local inspection station viewing the program for that year. I decided to follow one truck all the way through to see what inspectors were looking for. A landscape truck pulled in to the weigh station and across the scale. The red light came on and he was asked to park around back. I followed the inspector and asked why he had pulled the truck around back as everything seemed fine from a view point from afar. The inspector pulled the driver around back because of a twig
that was hanging off the back of the load of shrubs that this driver had on. The twig could have come off and hit a vehicle following the truck. That was easily fixed as the inspector walked over and took the twig off the vehicle. He then proceeded on with a full inspection. The driver was held up for hours as the inspecting officer found tire issues, brake defects and other items that needed attention. The inspection process can change in an instant. You could be pulled in to just check a log book and find out now you are into a full inspection. Being prepared by doing proper pre-trip inspections are your best defence against Road Check 2017. Police, fire and ambulance personnel are often required to do their work on the shoulders of busy highways. For safety reasons, the law requires all drivers to slow down and proceed with caution when passing an emergency vehicle parked on the side of the highway with its lights activated. If the highway has more than one lane, the law also requires all drivers to move over leaving at least one lane between their vehicle and the parked emergency vehicle, if it can be done safely. Obeying this law will save lives! Violating it can result in a $2,000 fine and three demerit points.

8,000 kilometres of connection: the Trans-Canada Highway celebrated in stamp marking Canada 150
C
ountry music star Dean Brody, while on tour, unveiled a stamp that captures the Trans-Canada Highway, the 8,000-kilometre ribbon of adventures, dreams and memories – and a key economic artery for Canadian business. Brody, winner of multiple Juno Awards and more than a dozen Canadian Country Music Awards, took a few hours away from his crosscountry arena tour – which is largely following the Trans-Canada – to unveil the stamp at the home of Brandt Group of Companies, located alongside the iconic highway. Headquartered in Regina with operations across the country, Brandt is an international success story that depends heavily on
the Trans-Canada for its business. The Trans-Canada Highway stamp is the fifth of 10 stamps being issued by Canada Post to celebrate Canada 150. The stamps mark unforgettable moments in Canada since our country’s centennial in 1967. The Trans-Canada runs through all 10 provinces – from St. John’s, N.L. to Victoria, B.C. It is one of the longest national road systems on the planet, and links to roads that lead to Yukon and the Northwest Territories. Construction started in 1950 and the highway officially opened in 1962 – but it was not completed until 1971. Today, the Trans-Canada has multiple routes that connect almost every major city in Canada, and links to roads heading
into the United States. Distinguished by its white-ongreen maple-leaf markers, the highway holds a special place in the hearts of those who’ve travelled it – by car, bicycle or on foot, or at the wheel of a transport truck – and even more so for those who’ve ventured along its entire length. It has fed our desire for adventure and fuelled our fascination with the open road, inviting family or buddy road trips for generations of Canadians. Communities and Canadians also rely on the Trans-Canada for their livelihoods every day. A perfect example is the Brandt Group of Companies, which hosted Canada Post’s TransCanada stamp launch at one of its facilities alongside the highway. Each of the 10 maple-leaf shaped die-cut Permanent domestic-rate stamps measures 40 mm x 40 mm and is printed in 6 colours plus tagging. The self-adhesive stamps are available in a booklet of 10 (4 million stamps). RT

Carpal Tunnel Syndrome
C
arpal tunnel syndrome is one of the most common conditions that affect the wrist and hand. As a result, I think that it is safe to say most of us have heard the term carpal tunnel syndrome at some point in our lives. However, many people do not know exactly what it means. In this article, I am going to discuss carpal tunnel syndrome in greater detail. Let’s get started. Carpal tunnel syndrome occurs when the median nerve in the wrist is compressed as it passes through a narrow passageway called the carpal tunnel on its way to the hand. The median nerve provides sensation to the palm side of the thumb and first four fingers. In addition, it provides nerve motor function signals to muscles in the thumb. There are several potential causes of carpal tunnel syndrome. Any condition that causes pressure or irritates the median nerve in the tunnel may lead to symptoms. Wrist fractures, as well repetitive strain injuries are common causes of the carpal tunnel narrowing. In my practice, I commonly see this condition in the shift hand of professional truck drivers. Repetitive shifting as well as resting the wrist on the shifter are the most common causes in drivers. To add to this, flatbedders are at greater risk due to the fact that they must secure their loads by repetitively tightening chains and binders.
The symptoms of carpal tunnel vary from person to person. However, in most cases, symptoms begin gradually. Symptoms most often include occasional numbing and tingling in the thumb and first two fingers. This sensation may radiate from the wrist up into the arm. Some patients experience an “electric shock� feeling in their fingers. It is common for individuals to find relief from the symptoms by shaking out their hands. Over time, as the condition progresses, weakness of the thumb muscles may occur. If you suspect that you may have carpal tunnel syndrome, it is important to consult with a health professional as permanent damage can occur without treatment. Your doctor will usually be able to diagnose carpal tunnel syndrome by taking a detailed medical history and performing a physical examination. Orthopedic testing which includes bending the wrist in different directions and pressing on the nerves in the wrist are usually included in the physical exam. If necessary, your doctor may recommend further testing such as x-rays to help diagnose the cause of the carpal tunnel syndrome. A nerve conduction study which measures how well the median nerve is conducting the signal may also be performed. Once a diagnosis of carpal tunnel syndrome has been reached, your doctor will be able to recommend

Braces and splints are sometimes suggested to help immobilize the affected wrist. To add to this, physical therapy is often successful in treating mild cases of carpal tunnel syndrome. If conservative treatments are unsuccessful, your doctor may suggest a corticosteroid injection to decrease inflammation and swelling within the tunnel. Finally, if all conservative treatment options fail, surgery may be recommended. The most common surgical procedure is called a carpal tunnel release. During this surgery, the surgeon cuts through the carpal tunnel ligament to relieve pressure on the median nerve. As the ligament heals it will leave more room for the nerve to pass through the carpal tunnel. Recovery from surgery usually takes a few months. ‘Road Safety Challenge Day’ activities held in Brampton
I
n Ontario, the Ministry of Transportation’s road safety challenge campaign runs from May 15 to June 11 with a goal of engaging the participation of community groups and private sector to raise awareness of road safety issues and work together to make Ontario’s roads safer. In an effort to create awareness and help reduce collision-related deaths and injuries, the City of Brampton proclaimed May 27 as Road Safety Challenge Day which was held in conjunction with the Road Today Show at the Soccer Centre. The show offered educational activities focusing on distracted driving, pedestrian safety, impaired driving, as well as commercial vehicle safety. The unique and interactive learning tools were well
